Registration, screening, quarantine for people entering Karnataka

Mandatory registration on Seva Sindhu portal, health screening and select quarantining norms have been ordered for all inter-state travellers arriving in Karnataka from Monday, as part of phased reopening or relaxation of Covid lockdown norms, an official said on Sunday.

“Mandatory self-registration on seva sindhu portal by all travellers before entering Karnataka,” ordered Health and Family Welfare Commissioner Pankaj Kumar Pandey.

Every person visiting the state from Monday has to enter his name, address and mobile phone number, however, no approval is required to enter the state.

Similarly, all incoming passengers will be made to undergo health screening at the state border check-posts, airports, railway stations and bus stations.

All business visitors should provide their details while transit travellers must submit the address in the destination state, along with indicating the exit-check post from Karnataka.

“Home quarantine hand stamping on hand for 14-days period as per quarantine norms,” said Pandey, which will be determined on the basis of health screening.

All Covid symptomatic passengers arriving from any state will be quarantined for a week at hospital, followed by another week’s quarantining at home.

“Test immediately on arrival, if positive, shift to dedicated Covid hospital. If negative, no further test required,” he said.

In the light of majority of positive cases in the state occurring in people with domestic travel history to Maharashtra, the health department made separate protocol for people arriving from that state.

All asymptomatic passengers coming from Maharashtra will be subjected to a week’s institutional quarantine, followed by another week at home quarantine.

If any passenger develops Covid symptoms during the fortnightly quarantine, they will be made to undergo a test.

However, some asymptomatic individuals from Maharashtra have been provided some exceptions and designated as special category passengers.

Special category passengers include people who suffered a death in family, pregnant women, children below 10, elderly people above 60, individuals suffering from serious illness and human distress.

Similarly, the department has also made some provisions for business travellers from Maharashtra.

Likewise, anybody arriving from Maharashtra with a Covid negative test certificate from an ICMR approved laboratory will be waived of seven days institutional quarantine.

“All travellers from Maharashtra who come with Covid negative test certificate from an ICMR approved lab which is not more than two days old from the date of arrival are exempted from seven days institutional quarantine,” said Pandey.

Such passengers will be sent to a fortnightly home quarantine.

Likewise, if someone is a transit traveller from Maharashtra, such persons should establish that they are so by producing a flight or travel ticket for onward journey.

“In case one is travelling by road, he should provide the identity proof and address proof of destination state. Such travellers should be hand stamped if travelling by road as ‘Transit Traveller’,” said Pandey.

In case of people from other states, all of them will be subjected to 14-days home quarantine.

“For persons where home quarantine is not possible, then institutional quarantine should be done, especially when we have large family or no separate room for home quarantine,” he said.

Similarly, institutional quarantining will also be prescribed for passengers from slums or overcrowded places where home quarantining is not possible.

The health department has also listed norms for business and transit travellers from other states.

Listing out some general rules for all people under home quarantine, the health commissioner divided them into people falling in rural areas and in urban areas.

In rural areas, gram panchayat task force will carry out the overall responsibility of ensuring home quarantine.

Common home quarantine protocols in both places include posters notifying home quarantine on the door, information to neighbours, 3-member monitoring teams, flying squads, IVRS call centre outbound calls and quarantine watch app for daily self-monitoring among others.

All those people who are in home quarantine or otherwise, should call 24×7 helpline Apthamitra in the event of developing any symptoms at 14410.

“To get telemedicine help and be directed to fever clinics for further assessment and Covid test,” added Pandey.

With 199 new cases, Telangana sees biggest ever jump

In the biggest-ever spike, Telangana reported 199 coronavirus cases while five more people succumbed to the deadly virus, pushing the death toll to 82.

Heath officials said 196 people in the local population of Telangana tested positive during 24 hours ending 5 p.m. on Sunday. Three migrants also found infected.

This is the highest single-day jump since the state reported first case on March 2.

A day after health officials termed the rise in number of cases a natural phenomenon consequent to the easing of lockdown and warned of another surge, the state witnessed the massive surge.

