Lockdown helped lower Covid spread in K’taka, official quotes survey

The Covid lockdown measures have been successful in keeping the coronavirus transmission low in Karnataka, an official said on Saturday quoting a national survey undertaken in the southern state in May.

“Measures taken during the lockdown have been successful in keeping the transmission low and in preventing the rapid spread of Covid,” the health official said, quoting the National COVID Sero-Surveillance report.

The Sero-Surveillance study was conducted jointly by the Indian Council of Medical Research (ICMR), National Tuberculosis Institute, and the government of Karnataka in May at Chitradurga, Bengaluru, and Kalaburagi.

According to the survey, 0.25 percent of the surveyed people in Bengaluru and Kalaburagi exhibited evidence of exposure to the pandemic, which the survey claims as a successful outcome of the lockdown.

“This implies that a large portion of the population must continue to follow precautionary measures as suggested by the government from time to time,” the official said.

For the survey, 400 samples were tested in Chitradurga and Bengaluru and 399 in Kalaburagi. However, it was only a baseline survey and the government is looking forward to further rounds.

Among the tested samples, one each person tested positive for the virus in Bengaluru and Kalaburagi, showing an unweighted prevalence percentage of 0.25

By the end of Saturday, Karnataka is grappling with 6,824 infections, of which 3,092 are active.

The recovery, which is sure to give hope to many battling the dreaded virus, happened in Visakhapatnam.

The baby, who had picked up the virus from her mother, was discharged from the Visakha Institute of Medical Sciences (VIMS) late on Friday.

A tribal woman from East Godavari had tested positive for Covid-19 and was admitted to VIMS last month. Later her daughter too was found infected by the virus and was admitted at the same hospital on May 25.

As the baby had breathing problems and her condition was critical, she was kept on ventilator support. Doctors said the baby responded well to the treatment and as her condition improved the ventilator was taken off.

According to Visakhapatnam district collector V. Vinay Chand, both the baby and her mother were discharged after they tested negative.

She is the youngest to recover from Covid-19 in Andhra Pradesh. She was among 42 patients to be discharged during the last 24 hours, ending 9 a.m. on Saturday.

RBI to regulate non-bank payments aggregators

0

The Reserve Bank will from now on regulate non-bank payments aggregators.

Besides, existing non-bank PAs will be required to submit an application seeking authorization on or before June 30, 2021.

In its “Oversight Framework for Financial Market Infrastructures and Retail Payment Systems” released on Saturday, the RBI said: “With a view to safeguard the interests of the customers and users and to ensure that the payments made by the intermediaries using electronic or digital or online payment modes were duly accounted for by the intermediaries receiving such payments and transmitted to the accounts of the merchants or to similar other entities, certain guidelines were issued to banks and payment system operators for addressing a few aspects of the functioning of intermediaries.”

As such, RBI said that these entities were not subjected to direct regulations for outsourcing arrangements that were made applicable to them.

“Based on the feedback received on the discussion paper and taking into account the important functions of the intermediaries in the online payments space as also keeping in view their role vis-a-vis handling funds, it was decided to (a) regulate in entirety the activities of PAs, and (b) provide baseline technology-related recommendations to PGs.

“Accordingly, the RBI shall regulate and supervise non-bank PAs, and the existing non-bank PAs are also required to submit an application seeking for authorization on or before June 30, 2021. On the other hand, the PGs shall be considered as technology providers or outsourcing partners of banks or non-banks, as the case may be and have been prescribed to put in place certain baseline technology-related cybersecurity controls,” the RBI said.

The latest document for FMIs (Financial Market Infrastructures) and RPSs has been updated to incorporate the supervisory framework for the payment system entities.

“This document, by enhancing supervisory transparency and disclosure, would enable better regulatory compliance by payment systems operators, and enhance customer awareness, eventually contributing to the safety and stability of our payment systems,” the RBI said in the statement.

Gurugram residents fear axing of trees in locality park

0

The Municipal Corporation of Gurugram (MCG) decision to build a Common Facility Centre (CFC) in a fully developed park in Sector 11 Model Town locality here has put the survival of around a hundred fully grown trees and other still-growing trees in danger.

Earlier, in a bid to fight coronavirus, Gurugram authorities had come up with a plan to plant 7 lakh saplings across the district in this monsoon season.

Gurugram is one of the highly polluted cities of north India, with over 10 lakh vehicles and over 10,000 small and large industrial units.

Model Town Residents Welfare Association President Lokesh Agrawal said: “We developed this park at our own expense since there was no space available for recreational purpose in adjoining localities. Our campaign has been going on since September 2018 and the MCG had assured us of retaining the park. Now, no one is listening to our grievances on the setting up of the CFC in the park.

“Area residents use this park for morning and evening walks, yoga and by children to play. It is deplorable that the MCG is involved in the anti-environmental activity.”

Another resident Thakur Grover said: “Basically, two municipal councilors have a role in the future destruction of this park. MCG officials have already uprooted growing peepal and banyan trees planted by former MCG Commissioner Dr. Praveen Kumar. The MCG officials have done the mapping of the park and we believe that they will start axing the trees in a day or two.”

