The Indian Premier League (IPL) has in all respects gone off extremely well. Crowds are back in full force in cities that are the home base for the franchisees.

Following the games through the multi-media channels available has been on the increase and in the last five days the matches have been engrossing with nail-biting finishes. The one that captured every heart with awe and astonishment, was the five sixes off the last over by Rinku Singh to win the match for Kolkata Knight Riders (KKR). This was a feat straight from a fairytale storybook or one from his team owner, Shah Rukh Khan’s super hit film, “Pathan”.

The T20 form of the game is developing at a rapid pace. In the last 15 years of its existence, the studies, research, and innovation that have been put into finding the right formula for success are still languishing in thin air.

The latest trend to capture the importance of a batter one’s ‘strike rate’. A batsman, when walking in, is identified by this most irrelevant statistic of his capability, based on the speed with which he scored runs in the past.

This takes me many moons back to when I was leading a young Vazir Sultan Colts side, many of whom went on to play for India, in the Moin-ud-dowlah cricket tournament in Hyderabad. This was a very prestigious tournament that had teams participating from all corners of India. The CEO, a very enthusiastic cricket lover, sat across from me to decide on a game plan for our match the next day.

In the stipulated overs that were permitted, the calculations were done in a typical corporate style of an upward trend per over, which resulted in our side scoring 400 runs. I tried and failed to make him understand that cricket is a game and that such an exercise is a futile waste of time. The reason that we enjoy the game of cricket is the uncertainty that surrounds it.

The following day our two dashing openers, both of whom later adorned the India cap, Krishmachari Srikanth and Raman Lamba, went ballistic and had a century opening stand in the first 15 overs of the match. The target for the total by the CEO was immediately revised and a score of 450 runs was scripted accordingly.

Unfortunately, the game is not one as imagined on paper and the reality was that we got all out for 250 runs. An appropriate idiom came to mind, “If wishes were horses, beggars would ride”.

This is precisely why one questions the sudden importance of the strike rate. Cricket has so many other parameters that a batsman is subjected to. The great Vijay Merchant, very appropriately, highlighted in the past that a batsman is as good as the last innings they played. Every inning thereafter is a new day.

The top T20 batter in world cricket, presently, is India’s, Suryakumar Yadav. One has in the past seen his fabulous repertoire and skill while batting especially in T20 cricket. At present, he is passing through a complete loss of form and he needs to get himself out of it rather than being associated with his stupendous strike rate. This is a good example of the strike rate going awry.

T20 cricket is moving towards the popular game of baseball in the United States. The analysis and data collection all revolved around the way the game of baseball has adapted itself. As one cricketer very rightly stated that when we take the stance, one feels one is ready to “strike” as in baseball rather than on the cricket field.

The worry is that the delicate skills of placement, and wristy stroke-play are being overpowered by mighty hits and slogs. “Power hitting” is all that will come to be. In the future, the distance that one hits over the fence may get a batter an additional bonus run. The technology of bats today, together with the shorter boundaries at most venues, makes it easier for one to hit the ball over the fence.

One feels sorry for the bowlers, as with stricter bowling and field restrictions, as Ravichandran Ashwin rightly said, the bowler is at the mercy of the batter. The new Impact Player law has further benefitted the batting side. The additional batter comes into prominence when the top order has failed. A bowling side is, thereafter, looking to get into the tail-enders. However, the extra batter does bring in that advantage, as a team can then decide on a conventional batter to enable them to get over the initial collapse or they can bring in a mighty striker if needed, later.

The great Mahendra Singh Dhoni has a strike-rate, one gathers, of 127.8 in T20 cricket. A very low one, for one who is known for his power-packed hitting. In his 200th IPL match a few days ago in Chennai against Rajasthan Royals, he nearly won the match for Chennai Super Kings (CSK) striking well over his stipulated striking number.

Dhoni has been successful not because of his strike rate but because he has a cricketing mind which he uses most effectively. Analyzing one’s “cricket smartness” is more important. However, lightning has struck the “strike rate” at present and one wonders what is coming up next.

G20 FinMins agree on conducive environment for global economic recovery, protect vulnerable nations

G20 finance ministers and central bank governors (FMCBG) have agreed that the grouping can contribute to building a common understanding on fostering a conducive environment for global economic recovery, and ensuring that the most vulnerable countries and sections of the population are adequately protected.

The resolution was taken in the context of the ongoing Russia-Ukraine war and the devastation caused in the region due to it.

During their second meeting, which concluded on Thursday in Washington, the members discussed the key challenges to the global economic outlook, including the war in Ukraine, food and energy insecurity, climate change, and recent risks to financial stability.

