Jammu and Kashmir Governor Satya Pal Malik, who presided over India’s northernmost state as it witnessed some of its most historical changes in recent memory, has been transferred. Girish Chandra Murmu, the Union Expenditure Secretary, will take over as the first Lieutenant-Governor of Jammu and Kashmir. Former Defence Secretary Radha Krishna Mathur will be the Lieutenant Governor of Ladakh, the Rashtrapati Bhavan announced on Friday.

The changes come more than two months after the government scrapped Jammu and Kashmir’s special status under Article 370 and split the state into two union territories.

Satya Pal Malik, who was appointed Jammu and Kashmir Governor in August 2018, has been shifted as Governor of Goa.

Mr Malik was the first career politician to be appointed to the position in 51 years. Mr Murmu’s appointment marks the return of former bureaucrats tasked with running the show in the Jammu and Kashmir. The senior IAS officer had worked closely with Prime Minister Narendra Modi in Gujarat.

While Mr Murmu, a 1985-batch Gujarat cadre officer, is serving as the Expenditure Secretary in the Union Finance Ministry, Radha Krishna Mathur, a 1977-batch officer, has served as the defense secretary and is a former Chief Information Commissioner (CIC).

Mr Girish Chandra Murmu was set to retire from service in November this year, Mr Mathur retired from the CIC in November last year. They will be sworn in on Thursday.

Left without an elected government after the BJP pulled support from Chief Minister Mehbooba Mufti’s People’s Democratic Party (PDP) in June 2018, Satya Pal Malik had been in-charge of the Jammu and Kashmir administration since he took over as governor two months later.

His tenure had been rocked by controversies including the infamous “fax machine row” where the governor dissolved the state assembly – after keeping it in suspended animation for months – just after two alliances staked claim to power later saying he did not receive the requests as the fax machine wasn’t working.

He said that an RTC driver slipped into depression and died of a heart attack after the chief minister announced his decision on the ongoing TSRTC strike. Reddy asked the chief minister to go through the labor act and further asked to run the private buses in villages. “The strike will be continued and memorandums will be submitted on October 28 to all the district collectors,” said Reddy asking the government to conduct a survey on the assets of TSRTC by a private firm.

Amaravati: After encountering problems due to unbearable delay in dispatching files at various departments, the state government issued guidelines to all the departments in the Secretariat, on Friday. It mandated the officials concerned to dispatch the e-Office files within a specific time frame. The government warned that notices will be served for the failure of issuing Government Orders within stipulated time.

“In case of breach of the specified timelines for issuing Government Order, Chief Minister YS Jagan Mohan Reddy will recall the file to examine the reasons for the delay in issuance of Government Order and will direct the Principal Secretary (Political) to issue show cause notice to concerned Secretaries for taking necessary action”, stated Praveen Prakash, Principal Secretary (Political), General Administration Department, in the GO MS No 128.

Further, Chief Minister may authorize Principal Secretary (Political) or any other Special Chief Secretary/ Principal Secretary/ Secretary to Government to issue the G.O. For this, the authorized Special Chief Secretary/Principal Secretary/Secretary to Government may convene a meeting with the concerned Officers and issue the Government Order.

He stated that “It has been observed by Chief Minister YS Jagan Mohan Reddy that in many instances, even after issuance of instructions by Chief Minister’s Office, Government Orders are not being issued on time. The timely issuance of Government Orders is central to the welfare of the people. Moreover, delay in taking decision also reduces the effectiveness of the decision”. To ensure strict adherence to the time schedule in issue of Government Orders, and keeping in view Section IV, Rule 20 of AP Business Rules, 2018, the Secretary made amendments. He instructed that, all files sent by Chief Minister or from his Office through e-office to all Special Chief Secretaries, Principal Secretaries, Secretaries to Government shall be endorsed as one of the three following categories. They including, Out Today (Issue G.O./ Action taken on Same day), Most Immediate (Issuance of G.O./ Intimation of Action Taken in Five working days) and Immediate (Issuance of G.O./ Intimation of Action taken in 15 working days). The three categories of files shall be handled in the following manner: Out Today (Issue G.O./ Action taken on Same day)

♦ The timeline for issuance of G.O. for all the files endorsed by Hon’ble Chief Minister/ Chief Minister’s Office as ‘Out today’ is T+1 day, i.e. the timeline of 1 day for issuance of G.O. starts the day after the receipt of the file by the concerned Secretary.

♦ The action taken on the file shall be intimated by the Sponsoring Secretary on the same day to Hon’ble Chief Minister/ Chief Minister’s Office. Post facto approval may be taken from the competent authority subsequent to issuance of the G.O. Most Immediate

♦ The timeline for issuance of G.O. for all the files endorsed by Hon’ble Chief Minister/ Chief Minister’s Office as ‘Most Immediate’ is T+5 working days, i.e. the timeline of 5 working days for issuance of G.O. starts the day after the receipt of the file by the concerned Secretary.

Virat Kohli has been rested from the three-match T20I series that will precede the Tests, with Rohit Sharma leading the side in his absence.

All-rounder Shivam Dube has earned a maiden international call-up with his selection in the 15-man squad, while Sanju Samson has also been included. The 24-year-old has not represented India since his T20I debut against Zimbabwe in July 2015.

Shahbaz Nadeem, who made his debut in the third Test against South Africa after Kuldeep Yadav encountered a shoulder problem, has been left out of the squad for the two-match Test series.

Hyderabad: Terming the ongoing RTC workers’ strike a big “nonsense, illogical and an illegal”, Telangana Chief Minister K Chandrashekar Rao said. “I am sorry, no one can save the TSRTC. It’s a closed chapter. Nothing is in my hands.” The CM ruled out the merger of RTC with the government during his lifetime. In next five days, the government will permit the private operators to run the buses as per the Central Motor Vehicle Act, he said.

The Chief Minister in his two-hour long press conference held here on Thursday to thank voters for party’s victory in Huzurnagar dwelled at length on the RTC strike and went hammer and tongs against the union leaders. He said anyone who has “some brains”, would have thought twice before going on strike. Reacting to the claim of unions that KCR had hugged them during agitation for separate state but was now painting them as villains, he said, “Yes they participated in the agitation, so what? If someone in the house steals something, don’t we take action against them.”

When asked that the employees were unhappy that the government did not call them for talks, KCR shot back saying, “Who is that idiot who says that the government did not invite them for talks.” He said a three-member official committee was constituted to address the demands. The RTC union leaders were non-cooperative and stuck to the demand to merge the corporation with the government which is not practical for implementation.

The government had done all that was possible to save RTC. It had hiked the salaries of employees by 67 per cent in four years. “The major problem with the employees is that they are not ready to work hard and save the corporation from the crisis,” he said. The Chief Minister said that if the workers can get rid of the unions and put in hard work for two years, they can take home a bonus of Rs 1 lakh. He said the menace of unions has been growing and every time there is an election, they go on strike. He said the state government has already given Rs 4,550 crore to RTC in four years. Lashing out at the opposition parties, KCR said neither the BJP nor the Congress party had ever merged any RTC with the government in any of the states ruled by them. He said, he being fully aware of conditions of RTC, pumped crores of rupees into the corporation but it was losing Rs 13 per vehicle per day whereas the private travels were earning a profit of Rs 285 per vehicle per day. He also expressed his helplessness with regard to release of salaries since the matter was sub judice. KCR suggested the ‘self dismissed’ striking RTC workers to submit applications in the local depots if they want to rejoin their duties. He also clarified that there is no question of calling unions for talks. The workers should decide about their future. The government has nothing to do with their self-created problems, said KCR.
