The Odisha Legislative Assembly experienced a tumultuous third consecutive day on Tuesday, marked by heated confrontations between members of the Opposition and the ruling parties over various matters.
In response to the commotion, Speaker Pramila Mallik initially suspended the House’s proceedings until 12 p.m. and initiated an all-party gathering to restore order to the Assembly. The all-party meeting took place within the Speaker’s chamber, after which the session reconvened. Nonetheless, the chaos persisted, leading the Speaker to adjourn the House again, this time until 4 p.m.
Upon the commencement of the Tuesday session, BJP MLAs from the Opposition raised slogans, alleging that their crucial questions on various subjects were being dismissed. Concurrently, the ruling BJD MLAs attempted to address the Minimum Support Price (MSP) issue.
The situation compelled Speaker Mallick to adjourn the House until noon and convene an all-party meeting to facilitate the smoother operation of legislative proceedings.
Manipur’s Chief Minister, N. Biren Singh, has announced that a team led by the CBI director, accompanied by specialists, will arrive in Imphal on Wednesday to investigate the killings of two youths who had been missing since July 6. The circulation of photos depicting the bodies of these missing youths on social media triggered protests by students in the state.
In the Imphal Valley, a total of 45 students, including many girls, sustained injuries on Tuesday as the police used tear gas and baton charges to disperse demonstrators protesting against the alleged kidnapping and killing of the two youths back in July. These distressing photos began circulating on social media platforms on Monday. CM Singh assured the people of the state via social media that both the state and central governments are collaborating closely to apprehend the culprits.
He emphasized the commitment of the authorities to swiftly resolve this matter by stating that the CBI Director and a specialized team would be arriving in Imphal for this crucial investigation. Furthermore, CM Singh mentioned that he has maintained constant communication with Union Home Minister Amit Shah to identify those responsible for the killings. The state government had previously transferred the case to the CBI for investigation.
Since ethnic clashes erupted in Manipur on May 3 during a ‘Tribal Solidarity March,’ more than 175 people have lost their lives, and hundreds have sustained injuries. The march was organized in the hill districts to protest against the demand for Scheduled Tribe status by the majority Meitei community, which constitutes about 53 percent of Manipur’s population and resides mainly in the Imphal Valley. In contrast, tribals, including Nagas and Kukis, makeup 40 percent of the population and primarily reside in the hill districts.
486 Headmasters Receive Show Cause Notices for Neglect:
The District Education Officer in Kurnool has taken action by sending show-cause notices to 486 headmasters working in government schools within the district. These notices are a response to allegations of negligence in the discharge of their duties, particularly in the handling of school-related bills.
The alleged negligence is linked to the implementation of the Jagananna Gorumudda scheme, which necessitates the verification and confirmation of bills for the month of August.
Despite previous warnings issued by district education authorities, the headmasters are accused of not fulfilling their responsibilities, leading to the issuance of these show-cause notices.
YSRC Questions Bhuvaneswari on the Source of Naidu’s Considerable Wealth:
Members of the ruling Yuvajana Sramika Rythu Congress Party (YSRCP) in the legislative assembly raised concerns on Tuesday, asserting that N.Chandrababu Naidu was the primary figure implicated in the AP FibreNet scam, a matter that Jagan Mohan Reddy had addressed during his time as the opposition leader in 2016.
Additionally, YSRCP legislators directed their questions to Naidu’s wife, Bhuvaneswari, regarding the origin of the family’s substantial wealth, citing that Naidu had “only two acres of land” at the time of their marriage.
During a brief discussion within the state assembly, the ruling party alleged that Naidu and his associates had misappropriated Rs. 114 crore in public funds in connection with the FiberNet scam.
MLA Abbaya Chowdary initiated the conversation on corruption, labeling the “Chandrababu skill scam” as the central issue among all scams. He claimed that Nara Lokesh, Naidu’s son, had expertise in fraudulent activities and deception.
Industries Minister Gudivada Amarnath recalled Jagan Mohan Reddy’s warning about the Fibrenet Scam in 2016 when he served as the opposition leader. Amarnath played a video clip from that time, showcasing Jagan’s allegations regarding the FiberNet deal.
Amarnath emphasized that this scandal was not new and that it had been previously brought to attention. YSRCP presented the question of how Naidu and his family had amassed such substantial wealth over the years.
Amarnath raised the issue of the rapid increase in Bhuvaneswari’s company’s value and questioned the total worth of all the other businesses and enterprises owned by the Naidu family.
He suggested that the significant wealth might be linked to funds allegedly taken from the public over the years. Amarnath concluded by asserting that Naidu was held accountable for misappropriating public funds and deceiving the people, resulting in his incarceration.
Amarnath further criticized the TD government for granting funds before receiving an evaluation report from the Central Institute of Tool Design (CITD) on software in the AP skills development scam. He characterized the 90:10 agreement as a deceptive tactic used by Naidu to embezzle public funds.
