Telangana reverts to old system for registration of properties

Registration of non-agricultural properties in Telangana began on Monday with the old system, following High Court orders not to insist on the Aadhaar details of the applicants.

Long queues of the applicants were seen at the offices of the sub-registrars across the state for registration under the Computer-aided Administration of Registration Department (CARD).

Following the High Court orders, authorities have stopped slot bookings in advance for registration. The applicants also do not have to furnish Aadhaar details.

The High Court had on December 17 directed the government to stop forthwith collecting personal details of family members and Aadhaar card particulars even for slot bookings to register non-agricultural properties.

The court made it clear that the state government cannot adopt surreptitious means to collect such details of people either through the Dharani portal or even through the old method of registration.

Registration of non-agricultural properties had resumed on December 14 after a gap of more than three months following the High Court orders permitting the commencement of registrations with 100 percent advance slot booking.

The court had directed the government not to insist on the Aadhaar number and other details for the Dharani portal.

The government had promised that the new system will ensure increased transparency and no discretion at any level.

A total of 2,599 slots were booked for registrations and 1,760 registrations were completed.

However, as the government continued to insist on Aadhaar details of the applications, some individuals filed Public Interest Litigations (PILs).

Though Chief Minister K. Chandrasekhar Rao was scheduled to hold a review meeting on December 19 to decide whether to file an appeal against the High Court order or prepare guidelines as per its direction, the meeting was canceled.

The government made an announcement that registrations will resume under the CARD system without slot bookings.

The registration of both agricultural and non-agricultural land was stopped in the first week of September to facilitate the transition to the online process following the enactment of the New Revenue Act.

The registration of agricultural lands had commenced in October with the launch of the Dharani portal, a single-window for all property transactions.

Meanwhile, the state government on Monday filed a petition in the High Court to vacate the stay on seeking Aadhaar details of all property owners for the Dharani system.

The government, in its petition, argued that it can seek Aadhaar details in case of cultivable lands as a subsidy scheme for such lands is under implementation.

The court asked the petitioners to submit their objections, if any, by December 31.

PM mourns Congress veteran Motilal Vora’s demise

Prime Minister Narendra Modi on Monday expressed grief over the demise of Congress veteran and Gandhi family loyalist Motilal Vora at a private hospital here earlier in the day.

In a tweet, the Prime Minister said: “Shri Motilal Vora Ji was among the senior-most Congress leaders who had vast administrative and organizational experience in a political career that spanned decades. Saddened by his demise. Condolences to his family and well-wishers. Om Shanti.”

Vora passed away at the age of 93, a day after celebrating his birthday.

Vora began his political career as a Congress councilor, and became a Chief Minister, Union Minister, Governor, and Congress Treasurer during his political career. His Rajya Sabha term ended in March this year.

Punjab CM sets timeline for probing criminal cases

To enforce strict investigation compliance and to improve the conviction rate in criminal cases, especially heinous crimes and crimes against women, Punjab Chief Minister Amarinder Singh on Saturday ordered specific targets to be set for the investigation of criminal cases.

With this, all police officers will now be required to personally investigate and present ‘challans’ in a set number of cases in a year, with a strict level of supervision by senior officers.

Regular follow-ups, as well as close coordination with prosecution and law officers, has also been made mandatory as per the Chief Minister’s directives, which are aimed at ensuring strict compliance with no laxity.

As per the directives issued by Director General of Police (DGP), Dinkar Gupta on the orders of the Chief Minister, who is also in charge of the Home portfolio, the ADCPs in the three police commissioners and SPs posted in the districts will personally investigate at least six heinous crime cases in a year and submit ‘challans’ under their own name, while ACP and DSP sub-divisions have been tasked with personally investigating at least eight heinous crime cases in a year and submit ‘challans’ under their own name.

The SPs and the DSPs will personally investigate at least 18 crime cases in a year, including those of heinous crimes, and submit challans under their own name, with all similarly mandated to investigate and submit challans in at least six heinous cases in a year.

The targets also cover SHOs of over 400 police stations, which will investigate at least eight heinous crime cases and file challans in a year.

The Chief Minister said he had been constrained to set these targets after observing that investigation and prosecution of cases have taken a backseat due to commitment to law and order duties, work pressures, and lack of supervision.

