Russia open for negotiation: Putin tells Xi on Ukraine peace plan

0

Russian President Vladimir Putin, during a meeting with his Chinese counterpart Xi Jinping at the Kremlin, has said his country is “always open for a negotiation process”.

Putin made the remarks on Monday in response to China’s “plan to settle the ongoing Ukraine crisis”.

The plan aimed to “end the Russia-Ukraine war” was released by China in February. However, the US has warned it could be a “stalling tactic”, the BBC reported.

“The world should not be fooled by any tactical move by Russia, supported by China or any other country, to freeze the war on its own terms,” US Secretary of State Antony Blinken was quoted as saying by the British broadcaster.

“Calling for a ceasefire that does not include the removal of Russian forces from Ukrainian territory would effectively be supporting the ratification of the Russian conquest,” Blinken added.

Talks between the two leaders lasted four and a half hours on Monday, according to Russian state news agency RIA Novosti. Further formal meetings are expected to follow on Tuesday.

Xi, who called Putin his “dear friend,” praised his Russian counterpart, saying the country’s development had “significantly improved”, CNN reported.

“Both sides exchanged in-depth views on the Ukraine issue,” reported Xinhua news agency, describing the leaders’ meeting as “in-depth and candid.”

UN envoy says solution ‘closest’ to end political crisis in Sudan

0

The top UN envoy for Sudan has said that a solution to end the political crisis in Sudan now is “closest” despite the enormous challenges ahead.

“Today, we are the closest we have been to a solution, although challenges remain,” Volker Perthes, special representative of the UN secretary-general to Sudan, told a Security Council briefing, Xinhua news agency reported.

On December 5, 2022, Sudan’s military and civilian leaders signed a political framework agreement to end the political impasse and institute a two-year transitional civilian authority.

The agreement was “a watershed moment” and ushered into a new phase of the political process which aims to lead to a new transitional period, Perthes said.

He outlined the progress achieved since then, including the start of broad consultations in the form of workshops on Jan. 9 by the signatories to the framework agreement, with the facilitation of the Trilateral Mechanism that consists of the African Union, the Intergovernmental Authority on Development and the United Nations.

Many areas of consensus have emerged in the consultations on five contentious issues among them the dismantling of the old regime and security sector reform, Perthes said.

“Today, Sudanese stakeholders are closer than they have ever been to a settlement and the return to a civilian government,” he said.

Admitting the process is “certainly not perfect” and occasionally criticized for “being too slow,” Perthes stressed that it has managed to get a broad and sufficiently inclusive group of stakeholders to the near agreement, particularly military authorities, and civilian opposition parties.

Meanwhile, he warned that the scale of challenges facing the Sudanese people and any new government are enormous.

A record 15.8 million people in the country, about a third of the population, are requiring humanitarian assistance this year, Perthes said, adding that high food prices and rising hunger remain a serious concern.

As the Sudanese navigate the last hurdle of the political process, collective efforts from the international community are needed now more than ever, he said.

The envoy called for supporting the next Sudanese government with the required capacity to tackle major issues such as addressing root causes of conflict, significantly improving people’s lives, and preparing free and fair elections.

Guterres asking G20 for pact to hold down global warming; UN experts warn of food crisis for India

0

As a panel of UN experts warned that India’s food production could see a massive fall if global warming went unchecked, Secretary-General Antonio Guterres has said that he was asking the G20 for a pact to keep warming to 1.5 degrees centigrade.

“In India, rice production can decrease from 10 percent to 30 percent, whereas maize production can decrease from 25 percent to 70 percent assuming a range of temperature increase from 1-degree centigrade to 4 degrees centigrade,” a report by the Intergovernmental Panel on Climate Change (IPCC) said on Monday.

Guterres said that he has proposed to the India-led G20, the group of major emerging and developed economies, “a Climate Solidarity Pact – in which all big emitters make extra efforts to cut emissions, and wealthier countries mobilize financial and technical resources to support emerging economies in a common effort to keep 1.5 degrees alive”.

Although he cautioned that “the climate time-bomb is ticking”, he also sounded a note of hope: “Today’s IPCC report is a how-to guide to defuse the climate time-bomb. It is a survival guide for humanity”.

The report shows that global warming can be kept down to 1.5 degrees centigrade, “but it will take a quantum leap in climate action”, Guterres said.

He said that he is presenting a plan to “a super-charge” the Climate Solidarity Pact.

It would require “leaders of developed countries committing to reaching net zero as close as possible to 2040, and developing countries as close as possible to 2050”, he said.

Guterres’s plan calls for an end to the use of coal and net-zero electricity generation by 2035 for all developed countries and 2040 for the rest of the world.

It also requires an immediate stop to all licensing or funding of new oil and gas ventures, and the expansion of existing ones.

