Jagan defends three-capital formula amid fresh protest by Amaravati farmers

Defending his three capital formula, Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Thursday said the government would go ahead with the decentralization of administration.

Virtually ruling out the development of Amaravati as the only state capital, he told the Assembly that building the capital city Amaravati would be like a dream-chasing as this would cost Rs 30 lakh crore and take at least 100 years.

He was replying to a short discussion in the house on Decentralisation-Administrative Reforms.

The discussion assumed significance in view of the second Maha Padyatra launched by farmers and other locals of 29 villages of the Amaravati region demanding implementation of the High Court order for the development of Amaravati.

Jagan Mohan Reddy dismissed the long foot march as a drama and said it was aimed at fomenting regional hatred by provoking people of other regions.

He alleged that those involved in irregularities in land transactions in Amaravati and those who want to protect their lands and other interests were behind the protest for the last 1,000 days.

On the demand for the development of Amaravati as the only capital, he remarked that the state was not restricted to just an 8 square km radius or 50,000-acre land parcel.

Claiming that he is not against this region (south coastal Andhra), Jagan, as the leader is popularly known, said he wants to develop it at par with other regions and this was the reason the government decided to make Amaravati one of the three capitals.

As per the three-capital formula mooted by the YSR Congress Party (YSRCP) government, Visakhapatnam in north coastal Andhra will be developed as the administrative capital, Kurnool in Rayalaseema region as judicial capital, and Amaravati in south coastal Andhra as legislative capital.

Jagan stated that Rs 1.05 lakh crore would be required for developing just the basic infrastructure like roads, drains, and power supply in Amaravati. On the other hand, spending just Rs 10,000 crore on Visakhapatnam would be sufficient as basic infrastructure is readily available there, he said.

Explaining why he believes the development of Amaravati is like dream-chasing, the Chief Minister said the state was not even in a position to spend Rs 1,000 crore or Rs 2,000 crore per annum on capital works.

He said at this rate, it will take 100 years to build the capital city and because of inflation, the cost will go up to Rs 20 lakh crore or Rs 30 lakh crore. He remarked that a state, whose 80 percent population is still living on white ration cards, can never mobilize such a huge amount of money.

Hitting out at his predecessor N. Chandrababu Naidu, Jagan said the previous government could not go beyond graphics.

He said those who cheated people through false hopes in the name of Amaravati development should be booked under Section 420 of the Indian Penal Code.

He also dismissed the argument that Amaravati can be developed as a capital city through a self-financing model and pointed out that only 4,997 acres of land were available for sale.

The Chief Minister recalled that in February 2019, the Chandrababu Naidu government issued an order that 5,020 acres of land be available for commercial monetization. “Now, we have to sell each acre for Rs 20 crore to raise Rs one lakh crore, required only for the creation of basic infrastructure. How could it be a self-financing project when the land did not command such a price,” he asked.

Earlier, the debate saw a heated exchange between members of the ruling YSRCP and opposition TDP.

Pandemonium over certain allegations made by the YSRCP over insider trading in Amaravati lands and the protest by the TDP led to the suspension of the opposition legislators.

Speaker Tammineni Seetharam suspended 16 members of the TDP when they trooped towards his podium demanding an opportunity for party leader P. Keshav to speak.

Earlier, responding to allegations made against him, Keshav threw a challenge that if the ruling party proved them he would resign and give the lands to the ruling party leaders.

Teacher recruitment scam: Partha, Arpita’s judicial custody extended by 14 days

A special court of the Enforcement Directorate (ED) on Wednesday extended former West Bengal Education Minister Partha Chatterjee and his close associate Arpita Mukherjee’s judicial custody by 14 more days for their alleged involvement in the multi-crore teacher recruitment scam in West Bengal School Service Commission (WBSSC).

The matter will be heard next on September 28.

Although the hearing on Wednesday was concluded by 5.30 pm, the judge of the special court reserved the judgment. Finally, at around 8 pm, he gave the order directing additional 14 days of judicial custody for the accused.

Earlier in the day, during the course of the hearing, Partha Chatterjee, who attended the hearing virtually, broke into tears and pleaded for bail under any condition.