The state’s tally of cases mounted to 2,698, with 1,188 patients under treatment in hospitals.

Officials said 122 people tested positive in Greater Hyderabad alone. This is also the highest single-day number for the state capital, the worst affected among 33 districts. As many as 40 cases were reported from Ranga Reddy district and 10 from Medchal. Both the districts are adjacent to Greater Hyderabad.

Indicating the spread of Covid-19, the cases were reported from 12 districts. Two districts which had not reported a single case since the outbreak of Covid-19 joined the list of affected districts. With this the state has lost all three districts in the category during last two days.

Three migrants also tested positive on Sunday, taking the total number of affected migrants to 192.

The day did not see any positive case among deportees. As many as 212 deportees were tested positive till Saturday. They were among 458 deportees from Saudi Arabia.

The day also saw five more deaths due to Covid-19. Unlike the last two days when officials provided details of the deceased, the media bulletin had no mention of their age, gender and co-morbidities.

Meanwhile, Indian Council of Medical Research (ICMR) in collaboration with the National Institute of Nutrition (NIN) on Sunday completed a rapid survey in five containment zones in Hyderabad to understand the Covid-19 infection among the urban population.

Serum samples of 500 people were collected during the survey from Miyapur, Tappachabutra Adibatla, Chandangar and Balapur zones.

Officials said 100 samples were collected from each zone.

U’khand minister Covid positive, Cong asks cabinet to go into quarantine

Hours after Uttarakhand Minister Satpal Maharaj tested positive for coronavirus, the state’s opposition Congress on Sunday sought that the state cabinet should go into quarantine as he had attended a cabinet meeting earlier this week.

“Very disturbing news, the whole Uttrakhand Cabinet including the Chief Minister may be quarentined (sic) as a Cabinet Minister who attended the Cabinet Meeting found Corona positive,” Congress state Vice President Suryakant Dhasmana said in a tweet.

Satpal Maharaj and at least two dozen of his family members and staff also tested positive, state officials said. This came a day after the minister’s wife Amrita Rawat, who had fever for the past few days, tested positive for coronavirus on Saturday.

What is worrying is that Satpal Maharaj, the state Tourism Minister, had attended a cabinet meeting on Friday where Chief Minister Trivendra Singh Rawat and other ministers of the BJP government were present.

In a video on his Twitter handle, Dhasmana said: “I think the whole cabinet should go into quarantine and get themselves checked at the earliest as it is a matter of public welfare, of public health, of people’s health… so many of the state’s people, party leaders and officials, ministers come in contact.”

“I pray to God that no one else turns out to be infected… to stop this happening, this (quarantining) is necessary. We pray that the Chief Minister and his colleagues stay healthy, and Maharaj ji and his family come out victorious.”

Punjab shops, beauty parlours to open 12 hours daily

In line with the Central government’s guidelines for ‘Unlock 1.0’, Punjab Chief Minister Amarinder Singh on Sunday ordered formulation of clearly defined guidelines for opening up of hotels, hospitality services, shopping malls, places of worship, and restaurants for in-dining, from June 8, while announcing immediate opening up of shops, including liquor and barber shops, beauty parlours, spas, etc, from Monday in the non-containment zones.

He has directed the Health and Transport Departments to come out with detailed SOPs for permitted activities and movement in this phase of the lockdown, beginning June 1 till June 30, for the areas outside containment zones.

In the containment zones, however, only essential activities will be allowed and there will be a strict perimeter control. Such zones will be demarcated by the district authorities, after taking into consideration the guidelines of the Union bMinistry of Health and Family Welfare.

The district authorities would also identify buffer zones outside containment zones wherein restrictions as considered necessary, may be put in place.

The movement of individuals for all the non-essential activities shall remain prohibited between 9 p.m. to 5 a.m. as per the Centre’s guidelines and district authorities have been directed to issue prohibitory orders under Section 144 of the Cr.PC and ensure strict compliance.

