CCI slaps Rs 1,337 cr fine on Google for anti-competitive practices

In a significant decision, the Competition Commission of India (CCI) on Thursday imposed a penalty of Rs 1,337.76 crore on Google for abusing its dominant position in multiple markets in the Android mobile device ecosystem, apart from issuing a cease and desist order against the tech giant.

Google has been given 30 days’ time to submit the required financial details and supporting documents.

The antitrust watchdog, which began investigating Google several years ago after receiving complaints from homegrown companies, also ordered the company not to offer any incentives to smartphone makers to exclusively carry its search services.

The Commission examined various practices of Google with regard to licensing of the Android mobile operating system and various proprietary mobile applications of Google (Play Store, Google Search, Google Chrome, YouTube, etc).

During the course of the inquiry, Google argued about the competitive constraints it faced from Apple.

“In relation to understanding the extent of competition between Google’s Android ecosystem and Apple’s iOS ecosystem, the Commission noted the differences in the two business models which affect the underlying incentives of business decisions,” the CCI said in a statement.

Apple’s business is primarily based on a vertically integrated smart device ecosystem that focuses on the sale of high-end smart devices with state-of-the-art software components.

Whereas Google’s business was found to be driven by the ultimate intent of increasing users on its platforms so that they interact with its revenue-earning service, i.e., an online search which directly affects sale of online advertising services by Google.

The Commission also noted that there might be some degree of competition between the two mobile ecosystems, i.e., Android and Apple, however, that too is also limited at the time of deciding as to which device to buy.

Google operates/manages the Android OS as well as licenses it’s other proprietary applications and OEMs use this OS and Google’s apps in their smart mobile devices.

Google is yet to reply to the CCI ruling.

The Commission also said that the markets should be allowed to compete on merits and the onus is on the dominant players (in the present case, Google) that its conduct does not impinge this competition on merits.

“Google has perpetuated its dominant position in the online search market, resulting in a denial of market access to competing search apps in contravention of Section 4(2)(c) of the Act,” said the CCI.

Apart from imposing a monetary penalty, the Commission also issued cease and desist order against Google for indulging in anti-competitive practices that have been found to be in contravention of the provisions of Section 4 of the Act.

“Google shall not deny access to its Play Services APIs to disadvantage OEMs, app developers, and its existing or potential competitors. This would ensure interoperability of apps between Android OS which complies with compatibility requirements of Google and Android Forks,” it ruled.

Google will also not restrict uninstalling of its pre-installed apps by the users, it added.

Odisha transport authority signs MoU with BSNL on vehicle tracking app

The State Transport Authority (STA) in Odisha on Thursday signed an MoU with Bharat Sanchar Nigam Limited (BSNL) for the development, management, and operation of vehicle location tracking (VLT) applications.

Under the Nirbhaya scheme for women’s safety, the Central government has made vehicle location tracking systems mandatory for public transport vehicles and goods vehicles to enhance the security of women and children while traveling in public transport.

Accordingly, the Odisha government has made the installation of VLT devices with panic buttons mandatory for all new commercial vehicles to be registered on or after January 1, 2023, and the vehicles registered on or before December 31, 2022, will have to comply by March 31, 2023.

For this purpose, the BSNL, under its ‘Vahan Suraksha’ model, will develop, deploy, integrate and commission a vehicle location tracking software for tracking and monitoring of vehicles covered under the project, said an official.

The organization will also develop mobile applications for various stakeholders and users and commission Geographic Information System (GIS) map for vehicle location tracking systems, he said.

Speaking at the event, state transport commissioner Arun Bothra said the objective of the project is to introduce a tracking system as required for the implementation of central notifications for continuous monitoring of public transport vehicles for the safety of passengers, better road safety, and better support for enforcement services.

This will also help in keeping track of public buses running as per the permit, he said.

A command control center is being set up in Bhubaneswar to track the vehicles plying across the state.

The 24×7 integrated command center will use both Global Positioning System (GPS)-based vehicle tracking and the GSM/GPRS channel for triggering emergency alerts.