India to respond to any kind of aggression: Defence Minister

Defence Minister Rajnath Singh on Saturday said India is willing to respond to any kind of transgression, aggression, or unilateral action on its borders.

He was speaking at the passing out parade of various flight cadets of the Indian Air Force (IAF) who completed their pre-commissioning training at Air Force Academy in Dindigul.

“You are all familiar with the recent Indo-China stand-off in the northern sector. China’s attitude in times of crisis like Covid shows the intention of that country,” said Singh.

He said India demonstrated that it was not weak.

Singh also spoke about the western sector and highlighted that our neighbor keeps doing some nefarious activities on the border.

“Pakistan is fighting a proxy war through terrorism even after (India) defeating them in not one but four wars,” said the Defence Minister.

He said India is taking effective action against terrorists not only within the country but also by crossing the border.

“By taking effective action against terrorism, IAF in Balakot has made the entire world is aware of the strength of the Indian Army and its strong intentions against terror,” Singh pointed out.

The minister termed the Goa Liberation War (1961), Indo-Pak War (1965), Bangladesh Liberation War (1971), Operation Meghdoot (1984), Operation White Sea (1999) and the recent Balakot exploits as golden chapters of not only the Air Force but also in the history of our country.

Meanwhile, he called upon the cadets to update knowledge in all technologies and military strategies.

“I suggest you to learn from history, know the present and prepare for the future,” said Singh during their combined graduation parade (CGP).

He said the IAF is working as a force multiplier and highlighted that the defense forces in Ladakh are equipped with necessary weapons, equipment, clothes, and ration with full contribution from the Indian Air Force.

Singh was the Chief Guest as well as reviewing officer of the passing out parade at the Air Force Academy in Dundigal near Hyderabad.

He conferred the ‘President’s Commission’ to the graduating trainees.

The cadets were also presented with ‘wings’ and ‘brevets’ on successfully completing the flying and navigation training, respectively.

‘Wings’ were also presented to officers from the Indian Navy, Indian Coast Guard, and officers from friendly foreign countries on successfully completing their flying training at the academy.

As part of the event, an acrobatic display of SU-30 aircraft, Surya Kiran aerobatic team, Sarang Helicopter display team, Pilatus PC-7 trainer, and fly past by formations of PC-7, Kiran, and Hawk aircraft have been scheduled.

The Autumn CGP term, the 206th course, happens to be the 100th course to pass out from the academy.

AFA will celebrate its golden jubilee in 2021 on completing 50 years of its inception since January 16, 1971.

Shah to visit Bengal for two days from Dec 19

Union Home Minister Amit Shah will undertake a two-day tour of West Bengal from Saturday, during which he is slated to eat food at the houses of a farmer and a baul singer and also meet with state BJP leaders.

BJP national media in-charge and Rajya Sabha MP Anil Baluni released the details of Shah’s visit, wherein he will also perform puja at two temples, participate in roadshows and public meetings as well.

The senior BJP leader will also pay homage to Swami Vivekananda at the Ramakrishna Mission Ashram in Kolkata at 10.45 am on Saturday.

After giving a statement to the media, he will offer prayers at the famous Maa Siddheshwari temple in Medinipur at 12.30 pm and wish for the prosperity of all Indians.

He will also lay a wreath at the statue of freedom fighter Khudiram Bose and offer prayers at Devi Mahamaya temple, around 12 km from here, at 13.25 pm.

On Saturday afternoon, the Union Minister is also slated to visit Belijuri village in Medinipur to eat lunch with a farmer’s family.

He will address a public meeting at Medinipur College ground at 2.30 pm, and hold a review meeting on election management at ‘The Westin’ in Kolkata with other Union Ministers and BJP leaders at 7.30 pm.

On Sunday, Shah will also visit Visva Bharati University at Shantiniketan at 11 am and pay homage to Gurudev Rabindranath Tagore at the Rabindra Bhavan there.

After giving another statement to the media, he will visit the Sangeet Bhavan on the university campus. At noon, he will deliver a speech at the Bangladesh Building Auditorium of Visva Bharati University.

Shah will then proceed to have lunch with a baul folk singer’s family at Shyambati in Paruldanga (Birbhum) at 12.50 pm. At 2 pm, Shah will lead a grand roadshow from the Hanuman Temple on the Stadium Road to Bolpur Circle in Bolpur.

Thereafter, he will address a press conference at the Shah Mohor Cottage Resort at Birbhum at 4.45 pm.

