Sitharaman to present economic survey for 2022-23 in Parliament today

Finance Minister Nirmala Sitharaman on Tuesday will present the Economic Survey (2022-23) in Parliament on.

She will lay the document in the Lok Sabha after the conclusion of President Droupadi Murmu’s address to both Houses of Parliament. Tuesday is the first day of the Budget session of Parliament.

Apart from this, a copy of the President’s address will also be laid in the Lok Sabha.

Obituary references will be made for sitting and former members of the Lok Sabha, who passed away during the intervening period between Winter and Budget sessions.

Obituary references will be made for sitting Congress MP from Jalandhar Santokh Singh Chaudhary, who passed away earlier this month.

Apart from him, obituary references will also be made for seven-time former MP Sharad Yadav, veteran Telugu actor, and former MP Satyanarayan Kaikala and Basavanagoud Kolur.

Mumbai Falcons claim 1-2 finish, maintain lead in Formula Regional Middle East, Formula 4 UAE

Indian motor-racing outfit’s Mumbai Falcons Racing Limited scored wins and achieved podium places in the second round, extending their lead in both the Formula Regional Middle East and Formula 4 UAE championships held at the brand-new 5.6-kilometer venue in Kuwait Motor Town, Kuwait City, this weekend.

In the F4 UAE championship, Mumbai Falcons got off to a blistering start, with James Wharton achieving one pole position and a win. The 16-year-old Ferrari Driver Academy racer, determined to bounce back from a challenging opener, quickly accomplished the goal in race 1 with his first win of 2023, the outfit informed in a release here on Monday.

“It was good to be back to where we should be. But now it’s time to get our head down and try to get to the front of the championship as well,” Wharton was quoted as saying in the release.

Wharton then finished a close second in Race 2, edging Mumbai Falcons team-mate and FDA member Tuukka Taponen, who was the best rookie.

Indian racer Muhammad Ibrahim showed solid improvement and battled for points to confirm his consistent growth. Mumbai Falcons maintain the lead in the Teams Championship.

The Formula Regional Middle East Championship turned out to be hard-fought and unpredictable, but Mumbai Falcons still managed to retain the lead in both the drivers’ and teams’ championships.

Swede Dino Beganovic punched another ticket to victory in Race 1, in a Mumbai Falcons 1-2 finish in front of Andrea Kimi Antonelli. The Italian sensation is still at the top of the charts with a double P2 finish, although an issue forced him to retire in race 2.

Taaraka Ratna continues to be in critical state at B’luru hospital

Telugu actor and politician Nandamuri Taaraka Ratna continued to be in a critical state on ventilatory and other support in Bengaluru’s Narayana Institute of Cardiac Sciences (Narayana Hrudayalaya) on Monday, the hospital said.

“We would like to clarify certain media reports, and state that he has not been put on any ECMO support till now. His family is constantly updated about his condition. Any changes to his clinical condition will be notified as required. We request that the public continue to support us in providing privacy and uninterrupted treatment,” a hospital statement said.

The famous Telugu actor and Telugu Desam Party leader suffered cardiac arrest in Andhra Pradesh’s Kuppam on January 27 and was shifted to a hospital there. He was transferred to Narayana Hrudalaya via road on January 28.

On arriving at the hospital, higher-level diagnostics showed that his condition was highly critical due to cardiogenic shock after the myocardial infarction.

Delhi CM inaugurates facility to identify pollution sources in real time

Delhi Chief Minister Arvind Kejriwal on Monday inaugurated a SuperSite and Mobile Air Quality Monitoring Station at SBV Rouse Avenue to identify pollution sources on a real-time basis.

“Now in Delhi, we will be able to determine pollution sources on an hourly basis and also forecast hourly data for the next three days. With this, we will be able to know the pollution caused by vehicles, industries, and biomass burning in any area and will get help in fighting it,” he said on the occasion.

The real-time pollution analysis shows that outer-state pollution accounts for one-third of Delhi’s pollution, while biomass accounts for one-fourth and vehicles account for 17-18 percent, said Kejriwal, adding that the Delhi government launched the EV Policy to reduce pollution, bought thousands of new e-buses, increased green cover to 23.6 percent, and ran the ‘Red Light On Gaadi Off’ campaign.