When contacted, MCG Commissioner Vinay Pratap Singh refused to comment on the matter despite several attempts.

Delhi CM, LG to discuss price ceiling for Covid treatment at pvt hospitals

0

Overbilling for Covid-19 treatment by private hospitals has emerged as another roadblock for the Delhi government after it recently received flak from the Supreme Court, which termed the city’s patient care as ‘deplorable’ and ‘pathetic’.

Taking cognizance on the matter, the Lieutenant Governor of Delhi, Anil Baijal, and Delhi Chief Minister Arvind Kejriwal during the Delhi Disaster Management Authority (DDMA) meet will discuss fixing a price ceiling for treatment at private hospitals, drive through Covid labs, charges by private ambulance services, and reducing prices for Covid-19 tests by private labs.

According to the meeting notice, the discussion will focus on fixing the price ceiling for treatment by private hospitals, as some of them are charging exorbitant prices and seeking huge advances. Recently, several complaints have been on social media leveling serious allegations against private hospitals for overbilling patients for Covid-19 treatment.

The Max Hospital Covid management package has attracted the wrath of many Twitter users, where they claimed the charges are extremely high. According to various social media posts, per day charges for Covid management package at Max hospital for a routine ward (general ward) is Rs 25,090 per day; twin-sharing ward is Rs 27,190; charges for ICU without ventilator is Rs 53,050 per day, and charges for ICU with a ventilator is Rs 72,550.

The meeting between the LG and CM is scheduled for Tuesday.

Addressing several issues of testing, where the Delhi government was severely criticised by the Supreme Court for low testing, the meeting will also focus on drive-through Covid test labs and reducing prices being charged by private labs for Covid-19 tests, to make it affordable to the general public.

The CM and the LG will also assess the requirement and action plan for the recruitment of medical personnel to meet any projected shortfall. “Providing facilities of telemedicine by a panel of government and private doctors 24×7,” said the notice.

Forced to sell bananas, jobless AP teacher gets succour from ex-students

0

Only a few weeks ago he was teaching Telugu at a leading corporate school in Andhra Pradesh’s Nellore town, but today he is selling bananas to eke out a living.

For P. Venkata Subbaiah, the coronavirus-induced lockdown has changed his life for the worst.

The 43-year-old, who is a Bachelor in Education (B.Ed) and also holds two master’s degrees in Public Administration and Telugu, lost his job as the school management had asked him to ensure admission of six to seven new students for the new academic year to get the salary and retain the job.

“In the current situation, it is not possible to get new admissions. Who will enroll their children now? They will not even allow me to enter their house because of the fear of coronavirus,” said Subbaiah.

Wearing a face mask, he is seen pushing the cart through busy areas of the town to sell bananas. “I had no other option to support my family,” said Subbaiah, who lives with his wife and two children, aged five and six years.

Despite the struggle, he is not able to earn even Rs 200 a day. His monthly salary as a teacher was Rs 16,000 and he was spending half the amount to repay Rs 3.5 lakh loan he had taken for his child’s medical treatment.

With 15 years of experience as a teacher, he had never thought life would suddenly take a bitter turn. He is a diabetic and also suffering from a kidney-related ailment.

Moved by his plight, some of his former students started raising funds to help him. They have raised about Rs 87,000.

Thanking the former students for their gesture, Subbaiah said he started selling bananas to tide over the current crisis but would go back to the profession he loves the most.

Leaving behind a unit that could win away my biggest legacy: Ganguly

0

Sourav Ganguly believes that his greatest legacy as a captain is that he left behind a team that believed that it could win in any country around the world. Ganguly’s time as captain of the Indian team in the early 2000s is noted for India shedding its image as a team that could not perform outside the country.

“My biggest legacy is that we left a unit that believed it could win away,” said Ganguly in an online video lecture for Unacademy.

“We won in England in 2007 when I was a player and (Rahul) Dravid was captain. The leader was different but the team believed in England that we could beat them. No other side had beaten England in England apart from Australia in 25 years.”

India won the second Test at Trent Bridge and went on to seal a 1-0 series win in the three-match series. Ganguly however said that he was elated to watch the Indian team under M.S. Dhoni, which consisted of a number of players he played with, lift the 2011 World Cup.

“For me the biggest day was when India won the World Cup in 2011. The great MS Dhoni… that shot, that six off the last ball will remain in Indian cricket history forever and what a moment it was,” said the current Board of Control for Cricket in India President.

“I remember I was at the Wankhede Stadium that night and I came down from the commentary box to watch Dhoni and the team go around the ground.

“In 2003 the team which I was the captain lost the final to Australia so I was so happy to see Dhoni have the opportunity to win that trophy.

“That team had seven or eight players who started their careers under me. The likes of (Virender) Sehwag, Dhoni himself, Yuvraj (Singh), Zaheer (Khan), Harbhajan Singh, Ashish Nehra. So I think that’s a legacy which I was extremely happy to leave behind as a captain. And that was my biggest legacy that I left aside which had the ability to win at home and away from home.”

