Officially, the number of coronavirus cases in India is more than 1 lakh now. On Monday morning, the number was 96,180, and with a big spike in cases by the evening it crossed one lakh.

On Monday alone, there are 5242 coronaviruses positive tested in the country. More than 3000 people have died so far due to the coronavirus in India.

The number of cases recorded in states Maharashtra, Tamil Nadu, and Gujarat is higher than that of other states. Maharashtra has recorded more than 35,000 coronavirus cases, the highest in a state, and is slowly starting to open in green zones while the easing of restrictions in other zones is not possible. Mumbai has recorded more than 20,000 cases.

Though the lockdown is extended until the end of the month of May, several states have decided to ease the restrictions and reopen the businesses with relaxations. Most of the states are opening the markers, local transport, and salons except red zone containment areas.

However, movie theaters, amusement parks, and educational institutions are to remain closed until further updates.

The Telangana CM reacted for the first time on rumors about his friendship with Jagan on rocks. There were several reports in media that all is not well between KCR and Jagan due to the ongoing exchange of allegations and complaints with water-sharing. KCR now rubbished all of them, actually pretty clearly.

Stating that he will be straight forward and won’t be sparing any obstacles that could trouble the benefit of Telangana people, KCR also said that everything is fine with YS Jagan. When asked about the cracks in his friendship with Jagan, due to water-war, KCR underlined that they are very much friends, and are still together. KCR also asked of ‘somebody’ is not happy with their friendship and bonding.

KCR clarified that he has complete knowledge on projects in Telangana and the government is constructing the projects within the boundaries and abiding by the law. KCR said he mentioned earlier too about Rayalaseema needs water and that should be diverted from Godavari’s surplus waters.

KCR said he always wanted to share water between the two states and recalled how Chandrababu went on war with challenges during his regime in AP and could not win over even with 1 TMC. KCR explained that he went seven times to convince Maharashtra CM and managed to get 100 TMCs water through Kaleswaram.

The Telangana CM concluded that there is no scope for cheap politics and talks here. He reiterated that everything is fine between him and Jagan, before saying that it will be a fight for a fight unless both sides go by the law.

Tenth exams in Telangana might be held from June first or second week

Due to the Corona virus pandemic, many exams got postponed. In Telangana the tenth standard exams were postponed by the Telangana High Court following a petition. Based on the court’s directions, the Telangana government has filed an affidavit and taking this into consideration, the High Court has formally nodded to conduction the exams.

In all likely the tenth exams in Telangana might be held from June first or second week. But before this, the High Court has asked Telangana government to file one more affidavit on the current situation in the state due to the virus threat.

The Court also made key suggestions that there should be two days gap between exams, transportation should be made to students, invigilators and usage of sanitisers and masks for attending the exam.

As soon as the High Court has sent directives, the Telangana education department has started the ground work for this. The schedule and others details will be finalized in the coming days.

Kohli said his father always taught him to have faith in hard work

Virat Kohli, during an Instagram Live chat with Indian football team captain Sunil Chhetri, recalled an incident when his father refused to bribe a cricket official, which led to Virat not getting selected in the team despite fulfilling all the merit criteria. “I have mentioned this before also. There was a time when in state cricket, a lot of things happen, you know  many factors which are not fair,” Virat Kohli told Sunil Chhetri during their over an hour-long interaction on Instagram.

“There was an opportunity, where a certain someone chose to step out of the rules and say, ‘here’s the situation you’d need a bit more than just merit to get selected’,” Kohli added.He said his father Prem was someone who worked really hard and made a living for himself by studying “under the streetlights”.

“He is the guy who studied under the streetlights, those were the circumstances at his home. From there he worked hard to become a lawyer, worked in the merchant navy as well before that. One who has worked hard doesn’t understand that language. He didn’t understand what was going on,” Kohli said, explaining his father’s hardships.

The Indian skipper said his father never believed in taking shortcuts to attain success and always taught him to have faith in hard work.”He said to my coach, ‘if he (Virat) can play on his merit, then fine else we do not want to play him. I won’t do all this’.

“And I was not selected and I cried a lot, I was broken,” Kohli explained what his father told his coach after he was asked to pay bribe for his selection.

Explaining what he learnt from this experience, Kohli said: “But that taught me something that this is how the world is run. If you want to progress do something that no one else is doing. That lesson he gave me because you can only rely on your hard work and that I saw from my father who made a living, made a life for himself, and gave me the right teachings by actions.”

