“We were willing to hold it, but the UGC guidelines came at the last moment,” Dutta submitted before a single judge bench of Justice Pratibha M Singh.

The Vishwa Hindu Parishad (VHP), a prominent saffron offshoot of the Rashtriya Swayamsevak Sangh (RSS), in an unusual and surprising move, congratulated the Congress-run Ashok Gehlot government in Rajasthan for its initiatives to set up a Vedic Education and Culture Board in the state and also for including biographies of Paramveer Chakra medallists in the school curriculum.

In fact, at Jagadguru Ramanandacharya Rajasthan Sanskrit University, efforts are on to increase culture and values by spreading ancient Vedic knowledge science.

Dinesh Chandra said that the establishment of the Vedic education and culture board will help in furthering the ancient knowledge by connecting students of the modern times with age-old knowledge, and will also help the ancient knowledge to prevail in modern times.

Print Prachar Pramuk Abhishek Singh said that the VHP meeting discusses the upcoming events and reviews the last completed programs.

K’taka girl writes board exam hours after father’s death

A grieving Class X student wrote her last SSLC board exam in Karnataka’s Gadag despite her father passing away early in the morning on Friday, an official said.

“Holding back tears, an emotional 16-year-old Anusha Bhajantri mustered the courage to write her last SSLC board exam in Hindi (third language), hours after her father died at home early morning due to sudden illness,” Gadag block education officer S.S. Keladi Mata told IANS over the phone.

Gadag is about 380 km northwest of Bengaluru.

“Though Anusha had the option of skipping the test and appear in the supplementary board exams due in August, she did not want any further delay, as the exams were already postponed from March due to the COVID-induced extended lockdown. She wrote five subjects since June 25,” said Mata.

Anusha is a student of the unaided Thontadavya High School in the town, but her exam center was at the K.H. Patil high school, a little away from her home.

“Anusha’s father Suresh Bhajantri, 58, was ailing for some time after surgery on his spinal cord at the state-run KIMS hospital in Hubballi, about 55 km away from Gadag,” said Mata.

Anusha is the younger daughter of Bhajantri, who was a teacher in the state-run HPS Primary School in Gadag. Her mother Sumithra is also a teacher in the same school.

Anusha rushed home after finishing her exam at 1:30 p.m. for the last rites of her father.

“The state education department has given Rs 15,000 to Anusha’s family for the funeral expenses of Bhajantri, as he was still in service,” added Mata.

Eyeing promotion, 55-year-old K’taka cop writes Class 10 exams

A 55-year-old Karnataka police constable is writing the Secondary School Leaving Certificate (SSLC) board exam at Kolar to get promotion before his retirement in 2025.

“Karnataka State Reserve Police (KSRP) constable K.R. Manjunath is appearing for the SSLC board exams as an external candidate at the Government Girls’ Junior College at Kolar, which is an enrollment center,” district nodal officer Nagendra Prasad told IANS on phone.

Kolar is about 100km east of Bengaluru in the southern state.

The SSLC board exams are being held across the state since June 25 as per the lockdown guidelines, which makes wearing masks, washing hands with sanitizer, and maintaining social distancing mandatory.

Manjunath appeared for the 6th and last exam in the third language on Friday after completing papers in 5 subjects so far.

“Manjunath is attempting to pass in all 6 subjects for the second time, as he failed in 2 subjects in the first attempt 4 years ago. He will get promotion and become head constable if he passes this time,’ said Prasad.

Though Manjunath studied up to class 7 in the town over 4 decades ago, he secured a job in the state police department in D group and was promoted as a constable over a decade ago on the service record.

“As Manjunath wants to retire as head constable, he has to pass the class 10 exam, which is a minimum for the promotion. He is confident of passing in all subjects this time as he claims to have done well,” said Prasad.

The constable has opted to write the exam in his home town (Kolar) though he is posted in Bengaluru.

“On learning that a senior policeman was writing the class 10 board exam, state Education Minister S. Suresh Kumar enquired about him during his official visit to Kolar on June 29,” Prasad recalled.

IIT Hyderabad researchers use novel method to study biofuels

0

The Indian Institute of Technology Hyderabad (IIT-H) on Thursday said its researchers are using computational methods to understand the factors and impediments in incorporating biofuels into the fuel sector in India.

This work has been spurred by the increasing need to replace fossil fuels by bio-derived fuels, which, in turn, is driven by the dwindling fossil fuel reserves all over the world, and pollution issues associated with the use of fossil fuels.

The model developed by the IIT team has shown that in the area of bioethanol integration into mainstream fuel use, the production cost is the highest (43 percent) followed by import (25 percent), transport (17 percent), infrastructure (15 percent) and inventory (0.43 percent) costs.

