Shah would propose legislation to replace the Delhi ordinance
On Tuesday, the central government is set to introduce the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, in the Lok Sabha. The bill aims to amend the Government of National Capital Territory of Delhi Act, 1991. It has been a topic of controversy as it grants the Delhi Lieutenant Governor the final authority in matters related to the transfer and posting of Delhi government officials. The bill had previously received clearance from the Union cabinet on July 25. The proposed bill will replace a contentious ordinance that was issued on May 19, leading to tensions between the Delhi government and the central government.
Simultaneously, the government will also seek the passage of two other bills in the Lok Sabha. The Offshore Areas Mineral (Development and Regulation) Amendment Bill, 2023, aims to enable the auction of minerals extracted from the sea bed. The Registration of Births and Deaths (Amendment) Bill, 2023, seeks to amend the Registration of Births and Deaths Act, 1969.
Additionally, the Constitution (Scheduled Castes) Order Amendment Bill, 2022, is likely to be passed in the Lok Sabha on the same day. This bill intends to modify the list of Scheduled Castes in Chhattisgarh by amending the Constitution (Scheduled Castes) Order, 1950.
The Delhi government has strongly opposed the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, as it believes it infringes upon its powers to make decisions regarding the transfer and posting of its officials.