The meeting was held under the Indian G20 presidency on April 12-13, on the margins of the 2023 Spring Meetings of the International Monetary Fund and the World Bank Group.

The goal of this FMCBG meeting was to deliberate on the progress made by the various work streams of the G20 Finance Track on the deliverables that were tasked to them by the ministers and governors in the February G20 FMCBG Chair’s Summary and Outcome Document and to seek guidance on the way forward.

Finance Minister Nirmala Sitharaman and RBI Governor Shaktikanta Das jointly chaired the meeting.

On the debt agenda, discussions focused on strengthening multilateral coordination toward addressing the increasing debt distress in low-income and vulnerable middle-income countries.

Ministers and governors reiterated the need to swiftly complete the ongoing debt treatments under the Common Framework and beyond. Discussions also covered the impact of climate change-related policies on capital flows, among others.

During the session on sustainable finance, financial sector, and financial inclusion, discussions focussed on the mobilization of resources for climate change, the role of the multilateral financial institutions in catalyzing private finance flows for Sustainable Development Goals (SDGs), and the role of the G20 in scaling up and encouraging wider adoption of social impact investment instruments.

The members also deliberated on the macroeconomic and financial challenges posed by the crypto-assets ecosystem and exchanged views on potential global policy responses to crypto-assets, taking into account the risks, especially to emerging markets and developing economies (EMDEs).

Finance ministers and governors discussed the progress of the implementation of recommendations of the Independent Panel of multilateral development banks (MDBs’) capital adequacy frameworks (CAF).

They also shared their expectations from the recently constituted G20 expert group on “Strengthening Multilateral Development Banks (MDBs)”.

On financial inclusion, discussions focused on leveraging digital public infrastructure (DPI) for financial inclusion and productivity gains. Ministers and governors also shared perspectives on the development of the 2023 financial inclusion action plan (FIAP).

International taxation discussed the need for coordinated efforts toward effective implementation and wider adoption of the two-pillar international tax package.

Ministers shared suggestions on how best G20 can complement global efforts to enhance tax transparency.

The progress achieved during the second G20 FMCBG meeting will inform about the discussions during the third G20 FMCBG meeting which will be held in July 2023 in Gandhinagar, India, and subsequently in the leaders’ summit scheduled to be held in New Delhi on September 8-9, 2023.

Sitharaman lists progress on key G20 issues during India’s presidency

Finance Minister Nirmala Sitharaman on Thursday expressed satisfaction with the progress on multiple subjects that were discussed at the second meeting of G20 finance ministers and central bankers that took place here under the presidency of India, including the vexatious issue of sovereign debt servicing.

Sitharaman said that a roundtable discussion on debt servicing on Wednesday was “absolutely positive” with all stakeholders, including China, “positively engaged”.

The first meeting of the G20 finance ministers and central bankers had taken place in Bengaluru in February and because of the lack of unanimity among the members over the Russian invasion of Ukraine, the group failed to issue a joint statement and had gone instead with a “Chair’s statement”, which is India’s statement summarising the discussions.

The second meeting took place here in Washington D.C. on the sidelines of the annual World Bank Group’s Spring Meetings this week. And the bar was set decidedly low to perhaps prevent a repeat of Bengaluru.

“We were very clear that we are not talking about communique or chair’s statement,” Sitharaman said.

A Co-Chairs Press Statement issued by the three hosts of the roundtable — India as the G20 chair and the International Monetary Fund and the World Bank — said that among other things members vowed to “urgently improve information sharing including on macroeconomic projections and debt sustainability assessments at an early stage of the process”.

Global debt — money owed by both countries and non-government entities — stood at $235 trillion in 2022, according to IMF’s debt database.

Though not as listed by the fund, the worst cases of sovereign debt — money owed by countries — are Lebanon, Russia, Sri Lanka, Suriname, and Zambia, which are officially in default; and Argentina, Ghana, Pakistan, and El Salvador may be on the brink.

The IMF estimates that 15 percent of low-income countries are in debt distress and negotiations to help them resolve their obligations through restructured repayment plans are in a standoff between Western-backed multilateral lenders like the Fund and China, which is a top bilateral lender to developing countries. Beijing wants these institutions to take losses, “haircuts”, to bail out nations in distress.

The second meeting of the G20 finance minister and bank chiefs gave a renewed push to the efforts to end the standoff. And despite an absent joint statement, all participants, including China, were “positively engaged”, as the Minister said.

Sitharaman also expressed satisfaction with progress on five other issues that India is prioritizing since it took over the G20 presidency. Reforming multilateral development banks was second. It’s an issue that India chose to focus on during its presidency.