The common emergency toll lines, motor vehicles wing, the police control room, and related enforcement units will be looped into a real-time data-sharing network with the command center functioning as an interface for stakeholder agencies, said Dhananjaya Senapati, additional commissioner of transport (technical).

He said the government of India has approved vendors to fit VLT devices and panic buttons. The state will publish the standard operating procedure (SOP) for the empanelment of these vendors within a few days.

Accordingly, these vendors will be impaneled and they will start affixing the devices to both new and old vehicles, Senapati said.

Except for auto rickshaws and e-rickshaws, all passenger transport vehicles, including both government and private buses, school and college buses and cabs/taxis will be equipped with VLT panic buttons for the safety of women and children.

All goods vehicles operating under the strength of national permit and all goods vehicles transporting explosive and hazardous materials will also have to install the VLT devices.

SpaceX is all set for its 30th Starlink launch of 2022

Elon Musk-owned SpaceX is all set to launch its 30th Starlink mission of 2022 on Thursday.

According to Teslarati, no earlier than (NET) 10:50 am EDT (14:50 UTC) on Thursday, a Falcon 9 rocket is scheduled to lift off from SpaceX’s Cape Canaveral Air Force Station (CCAFS) LC-40 launch pad with 54 internet satellites in tow.

Weighing in at 16.75 tonnes (36,900 lb), the batch of Starlink V1.5 satellites is one of just a few left for SpaceX to complete the second of five ‘shells’ that make up its first constellation.

As per the report, even before Starlink 4-36 launch, more than two-thirds of the 4,408 satellites required to complete the constellation were already in orbit and (by all appearances) working as expected.

Of the 3,131 working satellites in orbit, approximately 2,700 are at their operational altitudes and theoretically capable of serving customers on Earth.

Another 390 satellites are in the process of climbing to their operational orbits. Once they’re done, SpaceX’s first Starlink constellation will be more than two-thirds complete. The constellation is made up of five orbital ‘shells’ – distinct groups of satellites that share a similar orbital inclination (the angle between the satellite’s orbit and Earth’s equator) and altitude, the report said.

Two of those shells, known as Group 1 and Group 4, contain 3,168 satellites or more than two-thirds of the constellation, it added.

They are nearly identical and focus on Earth’s mid-latitudes, where almost every person (and customer) on Earth resides.

Both are almost complete: astrophysicist Jonathan McDowell estimates that 1,456 of 1,584 possible Group 1 satellites are operational. Group 4 is one launch behind, with about 1,405 working satellites in orbit.

Oinam Bembem Devi, former midfielder of the Indian Women’s football team expressed her thoughts on India’s campaign in the FIFA U-17 Women’s World Cup 2022, saying young girls should learn from the loss and work more on their weakest areas.

Bembem was present at Bhubaneswar to witness India’s first match against the USA and said, “I watched the first game live from the stadium and saw how our girls tried to give a fight. It was their first World Cup game and it is natural to be nervous at that age.”

“The biggest positive takeaway will be – our girls did not hesitate to play against such big opponents like USA, Morocco, and Brazil and we saw the team spirit they have from whistle to whistle,” Bembem said.

“They have just started playing good football, and they should not stop anytime soon. Our results were not up to the mark, and they should learn from every game. It will help in their upcoming days,” she said.

She has always supported young girls to play the sport and urged every parent to let their children learn from the sport. “The U-17 World Cup will have a huge impact on young girls to take up the sport. I am sure they have seen how hard our girls have worked over the past few months.”

Vodafone Idea’s board to finalise fund raising plan on Friday

Debt-ridden telecom company Vodafone Idea’s board will meet on Friday to finalize plans for raising funds.

Vodafone Idea has informed the Bombay Stock Exchange (BSE) that its board will meet on October 21 to consider a proposal to raise funds through the issuance of convertible debentures.

“Vodafone Idea Ltd has informed the BSE that the meeting of the Board of Directors of the company is scheduled on October 21, to consider and approve a proposal for issuance of debenture securities convertible into equity shares on a preferential or private placement basis to a vendor, subject to regulatory and other statutory approvals as may be required, including shareholders’ approval,” the company said in a notice to the BSE.