As per the directives of the Chief Minister, effective June 1, shops in main bazars will be open between 7 a.m. and 7 p.m., and liquor vends can remain open from 8 a.m. to 8 p.m.

The Deputy Commissioners have been authorised to exercise their discretion in staggering the timings to avoid crowding, in main bazars, market complexes and rehri markets.

Subject to compliance with SOPs to be issued by the Health Department, barber shops, hair-cut salons, beauty parlours and spas are also allowed to open up from Monday.

E-commerce is now permitted in Punjab for all goods, including non-essential, as per the latest guidelines issued on the directives of the Chief Minister.

Sports complexes and stadia can also open without spectators.

As far as inter-state travel is concerned, buses will ply with the consent of other states.

There are no restrictions on either inter-state or intra-state movement of passenger vehicles such as taxis, cabs, stage carriers, tempo-travellers and cars, but self-generated e-pass would need to be downloaded from COVA app.

Bicycles, rickshaws and auto-rickshaws will be allowed subject to compliance of the SOP as issued by the Transport Department.

For inter-state movement of trains and domestic flights, the inward passengers would have to follow the SOPs of the Health Department and would be required to either download Cova-app and get self-generated ‘e-pass’ or declare their particulars at the railway station.

The passengers would also be home quarantined for 14 days.

All categories of industries, and construction activities are allowed to operate, without any restriction, in both rural and urban areas, along with agricultural, horticultural, animal husbandry, veterinary services.

No separate permission would be required by the industries and other establishments to resume their operations.

Centre to sell stake in certain pharma PSUs: Goyal

Commerce Minister on Sunday said that the Union government has decided to disinvest in certain pharmaceutical public sector units (PSU).

During an interaction with industry leaders of the pharmaceutical sector, he invited the Indian companies to use PSUs for ‘plug and play’ model of manufacturing.

According to an official statement, Goyal also said that India should become a self-reliant country in the supply of active pharmaceutical ingredients (APIs) as early as possible with the government taking steps in that direction in line with Prime Minister Narendra Modi’s vision of ‘Aatmanirbhar Bharat’.

He assured the industry of full government support in the industry’s expansion, diversification and strengthening.

Mentioning the Centre’s initiatives to make the country self-sufficient in terms of APIs, he said that the government has already approved the scheme on promotion of bulk drug parks for financing common infrastructure facilities in three bulk drug parks.

Also, Production Linked Incentive Scheme for promotion of domestic manufacturing of critical KSMs or drug intermediates and APIs in the country has been given a go ahead, he added.

During his interaction, Goyal lauded the pharma industry for making India proud, by rising to the occasion during the Covid crisis. He said that India has been recognised as the ‘Pharmacy of the World’ as over 120 countries got some essential medicines, during the last two months, including 40 of them getting them in the form of grant, free of cost.

The minister said that the anti-dumping investigation process has been expedited and assured that in case of ongoing bilateral free trade agreements, if any roadblock or unfair competition is being noticed, the government may be informed and prompt remedial action will be taken.

He said the market players should look at large untapped markets in Eastern Europe and Russia.

Calling upon a collaborative route in the R&D efforts, the minister said the academicians, universities, ICMR and private sector should join hands.

16-page directive lays down shooting guidelines for film industry

A 16-page official directive comprising guiding principles has been issued for the restart of the media and entertainment industry.

The guidelines pertain to managing COVID-19 risks on sets and in edit facilities, and the utilisation of offices, tents, and trailers, as well as domestic travel to location of cast and crew.

Shooting has to be done in a completely locked down environment and adhering to government rules. The directive talks of the optimum crew that can be allowed on set, and also lays down medical and administrative decorum to be followed on set. It also lays down guidelines on handling of shooting equipment by crew.

The artiste and staff management guidelines stress upon the use of masks, gloves being optional, and the overall use of video and audio conferencing wherever possible. The directive also lays down protocols for location management, staffing, as well as norms to be followed by individual departments such as art, electric, wardrobe, camera, sound and catering departments.