The model, published in the Journal of Cleaner Production, has also shown that feed availability to the tune of at least 40 percent of the capacity is needed to meet the projected demands.

A unique feature of this work is that the framework considers the revenue generation not only as an outcome of sales of the biofuel but also in terms of carbon credits via greenhouse gas emission savings throughout the project lifecycle.

“In India, biofuels generated from non-food sources is the most promising source of carbon-neutral renewable energy,” Dr. Kishalay Mitra, Associate Professor, Department of Chemical Engineering, IIT Hyderabad, said in a statement.

“These second-generation sources include agricultural waste products such as straw, hay, and wood, among others, that do not intrude upon food sources,” Mitra added.

According to the Institute, biofuel technologies are evolving in India. The design and implementation of technological, regulatory, and policy approaches and pricing strategy of biofuels depend on a deep understanding of the supply chain network.

Models such as those developed at IIT Hyderabad allow the society to understand the effects of uncertainty in the network parameters on the demand-supply dynamics and can help policymakers devise and revise strategies to meet the future demands of biofuels.

“We use Machine Learning techniques to understand the supply chain network,” said Kapil Gumte, Research Scholar, IIT Hyderabad.

“Machine learning is a branch of Artificial Intelligence in which, the computer learns patterns from available data and updates automatically to produce an understanding of the system and predictions of the future,” Gumte added.

‘Library Khidki’ for primary students in UP

0

The basic education department in Uttar Pradesh has collaborated with the Tata Trust, for a concept of an e-magazine for children in primary and upper primary classes.

UP is the second state, after Rajasthan, to take up this alternative innovative solution, with an aim to ensure all-round development of children.

The e-magazine will reach students and teachers twice a week.

Each edition is divided into four parts-three for children and one for teachers.

Named as ‘Library Khidki’, the e-magazine will have e-material such as poetry and stories for children aged between 3 and 14 years.

The e-learning material, available in the form of text, audio, and video, will be made accessible to children, parents, and teachers mostly through social media platforms and the Diksha app.

The first edition of the e-magazine was released on June 30.

According to Tata Trust’s education officer Vishambhar, who is overseeing the e-magazine project in UP, the idea of this innovation is to ensure all-round development of children of government schools using Information and Communication Technology (ICT) platforms.

He said, “Through this innovation, e-material for subjects like library, arts, life skills education will be shared for children. For teachers’ capacity building, useful e-material and academic papers will also be put online.

Additional Director (education) Lalita Pradeep said, “It’s a very innovative concept to reach out to children and their environment with such rich material. This will engage them in age-appropriate stories and content. Teachers and parents will have something very interesting to interact with their children.”

Gujarat govt decides to allow final year examinations

0

The Gujarat government, here on Wednesday, announced the decision to allow colleges and universities to conduct final year examinations. The Gujarat Technological University (GTU) has already declared dates for examinations, which will start from Thursday.

However, Congress has opposed the cabinet decision.

Education Minister Bhupendrasinh Chudasama said, “The SP University and the Teacher’s University conducted examinations last week. The GTU has announced examination dates. Gradually, other universities and colleges in the state will also conduct final year examinations.”

He said the GTU had conducted an opinion poll on its website on holding of examinations. Around 54,000 students replied in affirmative as they wanted to move on, get the certificates for jobs, or pursue higher education. Only 900 students opposed holding of examinations, he added.

The GTU would conduct examinations while maintaining social distancing, use of masks and sanitizers, and by making other arrangements across its 350 centers, Chudasama said.

The GTU has given the students three options — the classroom examinations that will begin on Thursday, online examinations, and special examinations to be held on improvement in coronavirus situation.

The students living in containment zones or those who are not willing to take classroom examinations can either go for online examinations or special examinations, the dates for which will be announced later. The online examinations will be held from July 21, as declared by the GTU earlier.

However, Congress has opposed the decision to conduct examinations and have demanded that the students be mass promoted.

“The corona crisis in Gujarat is out of control. More than 32,000 people have been infected and over 1,800 lost their lives. At such a time, the University Grants Commission (UGC) and various other committees, set up in different universities and colleges, recommended cancellation of all examinations and a merit-based progression. Despite this, the GTU has gone ahead. This is playing with the lives of students,” said Amit Chavda, Gujarat Congress president.

In the current situation, no examinations are conducted and all students should be mass promoted, Paresh Dhanani, Leader of the Opposition, told IANS.

UPSC allows Civil Services aspirants to change exam centres

0

The Union Public Service Commission (UPSC) has decided to allow candidates for the Civil Services (preliminary) examination, 2020 scheduled to be held on October 4 to change their exam centers in view of coronavirus pandemic.

The opportunity to change the centers will also be applicable to Indian Forest Service (preliminary) examination, 2020 which will also be held along with the Civil Services examination all over India on the same date as per the revised schedule.