Washington suspended payments to the WHO

President Donald Trump threatened to permanently freeze US funding to the World Health Organization unless “substantive improvements” were made within the next 30 days. Washington suspended payments to the WHO in mid-April, accusing it of being too close to Beijing and covering up and mismanaging the coronavirus pandemic.

On Monday, Trump tweeted images of a letter he sent to WHO Director-General Tedros Adhanom Ghebreyesus, saying the letter was “self-explanatory.”

In the letter, Trump lists what he says are examples of the WHO’s shortcomings in managing the pandemic, including ignoring early reports of the emergence of the virus, and being too close to China.

“It is clear the repeated missteps by you and your organization in responding to the pandemic have been extremely costly for the world. The only way forward for the World Health Organization is if it can actually demonstrate independence from China,” Trump said in the letter.

Cyclone Amphan: Odisha starts evacuating people

The District Collectors of cyclone Amphan vulnerable areas had started evacuating people as the cyclone was likely to make landfall between West Bengal and Bangladesh on May 20, said the Odisha government, here on Monday.

“As per the latest report from the Collectors, evacuation of people from vulnerable areas has started. We are targeting to complete all evacuation work by tomorrow (Tuesday) afternoon,” said Special Relief Commissioner (SRC) Pradeep Jena.

About 600 multi-purpose cyclone shelters and 7,092 other permanent buildings with the cumulative capacity to accommodate nearly 12 lakh people have been identified in 12 districts.

It has also been directed to arrange adequate food, drinking water, lighting, sanitation and health facility at each shelter and keep the tower light and chainsaw and other emergency equipment ready to meet any eventuality.

Odisha Chief Secretary Asit Tripathy said the government was taking all the measures even though cyclone Ampan might not make landfall in the state. “Given our past experiences, we are not taking it lightly. Preparations are in full swing to meet any eventuality,” he said.

The government has deputed four senior IAS officers and equal number of IPS officers to four coastal districts to provide guidance and support to the district administrations in the cyclone Amphan management.

Transport Secretary Madhu Sudan Padhi, Chief Electoral Officer Sushil Kumar Lohani, Industries Secretary Hemant Sharma and Higher Education Secretary Saswat Mishra have been deputed to Balasore, Bhadrak, Kendrapara and Jagatsinghpur districts, respectively.

Similarly, IPS officers Diptesh Kumar Pattanayak, Ghanashyam Upadhyay, Asish Kumar Singh and Jai Narayan Pankaj have been deputed to Balasore, Bhadrak, Kendrapara and Jagatsinghpur districts, respectively.

Jena said 20 teams of the Odisha Disaster Rapid Action Force (ODRAF), 19 teams of the National Disaster Response Force (NDRF) and 335 units of the Fire and Disaster Management had been kept in readiness to be pressed into the service.

He said 13 NDRF, 15 ODRAF and 217 Fire Service teams had been positioned in 6 coastal and 5 nearby districts. The rest 11 (6 NDRF and 5 ODRAF) teams had been kept in standby to be pressed into the service, as per the requirement. 10 Fire Service Units with 100 people had also been kept in standby, he added.

According to the Indian Meteorological Department (IMD), squally wind speed reaching 45-55 km/h gusting to 65 km/h is likely to hit the south Odisha coast from May 18 evening and increase to 55-65 km/h, gusting to 75 km/h and extend to along and off north Odisha coast from May 19 morning.

The wind speed will increase and would turn into gale reaching 75-85 km/h gusting to 95 km/h from May 20 morning along and off north Odisha coast (Jagatsinghpur, Kendrapara, Bhadrak, Balasore and Mayurbhanj.

It would gradually increase to 110-120 km/h, gusting to 135 km/h along and off the districts of north Odisha, said the IMD.

Actress Sushmita Sen revealed that she was diagnosed with Addison’s in 2014, and it was ‘meditating with Nunchaku’ that helped her overcome the disease.

For the uninitiated, Addison’s is a disorder in which the adrenal glands don’t produce enough hormones.

Sharing her battle with Addison’s, Sushmita took to her YouTube channel and wrote: ” After I was diagnosed with an Auto immune condition called Addison’s disease in September 2014, it left me feeling like, I had no fight left in me…A fatigued body filled with immense frustration & aggression. The dark circles under my eyes can’t even begin to explain the dark times I endured for 4 long years.