Vodafone Idea has been trying to raise funds for a long time but has not succeeded.

It may try and raise funds through the issuance of convertible debentures through private placement to a vendor.

Vodafone Idea owes an estimated Rs 6,800 crore to mobile tower giant Indus Towers and also Rs 2,400 crore to ATC.

Indus Towers is said to have asked Vodafone Idea to clear its outstanding dues and pay every month on time for the continuity of business post-November 2022.

Languishing at the eighth position among 12 teams after two wins and two losses from four matches, Haryana Steelers will look to get back to winning ways in the Pro Kabaddi League Season 9 when they face fellow strugglers U Mumba at the Sree Kanteerava Stadium, here on Friday.

The JSW Sports-owned franchise gave a tough fight against defending champions Dabang Delhi but lost 38-36 at the death.

U Mumba, like the Steelers, has also won two out of their four games so far and Joginder Narwal, who was one of the Steelers’ key players against Delhi, said his team has worked on their shortcomings and is ready for the encounter.

“We came really close to beating Dabang Delhi and that has given us a lot of confidence. In the past few days at the camp, we have discussed the areas in which we can improve and we have planned our strategies for the upcoming games,” Narwal said.

While U Mumba, who is in the ninth position, have not been in the best of forms so far this season, raiders Guman Singh and Jai Bhagwan have been performing well for the team. Haryana’s veteran defender Joginder Narwal gave little away in terms of strategies but insisted that his team is well prepared to tackle the threat posed by Friday’s opponents.

“Before the match, we cannot talk about strategies. We have to keep some discussions close to the camp. We recognize that U Mumba has a good raiding unit and we have talked about them in training. We are ready to give them a tough fight,” he said.

On being asked about the consistent performances from Manjeet Dahiya and Nitin Rawal for the team this season, Narwal said that the duo have been working hard in training and are always eager to step up for the team.

“Both Manjeet and Nitin are highly motivated and eager to perform. They have been training hard, giving their everything, like each and every player in the squad. We are quite delighted to see them win points for us and I am confident they will continue to do so throughout the season,” said the Steelers skipper.

Joginder Narwal further added that the morale in the camp has not been affected by the results of the past two games, and stressed that there’s plenty of action still to come in the tournament.

“It is a very long season and there are times when one team may lose a few games. But it does not determine the final outcome of the season as in such a long tournament, every team is capable of making a comeback. Everyone is still high on morale at the camp and we are all motivated to return to winning ways,” he signed off.

No fine for not wearing mask, Delhi govt issues orders

The Delhi government on Thursday issued an order stating that the provision to impose a penalty of Rs 500 on the general public for not wearing a face mask in public places stands withdrawn.

This comes after the Delhi Disaster Management Authority (DDMA) in a meeting on September 30 decided to stop levying the penalty for not wearing a mask in public places.

However, “in crowded public places, all public are advised to wear masks”, the government stressed, says the order from the Health and Family Welfare department of the Delhi Government.

“Though wearing masks was useful in maintaining the Covid Appropriate Behavior, it was agreed that the order of compulsory wearing of masks under the Epidemic Act may not be extended beyond 30.09.2022. Hence a fine of Rs 500/- for not wearing masks in public places would also stand withdrawn after 30.09.2022,” the DDMA had said in the meeting.

The decision was taken amid the declining trajectory of fresh Covid cases on a daily basis in the city. The national capital recorded 107 new Covid points with a positivity rate of 1.64 percent on Wednesday, according to the data shared by the health department. No Covid-related fatality was reported in the city.

On Tuesday, Delhi reported 141 new Covid-19 cases with a positivity rate of 2.04 percent.

Madhya Pradesh to host Khelo India Youth Games from Jan 31 to Feb 11, 2023

The next edition of the Khelo India Youth Games will be held in Madhya Pradesh in January-February 2023, it was formally announced by the Union of Minister of Youth Affairs and Sports Anurag Singh Thakur, here on Thursday.