The Minister said it’s been “very well received” and cited as proof the acceptance of an expert committee that has been set up to lay out the path forward — comprising Lawrence Summers, an American economist who served as Treasury Secretary, and N.K. Singh, an Indian bureaucrat, and economist. Their report is expected by July.

Climate finance was Sitharaman’s third. “This discussion on climate finance is also moving in a very positive direction, not just the current flow, but also the quantum that is required for meeting current climate challenges. And also looking at transitional costs, the technology that is required.”

India has been critical of advanced economies that have failed to fulfill their commitments to a green fund set up to help less developed economies — and therefore, less polluting historically — meet their self-determined goals to mitigate the emission of greenhouse gases.

The fourth, the Minister said, was the Global Partnership for Financial Inclusion — a 2010 G20 initiative on financial inclusion.

“We’ve had discussions in Bengaluru and we are having discussions here as well. Leveraging DPI — that is Digital Public Infrastructure — for achieving global financial inclusion, is a subject which every country has taken a keen interest in, and people are looking at how best they can catch up with bringing inclusion through the use of technology.”

The fifth, Sitharaman said, is the issue of international taxation. It’s about how to tax e-companies such as Amazon that are based in one geographical location but have businesses around the world.

FIFA launches program for sports arbitration learning

FIFA launched the third edition of the Executive Program in Sports Arbitration to teach footballers to deal with legal cases in sports.

The applications for the program are open from April 12 to June 16, 2023, and the FIFA website provides more information about the program, a Xinhua report said.

“FIFA has a long-standing and extensive practice before the Court of Arbitration for Sport (CAS), being the international federation with the most experience of dealing with such procedures,” FIFA saidon Wednesday.

FIFA said it has a long history of legal cases in sports than CAS and the program will let footballers know more about the proceedings and practical aspects of CAS.

The program will run from September to December 2023 in Madrid, Buenos Aires, and Zurich.

Honey Singh’s ‘Naagan’ is a pure desi track unlike his previous numbers

Rapper Yo Yo Honey Singh, who is known for songs like ‘Desi Kalakar’, ‘Brown Rang’, ‘Blue Eyes’ and ‘Love Dose’, has shared that his new track titled ‘Naagan’ is his first pure Punjabi track, unlike his other songs which had the elements of western urban music.

The rapper describes it as a hard-core desi track that is high on its Punjabi richness, coupled with urban tribal hip hop. The track belongs to his album ‘Honey 3.0’.

What’s next as Biden ends Covid national emergency?

People across the US are wondering “What’s next?” as President Joe Biden has moved to end the Covid-19 national emergency, a month ahead of schedule, under pressure from the Republican-dominated House of Representatives.

The emergency will be on May 11 after Biden signs off on the decree. Not much is expected to change dramatically or alter the situation except that warnings launched in January will continue from the Biden administration that the public health emergency too quickly would wreak havoc, according to media reports.

“An abrupt end to the emergency declaration would create wide-ranging chaos and uncertainty throughout the healthcare system — for states, for hospitals and doctors’ offices, and, most importantly, for tens of millions of Americans,” the White House had first warned in a policy memo even after the Republicans wrested the House and took control in January.

Biden had first said he planned to end both emergencies in mid-May, opposed efforts by legislators to scrap the emergency declarations.

However, the effort gained traction with bipartisan steam despite those warnings, and 11 House Democrats went alongside Republicans to advance the resolution ending the pandemic-era national emergency.

Later, after Biden suggested he would not veto the measure if it arrived at his desk, only 23 Senate Democrats opposed ending the emergency, media reports said.

“It’s largely a symbolic measure,” Jen Kates, senior vice president and director of global health and HIV policy at the Kaiser Family Foundation, told the Washington Examiner. “Its biggest impact is the symbolism of ending it.”

The Examiner pointed out that most of the programs ending now because the national emergency is over, have either already wound down or are no longer broadly necessary.

The extended time frames for COBRA coverage, a health insurance employees can choose for a short time frame since losing jobs, will no longer be required 60 days after Biden signed the bill ending the national emergency; the need for longer COBRA coverage has fallen dramatically since the pandemic anyway, reports said.

Medicaid regulations requiring states to offer services covered by the program state-wide, if applicable by states, will see the waiver expiring.

The end of the national emergency will do little to change things for most people. The end of the public health emergency could bring more dramatic changes.

For instance, the patient’s ability to seek treatment with controlled substances, such as ADHD medicine, to get care virtually, may continue or go.

The Drug Enforcement Administration has proposed continuing those arrangements, subject to an authorization which could however lapse once the public health emergency does.

Sitharaman calls for debt restructuring to address global crisis

Union Finance Minister Nirmala Sitharaman has strongly called for timely debt restructuring as a solution to the global debt crisis.