In a nutshell, these are the guiding principles that will matter when filming activity resumes:

It is important to spread awareness of precautions and symptoms of the disease, besides the necessity of regular temperature and oxygen level checks. The notice stresses on handwashing, sanitation and respiratory hygiene.

It has been suggested that larger tents be used, and that there should not more than five people on a trailer. Proper ventilation at indoor locations is a must. Deliveries should be handled outside office space, and disposable plates and cups should be used. Sanitising wipes at printer stations, and the continuous disinfecting of light switches, remote controls etc has also been stressed upon.

It has been suggested that crew strength on any set has to be minimized to 33 per cent of what it used to be pre-COVID, and that all member should carry essential identification. Aarogya Setu app should be installed on compatible devices and floor markings will be essential for social distancing. The presence of ambulance, trained housekeeping staff and medical personnel on set has been stressed upon. Temperature and health check of all entering a set is a must.

There has to be a special facility to deal with the pregnant cast and crew members, as well as those above 65. No audience will be allowed on sets of fiction or non-fiction shoot, and all members on set have to wear disinfect gear during breaks.

The directive encourages Facetime, Zoom and Skype for remote casting sessions, and advises on the use of mobile phones to check-in before entering casting areas. Social distancing during casting session has been stressed upon as well as, wherever possible, the use of face mask during auditions.

Actors can be encouraged to bring some wardrobe from home.

Shooting facilities have to be manned 24/7, and security guards have to be on duty to open and close doors, so that no pone entering or leaving a shooting facility needs to tough doors or door handles.

Lunch breaks have to be staggered. No elaborate sets such as marriage, markets or fight sequences are to be filmed till the COVID threat subsides.

Guidelines suggest the use of disposable palettes for make-up and the need to throw away paper scripts after use, and the need to disinfect hairbrushes and combs.

Temporary clear barriers between actors and alternate shots setups have been advised. In no case shall children below 10 years be allowed on set, and only one acquaintance can accompany a child on the set.

Proper and regular fumigation of shoot location has been insisted upon.

For non-fiction shows, camera placement and seating arrangements have to be done keeping in mind the norms of social distancing.

The directive also suggests that production facilitates accommodation of crew while shoot is on, to avoid threat of spread while travelling to and from work, and also suggests dedicated vehicles for those who do not live nearby studios.

Access between floors have to be controlled and divide studio space into sections for various production teams in the unit, to maintain isolation.

The directive also discourages use of others’ phones, and encourages serving box meals, and encourages crew to bring their own food.

That apart, every member of a unit has to undergo a questionnaire, pertaining to the information on basics such as if any member of their family has been abroad recently, has local health authority advised quarantine, has anybody in the family had COVID, if the unit member has fever, cough or cold etc.

For television shoots, broadcasters have to obtain permission from local collector where shoot has to take place. For film, due permissions have to obtained by the producer.

3 liquor shops at IGI Airport’s T3 allowed to open

The Delhi Excise Department has allowed three liquor vends located at Terminal 3, Indira Gandhi International Airport, to open, officials said on Sunday.

Speaking to IANS, an official from the Department said the shops were allowed after submission of compliance report for completion of monthly stock record (MSR) activity.

“The L-10 vends located at Terminal 3, Indira Gandhi International Airport were allowed to resume operations from Saturday,” the official told IANS.

However, the approval to resume the operations were subject to certain conditions.

“They should strictly comply with the national directives for Covid-19 Management. They are further directed to take all possible measures including marking to ensure social distancing in coordination with Airport Authorities,” the official said.

The liquor shops at the airport were also directed to deposit 70 percent ‘Special Corona Fee’ on the total sales daily, “which can be deducted from their ledger account linked with their Vend-ID in ESCIMS (excess supply chain information management system). They have to maintain the requisite balance in their ledger account”.

Also, in case of any unscanned sale, the MSR Gap generated shall be treated as the stock sold and 70 percent Special Corona Fee shall be levied and payable on the same.

Meanwhile, three more private liquor shops were allowed in the city, in addition to 73 such shops functional from last week.

Speaking to IANS, another Excise Department official said the shops were allowed after they gave an undertaking that “they do not fall under the containment zone”.