The venue for the Games was formally announced in the presence of Chief Minister MP, Shivraj Singh Chouhan. The sports competition is scheduled to start on January 31, 2023, and end on February 11.

Also present at the event on Thursday afternoon was the Union Minister of State, Ministry of Home Affairs and Ministry of Youth Affairs and Sports, Nisith Pramanik, Minister of Sports and Youth Welfare, Govt. of Madhya Pradesh, Yashodhara Raje Scindia, Secretary Sports, Sujata Chaturvedi, Director General, Sports Authority of India, Sandip Pradhan, and other dignitaries from the Union Sports Ministry and the Sports Authority of India.

The upcoming edition of the Khelo India Youth Games will feature a total of 27 disciplines; with water sports being included for the first time in the history of the games. New disciplines like Canoe Slalom, Kayaking, Canoeing, and Rowing will also feature alongside the usual sports and indigenous games.

The Games will take place across eight cities of Madhya Pradesh — Bhopal, Indore, Ujjain, Gwalior, Jabalpur, Mandla, Khargone (Maheshwar), and Balaghat, the Sports Authority of India (SAI) informed in a release on Thursday.

Addressing the gathering, CM Shivraj Singh Chouhan, said, “I thank the Hon’ble Prime Minister from the bottom of my heart for giving Madhya Pradesh the chance to host the Khelo India Youth Games. We promise to make it the most special Khelo India games ever and host it keeping in mind our philosophy of ‘Atithi Devo Bhava’.

“We have world-class sports stadiums in Madhya Pradesh like the shooting and water sports academies. Many other facilities are also coming up. With the growing development in infrastructure and with the privilege of getting to host Khelo India Youth Games, I am certain a sports revolution will take place in Madhya Pradesh,” the Hon’ble CM of Madhya Pradesh added.

Mentioning that the indigenous games will once again be a part of the upcoming KIYG, Sports Minister Anurag Thakur said, “It was Hon’ble PM’s vision to support Olympic sports and indigenous sports in the same manner. I thank Madhya Pradesh who have made the sport of Mallakhamb their State sport.

“Sports is a State subject. I am happy States like MP are coming forward to do their part in building our sports ecosystem. All the States should learn from it and understand that we have to contribute as a whole to develop sports from the district level to the State level and so on,” the Union Minister added.

Extending his best wishes, Nisith Pramanik added, “The Madhya Pradesh Govt has done everything possible to support athletes over the years. ‘I have got peace by looking at the brighter side always’: Hardik Pandya

India all-rounder Hardik Pandya has opened up about the important role played by his family recently as he approaches the T20 World Cup as one of India’s key players.

Pandya has spent a considerable amount of time on his fitness over the last 18 months after recurring injuries kept him from bowling.

He is now bowling regularly for India and attributed this not just to his focus on being back to his best but also to the positivity and focus he has felt because of those around him.

“It has to do a lot with helping myself to go back to the basics and approaching everything on a positive note,” Pandya told RISE Worldwide before leaving for T20 World Cup.

“Because of that I have got peace in my life looking at the brighter side always. I know I will have good days and bad days but the positivity comes from the hard work that I put in, which then gives me the self-belief and confidence to give it everything. And with the support of my family to always have my back, I feel a sense of complete focus and positivity around me.”

Pandya has had a very successful year since his return to full fitness. He captained the Gujarat Titans to victory in their first season in the IPL and has since been India’s second-highest run-scorer in T20Is. Pandya has made 436 runs at an average of 36.33 and a strike rate of 151.38, and also chipped in with 12 wickets to bring crucial balance to the squad.

The all-rounder said that he has had a lot of time to focus on himself and reflect on parts of his journey that he had previously forgotten. While Pandya has always worked doubly hard to get fitter, he credited his family for allowing him to go one step further during the last year or so.

“This time the difference was that my family played a big role in terms of letting me be myself. More than anything, let me have my own time to realize what exactly I want for myself,” he said.

