In February 2020, it was officially revealed that Jr. N. T. Rama Rao and Trivikram Srinivas would collaborate for a second film, initially titled NTR30, produced by S. Radha Krishna and Kalyan Ram under Haarika & Hassine Creations and N. T. R. Arts banners. However, the project was later canceled in early 2021. In April 2021, it was announced that jr. NTR would work with Koratala Siva for the second time on NTR30, targeting an initial Ntr 30 movie release date April 29, 2022. This film faced delays due to the production of RRR. In May 2022, the remaining crew was unveiled, including Anirudh Ravichander as the music Music director for devara, R. Rathnavelu cinematographer for devara movie and A. Sreekar Prasad as the editor, and Sabu Cyril as the production designer.

In December 2022, it was announced that filming would begin in February 2023 with a tentative devara release date of April 5, 2024. In February 2023, Jr. NTR confirmed the official launch of the film later that month and filming  starting in mid-March. In March 2023, Janhvi Kapoor was revealed as the female lead alongside Jr. NTR. However, due to the Oscars campaign for RRR, the film’s production faced additional delays, officially launching on March 23, 2023. In April 2023, Saif Ali Khan was announced as part of the cast. In May 2023, the film was officially titled “Devara,” and in June 2023, Shine Tom Chacko joined the cast.