BJP’s Hyderabad corporators take pledge at Charminar temple

The Bharatiya Janata Party’s newly-elected corporators in Greater Hyderabad on Friday took a pledge at the Bhagyalakshmi temple abutting historic Charminar.

Party’s Telangana unit president Bandi Sanjay Kumar administered the oath to 48 corporators. They took a pledge to stay away from corruption, serve the people, and abide by the party principles.

The Temple committee welcomed Sanjay Kumar, MLA Raja Singh, and corporators, and felicitated them. They all had “darshan” before taking the pledge.

Putting up an impressive performance in the elections held on December 1, the BJP won 48 seats in 150-member Greater Hyderabad Municipal Corporation (GHMC).

Speaking on the occasion, Sanjay said the BJP may not have its candidate as mayor but its corporators will work for the development of the city.

He slammed the TRS government for delaying the mayor’s election. He said the government conducted the GHMC polls in haste before the end of the municipal body’s term but it is now delaying election to the post of mayor.

Sanjay, who is an MP from Karimnagar, reiterated that the TRS was insulting people of the majority community to please a particular section. He said the BJP was trying to liberate Hyderabad from Majlis-e-Ittehadul Muslimeen (MIM). He said the people should ponder why there was no development in the old city.

Stating that the BJP achieved the victory in the GHMC polls because of the blessings of Bhagyalakshmi, Sanjay said he would again visit the old city.

Police had made tight security arrangements on the occasion to prevent any untoward incident.

The controversial temple, which saw expansion in recent years, was the focal point of the BJP’s GHMC poll campaign.

Union Home Minister Amit Shah had also visited the temple on November 28 to begin his day-long campaign for the BJP.

The communally sensitive old city in the past witnessed tension and clashes over the temple. The Archaeological Survey of India (ASI) on several occasions has asked for removing the illegal structure which came up in the 1960s. The Hindu groups have claimed that the temple is as old as Charminar, which was built in 1591.

V-P hopes early, reasonable solution to farmers’ issues

As the farmers’ demonstration entered the 21st day and the government was making efforts to end the deadlock, Vice President M. Venkaiah Naidu on Wednesday expressed hope that an “early and reasonable solution” will be found on the issues raised by the agitating farmers.

Speaking at the awards ceremony jointly organized by the Rythu Nestham and Muppavarapu Foundation at the Swarna Bharat Trust in Muchintal in Hyderabad, the Vice President referred to the media reports on the demands of the agitating farmers and the response of the representatives of the Central government and added that he saw a possibility of certain meeting ground.

He expected both sides to crystallize the meeting point based on an understanding of each other’s position. He expressed the hope that both the sides would have a fruitful and meaningful dialogue since both the government and the farmers were willing to talk to each other.

The Vice President pointed out that restriction-free marketing of the farm produce has been a long-standing demand which he himself had articulated several times. ‘One country and one food zone’ has been the demand for a long time, he said.

Observing that the country’s development is closely tied with the farmer’s progress, Naidu compared farmers’ compassion with that of a mother and said that it was the duty of everybody to support farmers.

Naidu said that both the Centre and the state governments should work as ‘Team India’ in addressing the needs of the farmers.

The Vice President said that “apart from ensuring remunerative prices, the farmers should be provided with timely and affordable credit”.

“There was also a need to increase the cold storage facilities and the godowns at all levels. As a matter-of-fact, every tehsil must have a cold storage facility,” Naidu added.

Naidu’s remarks came at a time when thousands of farmers are staging a protest against the Central government at Delhi’s borders since November 26. They are demanding the withdrawal of three contentious farm laws enacted during the Monsoon Session of Parliament.

There have been five rounds of talks between the government and the farmers but both sides are adamant on their points. Farmers are stuck on their first and major demand to abolish the three laws, the government has rejected the demand saying it is ready for making amendments in the Acts based on the objection raised by the farmers.

Modi accepts Britain’s G7 summit invitation

Prime Minister Narendra Modi on Wednesday accepted the invitation of British Prime Minister Boris Johnson to be part of the G7 meeting chaired by the UK in 2021, seeking to build a wider alliance against China’s growing power.

British Foreign Secretary Dominic Raab handed over a letter from Johnson, inviting the Prime Minister to the G7 meeting.