On May 23, the Delhi Excise Department allowed opening up of 66 private liquor shops on alternate days and from May 27, seven more such shops were allowed.

“The rules for the 66 shops are also applied for the additional seven shops and to the three new shops,” the official told IANS.

The shops, according to the Excise Department, can operate between 9 a.m. and 6.30 p.m. on alternate days, irrespective of their shops having both odd and even numbers.

“They shall deposit 70 per cent Special Corona Fee on total sales daily, which will be deducted from their ledger account linked with their Vend-ID in ESCIMS. They should, therefore, maintain the requisite balance in their ledger account,” the Excise Department said.

The Excise Department asked the shop owners to strictly comply with the National Directives for Covid-19 Management and to take all possible measures including deployment of adequate number of guards, proper barricading, marking to ensure social distancing, etc. in coordination with Delhi Police and local administration.

“In case of any unscanned sale, the MSR Gap generated shall be treated as the stock sold and 70 per cent Special Corona Fee shall be levied and payable on the same,” it added.

It also said in case the shops allowed to operate comes under the Containment zone in future, the same shall be closed immediately.

From May 4, standalone liquor shops were allowed in the city, while from May 19, even those in the market places were allowed on alternate days. On May 5, the government imposed the ‘Special Corona Fee’, which was 70 per cent of the MRP. Till May 25, the government has earned Rs 127 crore as the special corona fee.

Assam exceeds testing rate of Kerala, aims for 10,000 corona tests per day

Assam has exceeded the testing rate of Kerala and within a week it will start testing of swab samples of 10,000 people per day to detect Covid-19 patients and by June 15, two lakh people would be tested creating a record in India, Assam Health Minister Himanta Biswa Sarma claimed on Sunday.

The minister said that Assam has overtaken the testing rate of Kerala, which (Kerala) he said so far tested around 70,000 samples. “Kerala’s health infrastructure is 60 years old and Assam’s health infrastructure are is 3 to 4 years old.”

The minister said that in the past 90 days, swab samples of 1,00,483 people were tested in seven laboratories and by June 15, two lakh people would be tested creating a record in India. “From next week two to three more laboratories would start testing of samples increasing the testing capacity to 10,000 samples per day,” he said.

“By sacrificing their personal safety, the health workers have done an incredible task by testing a record number of samples. Despite 1, 272 patients in Assam, in almost all 33 districts, there is no community spread of the coronavirus. Currently 4,232 corona patients can be treated at a time,” Sarma added.

According to the minister, since the withdrawal of the inter-state restrictions by the Union Home Ministry on May 4, over 2.30 lakh people returned to Assam from 14 states heavily increasing the coronavirus cases in Assam and all the people are properly quarantined with no major problems.

“Highest number of people tested Covid-19 positive among the people returned from Maharashtra, followed by 333 positive cases from among the people returned from Tamil Nadu, 134 from those from Delhi and 111 cases from among the people from West Bengal.”

Sarma said that with the increasing of the testing capacity (of samples), there would be 4-day institutional and 10-day home quarantine. To prevent the spread of the coronavirus in the society, Sarma also said that the Assam government had launched a new scheme “Ruthless Quarantine With Big Heart”.

While Assam’s main city and commercial hub Guwahati falls in Kamrup Metro, Golaghat district is a major tea growing area and part of the famous Kaziranga National Park in the district.

Maharashtra permits films, teleserials shootings to resume

In a significant decision, the Maharashtra government on Sunday permitted resumption of shootings for films, teleserials, advertisements, OTT, etc with immediate effect, an official said.

The move follows several appeals from the film industry and a delegation of Bollywood bigwigs who called on Chief Minister Uddhav Thackeray in this regard last week.

Accordingly, along with the gradual steps initiated under #MissionBeginAgain, the state government late this evening issued a separate set of guidelines, paving the way for the film industry to keep the show going on.