“To have steroids substitute cortisol and to live with its innumerable side effects took its toll. There is nothing more tiring than to live with a chronic illness. Enough was enough, I had to find a way of strengthening my mind, allowing my body to follow suit.”

1 in 3 SMBs in US shuts down amid COVID-19: Facebook

Nearly one-third of small and medium-sized businesses (SMBs) in the US have stopped operating as of April, a Facebook survey amid COVID-19 pandemic revealed on Monday.

For the smallest businesses — those run by the self-employed or for personal income — the situation is worse.

More than half of them are no longer operating, according to the “State of Small Business Report”.

“The situation is worse for personal business (52 percent of which report shutting down), hotels, cafes and restaurants (43 percent) and services like wellness, grooming, fitness or other professional services (41 percent),” said the report.

Of the businesses that report being closed, 71 percent report having closed since March 1, 2020, 18 percent closed in February and 4 percent closed in January.

Many that remain in operation face two big challenges: cash and customers.

They are worried about where the money is going to come from, and whether there is still demand their goods and services

And even when looking to when things are better, less than half of owners and managers said they would rehire their former employees, showed the findings.

The findings are based on a survey of 86,000 owners, managers, and workers in companies across the US with fewer than 500 employees.

“Still, business owners and managers are optimistic about their future. They’re resilient, finding new ways to reach their customers online, making adjustments to how and when they do business and working hard to meet their family obligations at the same time,” said the report.

The survey was conducted in partnership with Small Business Roundtable, a coalition of leading small business and entrepreneurship organizations.

Maruti Suzuki resumes operations at Gurugram plant

Maruti Suzuki India on Monday resumed its operations at its Gurugram plant, although with around one-third strength.

Speaking to IANS, Kuldeep Jhangu, General Secretary of Maruti Suzuki Kamgaar Union (MSKU) said that around 4,000 workers were working on Monday out of the total strength of 12,000-13,000 employees at the unit.

“Currently, workers are being trained to operate while maintaining social distancing norms with safety in line with the government’s guidelines,” he said.

The unit largely manufactures the models, Alto, Ignis, Vitara Brezza, Eeco and Super Carry.

In a regulatory filing on Sunday, the company said: “Maruti Suzuki India Limited would re-start production of vehicles at its Gurgaon plant from the 18th of May 2020. All activities would be carried out strictly in accordance with the government regulations and guidelines and observing the company’s own concern for the highest standards of safety.”

The Manesar plant resumed operations on May 12, with around 2,000 workers working on a single shift basis, after around 40 days of closure in the wake of the nationwide lockdown. The company received the approval of the local administration on April 22 to start production at the Manesar unit with a limited number of employees.

Further, on Monday, the company said that it has delivered over 5,000 cars in the past few days. The company has put in place comprehensive standard operating procedures (SoPs) for its dealerships across the country and these SoPs ensure highest level of hygiene and sanitization across all its showrooms for the safety of its customers and employees.

With the SoPs in place, over 1,350 Maruti Suzuki showrooms and over 300 True Value outlets are operational in lockdown 4.0.

Speaking on the start of showroom activities for customers, Kenichi Ayukawa, Managing Director and CEO, Maruti Suzuki India said, “We are happy to serve the customers, who were waiting to drive home their favourite car. The company has put in place comprehensive norms to ensure that their car buying experience is completely safe.”

Uber resumes normal ride services in 31 Indian cities

Uber India on Monday said it has resumed normal ride services in 31 cities after the new Lockdown 4.0 guidelines came into practice with more relaxations.

The company said that riders will constantly be notified with further information and the status of specific cities through its app.

Among the cities when Uber has resumed operations are Gurugram, Amritsar, Chandigarh, Faridabad, Ghaziabad, Guwahati, Kochi, Udaipur, Vapi and Visakhapatnam.

“If you are in any of the following cities, open the Uber app to choose from available products in your area.,” Uber said in a statement.

Not more than two riders would be allowed, besides the driver and no one should be seated right next to the driver.

Uber also announced a range of COVID-19 specific safety features and policies.

The announcements include an interactive Go Online Checklist for both riders and drivers, a mandatory mask policy for riders and drivers, pre-trip mask verification selfies for drivers, and updated post-trip feedback mechanism and a cancellation policy.