Modi thanked Raab and accepted the invitation, the Prime Minister’s Office (PMO) confirmed in a statement on Wednesday.

The development comes after Johnson’s office earlier announced that it had extended the offer to Indian, South Korean and Australian leaders to take part in the G7 meeting, “delivering the Prime Minister’s ambition to work with a group of like-minded democracies to advance shared interests and tackle common challenges”.

Recalling his recent telephone conversation with British PM, Modi stressed the importance of the India-UK partnership in the post-Covid world.

He called for an ambitious and outcome-oriented 360-degree roadmap covering trade and investment, defense and security, migration and mobility, education, energy, climate change, and health, in order to tap the full potential of the bilateral relationship.

Modi also conveyed his keenness to receive Johnson in New Delhi next month, on the occasion of India’s 72nd Republic Day celebrations. During his visit, Johnson will be just the second British leader since Indian independence to attend India’s Republic Day parade in New Delhi as a guest of honor, after John Major in 1993.

Despite conveying greetings of Johnson to Modi, the British Foreign Secretary thanked him for participating in the recently held Climate Ambition Summit co-hosted by the UK.

Raab also stressed the priority that the UK governments attach to elevating relations with India, based on “shared values and interests and the potential to address common global challenges together”.

Britain’s relationship with China has slid to its most confrontational levels in a generation, chiefly because of the national security law Beijing has imposed in Hong Kong and London’s decision to ban 5G network services by Huawei Technologies, which it contends is closely linked to the Chinese government.

Increasing concerns over China’s assertive moves in the Indo-Pacific have also resulted in greater diplomatic efforts in the region by the US, Britain, and the European Union – with India, Australia, and the 10-nation Asean group at the forefront of their focus.

Modi pays tribute to soldiers on 50th anniversary of 1971 India-Pak war

Prime Minister Narendra Modi on Wednesday paid tributes to the fallen soldiers on the 50th anniversary of the 1971 India-Pakistan war and lit up the ‘Swarnim Vijay Mashaal’ at the National War Memorial.

Four ‘Victory Mashaals’ lit from the Eternal Flame of the National War Memorial will now be carried to various parts of the country, including to villages of Param Vir Chakra and Maha Vir Chakra awardees of the war.

Defence Minister Rajnath Singh, who was also present at the venue, unveiled the logo for ‘Swarnim Vijay Varsh’ to mark the anniversary of the 1971 India-Pakistan war.

In a tweet, Rajnath Singh said, “I salute the tradition of valor and valor of the Indian Army. I remember the bravery of the brave soldiers who wrote a new legend in the 1971 war. Their sacrifice is a source of inspiration for all Indians. This country will always remember them.”

In December 1971, the Indian Armed Forces secured a decisive and historic victory over the Pakistan Army, which led to the creation of a Nation — Bangladesh — and also resulted in the largest military Surrender after World War-II. From December 16, the nation will be celebrating 50 years of the Indo-Pak War, also called ‘Swarnim Vijay Varsh’.

Telangana cabinet panel begins streamlining of registration process

Amid on-going confusion over the registration of non-agricultural properties in Telangana, the state cabinet sub-committee on Tuesday began the process of consultation with various stakeholders to streamline the registration procedure.

On the second day of resumption of registration, after a gap of more than three months, confusion prevailed over the procedure adopted.

There was no clarity on whether authorities were following the old procedure or adopting the new online system.

People who had made slot bookings complained about the difficulties they faced at the registration offices. There were complaints about inadequate staff and a limited number of slots being allotted every day.

Four-member cabinet sub-committee constituted by Chief Minister K. Chandrasekhar Rao to streamline the registration process held at its first meeting on Tuesday.

Roads and Buildings Minister Vemula Prashanth Reddy said the Chief Minister wanted a transparent registration process.

He said the Dharani portal launched by the chief minister was aimed at ensuring a registration process that is easy, transparent, without human interface, and with no room for corruption.

He said there were some teething problems and they will soon be overcome. The minister said the authorities will allay apprehensions of people with regard to the new system and create awareness.

The sub-committee submitted to Chief Secretary Somesh Kumar suggestions received from people, bankers, buyers and sellers, and other stakeholders.

The minister said a workshop will be held with all the stakeholders on December 17. He asked real estate sector representatives to give their suggestions.

He said additional staff will be deployed in registration offices to clear the backlog of registrations.