The Real-Time Source Apportionment aims to assess the contribution of vehicles, construction dust, biomass burning, etc. on a continuous or real-time basis (hourly). It will also help in supplementing the existing network of monitors to give even more granular information about hotspots of pollution from different areas of Delhi.

The project has been started by the Delhi Pollution Control Committee in collaboration with IIT Kanpur, IIT Delhi, and TERI. Through a presentation, the IIT team gave detailed information about the work of supersite and mobile stations of real-time source apportionment study. The team informed that earlier they used to take samples and analyze them to find out the source of pollution at any place. The analysis used to take two to four months. But now with the help of the Super Sight, they will be able to find out every hour the contribution of various sources to pollution.

Kejriwal added that it has always been difficult for any organization or state government to analyze and verify the data related to air pollution.

“Until now, we have been reliant on studies that have been conducted as a one-off analysis.”As we have seen here today, the reasons for pollution change on an hourly basis. The major source of pollution at 8 a.m. yesterday was different from that at 9 a.m. The key reason for pollution on Monday may differ from the key reason on Tuesday,” he said.

“Until we do not calculate the source of the pollution on a real-time basis, we cannot have an effective policy on the issue. So, therefore this time we have got IIT-Delhi, IIT-Kanpur, DPCC, and TERI to work together to get us the Real-Time Source Apportionment. With this we will know the reasons for the source of pollution in the air quality of Delhi at the very moment,” he added.

Rajamouli, Dhanush, Shahid at star-studded ‘Dasara’ teaser release

Tollywood star Nani’s first pan-India movie ‘Dasara’ is slated to hit the screens in March this year.

Shooting on schedule for Thalapathy Vijay’s collab with Lokesh Kanagaraj

Following the blockbuster success of ‘Master’ and ‘Varisu’, 7 Screen Studio has flagged off their third collaboration with Thalapathy Vijay, the film production house officially announced on Monday.

The project, tentatively titled ‘Thalapathy 67’, is directed by Lokesh Kanagaraj, the Tamil hitmaker who last helmed the Kamal Haasan-starrer, ‘Vikram’. He is also the maker of ‘Kaithi’, which is being remade by Ajay Devgn as ‘Bholaa’.

The ‘Thalapathy 67’ shoot started on January 2 and is progressing at a brisk pace. It marks the reunion of Thalapathy Vijay and Kanagaraj, after the massive success of their previous outing together, ‘Master’.

The film will also feature the music of Anirudh Ravichandran, who was the man behind the score of ‘Kaithi’, ‘Master’, and ‘Beast’. More details on the cast and crew of ‘Thalapathy 67’ will be announced soon.

Kolkata Book Fair will also be held in Delhi from next year: Mamata

An edition of the iconic Kolkata Book Fair will also be held in the national capital from next year onwards, West Bengal Chief Minister Mamata Banerjee said on Monday while inaugurating the 46th edition of the fair here.

“I think that an edition of this book fair should also be organized in Delhi. The state government is ready to offer all necessary cooperation on this count. There will be participation from all the districts of West Bengal in that event. There will also be participation from people from different castes, cultures, and religions.

“We will invite representatives from other countries to that event as well. We will provide whatever support is required for the event. Kolkata Book Fair is an international event in its true sense. we have representations from other states as well,” the Chief Minister said.

Six new books penned by the Chief Minister were released at the book fair on Monday. She informed me that next year, five more books written by her will be released.

“I personally feel that books are the lifelines of the world,” Banerjee said.

She also cautiously touched upon the recent controversies and adverse criticism of books penned by her.

“Can’t politicians write books? After all, politicians are also social animals. Often there is no proper analysis of a good book. I am not above criticism. I want to learn something new from constructive criticisms,” the Chief Minister said.

Spain is the theme country of this year’s event. The inauguration function on Monday was attended by the Director of Instituto Cervantes, Maria Jose Galvez Salvador.

To recall, Spain was also the theme country of the book fair in 2006 during the previous Left Front regime.

Thailand is the first-time participating country in this year’s event.

A total of 20 countries are participating in the Kolkata Book Fair 2023. Bangladesh will be having the maximum number of stalls at 20. The total number of stalls this year will be 950. The event will be open for the public from Tuesday and the closing day is February 12.

