The government has issued guidelines for the use of 836 types of surgeries in 26 separate departments. The patient must provide bank account and Aadhaar card details at the time of discharge. If a bank account is not provided, the money is credited to a relative’s bank account. The authorities have completed all arrangements in the wake of the Chief Minister’s directive to ensure there are no hurdles.

The Telangana government has come under fire from the state High Court for still having not yet filled vacancies in crucial posts. The court has now given the government a deadline of December 20 to fill the various positions which have been empty for several months and in some cases several years now.

A bench comprising Chief Justice Raghavendra Singh Chauhan and Justice A Abhishek Reddy directed the government to rectify the discrepancy while reading a public interest litigation (PIL) filed by A Venkanna, a social activist.

According to reports, the bench wondered how the state government intends to root out corruption and violation of rights, without instilling an individual to some of these crucial positions.

The PIL filed by Venkanna had pointed out that the state had failed to appoint a Lokayukta, a Upa-Lokayukta and a new chairperson for the State Human Rights Commission (SHRC).

This is not the first time that the state government has been called out for this exact reason. In August this year, Venkanna, an activist who hails from Khammam, filed the PIL after taking account of the fact that thousands of cases remain pending in the Lokayukta and the SHRC, as a result of the state government’s apathy in taking steps to fill the vacant posts.

The State Commission for Protection of Child Rights (SCPCR) for instance, has not been functional for almost two years now while the State Women’s Commission has not had a chairperson for over a year.

An RTI response to TNM from the Public Information Officer of the Lokayukta in July showed that 2,767 complaints had been received since December 15, 2017, while the total number of complaints pending with the institution was a staggering 5,283.

The Telangana Chief Minister said that the state government has decided to give Rs 100 crore to the RTC to temporarily mitigate the losses.

After a deadlock that lasted for close to two months, Telangana Chief Minister K Chandrasekhar Rao said that the state government is willing to welcome back striking workers of the Telangana State Road Transport Corporation (TSRTC).

“All of you can resume duties happily tomorrow,” KCR said after a Cabinet meeting that lasted for over three hours on Thursday.

Nearly 48,000 employees went on strike from October 5 to press for various demands, including the demand to merge the TSRTC with the government, which would give them the same benefits as state government employees.

The protest was being led by a Joint Action Committee (JAC) of the TSRTC employee unions. Around 25 employees of the corporation died during the period, some of whom took their own lives due to the crisis.

The Telangana Chief Minister said that the state government has decided to give Rs 100 crore to the RTC to temporarily mitigate the losses. KCR also proposed that he would personally meet five employees from each depot at Pragathi Bhavan, his residence in Hyderabad, to allay their fears.

A plan on privatization is expected to be taken soon.

KCR lashed out at the union leaders who were leading the strike, and said that they had ‘misled’ the employees.

“We care for the employees but not for the union leaders. We will give a job to the kin of the families who died. We will accommodate them either in the RTC or in some other department in the state government. We will definitely help them,” he said.

The Telangana Rashtra Samithi (TRS) chief also said that the TSRTC would increase the ticket prices to reduce TSRTC’s losses. Promising that the corporation would soon turn a profit, KCR said that the unions had to go.

“We will set up a ‘Workers Welfare Council’ with a senior minister in charge. We will fix a date and call for a meeting once a month. It is important that you should survive and your kin should also survive. The organization belongs to you and not to the unions,” KCR said in the press meet, addressing the workers.

He also said that he would soon travel to New Delhi and meet with Prime Minister Narendra Modi and discuss the issue with him.

On Monday, the JAC had announced that it was calling off the strike and asked the employees to resume work from Tuesday.

Hundreds of employees of the TSRTC were arrested across the state on Tuesday, as they attempted to rejoin duties after a 52-day long strike. Protests rocked TSRTC depots as the management refused to take back employees who reported to work following the decision of the JAC to call off the strike.

TSRTC Managing Director Sunil Sharma had earlier said that the decision by the employees to resume duties, who were on an ‘illegal strike’, was not legally tenable and asked them to wait till the Labour Commissioner completes the process of hearing their case.

TSRTC has not paid salaries to the employees for the months of September and October, causing distress to thousands of employees. The Chief Minister had not only rejected all the demands of the employees but also claimed that they dismissed themselves by abstaining from work illegally.

In a move that further angered the employees, the government announced that it was privatizing 5,100 TSRTC buses. The High Court last week dismissed a petition challenging the government’s decision and said that the government could go ahead with its plan.