“These new features and policies have been rolled out globally, and we will keep enhancing and revising them as needed to ensure a safer product experience for all,” said Sachin Kansal, Global Senior Director of Product Management at Uber.

Uber Essential is currently available to riders in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Indore, Mumbai, and Nashik.

Arjun Rampal bids adieu to his lockdown beard

Actor Arjun Rampal got fed up with his lockdown beard and decided to shave it off with help from his girlfriend Gabriella Demetriades.

On Monday, Arjun took to social media to share videos and photographs, capturing the moment when he got rid of his beard. In the first video, he could be seen standing in front of a mirror, shirtless, with Gabriella filming the process next to him.

“So quarantine has been extended till 31st of May, and I can’t grow this beard any further. So Gabrielle is going to help me cut it, and if I don’t post in another 2 hours… you know exactly how it went,” he said in the video.

Google Meet crosses 50 million downloads on Play Store

Sending a warning call to Zoom, Google Meet has crossed 50 million downloads on Play Store, a massive 900 percent increase in user base in a span of few weeks as people work from home in the Covid-19 pandemic.

According to data provided by AppBrain, Google’s video conferencing tool garnered over five million downloads on Play Store in the first week of March alone.

Till May 17, it was downloaded by over 50 million times.

According to Javier Soltero Vice President & GM, G Suite, the tech giant has seen daily usage of the Meet app grow by 30 times, with hosting 3 billion minutes of video meetings daily.

“Last month (April), we were adding roughly 3 million new users every day. That’s why we’re expanding the offering to more people around the world,” Soltero said this month.

Meet arrived within Gmail accounts globally including in India last week. Users can now start or join video conferencing right from their Gmail accounts and they do not need to download the app separately.

Google Meet is completely free and anyone with an email address can sign up and get started.

Users can see Google Meet on the left menu, with two options: Start a meeting and join a meeting.

Nearly 13% world museums may never reopen: UNESCO

Confirming that museums have been hit hard by the Covid-19 pandemic with nearly 90 percent of them shut, the UNESCO and the International Council of Museums (ICOM) on Monday expressed concern over the global cultural space.

More than 85,000 institutions shut their doors for different durations during the crisis and nearly 13 percent of museums might never reopen, they said in a statement on International Museum Day.

“Museums play a fundamental role in the resilience of societies. We must help them cope with this crisis and keep them in touch with their audiences,” UNESCO Director-General Audrey Azoulay said.

“This pandemic also reminds us that half of humanity doesn’t have access to digital technologies. We must work to promote access to culture for everyone, especially the most vulnerable and isolated,” Azoulay said.

In Africa and the Small Island Developing States (SIDS), only 5 percent museums were able to offer online content to their audiences, they noted.

According to an ICOM impact assessment, museums deprived of visitors will face a decrease in income. Professions related to museums, their operations and outreach could also be seriously affected.

Stating that museums can’t survive without the support of the public and the private sectors, the ICOM said it was imperative to raise emergency relief funds and to put in place policies to protect professionals and self-employed workers on precarious contracts.

According to the UNESCO study, the number of museums worldwide has increased by almost 60 percent since 2012 to some 95,000 institutions and that reflected the importance the sector has got in the national cultural policies over the past decade.

SC says virtual courtroom difficult while hearing matter on WhatsApp call

A Supreme Court bench, while hearing a matter over WhatsApp call, on Monday remarked that taking up matters through a virtual courtroom is difficult. The apex court has been conducting hearings through video conferencing since the beginning of the lockdown, as a measure to contain the outbreak of the coronavirus.

A bench headed by Justice R. Banumathi and comprising Justices Indu Malhotra and Aniruddha Bose made this observation while hearing a matter over a WhatsApp call. Justice Malhotra suggested that 40 matters, instead of 20, can be easily heard by the bench.

She also suggested that each counsel could argue the matter and leave the courtroom.

“Virtual courtroom is difficult,” added Justice Malhotra.

Justice Banumathi, one of the top five senior judges and also part of the Collegium system, said: “I will talk to the Chief Justice.”

Last week, Chief Justice of India S.A. Bobde had said the coronavirus pandemic forced rethinking on the functioning of the top court, which paved the way for virtual courts.