Imran to contest all 33 seats of National Assembly

Former Prime Minister and Chairman of Pakistan Tehreek-e-Insaf (PTI), Imran Khan, has decided to set another record by contesting all the 33 seats of the National Assembly by competing for the by-elections on seats, which got vacated after his party members’ resignations were accepted by the Speaker of the Lower House.

The by-elections are scheduled on March 16. This will be another record by Imran Khan to be the single person from his party to contest 33 seats. Earlier in October last year, Khan had run for at least eight constituencies and made history by bagging six seats.

Announcing the news to the media, PTI Vice Chairman Shah Mahmood Qureshi said that the party has mutually agreed to have Imran Khan as its candidate in the upcoming by-elections.

“The other candidates from these constituencies would file their nominations as covering candidates,” said Qureshi.

The decision was made during the party’s parliamentary committee meeting after a detailed discussion on what the PTI leader termed as “gross violations” of the Constitution, suspension of basic human rights and fundamental rights as well as nose-diving economic conditions of the country.

“At least four resolutions were passed during the meeting to draw the attention of the apex court and President Arif Alvi towards the violations of the Constitution and fundamental rights,” said Qureshi.

“As the government is placing unconstitutional ways to delay the elections in both Punjab and Khyber Pakhtunkhwa provinces, this will be a clear violation of the Constitution and punishable under Article 6,” Qureshi added.

Qureshi asserted that PTI will not tolerate even an hour’s delay in the elections as it had sacrificed its two governments while taking the constitutional route to ensure timely polls.

Khan has been demanding the federal government announce early general elections in the country, a demand which has been rejected by the Shehbaz Sharif government.

Khan has said that he will take to the streets again and launch another series of protests to pressure the government to hold general elections and not further weaken the already shrunk financial and political situation of the country.

‘Pathaan’ Effect: Release of Kartik Aaryan’s ‘Shehzada’ pushed by a week

The release date of Bollywood star Kartik Aaryan’s upcoming action entertainer film ‘Shehzada’ has been pushed by a week. The film, which also stars Kriti Sanon and Paresh Rawal was earlier supposed to release in cinemas on February 10 but now, it’ll release on February 17.

Senior film trade analyst Taran Adarsh was notified about the new release date of the film through his Twitter. He wrote, “#BreakingNews… #Shehzada shifts to a new date… Will now arrive one week late, on 17 Feb 2023… This #KartikAaryan – #KritiSanon starrer is directed by #RohitDhawan”.

The reason behind the release date of the film being pushed is seen as the earth-shattering performance of Bollywood superstar Shah Rukh Khan’s recent release ‘Pathaan’ at the box office which while continuing its dream run at the box office is setting up new records in the film trade.

The performance of ‘Pathaan’ is reminiscent of the Allu Arjun-starrer ‘Pushpa: The Rise’, which set the box office on fire and affected the business of films that were released with it or a few weeks after it.

‘Pathaan’, which also stars Deepika Padukone and John Abraham, is currently playing in theatres successfully despite boycott calls by certain outfits.

Telangana seeks funds in Union Budget for Railway projects

The Telangana government has urged Railway Minister Ashwini Vaishnaw to ensure adequate budgetary allocations to state railway projects in the Union Budget.

In a letter to the Union Minister, state Industries and Commerce Minister K.T. Rama Rao highlighted severe discrimination being meted out to Telangana in budget allocation to various Railway projects.

KTR, as the state minister is popularly known, stated that the Union government has been ignoring repeated pleas from the state government to sanction funds for several important ongoing and proposed projects in the state. “The discrimination in the railway sector is more blatant and visible and the state has been getting a raw deal in every budget presented by the NDA government,” he wrote.

He pointed out that the 13th Schedule of the AP State Reorganisation Act clearly states that the Indian Railways shall, within six months from the appointed day, examine the feasibility of establishing a Rail Coach Factory in the successor State of Telangana and improve rail connectivity in the state and take an expeditious decision thereon.

However, despite repeated appeals from the State government, the Union government has neither initiated any measure to establish a Rail Coach Factory in Kazipet nor granted any new major infrastructure project to improve rail connectivity in the state.