She made the remark on the first day of the G20 Finance Ministers Central Bank Governors (FMCBG) meeting, which commenced in Washington D.C. on Wednesday.

Debt restructuring can be a solution to the global debt crisis, as it is closely intertwined with addressing the global poverty challenge, the Union Minister said, noting that it adversely affects the most indebted countries as they also house the poorest people.

She co-chaired the session on “Global Economy and International Financial Architecture” during the IMF-WB Spring meetings with RBI governor Shaktikanta Das, which discussed key challenges to the global economic outlook and explored possible areas of policy coordination on pressing global issues.

It also exchanged views on accelerating progress on deliverables envisioned during India’s G20 presidency.

Sitharaman also discussed progress on the agenda of strengthening multilateral development banks (MDBs), including hearing from MDBs on the implementation of recommendations of the capital adequacy framework review panel.

She also sought G20 members’ views on the way forward for the expert group on strengthening MDBs set up by India’s G20 presidency.

IPL 2023: David Warner still scoring runs; going to be an Orange Cap contender, says Eoin Morgan

Former England captain Eoin Morgan thinks Delhi Capitals skipper David Warner is going to be a contender for the Orange Cap –awarded to the highest run-getter of a season — in the Indian Premier League (IPL), while adding that the left-handed opener is still getting runs for the team.

On Tuesday, Warner scored his third fifty of IPL 2023 against Mumbai Indians at the Arun Jaitley Stadium, though Delhi eventually crashed towards their fourth consecutive defeat. But his 47-ball 51 came at a low strike rate of 108.51, as he struggled to accelerate, something which has been a recurring issue for him in the competition.

“Within sides, you have the big-name players that you want to perform. But when you solely become reliant on that player and there is probably not much being produced in the rest of the batting unit, it can sometimes hamper a player’s performance and progression.”

David is still scoring a lot of runs, he is ultimately going to be an Orange Cap contender and has (recently) surpassed 6,000 runs in the IPL (this year). The quality and performance are certainly still there,” said Morgan in a virtual interaction organized by JioCinema, where he’s seen as an IPL expert.

Morgan, who ushered England into the era of playing white-ball cricket in an attacking fashion and led them to a 2019 ODI World Cup triumph at home, felt the talk around strike rates being more important in T20s is not that great.

“Strike rates are an interesting one because the chatter around it has been when the wickets have been lost and ultimately, when the sides have been beaten. One of the hardest things to do is to actually take on risk while you are losing your wickets consistently.

When you sit back and judge it, to get the understanding of where the batter is trying to get to. Shikhar Dhawan was a great example as he was batting throughout the innings and got 99. For some part of the innings, people were saying he needs to get on with it as wickets were falling continuously from the other end,” he elaborated.

“Every experienced player knows you need a partnership to get going and we also saw Warner trying to get going, and build a partnership while Axar Patel came in and played beautifully (against Mumbai Indians). In the majority of the games, the strike rate is down to partner at the other end and things not necessarily clicking,” he added.

Talking about Kolkata Knight Riders, a team Morgan captained to being runners-up in IPL 2021, the former left-handed batter doesn’t think the current think-tank will drop Andre Russell, who is yet to fire with the bat and hasn’t bowled a single delivery.

“I don’t really see that happening, considering I spent a couple of years alongside him in the team. What he adds is a huge amount of value; he scored runs and took wickets last year. One of the most impressive things with KKR at the moment is that they are not reliant on him, (Sunil) Narine, and are obviously missing their captain (Shreyas Iyer),” the former KKR skipper said.

So, you are not solely reliant on your big performers which can take a lot of pressure away from any expectations that they have and allow them a little bit longer to get the performances that they need. When sides go away from that, they are solely reliant on their senior players to do well. If you look at the bottom of the table at the moment, those are solely reliant on their senior players to perform well, which is not KKR,” he added.

The 36-year-old Morgan expressed happiness over Kolkata’s non-superstar players leading the charge for the side’s recent victories over Royal Challengers Bangalore and Gujarat Titans.

Against Bangalore, crucial contributions from Shardul Thakur, Varun Chakaravarthy, and debutant Suyash Sharma took Kolkata to an 81-run victory. Against Gujarat, a century partnership between Venkatesh Iyer and captain Nitish Rana was followed by Rinku Singh smashing five sixes on the last five balls to script an unforgettable victory for the two-time IPL champions.

“The most impressive aspect about them has been the performance of the players who are not the superstars in the side and are coming out to prove a point. Your superstar players will put in individual performances and win you the odd game. But the sense of a gelling team comes when your young or second-string guys come out and perform, which has been behind their impressive performances,” Morgan concluded.