Producers are seriously trying dates of Pawan Kalyan

Ever since Pawan Kalyan is making his comeback to films, there’s a lot of competition among producers to get Pawan’s dates. While Dil Raju and Boney Kapoor are bankrolling Vakeel Saab, the Telugu remake of Pink, producers like Mythri, AM Ratnam are already in the queue.

Now two more producers are seriously trying dates of Pawan Kalyan. It’s learnt that TG Viswa Prasad of People Media Factory and producer-financier PVP are vying up to get Pawan’s dates.

Viswa Prasad has good rapport with Pawan and so PVP. It was PVP who stood by Pawan when the latter launched Janasena party. Given this, both the producers are actively planning to collaborate with Pawan.

Akali Dal asks Kejriwal to curtail publicity budget

0

The Shiromani Akali Dal (SAD) on Saturday condemned Delhi Chief Minister Arvind Kejriwal for failing both the living and the dead, and asked him to curtail his publicity budget and utilise the money for improving the infrastructure of the hospitals in the national capital.

In a statement issued here, senior SAD leader and MP Balwinder Singh Bhundur asked Arvind Kejriwal and the Aam Aadmi Party (AAP) to stop the politics of blame game and cheap publicity and admit that they were directly responsible for mishandling Covid-19 patients as well as dead bodies.

“The AAP government should take immediate corrective steps to improve the health infrastructure,” Bhundur said.

He said the Supreme Court had also pointed out that the situation in the national capital was ‘horrendous, horrific and pathetic’.

“In such a scenario, Arvind Kejriwal should shun negative politics and effect a positive change within days or resign immediately,” Bhundur said in the statement.

The SAD leader said that now it was clear that Kejriwal had misutilised public money during the time of pandemic and had spent hundreds of crores on self-publicity.

“This money could have been used to improve the condition of Delhi hospitals and ensure dignity to the last remains of those who died of the pandemic. Kejriwal should not dupe the people through advertisements and should bring in real changes to combat Covid-19 effectively. This includes increasing testing, which has decreased from 7,000 per day to 5,000 presently,” the statement said.

Record 60 new corona cases in a day in Goa

High fuel taxes hurting common man: Congress

0

The Congress on Saturday said despite the international crude oil prices being at their lowest in the last 15 years, the petrol and diesel prices in the country are skyrocketing.

Former Union Minister Kapil Sibal said at a press conference that Central excise duty on petrol has been increased by 258% and on diesel by 819% since the Modi government came to power in May 2014. “The common man is affected most by such high taxes,” he said.

The Congress said instead of passing the benefit of lower crude prices to the consumers, petrol, diesel prices were hiked for the 7th straight day on June 13. Petrol has now become 59-61 paise costlier, while diesel prices have gone up by 50-60 paise in major cities across the country.

The party alleged that the government is pocketing money at the cost of consumers. According to a report by Care Ratings, the hike effectively meant that the Central government is collecting around 270 percent taxes on the base price of petrol and 256 percent in the case of diesel.

According to analysts, the gain for the Union government in the remaining 11 months of the current fiscal year (April 2020 to March 2021) will be close to Rs 1.6 lakh crore. Together with Rs 39,000 crore in annual revenues gained from the March 14 excise duty hike of Rs 3 per liter each on petrol and diesel, the government stands to gain as much as Rs 2 lakh crore.

Shah to chair two meetings on Delhi Covid-19 situation on Sunday (Ld)

0

As the COVID-19 curve has shown no signs of flattening, Union Home Minister Amit Shah will chair two meetings here on Sunday, where Union Health Minister Harsh Vardhan will also be present, to review the corona situation in Delhi where the total cases have touched the 37,000-mark.

In the first meeting scheduled at 11 am on Sunday, Shah and Harsh Vardhan will meet Delhi Lieutenant Governor Anil Baijal and Chief Minister Arvind Kejriwal along with members of the State Disaster Management Authority (SDMA) to take stock of the novel coronavirus situation, which so far has claimed 1,214 lives in Delhi.

All India Institute of Medical Sciences (AIIMS) Director Randeep Guleria, Commissioners of three Municipal Corporations, and senior officers from the Union Home and Health Ministries will also be present in the meeting to be helmed by the Home Minister at his North Block office.

Shah along with the Health Minister will also hold another meeting with Mayors of three MCDs around 5 pm on Sunday to review the preparations with regard to the deadly disease.

The Home Ministry Office announced these meetings through tweets amid a worrying spike in corona infections in the city where 2,137 new cases were reported in a 24-hour period on Friday evening.

These meetings come in the wake of the Supreme Court’s criticism of the “horrendous, horrific and pathetic” situation in the city and said coronavirus patients were being treated “worse than animals”.

The court had also asked the government to explain the fall in testing, which had “gone down from 7,000 to 5,000 a day when Chennai and Mumbai have increased….”

On June 10, Shah and Kejriwal had discussed the COVID-19 spike in Delhi, a day after the Chief Minister tested negative for the virus.