KTR wrote that Telangana contributes substantially to the revenues of South Central Railway (both freight and passenger). “The state is a crucial link between North and South India and is home to the most important Railway junctions – Secunderabad & Kazipet – in our country. Being a landlocked state, Telangana is heavily dependent on Railway infrastructure for the transportation of goods and passengers. The addition of new Railway infrastructure will be a big boost to the state’s growth story. But the Union government is found wanting when it comes to extending necessary assistance to develop new transport infrastructure in Telangana,” he said.

The minister said that it is appalling to note that in the past eight years, just a little over 100 km of railway track has been laid in Telangana. The state has a paltry 3 per cent of the total railway lines in the country out of which about 57 percent are single lanes. “This lack of critical infra is depriving Telangana of any new trains. It is disheartening to note that in the past eight years, South Central Railway has launched only one new train from the capital city – Lingampally-Vijayawada Intercity Express.”

KTR pointed out that the current NDA Government has not grounded a single new Railway line in Telangana in the past eight years. Even the progress of joint venture railway projects taken up with the state government is also painfully slow.

The Union Minister was told that while the Union government spent just Rs 1,100 crore on ongoing Railway projects in the state, the state government has spent Rs 1,904 crore as its share. Several projects, which were cleared by earlier governments were shelved by the current Union government. Many other projects for which survey reports are submitted long back have also not moved an inch.

KTR mentioned high-priority project proposals submitted years ago to the Railway Board and demanded that they be sanctioned.

He said that earlier, the South Central Railways used to convene a meeting of all Lok Sabha and Rajya Sabha MPs from the region and accept proposals for new Railway projects and trains. Strangely, even that convention has been done away with this year, he added.

5G infra to cost Rs 3 lakh cr in next 4-5 yrs amid elevated debt levels: ICRA

India currently has around 35 percent of its towers fiberized for 5G and the backhaul infrastructure will cost a whopping Rs 3 lakh crore over the next 4-5 years, rating agency ICRA said on Monday.

The full-scale 5G deployment across the country will entail densification of the network and, thereby, sizable investments in fabrication.

However, the debt levels for the industry continue to remain high and the same further increased post the conclusion of the last round of auctions.

The industry is expected to close the year with a debt of around Rs 6.3 lakh crore (as on March 31, 2023).

“While the rollouts have started and customers are being upgraded to the 5G network, the same is being done at no additional costs as 5G-specific plans have not been launched yet. Moreover, 5G deployment will entail densification of network and close placement of radio antennas, with possible collocation on street furniture,” said Ankit Jain, VP and Sector Head, Corporate Ratings, ICRA.

While small cells are likely to be the first option to start with, these need to be connected with fibre for efficient network coverage and delivery.

“As several use cases are under development, it will take some time for 5G to reach an adequate level of penetration. To begin with, it will be more focused on enterprise-based use cases. Thus, unlike 4G, ICRA expects the 5G rollout to be more phased out and pockets specific,” Jain elaborated.

The telecom industry has continued to report healthy improvement in its operating metrics as reflected by improvement in ARPU (average revenue per user) levels and consistent growth in telephony usage.

ARPU has already crossed the Rs 170 mark in H1 and is likely to touch Rs 180 by the end of the fiscal, followed by improvement to close to Rs 200 by FY2024.

This has translated into healthy growth in industry AGR over the last few quarters.

“The telecom operators implemented a round of tariff hikes in Q3 of FY2022, which coupled with consistent upgradation of subscribers to 4G from 2G and increase in usage of telephony services have resulted in improvement in industry ARPU (excluding BSNL),” said Jain.

Amid all this improvement, the industry’s debt levels are likely to remain unwieldy, exerting pressure on the debt coverage metrics, said the rating agency.

Currently, telcos like Reliance Jio and Airtel are fast rolling out 5G services across the country.

90% reduction in Covid deaths after booster dose: Study

In people with multiple health conditions, a booster (third) dose of a Covid vaccine was associated with a 90 percent reduction in death when compared to two doses, a new study has shown.

“We found a substantially reduced risk of Covid-19 related death in adults with multimorbidity who received a homologous booster dose of BNT162b2, an mRNA vaccine, or CoronaVac, an inactivated whole-virus vaccine,” said Dr. Esther Chan of the University of Hong Kong, with co-authors, in the study.

The team of researchers compared data on people aged 18 years or older with two or more chronic conditions, such as high blood pressure, diabetes, and chronic kidney disease, who received a booster dose between November 11, 2021, and March 31, 2022, compared to people who received only two doses, according to a study published in CMAJ (Canadian Medical Association Journal).