“Sir, please have mercy on me. Let me leave in peace. Please understand that I am a victim of a conspiracy,” he told the judge of the court, sobbing profusely.

However, all his appeals did not have any impact on the judge as is evident from the verdict on Wednesday.

Meanwhile, a team of ED officials on Wednesday went to the BCM International School at Pingla in the West Midnapore district, which is named after Partha Chatterjee’s deceased wife, Babli Chatterjee.

Partha Chatterjee’s son-in-law, Kalyanmoy Bhattacharya, who is currently in the US, is the chairman of the school, and the latter’s maternal uncle, Krishna Chandra Adhikari, is a director of the school.

ED sleuths suspect that a portion of the proceeds of the WBSSC recruitment irregularities was invested behind this school. A couple of companies with Kalyanmoy Bhattacharya and Krishna Chandra Adhikari as directors are also under the scanner of the central agency sleuths.

Complaint against Sharmila for making inappropriate remarks about T’gana CM, MLAs

Telangana Legislative Assembly Speaker has referred to the Privileges Committee a complaint by the ruling Telangana Rashtra Samithi (TRS) against YSR Telangana Party (YSRTP) president Y.S. Sharmila for making inappropriate comments about Chief Minister K. Chandrasekhar Rao, ministers, and the legislators.

Chief Whip D. Vinay Bhaskar along with ministers Niranjan Reddy and Srinivas Goud and some MLAs met the Speaker and submitted the complaint. They said her remarks against the members amounted to a breach of privileges and sought action against her.

Niranjan Reddy informed that a complaint was already filed against Sharmila to the Director General of Police (DGP).

Meanwhile, police in Wanaparthy registered a case against Sharmila for making personal remarks on Niranjan Reddy and for holding a public meeting without police permission, leading to a traffic jam. The case was registered on a complaint by local TRS leaders.

Reacting to TRS’s complaint to the Speaker, Sharmila urged the Speaker to take action against minister Niranjan Reddy for insulting her and women like her with his comments.

In a series of tweets, Sharmila also sought action against Chief Minister K. Chandrasekhar Rao and his son and cabinet minister K.T. Rama Rao. She said before taking any action against her the Speaker should act against Rama Rao who made inappropriate remarks about the hunger strike she is undertaking every Tuesday on the problems of unemployed youth.

Sharmila also posted a video of the chief minister and urged the Speaker to first take action against him for making objectionable comments on several occasions.

Sharmila, daughter of former Andhra Pradesh Chief Minister Y.S. Rajasekhara Reddy, is currently undertaking a padyatra across Telangana.

Centre trying to establish ‘Agency Raj’, deterring job creation: Mamata

Two days after the Enforcement Directorate (ED) seized Rs 17.32 crore in cash from the residence of a city-based businessman in connection with a mobile gaming app fraud case, West Bengal Chief Minister Mamata Banerjee echoed her Cabinet colleagues in slamming the recent central agency activities in the state.

“The Union government does not want more jobs to be created. An attempt is being made to establish an ‘Agency Raj’. There is absolutely no development,” the Chief Minister said at an event to hand over appointment letters to various beneficiaries under ‘Utkarsh Bangla’, a skill development scheme of the state government, at the Netaji Indoor Stadium here.

She also launched a scathing attack on the Centre over the disinvestment of government stakes in public sector entities.

“The Union government is selling Railways, SAIL, and CIL. How will new jobs be created? In the midst of this Agency Raj, we are trying to develop industries and create jobs in the state. I am proud that after being trained here, the youth of West Bengal are getting job offers from outside. I request those who are going outside to come back to the state as there will be enough jobs in West Bengal only,” the Chief Minister said.

She also attacked the opposition parties in the state and the media for showing West Bengal in poor light.

“They are always resorting to slander. Had they highlighted the positive works of the state government, both Bengal and its people would have benefited,” Banerjee said.

Ever since the seizure of a large amount of cash by the ED on Saturday, Trinamool Congress leaders have been slamming the recent central agency activities in the state.

When the counting of notes was on Saturday, state minister and Kolkata Mayor Firhad Hakim had said that the continuous raids and search operations by the central agencies were part of the Centre and BJP’s ploy to show West Bengal in poor light.