The report known as the Sixth Synthesis Report of the IPCC said that temperatures have already risen to 1.1 degrees Celsius above pre-industrial levels because of fossil fuel burning and unequal and unsustainable energy use.

This has led to more frequent and intense extreme weather dangerously impacting people around the world, it said.

Without action to hold global warming, “in South Asia, extreme climatic conditions are threatening food security; thus, agro-based economies, such as those of India and Pakistan, are the most vulnerable to climate change in this regard”, the report said

India is “emerging as the most vulnerable nation in terms of crop production” in South Asia, it said.

It said that in South Asia, “water demand in sectors such as irrigation, industry, and households will increase by 30 percent to 40 percent around 2050 in comparison with 2010”.

“Within a country as well, the water scarcity could be exacerbated, such as in India and China, due to various drivers like population increase and climate change,” it added.

More storm to hit weather-battered California

0

Another major storm system is set to batter California this week as scattered showers started in the southern part of the western US state.

The powerful storm will likely bring heavier rain, very strong winds, and snow to the area late Monday night through Wednesday, Xinhua news agency reported, citing the US National Weather Service (NWS).

High surf and hazardous seas are also expected in the Tuesday to Wednesday time frame, according to NWS Los Angeles.

California has already been hammered by at least 11 atmospheric rivers this season, which brought heavy rainfall, snowfall, flooding, and landslides, among other damages.

The latest atmospheric river, which struck the state last week, left soil overly saturated and vulnerable to new flooding and rapid runoffs, according to the NWS.

An atmospheric river is a long, narrow band of tropical moisture that gets carried along the mid-and upper- parts of the atmosphere. When these systems move over land, they can produce intense rainfall rates and strong winds.

Colder atmospheric river systems can also produce significant snow at higher elevations.

According to the US National Oceanic and Atmospheric Administration, atmospheric river storms account for 30 percent to 50 percent of annual precipitation for the US West Coast on average.

Pakistan’s CII terms ‘guru culture’ in transgender community as exploitation, neo-slavery

0

Pakistans Council of Islamic Ideology (CII) has slammed the guru culture in the transgender community and has termed it as a lethal form of exploitation and neo-slavery.

In a statement, CII chair Qibla Ayaz said that “guru culture was against human rights and it should not be part of any act or rules to be framed for non-binary gender people”.

“I urge parents to take ownership of their non-binary gender children. The government should also set up rehabilitation centers to bring these people into the mainstream of the social spectrum,” he said.

“Health experts have confirmed that non-binary gender people could be operated upon at every stage of life including childhood, or after attaining the age of youth or adulthood, in the light of modern medical science, transforming them into normal and productive citizens of the society except in a few cases.”

Referring to the identity of a transgender and demands of an acknowledgment as a third gender, Ayaz said that the “self-perceived identity, in the perspective of Islam, was contrary to the teachings of Shariah and it could be a source of many unexpected issues in the future”.

“The provision of self-perceived identity must be abrogated from any act or rules,” he said.

Ayaz also opposed the word “transgender”, stating that the word was wrongly defined in the Transgender Persons (Rights of Protection) Rules, highlighting that it included those people who did not fall in their category.

“The word transgender should be replaced with intersex because it was the umbrella term for that particular segment of the society,” he said.

The CII had previously opposed the Transgender Persons (Rights of Protection) Act in Parliament, stating that amendments should be incorporated into the law, as it maintained that many provisions and clauses did not fall in compatibility with the Shariah.

The 2018 Act for transgender persons defined their gender identity and prohibited discrimination against them.

The law ensured issuing of certificates of identity to transgender persons and provided that no establishment shall discriminate against them in matters relating to employment, recruitment, promotion, and other related issues. It also provided for a grievance redressal mechanisms for the community in each establishment.

However, upon request for recommendations by the CII before approval of the bill by Parliament, it was countered by the CII, which raised questions and concerns over several provisions of the legislation.

Non-Twitter Blue users now have last chance to switch away from SMS 2FA

0

Non-Twitter Blue users now have the last chance to switch away from the company’s SMS two-factor authentication (2FA) method, as the micro-blogging platform will no longer allow non-Blue accounts to use text messages as a 2FA method after Monday.

Also, users will now not be able to enrol in the text message/SMS method of 2FA unless they are Blue subscribers.

The company made this announcement last month and said that after March 20, non-Blue accounts with text message 2FA still enabled “will have it disabled.”

Currently, the platform offers three methods of 2FA — text message, authentication app, and security key.

The company also encouraged non-Blue users to “consider using an authentication app or security key method instead.”

Meanwhile, Twitter had confirmed that it will charge Rs 650 per month for its Blue service with verification on the web and Rs 900 on Android and iOS mobile devices in India.

In December last year, the micro-blogging platform relaunched its Blue subscription service with verification, costing $8 for Android users and $11 for iPhone owners per month globally.
