The State transport administration is conspiring to make helmet compulsory for the pillion motorists making the traffic rules tougher to prevent the death caused by road accidents. An awareness rally was also taken out on Sunday on the use of helmet by pillion riders marking the week-long 31st national road safety week celebrations.