For the purpose, those intending to resume shootings will be required to submit their applications to the Maharashtra Films, Theatre and Cultural Development Corporation at the Dadasaheb Phalke Film City, Goregaon, or at the district collectorates concerned across the state, said an official.

“After scrutinising the applications, the concerned authority will give the go-ahead for the shooting proposals. They will have to adhere to the Covid-19 guidelines issued separately for the purpose,” an official told IANS.

The 16-page guidelines pertain to awareness among all stakeholders, managing coronavirus risks on the sets/studios and editing facilities, casting and artist management, production offices, trailers, tents, crowd control and physical distancing, handling of equipments, operations controls, actors and junior artistes, contestants for non-fiction shows, staffing, location departments, shoot management, art department, wardrobe, on-set communication, camera, video village setup, sound, electric/grip departments, catering, travel to be minimised with at least one month stay wherever possible and quarantine for 14 days after return.

Delhi Police arrested two men for smuggling drugs

The special cell of the Delhi Police arrested two men for smuggling drugs worth Rs 12 crore from Jharkhand to Punjab and Delhi amid the nation-wide lockdown.
The accused were using an e-pass to cross the borders under the garb of transporting migrant workers, the police said.

A nation-wide lockdown has been in force since March 25 to tackle the spread of coronavirus and travellers are required to get an e-pass with a valid reason to cross state borders.

Divisional Commissioner of Police of the special cell Pramod Kushwaha said an official received a tip-off about two people who were trying to supply drugs to Punjab and Delhi and were about to reach Burari Chowk in the national capital in a car on Friday.

The police then intercepted the vehicle and seized around 12 kg of opium worth Rs 2 crore hidden in the car. They also arrested the two accused, identified as Shaan Masih and Chetan Patiyaal — both residents of Hoshiyarpur in Punjab.

The police said the accused revealed that they got the e-pass to cross the borders amid the lockdown in the name of transporting labourers to Jharkhand from the sub-divisional magistrate of Hoshiyarpur. They managed to travel on a single e-pass to Jharkhand thrice.

The accused also confessed, saying that they had transported around 50 kg of drugs worth Rs 12 crore from Jharkhand’s Hazaribagh.

They men named one Gurmeet Singh from Punjab as the mastermind behind the smuggling and said he is running a big drug racket.

The police said they have started investigations and are trying to find out how the accused managed to get hold of the e-pass.

Delhi government has sought financial assistance from the Centre

The Delhi government has sought financial assistance from the Centre to the tune of Rs 5,000 crore to pay salaries to its employees. In a tweet, Chief Minister Arvind Kejriwal tweeted, “I request the Central government to help the people of Delhi in this time of trouble”.

Deputy Chief Minister Manish Sisodia, who also holds the finance portfolio, said he has requested for the Rs 5,000 crore assistance as Delhi did not get anything from the disaster relief fund that was given to other states.

Delhi needs Rs 3,500 crore a month to pay its employees’ salaries and meet other needs.”However, in the past two months, our GST collection has been only Rs 500 crore each month. We need at least Rs 7,000 crore to be able to pay salaries to our employees many of whom are discharging frontline duties against the coronavirus epidemic,” he told the media in a virtual press conference.

Mr Kejriwal had earlier made it clear that Delhi is strapped for revenue — a reason why had also advocated the opening of the economy. In early May, before the lockdown4 was announced, he said Delhi was “ready to lift the lockdown”.

In line with the Central guidelines, the national capital has announced several relaxations, especially in the areas that have not seen any coronavirus cases. The number of containment areas in Delhi, though, is huge. The sprawling city has more than 120 containment zones.

The number of coronavirus cases Delhi crossed the 18,000-mark on Saturday, as the city recorded the biggest single-day jump in cases  1,163.

A senior Railway officer has been suspended

A senior Railways officer in Uttar Pradesh’s Firozabad has been suspended after he was caught on camera throwing biscuits at some migrants – passengers of a Shramik special train – along with his team members and shouting expletives at them.

The three-minute clip, shot on Monday, shows some Railways employees distributing packets of biscuits at a station in west UP’s Firozabad, about 300 km from state capital Lucknow.