“We went for video conferencing to reduce the footfall in court premises. We have to change according to the needs of the times. We have to accept the present situation. There is a need for change of mindset. Now there is no going back,” he said at the inauguration of an online demo of the Supreme Court e-filing module, which was webcast.

Chief Justice Bobde said the Supreme Court was the first institution to respond to this danger (Covid-19 spread).

In the beginning of May, the apex court, in a press statement, defended its current practice of taking matters through video conferencing, saying the traditional open court system and new age virtual court system are not antithetical to each other, especially during the Covid-19 pandemic, as the latter does not curb administration of justice.

“On the contrary, both systems could definitely co-exist, delivering qualitative justice, wherever deployed in light of extant circumstances,” said the statement.

Call recording now available on Nokia phones in India

HMD Global, the maker of Nokia phones, on Monday announced that multiple Android One Nokia smartphones in India have received the call recording feature on Googles Phone app.

The feature allows users to record voice calls so they can capture important information and go back to reference what was said later.

“This feature has been a top request from users in India and we are pleased to bring many Android One Nokia smartphone users this addition today,” Juho Sarvikas, Chief Product Officer, HMD Global said in a statement.

To get the new feature, users need an update to the latest version of the Phone app in the Play Store. The Nokia smartphone must support Android 10.

To activate the recording, the user simply needs to press the ‘record’ button while on the call.
A disclosure is played when recording begins and ends to notify all participants and ensure they are aware the feature is being used.

To access the call recording later, simply visit the ‘Recents’ tab. If a call was recorded, the user will see a ‘Recorded’ label below the contact’s name or phone number.

Once the user taps the call log entry, the call recording player will be shown with a play button. Call recordings will be saved on the user’s phone – not in the cloud – for convenient playback and privacy.

JIH urges govt to exempt places of worship from lockdown

The Sharia Council of the Jamaat Islami Hind (JIH), here on Monday, urged the government to exempt the places of worship from the lockdown and allow people to do their religious practices by maintaining social distancing.

In a statement, the JIH said under the present circumstances, the Eid ul Fitr prayer should be allowed at Eidgahs, Jama Masjid and the local mosques (depending on a number of people permitted). Otherwise, prayers are offered at home.

It also appealed against the crowding market in the last days of Ramadan. On the day of Eid, dress in whatever clothes, old or new, are available, and avoid meeting and greeting people. “Please remember the poor, the needy on the day of Eid along with Muslim prisoners and their relatives,” said Jalaluddin Umri.

The council said last Friday of Ramadan was like other Fridays and didn’t have any special significance. “Under the present circumstances, if there are 4 people in the house, then they may offer the Friday prayer or the Zohar (Midday) prayer. If one is alone, he should offer the Friday prayer individually,” it said.

Huawei hits back at US over tighter chip export rules

Huawei on Monday termed the US government’s new export controls aimed at limiting the Chinese technology giant’s access to semiconductor technology “arbitrary and pernicious” which “threatens to undermine the entire industry worldwide”.

Delivering his keynote address at Huawei’s annual analyst summit, the company’s Rotating Chairman Guo Ping said that the US actions against Huawei will harm the experiences of its customers worldwide.

The new rules prevent chip-makers that use US technology and software in chip design from shipping to Huawei without permission of the US government.

The US government alleged that China could use Huawei technology for spying purposes and added the company to the Entity List on May 16, 2019.

Citing the rationale behind the new export controls announced last week, the US government alleged that Huawei and its foreign affiliates stepped-up efforts to undermine the Entity list restrictions.

Refuting these charges, Huawei said it has fulfilled its contractual obligations to customers and suppliers, and has “survived and forged ahead against all odds.”

“This new rule will impact the expansion, maintenance, and continuous operations of networks worth hundreds of billions of dollars that we have rolled out in more than 170 countries,” Huawei said.

“It will also impact communications services for the more than 3 billion people who use Huawei products and services worldwide,” the company said.

The development came amid a Nikkei Asian Review source-based report on Monday that Taiwan Semiconductor Manufacturing Co. (TSMC), the world biggest contract chipmaker, has halted new orders from Huawei Technologies in response to tighter U.S. export controls.

At 7.1 cases per lakh, India’s Covid-19 ratio lowest in world: Govt

India has about 7.1 cases per lakh population whereas the average of the whole world is 60 cases per lakh population, the Union Health Ministry said on Monday.