“Such excessive central agency actions, in my opinion, is a ploy to send a negative image about West Bengal to potential investors,” Hakim said.

Soon after that, veteran Trinamool leader Lok Sabha MP Saugata Roy said that the ED raids were deliberately meant to deprive Trinamool of any assistance from the business community in the future.

“This is not happening just in case of Trinamool Congress. This happens in any state which is not ruled by the BJP. The idea is to conduct raids and search operations at the premises of businessmen so that they refrain from helping the Trinamool in the future,” Roy had said on Saturday.

Andhra Pradesh owes Rs 17,828 crore power dues to Telangana: KCR

Telangana Chief Minister K. Chandrasekhar Rao on Monday claimed that it is Andhra Pradesh that owes Rs 17,828 crore towards electricity dues to Telangana.

On the Centre’s direction to Telangana to pay over Rs 6,000 crore dues to Andhra Pradesh, he demanded the Centre make Andhra Pradesh pay his state the remaining dues.

KCR told the Assembly that the power dues from Telangana were only Rs 3,000 crore but the Centre has asked it to pay another Rs 3,000 crore towards interest. The Centre has also stated that if the dues were not cleared in a month, action would be taken.

He argued that the dues receivable by Telangana distribution companies (discoms) from Andhra Pradesh are over Rs 17,000 crore, and the Centre should ask Andhra Pradesh to pay the remaining dues after adjusting Rs 6,000 crore dues as claimed by it.

The Chief Minister questioned the silence of the Centre over Telangana’s request to order Andhra Pradesh to pay power dues.

The Power Ministry on August 30 directed the power distribution companies (discoms) of Telangana to pay the dues of Rs 6,757 crore to the Andhra Pradesh Generation Corporation (APGenco) within 30 days.

Citing provisions C(2) and (7) of the AP Reorganisation Act, 2014, the Power Ministry stated that there was no dispute regarding the amount to be paid for the power dues – the principal amount of Rs 3,441.78 crore and late payment surcharge of Rs 3,315.14 crore up to July 31, 2022 – to be paid in addition to the principal amount as per the applicable provisions.

Telangana’s Energy Minister G. Jagadish Reddy has already announced that the state will wage a legal battle against the Centre’s direction.

Terming the Centre’s order as “absurd” and “politically motivated”, Jagadish Reddy said this was an act of vengeance against Telangana. He alleged that the Centre was conspiring to create a situation of power cuts in Telangana.

KCR told the Assembly that per capita power consumption in Telangana is 1,250 units against the national average of 957 units. He said power capita consumption in India is less compared to even smaller countries.

He alleged that the BJP government is misleading the country with wrong statistics about power consumption and that the Centre is working to hand over the electricity sector to big corporates.

KCR also threw the challenge that if the statistics he has given about electricity are proved to be wrong, he would immediately resign.

The Chief Minister said the power situation in Telangana would improve further with the completion of the Yadadri power plant.

Shah calls on ministers to give priority to organisation’s work

Union Home Minister and BJP leader Amit Shah, during a meeting at the party headquarters here, has exhorted all the ministers to give priority to the work of the organization.

The meeting was convened on Tuesday to discuss the party’s preparations for the Lok Sabha elections to be held in 2024.

According to sources, Shah expressed displeasure over many ministers not spending time in their constituencies as per the schedule set by the party organization.

Shah made it clear to all the ministers that it is their responsibility to complete the work of the organization without compromising their responsibilities as ministers.

Meanwhile, he also praised the ministers who did good work in their constituencies.

Aiming to win the maximum number of ‘lost’ seats, Shah said that in 2019 the party had won 30 percent of the seats, which it had lost in the previous elections, and now this should reach 50 percent in the upcoming Lok Sabha elections in 2024.

The BJP is making special preparations this time on the 144 seats, which it lost in the 2019 Lok Sabha elections. These 144 seats in different states include those on which the party candidate stood second or third, or on which the party had won at some point but could not win from there in 2019.

The party ministers will be deployed to these 144 constituencies between October and January 2023.

These ministers will also have to visit their respective Lok Sabha constituencies during the period.

They have been directed to take night rest in the area, have food at local workers’ houses and interact with the grassroots workers.
