It was a cold winter morning in Bihar. The Chaibasa treasury and offices of Animal Husbandry Departments (AHD) in Bihar were raided by then Deputy Commissioner of Chaibasa, Amit Khare.

Talking to a daily tabloid, Amit Khare said that he raided the AHD offices after finding abnormalities in the reports of ‘withdrawal of funds’ from the state’s AHD departments. Khare was quick to find that Rs. 7- Rs.8 crores, which was very high at that time, has been withdrawn, with hardly any activity in the past.

This made him raid the AHD offices. After he ceased the Chaibasa treasury and AHD offices with the help of local magistrates, instructing police to keep the records safely, Amit called up the District Animal Husbandry Officer (DAHO) and his subordinates and sought an explanation. They all fled away from their offices.

Khare was shocked to find bank drafts, a large number of fake treasury bills and cash in the DAHO office. The DAHO office and the subordinates’ offices were sealed. During his enquiry into the scam, Amit Khare was shocked to find out that irregularities of over Rs. 25+ crores (in 1991) took place, which is more than the state’s Animal Husbandry budget (which was around Rs. 20 crores – Rs 25 crore) at that time.

Khare said, ‘I am happy I did not waste my time worrying about my career and future.’ Special CBI court ruled Lalu Prasad Yadav guilty in this 2 decade-old case.