In summary, the skills development scam and the Fibrenet Scam were presented as noteworthy examples of how public funds were allegedly misappropriated during the Telugu Desam Party’s tenure.
ACB Court Adjourns Naidu’s Bail and CID Custody Hearing to Today:
The ACB (Anti-Corruption Bureau) court has decided to postpone the hearing of two petitions. One of these petitions was submitted by N. Chandrababu Naidu, the President of the Telugu Desam Party (TDP), seeking bail.
The other petition came from the Andhra Pradesh Crime Investigation Department (AP-CID), requesting Naidu’s custody to further investigate the alleged AP skill development scam. This adjournment was granted, and the hearing was rescheduled for Wednesday.
Despite the wishes of both parties’ legal representatives to have their cases heard on Tuesday, the presiding judge, acting in charge, advised them to present their arguments before the regular judge on Wednesday.
Consequently, the acting judge decided to adjourn the hearing on both petitions until the following day. This development marks a significant legal moment in the ongoing investigation into the skill development scam, with Naidu’s bail request and the AP-CID’s request for custody both slated for a detailed examination on Wednesday.
KCR Afflicted with Viral Fever and Cough: KTR Provides Update:
K. Chandrashekar Rao, the Chief Minister, has been experiencing viral fever and cough for the past week, as reported by BRS Working President and Minister K.T. Rama Rao on Tuesday via X (formerly Twitter).
Rama Rao mentioned that the Chief Minister is currently under the care of his medical team at home and is being closely monitored. He also noted that, according to the doctors, KCR is expected to recover and return to his normal routine in a few days.
Party insiders disclosed that the Chief Minister is presently at Pragathi Bhavan, where a team of five doctors from Yashoda Hospital is providing him with medical attention.
Supreme Court to Hear Naidu’s Skill Scam SLP Today:
On Wednesday, the Supreme Court is scheduled to hear the Special Leave Petition (SLP) filed by N. Chandrababu Naidu, AS A TDP President. Naidu’s SLP challenges the dismissal of his FIR quash petition related to the skill development scam by the Andhra Pradesh High Court.
Siddarth Luthra, Naidu’s legal representative, submitted a request for the SLP to be heard, which was accepted by Chief Justice D.Y. Chandrachud.
Naidu’s plea to the apex court seeks the annulment of the case filed against him in the skill development scam. He argues that the FIR was filed without obtaining prior permission from the Governor, which he claims is a requirement under Section 17A of the Prevention of Corruption Act.
During a meeting with Naidu’s legal team on Monday, the Chief Justice instructed them to request a hearing for Tuesday, with the actual hearing scheduled for Wednesday. They also informed him that Naidu has been in judicial remand since September 10 following his arrest in the Nandyal case.
Nara Lokesh Identified as A14 in Amaravati Ring Road Case:
In the ongoing developments concerning the Amaravati Inner Ring Road case, Nara Lokesh, the TDP National General Secretary, has been identified as “A14” by the Andhra Pradesh Crime Investigation Department (CID) in this case.
According to the most recent reports, the CID has included this information in a memorandum submitted to the court. It is worth noting that the AP CID had previously named TDP president Chandrababu Naidu and several others as accused parties in this case. Chandrababu Naidu had recently filed an anticipatory bail petition in the High Court in connection with this matter.
The Andhra Pradesh government has alleged that the former Chief Minister, Chandrababu Naidu, modified the original design of the Amaravati Inner Ring Road to inflate the land values owned by TDP leaders. Consequently, the CID initiated a case under various sections of the Indian Penal Code (IPC) and the Prevention of Corruption Act in April of the previous year.
Among those named in the FIR are Chandrababu Naidu, Pomguru Narayana, Nara Lokesh, Lingamaneni Ramesh, Lingamaneni Venkata Surya Rajasekhar, KPV Anjani Kumar of RK Housing Limited, Rama Krishna Housing, Heritage Foods, and others.
ED doesn’t call Kavitha Until November 20 in Delhi Excise Policy Case:
In a significant development, the hearing for Kalvakuntla K. Kavitha, an MLC in the BRS party and the daughter of Telangana CM KCR, regarding her petition in the Delhi Liquor case, has been postponed. A bench comprising Justices Sanjay Kishan Kaul and Sudhanshu Dhulia has rescheduled the hearing for November 20, citing the need for detailed arguments.
Furthermore, the bench has instructed the Enforcement Directorate (ED) not to summon her for questioning until the Supreme Court addresses her petition on November 20. Consequently, She is not obligated to participate in the ED inquiry related to the Delhi liquor scam until the said date.
These developments come amid expectations of the announcement of the schedule for the Telangana Assembly elections. Kavitha has taken legal action by filing a petition in the Supreme Court in response to the summons issued to her by the ED in connection with the Delhi Liquor Scam case.