“The credit goes to Natasha, Agastya, Krunal – everyone kind of allowed me to maintain my routine and made sure (to realize) that you know what, Hardik right now should focus on himself and he should keep himself as a priority. And because of that, I was able to understand a lot of things that I had kind of forgotten over the years while playing because there are certain things you don’t write down, it just happens. But because of the support from my family I was able to know this without again experiencing – it was just remembering that, okay, at that point of time I used to feel this, this point of time I used to feel this,” he said.

Meta’s AI translator can translate unwritten languages

Meta has announced an AI-powered speech-to-speech translation system for unwritten languages.

As part of Meta’s Universal Speech Translator (UST) project, the company has built a translation system for Hokkien, which is a primarily oral language of the Chinese diaspora but lacks a standard written form, the company said in a blog post.

Since oral languages do not have standard written forms, producing transcribed text as the translation output does not work. So, the company has focused on speech-to-speech translation.

The company has created a number of techniques, such as speech-to-unit translation, which converts input speech into a series of sounds and generates waveforms from them.

Another technique is to use text from a closely related language to generate waveforms.

The Hokkien translation model is still in progress and can translate only one full sentence at a time, the company said.

The company is also releasing SpeechMatrix which is a large collection of speech-to-speech translations developed through a natural language processing toolkit called LASER.

The tools will allow other researchers to create their own speech-to-speech translation systems.

“Our AI research is helping break down language barriers in both the physical world and the metaverse to encourage connection and mutual understanding,” the company said.

India’s tour of Bangladesh to begin with three ODIs, followed by two Tests in December

The Bangladesh Cricket Board (BCB) on Thursday announced the schedule for the India tour of Bangladesh, which will begin with three ODIs from December 4, 7, and 10 to be held at the Sher-E-Bangla National Cricket Stadium in Dhaka.

After the end of the ODIs, India will play two Tests against Bangladesh, firstly at Chattogram from December 14 to 18 at the Zahur Ahmed Chowdhury Stadium, and then the second Test at the Sher-E-Bangla National Cricket Stadium in Dhaka. After the tour ends, India will depart Bangladesh on December 27.

Both Tests are a part of the ICC World Test Championship cycle, where India is currently placed fourth with 52.08 percentage points. Bangladesh, on the other hand, is in the last position in the championship table with 13.33 percentage points. This will be the first time that India will tour Bangladesh since 2015. In that tour in 2015, the lone Test ended as a draw while Bangladesh emerged victorious in the ODI series 2-1.

In an official statement, BCB President Nazmul Hassan felt thrilled about the prospect of multi-format meetings between the two sides in December. “The Bangladesh-India matches in recent history have given us some epic contests and fans from both countries are eagerly waiting for another memorable series. I thank the Board of Control for Cricket in India (BCCI) for working closely with the BCB in confirming the schedule. We look forward to welcoming the Indian team to Bangladesh.”

Malaysia to hold general election on Nov 19

Malaysia will hold the general election on November 19, the Election Commission said on Thursday.

The nomination of candidates will take place on November 5, providing two weeks for official election campaigning, Commission chairman Abdul Ghani Salleh told reporters here.

There will be 363,515 election workers who will operate 8,958 voting centers across the country to serve a total of 21,173,638 registered voters, Xinhua news agency quoted the official as saying.

Prime Minister Ismail Sabri Yaakob dissolved Parliament on October 10, paving the way for a snap election, citing the need to end the political uncertainty which has seen two premiers appointed since 2020 following the resignation of former Prime Minister Mahathir Mohamad in February of that year.

Muhyiddin Yassin was sworn in as the Prime Minister on March 1, 2020, but later resigned following the withdrawal of support by MPs from his own coalition.

Ismail Sabri was then appointed on August 21, 2021.

Wesley Madhevere hit two fours and a six in his 19-ball 27 but was losing partners from another end as Joseph shattered Tony Munyonga’s stumps with a pacy yorker while Obed McCoy had Sean Williams chasing a drive and nicking behind to the keeper. Holder, who took 3/12, got Madhevere out when he sliced to the backward point timing his catch to perfection.