Keeping in view a large number of candidates and requests received for change of exam centers, the Commission said it was decided to give them an opportunity to submit a revised choice of centers.

“The option to change the centers for Civil Services (Main) Examination, 2020 and Indian Forest Service (Main) Examination, 2020 is also being made available to the candidates,” the Commission said.

The requests for change in exam centers will be considered against an additional or enhanced capacity intimated by the respective centers for accommodating additional candidates.

The time window for submitting revised choices of centers will be operational in two phases — July 7-13 (till 6 pm) and July 20-24 (till 6 pm) on the Commission’s website https://upsconline.nic.in.

The candidates are advised to visit the website and submit their choices of centers for the above examinations if required.

The UPSC also clarified that requests for change of centers will be considered based on the principle of “first-apply-first allot” basis and once the capacity of a particular center is met with, the same will be frozen.

The candidates who cannot get centers of their choice due to the ceiling will be required to choose centers from the remaining ones, it said.

All the conditions and eligibility mentioned in the examination notice issued on February 12 of the Civil Services (Preliminary) Examination, 2020 and the Indian Forest Service Examination, 2020 will remain unchanged.

The Commission will also make a withdrawal window available to the candidates on the website from August 1-8. “Candidates must note that once the application has been withdrawn by the candidate, it cannot be revived in future under any circumstances.”

SC to ICAI: Don’t be rigid, show some concern for students

0

The Supreme Court on Monday told the Institute of Chartered Accountants of India (ICAI) to be flexible and consider allowing students to opt-out of the exams amid the Covid-19 pandemic.

A bench of Justices AM Khanwilkar, Dinesh Maheshwari, and Sanjiv Khanna took up the matter through videoconference and told ICAI during the hearing: “Don’t be rigid, be flexible. Show some concern for the students.” The ICAI counsel sought time to issue fresh guidelines in connection with the current cycle of the CA exams slated this year.

The bench noted that the option to change examination centers should be made available to students/candidates to help avoid traveling and that things cannot be rigid as the coronavirus situation in India is still evolving.

The ICAI counsel contended that it has 567 test centers that are properly sanitized and that it cannot change the exam centers now.

In response, the bench said that the option to change the test center should be available in case a particular area becomes a containment zone. “This option should be kept open till the last week as the situation is not static. It is dynamic,” noted the bench.

The ICAI counsel argued that a standard operating procedure is in place, and the authorities will shift the exam center in case there is a containment zone.

The bench asked ICAI that if a candidate in a containment zone is forced to appear in an exam only in November, could it be counted as an appearance in July.

The ICAI council said that the concerns of the petitioner are “unfounded” in connection with the opt-out option and the ICAI was bound by the Chartered Accountants Act.

The ICAI counsel also submitted that if a candidate sends an email saying he/she is unable to sit in the exam due to Covid-19, it will not be questioned. “It is a group of 4-4. They can choose to appear at a later date if they are Covid-19 affected,” the ICAI counsel maintained.

ICAI general secretary Rakesh Sehgal submitted before the top court that they will permit an “opt-out” to all candidates wherever the situation has deteriorated, and the only difficulty is in the change of exam centers.

The bench said that whatever notification ICAI issues must clarify about the opt-out option. “You are a professional body. Must take care of your candidates. There could be a case where one candidate is appearing in two sets of papers,” said the bench.

The bench then asked ICAI to issue fresh guidelines by incorporating the suggestions made and posted the matter for further hearing on July 2.

“The ICAI counsel may take instructions and file the modified draft notification setting out the changes,” said the top court.

The India Wide Parents Association had filed a PIL in the Supreme Court to seek quashing of an ICAI notification in order to allow CA aspirants to opt-out of the exams to be held this year.

Jharkhand govt circular on fees disappoints parents

A Jharkhand education department circular on Thursday disappointed parents in the state.

The parents association has condemned the education department circular which says that “there will be no hike of tuition fees during lockdown”. Many states have issued guidelines that private schools will not charge tuition fees during the lockdown period.

Jharkhand Abhiwak Sangh president Ajay Rai said ” We were demanding to waive off the tuition fee of lockdown period but the state govt buckled under the pressure of the private schools. The state govt decision has given a weapon to private schools and demoralized the parents.”

The Bharatiya Janata Party has also criticized the Jharkhand government move.

“The Hemant Soren government is insensitive towards education and students of the state. It is playing in the hands of the private schools otherwise such decisions would not have been taken” said BJP leader Rabi Bhatt.

The education department circular says “there will be no hike in school tuition by the private schools, The tuition fees will be charged as taken previously. No student admission will be canceled in case of nonpayment.” The circular has exempted the parents from paying bus charges for the lockdown period.

The Jharkhand Education Minister had held a meeting with the parents association and private school managements regarding fees.