DK Dixit, the chief inspector of ticket, is seen leading the team. The officials can be seen throwing biscuits at the passengers of a Shramik special train, shouting abuses and mocking the migrants.

One of the employees is heard saying: “The biscuits are being distributed because it’s Mr Dikshit’s birthday”.

When some passengers ask for biscuit packets, they are told: “Abhi to diya. Baant ke khao (We just gave one. Share and eat):”

This video was shared on one of the local Railways officers’ WhatsApp group and then made its way to social media.

“Strict disciplinary action has been taken again these railway employees including the suspension of the CIT DK Dixit,” the Railways tweeted as the clip sparked outrage.

Visuals from across the country have captured the desperation and misery of migrants trying to return their homes after they were stranded n March without jobs, food and money due to coronavirus lockdown. While special trains were started for them earlier this month, many of them have complained of a lack of proper facilities on these trains.

Last week, some passengers in Delhi were seen fighting for food and water.

On Friday, the Supreme Court told center to devise a uniform policy for their travel as it grilled the government over the handling of the crisis.

Pawan Kalyan who used to respond on a burning issue after a week since it happens is very much active on social media these days chanting the names of bigwigs, veterans, and founders of BJP, more than revealing his stand on issues in the state. Obviously, he tweeted praises during commemorating BJP’s one-year completion in rule with some strong extolling words about PM Narendra Modi.

The question here is why is Pawan Kalyan not interested in putting his or his party’s (read Janasena not BJP) opinion on YSRC’s one-year rule in the state of Andhra Pradesh? While the BJP gave some shoutouts about Jagan’s policies in the last one year rule along with some negative feedback, it was a mixed one after all. On the other side, Chandrababu launched a detailed critique with hashtag #1YearOfMassDestruction, but not a word on it from Pawan Kalyan.

Pawan Kalyan had been the obvious critic against Jagan’s rule since the beginning. Being in the opposition won’t let him praise the latter’s rule, but he could have done the usual criticism which he did not, surprisingly. Is it because the state BJP already released some positive statements and Pawan Kalyan’s just did not want to contradict and condemn them or is it because the high command ordered him to ignore the topic for the now Or Is it because he is afraid to criticize Jagan’s rule.

Well, these questions won’t be finding any answers for now. Maybe, the Janasena leader must have preferred to praise the BJP on the first anniversary than to lash out at YSRC on the same occasion. Though Pawan Kalyan did not want to release a progress note for Jagan’s one-year rule, the YSRC fans are not leaving this chance to commemorate Pawan Kalyan’s disastrous defeat at Bhimavaram and Visakhapatnam, with a flood of memes and jokes.

But if we go back in time, Pawan was the one who started the fight against BJP and Modi in the ‘Special Category Status’ to Andhra Pradesh.

‘Pachipooyina (spoiled and bitter) Laddus’ was the comment made by Pawan when Modi government changed the ‘Special Status’ to ‘Special Package.’ The ‘Special Status’ issue is almost closed now and seems Pawan too forgot about it.

To resume training for the international cricket the ICC has said, “Consider appointing a Chief Medical Officer and/or Biosafety Official who will be responsible for implementing government regulations and the biosafety plan to resume training and competition.”

The need for a pre-match isolation training camp with health, temperature checks, and COVID-19 testing at least 14 days prior to travel to ensure the team is coronavirus free is also mentioned.

Sanitization of personal equipment, before and after use, and practice of social distancing is also part of the guidelines. Players and umpires should maintain social distancing on the cricket field and that includes no handing over of player items to the umpire or teammates.

Consider adopting a process that will assist the bowler in managing his/her items. Umpires may also be encouraged to use gloves when handling the ball.

Regular hand sanitising when in contact with the ball, prohibition on the use of saliva and not touching eyes, nose, mouth after contact with the ball are the measures for ”safe management of the ball”.

The total number of corona virus cases in Odisha

Odisha on Sunday reported its highest single-day spike in COVID-19 cases, with 129 more people testing positive for the infection, a health department official said. The total number of coronavirus cases in the state rose to 1,948, he said.