The turning point of the match came when an in-form Sikandar Raza mistimed his slap over the off-side to mid-off moving to his left off Odean Smith in the eighth over. From there, despite some resistance from Ryan Burl (17) and Luke Jongwe (29), Zimbabwe crashed to 122 all out in 18.2 overs, giving the West Indies a much-needed victory in the tournament, as seen from the jubilant celebrations after the win was confirmed in their favor.

Adobe to bring new AI-based technology to its Creative Cloud

Software major Adobe has announced creator-centric artificial intelligence (AI)-based technology — Generative Artificial Intelligence (Generative AI) — to its Adobe creative tools.

At its annual creativity conference “Adobe MAX 2022,” the company said that the new technology will allow creators to give their idea to the AI and the machine will generate certain images. If the creators do not like those images, they can rewrite them and get something closer to what they want.

“We are investing our research and product design talent to develop an approach that centers on the needs of creatives by integrating Generative AI in Adobe creative tools,” the company said in a blog post.

The Generative AI feature in “Photoshop” allows creators to add new objects, create variations based on their existing images, or even add a new section to a composite.

The Generative AI in “Adobe Express” will allow less experienced creators to achieve their unique goals. Creators will be able to create unique text effects that marry perfectly with your image by providing suggestions like “electrical cables” or “orchid petals”.

With Generative AI in “Lightroom,” creators will be able to change a daytime scene to nighttime, change shadows and other details, and even expand a photo beyond the scene they shot, the company said.

UAE bowler Aryan Lakra believes that his team, which has lost both Group A games in the first round of the ICC Men’s T20 World Cup, needs to come up with good plans and execute them to the best against Namibia at Kardinia Park on Thursday.

“Definitely Namibia has been playing some good cricket, upsetting Sri Lanka, but at the end of the day, it’s the game of cricket. The team which plays better cricket is going to win. We have played against Namibia so we know their batters and bowlers. It’s all about coming up with a good plan and trying to execute it to its best,” said Lakra in the pre-match press conference.

UAE had recently played against Namibia five times in August when they played a two-match ODI series. Thursday’s match holds great importance for Namibia: a win against the UAE will get them to the Super 12 stage of the tournament.

Lakra, the left-arm spinner who has played two ODIs and five T20Is since being handed debuts in August this year, is relishing the exposure of playing against the big teams like the Netherlands and Sri Lanka in the T20 World Cup though results haven’t gone their way and promised that UAE will learn, improve and cause upset victories in future.

“Definitely I think it was a great honor presenting the country in a World Cup, and I know the result didn’t go our way, but definitely a lot of things to learn, and a lot of things to take back from this tournament, and hopefully we come back strong the next time.”

“Games against top opposition is always a good learning curve for the team, and as a side, we have shown that we can compete with them because there have been phases when we have been completely dominating the game.”

“I think it comes down to experience because they have more experience than us so they know how to finish games, they know how to come back on top when they are not in a position to win. That’s just something we’ll learn the more games we play as a squad, and hopefully, in the near future we can start causing those big upsets.”

UAE’s moment of high came in their match against Sri Lanka when leg-spinner Karthik Meiyappan became the first player from the country to take a T20I hat-trick, also becoming the first player from the Associate Nations to do so in T20 World Cup.

Lakra has been friends with Meiyappan for a long time, including being on the U19 side together. They are also joined on the senior side by fellow friends from the U19 days Alishan Sharafu and Vriitya Aravind.

“Definitely that was surreal for any of us because the four of us, we have been playing cricket together for so long, so if anyone does well, we all feel proud, and definitely a hat trick in a World Cup against a Test-playing nation is a huge deal, and we couldn’t be happier for him.”

“We have been talking about it all night and we still cannot believe it. We are just so happy that a friend of ours who we have seen grow through the ranks, who we have seen as 14 years old, growing to be a 20-year-old, getting a hat trick in a World Cup, that’s definitely a huge deal, and we are really, really happy for him.”