Karnataka set to conduct SSLC exams from Thursday

0

Allaying fears and defying calls to defer them, Karnataka is all set to conduct the COVID-hit rescheduled Secondary School Leaving Certificate (SSLC) board exams for class 10 students across the southern state from Thursday, an official said on Wednesday.

“Elaborate arrangements have been made to hold the SSLC exams from Thursday to July 4 for 8.5 lakh students in 3,179 centers across the state as per the lockdown guidelines to ensure the safety and welfare of the wards,” Karnataka Secondary Education Examination Board Director V. Sumangala told IANS here.

Of the 8.5 lakh students registered to appear for the exams, 4,48,560 are boys and 3,99,642 are girls.

Of the total centers, 2,879 are main and 300 in the block, set up to accommodate students spilling over from other centers to ensure social distancing.

Though the 3-hour exam will commence daily at 10.30 a.m., the students have been told to report at their respective centers by 9 a.m. or 90 minutes earlier for thermal screening, wearing masks and washing hands with sanitizer before entering the center, said Sumangala.

A whopping 86,000 people, including 63,000 state-run school teachers and 23,000 from other departments like health, police and social welfare will be on duty for the smooth conduct of the exams in 6 subjects, including English, Kannada, third language, natural science, social science, and mathematics.

About 200-250 students will sit for the exam at each center, with about 200 in the centers located in the containment centers, said Sumangala.

Though all students appearing for the exams have been given masks to wear along with hall tickets, additional masks will be kept at each center as wearing it is compulsory for writing the paper.

The exams were earlier scheduled from March 27 to April 9 but were put off as the lockdown was extended thrice up to May 31.

The state department of public instructions released the revised time table on May 18 for the board exams and uploaded it on its website for downloading by the students.

As a 2-meter distance has to be kept between two students, more exam centers have been arranged to comply with the guidelines.

The state scouts and guides will distribute two masks to every student at the school entrance to wear one before entering the exam center and keep the other as a spare.

Each exam center has also been equipped with sanitizer dispensers to wash hands before and after the exam.

Students who shifted to their home town during the prolonged lockdown have been allowed to write exams from the nearest center, where they are staying.

Telangana High Court postponed tenth standard board exams

0

There was a suspense on the tenth standard board exams and the Telangana High Court postponed the exams in GHMC and Rangareddy district while gave its green signal for rest of the districts in state. As Hyderabad is under RED ZONE of Corona virus, the High Court asked the government to hold exams on later dates.

However, the High Court gave its nod for holding the supplementary exams in GHMC, Rangareddy district and also directed the Telangana government to consider students appearing for supplementary as regular ones.

Before the High Court’s verdict, the Telangana government has requested the court to give permission for conduction exams across all districts. Countering this, the court posed questions at the government. “How will be responsible if a student dies in the middle of the exams? What if an exam centre falls in Containment zone? We cannot take risk. More than the exams, the lives of students matter more,” said the Court.

The government argued that holding exams just for one region will have difficulties such as question paper needed to be prepared again. To this the court asked the government whether students lives are important or technical aspects. Finally the Telangana government has accepted the proposals of the High Court.

Tenth exams in Telangana might be held from June first or second week

0

Due to the Corona virus pandemic, many exams got postponed. In Telangana the tenth standard exams were postponed by the Telangana High Court following a petition. Based on the court’s directions, the Telangana government has filed an affidavit and taking this into consideration, the High Court has formally nodded to conduction the exams.

In all likely the tenth exams in Telangana might be held from June first or second week. But before this, the High Court has asked Telangana government to file one more affidavit on the current situation in the state due to the virus threat.

The Court also made key suggestions that there should be two days gap between exams, transportation should be made to students, invigilators and usage of sanitisers and masks for attending the exam.

As soon as the High Court has sent directives, the Telangana education department has started the ground work for this. The schedule and others details will be finalized in the coming days.

Tenth and many exams across the country have been postponed

0

Due to the Corona virus, the tenth standard and many exams across the country have been postponed. There is still an uncertainty among students so as when the exams would be held. The government of Andhra Pradesh probably is the first state in the country to finalise the schedule of tenth standard exams.

From July 10th to 15th, the tenth exams are likely to be held. Also the state government has decided to reduce the number of papers from 11 to 6. Earlier each paper would have 50 marks questions and now each paper would carry 100 marks. The education department had made these suggestions in order to save time and also the academic year of students.

However an official announcement is yet to arrive. Though the students have ample of time to prepare for the exams, it will be a challenging task for them to write six papers instead of 11.

Meanwhile the Telangana government is yet to take a decision on tenth exams. The TRS government needs to take the consent of Telangana High Court and minister Sabitha Indrareddy stated that they would soon file an affidavit in the court.