The study included 1,20,724 Pfizer-BioNTech vaccine recipients (87,289 of whom received a booster) and 1,27,318 CoronaVac recipients (94,977 who received a booster).

CoronaVac recipients died at a higher rate than Pfizer-BioNTech recipients, said the study.

Moreover, the study’s findings “highlight the potential benefit of booster vaccination, particularly in vulnerable populations living with multi-morbidity, and support the recent focus on older people and those with chronic conditions for future SARS-CoV-2 vaccine booster doses beyond the first booster”.

“Our findings suggest that this timely, massive public health measure has plausibly played a pivotal role in lowering the mortality rate amid the epidemic, especially among people living with multimorbidity,” said Francisco Lai, first author and a scientist at the University of Hong Kong with coauthors.

The study further suggests that the robust results will contribute to the evidence base that getting boosted provides strong protection against death from Covid-19.

“As the data on SARS-CoV-2 vaccination records used for this study was provided by the sole operator of vaccine roll-out in Hong Kong, with a unified recording system, and with linked clinical records provided by a territory-wide public health care provider, our data should be highly reliable and representative,” the authors said.

Meeting of G-20 International Financial Architecture Working Group inaugurated

The two-day meeting of the first International Financial Architecture Working Group of G-20, being held under the chairmanship of India, was inaugurated on Monday by Union Minister of Agriculture and Farmers Welfare, Narendra Singh Tomar, and Minister for Food Processing Industries, Pashupati Kumar Paras.

Speaking on the occasion, Tomar said that India is developing rapidly with science and innovation, and both these fields are deeply connected with the future of India.

“We have leveraged technology to create digital public infrastructure. We have been a significant contributor to financial inclusion in global healthcare and the move to sustainable energy while people-centric development is the basis of our national strategy. This is the same philosophy that the theme of our G-20 Presidency – ‘One Earth, One Family, One Future’ – also underlines,” Tomar said.

The Agriculture Minister also said that India’s chairmanship of the G-20 is a proud moment for all the citizens.

“We are well aware of the responsibilities that come with this historic occasion. Today, the world is facing many complex challenges, which are deeply interlinked and are not defined by boundaries alone. The challenges being faced are global in nature and require global solutions, therefore the world community today needs to push more toward globally coordinated policies and actions. There is also a need for a renewed faith in multilateralism,” he said.

Tomar also said that India is ready to fulfill the responsibility given to it.

“We will be happy to share the template of our development model, and we also look forward to learning from all. Through our priorities and outcomes this year, and through deliberations, we aim to find practical global solutions. In doing so, we also take a keen interest in amplifying the voice of developing countries. We cannot leave anyone behind now. Through our inclusive, ambitious, action-oriented, and decisive agenda for the G-20, we aim to express the true spirit of our goal – ‘Vasudhaiva Kutumbakam’ (The World is one Family),” he added.

The meeting was attended by IFA co-chairs William Roos (France); Byungsik Jung (South Korea); Manisha Sinha, Additional Secretary, Ministry of Finance; and Mahua Rai, Advisor to RBI, among others.

The actor said: “My role in the series is a cameo or a special appearance. I wanted to add value by being a platform where these filmmakers could talk freely. I was just happy to be a part of this moment for them, which was celebrating them and getting their due.”

The docu-series sheds light on the pulp film industry of India which works under a lot of resource constraints. Considered to be a cottage-style filmmaking industry, the series focuses on showing what and who contributed to the 90s Pulp Cinema, a genre of content that had a strong and loyal fan following in its heydays.

It features celebrated pulp filmmakers like Dilip Gulati, J. Neelam, Kishan Shah, and Vinod Talwar, who were some of the then-successful names in the industry.

Arjun further said: “Prime Video gave them a platform which was not intended to make fun of. They are not trying to make it tacky, but are highlighting the people who have had this journey. I was very happy to be a part of this environment where they could tell their side of the story.”

A Vice Studios Production, the six-episode docu-series, created by Vasan Bala and co-directed by Disha Rindani, Xulfee, and Kulish Kant Thakur, is currently streaming on Prime Video.