In a statement, the Union Health Ministry said “in terms of confirmed cases per lakh population, India has so far about 7.1 cases per lakh population vis a vis approx 60 cases per lakh population for the world as a whole.” Spain has reported 494 cases per lakh population, which is the highest, followed by the US, which has 431 cases per lakh population. Italy has 372 cases per lakh population and the UK has 361 cases per lakh population.

The Union Health Ministry said a multi-factorial analysis has been done on the combination of the parameters, which are namely, total active cases, active cases per lakh population, doubling rate (calculated over 7 days period), case fatality rate, testing ratio and test confirmation rate.

“India currently has 56,316 cases under active cases. So far, a total of 36,824 people have been cured of Covid-19. In the last 24 hours a total of 2,715 patients are reported cured. We have presently a recovery rate of 38.29 percent,” it said.

The Health Ministry said the states have been asked to meticulously delineate the containment and buffer zones and also to ensure stringent implementation of the containment plans in the containment zones. A senior ministry official said in the containment zones, active search for cases through the house to house surveillance by special teams, testing of all cases as per sampling guidelines, contact tracing, clinical management of all confirmed cases are the priority tasks.

“Further, around each containment zone, a buffer zone has to be delineated so as to ensure that infection does not spread to the adjoining areas. In buffer zones, extensive surveillance for cases through monitoring ILI/SARI cases in health facilities has to be coordinated,” the official said.

Goldman Sachs forecasts ‘deeper recession’ for India

Goldman Sachs has forecast a “deeper recession for India” with an estimate of real GDP falling by 5 percent in the financial year 2021.

“Our estimates now imply that real GDP falls by 5 percent in FY21 versus minus 0.4 percent in our previous forecast. The minus 5 percent growth we forecast for FY21 would be deeper compared to all ‘recessions’ India has ever experienced,” Goldman Sachs said in a research.

Goldman Sachs is already forecasting a massive cut in the quarterly numbers. “We are making further significant adjustments to our GDP forecasts for India. We now forecast GDP growth of minus 45 percent (quarter on quarter annualized) in Q2 (compared to minus 20 percent previously),” it said.

However, it has upgraded expectations of a rebound in Q3, with a 20 percent quarter on quarter annualized GDP gain in Q3 (compared to 10 percent before). For Q4 and Q1 of next year, GS has kept projections unchanged at 14 percent and 6.5 percent, respectively.

“Our estimates now imply that real GDP falls by 5 percent in FY21 (vs -0.4 percent in our previous forecast). Our global team is now forecasting growth to be at -3.6 percent in 2020 (compared to -2.5 percent when we last published our India growth forecast on April 17), with risks remaining on the downside. This is close to a 7 pp downward revision since early this year,” Goldman Sachs said.

The deeper trough in Q2 forecasts reflects the extremely poor economic data, GS said.

“We expect a strong sequential mechanical rebound in Q3. However, beyond Q3, we expect only a gradual recovery, as the targeted policy support continues to be tepid compared to other emerging economies, and far less than most advanced economies,” it said.

In its research on the stimulus package, brokerage firm Bernstein asked Finance Minister: “Is the aim to revive GDP, or to reach the 20,000,000,000,000 number?”

Bernstein said India’s desire to announce a large economic package, something that shows the world that they care about the economy and are willing to match global stimulus numbers, was perhaps the driver for the claim of a large package ($ 280 billion, 10% of GDP).

Bernstein said the package was “aimless” and a “lost opportunity”. “While the package started on important aspects but the need to announce measures that add up to this top-down number, made the entire package aimless, with several generic announcements which should ideally, have been a part of a normal economic agenda. Overall, we see it as a lost opportunity,” it said.

“The plan in our view, was a general economic agenda and lacked substantive decisions to support consumption, promote manufacturing and even the broader reforms lacked the spark while urban and corporates (irrespective of impacts) were ignored. We believe that equity markets are likely to be less enthused, with the package, as it is less likely to support the economy in the near/medium term,” it said.

HSBC said in a note the last two tranches of the 10 percent of GDP economic package focused on structural reforms and an increase in employment guarantee outlays.

The overall package focused more on medium-term supply-side measures and funding via future public-sector liabilities. “As such, the central government fiscal cost is likely to be contained at 1 percent of GDP; we forecast the general government fiscal deficit at 10 percent of GDP, and growth to contract 3 percent year on year in 2020,” HSBC said.