Of the new patients, 119 had recently returned to the state from various parts of the country and were indifferent quarantine centers across districts, while 10 others were detected with the infection as a result of contact-tracing exercises, he said.

The new cases were reported from 19 districts. A maximum of 18 fresh cases was found in Kendrapara, followed by 16 in Gajapati, 12 in Nuapada, 11 in Bolangir, 10 each in Ganjam, and Jajpur districts.

Seven new cases were reported in Khurda, six each in Balasore, Sundergarh, Mayurbhanj, Bargarh, five in Cuttack, four in Puri and Deogarh, three in Keonjhar, two in Jagatsinghpur and one each in Malkangiri, Dhenkanal, and Sambalpur.

With these fresh ones, the number of active COVID-19 cases increased to 889 in Odisha, while 1,050 patients have recovered so far. Seven persons died of the disease.

The state health department has so far tested 1,52,131 samples, he said.

A total of 4,641 samples were tested on Saturday, he said, adding the government has created 16,648 temporary medical centers or camps in 6,798-gram panchayats for people returning to the state.

Uttarakhand Minister’s wife tested positive for coronavirus

An Uttarakhand minister and 41 others living at his official residence in Dehradun have been quarantined after his wife tested positive for coronavirus

The swab sample report on Saturday evening confirmed that the minister’s wife had contracted the virus. She has been admitted to AIIMS Rishikesh for further treatment.

According to the news agency ANI, samples of 41 people, who are living at the minister’s house, have been collected and sent for COVID-19 testing.

On Saturday, Uttarakhand logged 22 fresh cases of coronavirus, taking the state’s tally to 749. Of the 22 new cases, 14 are from Dehradun, 3 from Haridwar and 5 from Nainital.

India registered its highest single-day spike of COVID-19 cases on Sunday with 8,380 new infections reported in the last 24 hours, taking the country’s tally to 1,82,143, while the number of deaths rose to 5,164, according to the Union Health Ministry.

On Saturday, the Union Ministry of Home Affairs (MHA) issued new guidelines, extending the nationwide lockdown till June 30 with a phased plan to unlock India.

Strict orders enforced on March 25, when the country went into a total lockdown to break the chain of transmission of the virus, will be limited to containment zones – areas sealed because of a large number of COVID-19 cases – at least till June 30.

Neil married Rukmini Sahay in 2017. The two welcomed their daughter Nurvi in 2018.

Lockdown 5.0: Night curfew between 9 pm and 5 am

As the Centre on Saturday adopted an exit step towards the 67-day long nationwide lockdown, declaring that the restrictions will be limited only to the containment zones up to June 30, it has also shortened the night curfew timings.

As per an order issued by the Ministry of Home Affairs (MHA), the night curfew will be imposed between 9 p.m. and 5 a.m., instead of the present timing of 7 p.m. to 7 a.m.

“Night curfew movement of individuals shall remain strictly prohibited between 9 p.m. and 5 a.m. throughout the country, except for essential activities,” the MHA said in its order.

The local authorities, it said, will issue orders in the entire area in their jurisdiction under the appropriate provisions of law.

The order said that the lockdown shall continue to remain in force in the containment zones till June 30.

“Containment zones will be demarcated by the district authorities after taking into consideration the guidelines of the Union Health Ministry,” the order read.

As per the order, only essential activities will be allowed in the containment zones.

“There shall be strict perimeter control to ensure that there is no movement of people in or out of these zones, except for medical emergencies and for maintaining supply of essential goods and services. In the containment zones, there shall be intensive contact tracing, house-to-house surveillance and other clinical interventions, as required,” the order said.

The order also said that the states and Union Territories may identify buffer zones outside the containment zones, where new cases are more likely to occur.

“Within the buffer zones, restrictions as considered necessary may be put in place by the district authorities,” the order said.

It also said that the states and Union Territories, based on their assessment of the situation, may prohibit certain activities outside the containment zones, or impose such restrictions as deemed necessary.