If he does manage the post again in a matter of five days, it will be a remarkable bounce-back for the 60-year-old “Ajit-Dada”, who shocked his party by taking the oath with Mr. Fadnavis at 7.50 am on Saturday. Just hours before that, he had attended a joint meeting of the Sena, NCP, and Congress to discuss their “Maha Vikas Aghadi” alliance. He had also been a constant fixture by Sharad Pawar’s side in the meetings of these parties.

The BJP, which is 40 members short of a majority in the Maharashtra assembly, had banked on Ajit Pawar to bring in NCP MLAs. But almost all NCP lawmakers remained with Sharad Pawar.

Her comments had sparked outrage, with the opposition in Lok Sabha condemning what it called the “BJP’s deplorable hate politics.”

“We have decided that Pragya Singh Thakur will be removed from the consultative committee of defense, and in this session, she will not be allowed to participate in BJP parliamentary party meetings,” said BJP’s working president JP Nadda.

“Her statement yesterday in the parliament is condemnable. BJP never supports such a statement or ideology,” said Mr. Nadda.

Pragya Thakur, a first-time MP, made the Godse comment during a discussion on the Special Protection Group (Amendment) Bill on Wednesday. As protests erupted in the house, BJP members asked Pragya Thakur to sit down. “That is the heart of the RSS and the BJP. That is their soul and no matter how much they say otherwise, it will always come out,” said Congress MP Rahul Gandhi.

Later, pressed by reporters to clarify her remarks, Pragya Thakur said, “Listen to what I said first. I’d reply tomorrow.”

There was outrage and much social media debate after Pragya Thakur was last week listed among the 21 members of the parliamentary consultative committee on Defence chaired by Defence Minister Rajnath Singh. The BJP had said that the first-time MP can help in “framing right methodology” so that innocents are not “victimized” the way she was by the Congress-led government.

Pragya Thakur, a 2008 Malegaon blasts accused, is out on bail and is facing trial for charges under the Unlawful Activities (Prevention) Act.

The Telangana State Road Transport Corporation (TSRTC) management on Wednesday told the Telangana High Court that the workers are not entitled to salaries as they went on an ‘illegal’ strike. The court was hearing a writ petition filed by Telangana Jathiya Mazdoor Union seeking a direction for the payment of salaries for the month of September.

Additional Advocate General J Ramchander Rao representing the TSRTC management, however, told the court that the management is vested with powers not only to deduct salary of the workers who went on the ‘illegal’ strike but is also empowered to recover losses suffered by the Corporation during the strike period under the provisions of the Payment of Wages Act. The AAG further contended that the high court cannot issue any direction in the issue, The Hindu reported.

According to the management, the 52-day strike by the TSRTC employees which began on October 5 was ‘illegal.’ The merits of the strike’s legality have been transferred to the Labour Commissioner by the High Court. The labor court is yet to make a decision on this. Though the 48,000-odd employees called off their strike on Monday, the government refused to take them back, stating that they would take a call on the matter only after the Labour court hears the matter and passes directions.

The New Indian Express reported that after hearing the arguments, the court said that prima facie appeared that the employees were entitled to the salary. However, as the petitioner’s counsel couldn’t make a convincing argument contesting the AAG’s observation, Justice Shavili directed them to come prepared for the next hearing scheduled for December 4.

It must be recalled that earlier in October, the court had asked the management to pay the salary for the month of September to the protesting workers. However, the TSRTC management expressed its helplessness and said that it requires Rs 239 crore to pay the salaries to over 48,000 employees while it had only Rs 7.49 crore.

Of the 43 Maharashtra ministries, the Sena is likely to get 16, the NCP 15 and the Congress 12. The allocation of ministries is yet to be decided, say sources, indicating tough negotiations ahead.
With the Congress getting the Speaker’s post, the NCP has reportedly demanded an extra ministry.

The Shiv Sena, which emerged the second largest party in last month’s Maharashtra election with 56 seats in the 288-member assembly, tied up with the NCP (54) and Congress (44) after ending its alliance with the BJP (105) over power-sharing.

The Sena had insisted on rotational chief ministership, which the BJP rejected.

The BJP’s Devendra Fadnavis resigned on Tuesday, four days after a controversial early morning oath ceremony in which Ajit Pawar was sworn in as his deputy. Before the oath, President’s Rule was revoked at 5.47 am following Prime Minister Narendra Modi’s approval through a rarely used rule in which allows the bypassing of the cabinet for emergency decisions.

Mr. Fadnavis resigned after the Supreme Court ordered him to prove his majority in an immediate floor test. The BJP was 40 short of a majority and Ajit Pawar had failed to bring in NCP MLAs required to close the gap.