Telangana Governor, government reach truce on HC suggestion

The stalemate between Telangana Governor Tamilisai Soundararajan and the Bharat Rashtra Samithi (BRS) government over the state Budget for 2023-24 was amicably resolved through talks on Monday at the suggestion of the High Court.

Hearing the state government’s petition seeking direction to the Governor to approve the Budget, the court suggested both sides resolve the issue through talks.

On the court’s suggestion, the state government’s lawyer Dushyant Dave, and Raj Bhavan’s lawyer Ashok Anand held talks.

It was decided that the Governor would give the nod to the Budget and the state Assembly session would begin with her address.

The lawyers of both sides informed the court of the breakthrough after which the agreement, the government withdrew its lunch motion petition and the case was dismissed.

A resolution to the row came after both sides softened their stand. While the government agreed to conduct the Budget session with a speech from the Governor, the latter agreed to approve the Budget.

The court took up a hearing of the lunch motion petition moved by the state government. During the hearing, the division bench asked the Advocate General how the court could give notice to the governor, and also wanted to know why the court is being dragged into a controversy between the government and a Constitutional institution.

Appearing on behalf of the government, Supreme Court lawyer Dave submitted that when the Constitution is violated, courts can intervene. He cited some judgments of the Supreme Court.

However, the court advised the lawyers from both sides to sort out the issue through talks. They both agreed to the suggestion and it finally led to a patch-up.

With the Budget session of the state legislature scheduled to begin on February 3 and the Governor not approving the budget, the government led by K. Chandrasekhar Rao had approached the court.

The government informed the court that the state government sent the draft budget to the Governor on January 21 but she was yet to approve the same.

The government received a communication from Raj Bhavan if arrangements had been made for the Governor’s address on the opening day of the budget session.

The government last year conducted the budget without the customary address by the Governor, drawing strong reaction from her. The BR’s government defended its move on the ground that it was not a new session but a continuation of the previous session.

The Budget session of the Assembly and Legislative Council is scheduled to begin on February 3. With only four days left and no approval of the budget coming from the governor, the government approached the High Court.

The BRS leaders anticipated a crisis as seven Bills passed by the Assembly and Council have been languishing at Raj Bhavan since September last year.

The government has taken exception to the Governor’s delaying approval of the Budget. It argued that the Governor’s speech and the Budget presentation were unrelated matters. It also says that there is no clause in the Constitution that requires the Governor to address the Budget session.

The BR’s government cited Article 202 of the Constitution, which mandates that a Governor must give permission for presenting before the House a statement of the estimated receipts and expenditures of the state for a financial year.

With the BR’s government approaching the court, the friction between the Governor and the government had taken a new turn.

It came close on the heels of a row over the Republic Day celebrations. The Governor was unhappy over the government arranging the main official ceremony at Raj Bhavan.

On a petition filed by a citizen, the High Court had directed the government to hold a police parade as part of the celebration. Though the government made last-minute arrangements for the police parade, the Chief Minister and his cabinet colleagues skipped the function at Raj Bhavan.

The Governor had slammed the government for what she called not honoring the High Court orders.

Sabalenka back to career-high world no. 2; Rybakina makes top-10 debut in WTA Rankings

Aryna Sabalenka attained her career-high ranking of World No. 2 after winning the Australian Open women’s singles title while runner-up Elena Rybakina of Kazakhstan marked her top-10 debut in the latest WTA Rankings released on Monday.

Sabalenka came back from a set down to defeat Rybakina 4-6, 6-3, 6-4 in the final to win her first Grand Slam title on Saturday. The triumph saw her improve her ranking by 3 spots to number two with 6100 ranking points.

Having paved her way to her second major final with wins over World No.1 Iga Swiatek, Jelena Ostapenko, and Victoria Azarenka, reigning Wimbledon champion Rybakina took a giant leap of 15 places to sit in tenth place.

Poland’s Swiatek, however, retained her No. 1 spot with 10485 pimts, which is 4385 ranking points ahead of Sabalenka. With her quarterfinal run, Latvia’s Ostapenko jumped five places to 12th while Azarenka climbed eight places to get back in the top 20.

Other players that improved their ranking are Dona Vekic, who is back up to 33, and Linda Fruhvirtova jumped 31 spots to 51. Naomi Osaka, meanwhile, slipped to 65. Last year’s finalist Danielle Collins dropped 29 spots to be placed 40th.
