AI, 23 new forensic standards in new CA curriculum

The Institute of Chartered Accountants of India (ICAI) will introduce Artificial Intelligence and forensic science in its curriculum for the Chartered Accountants to detect financial fraud at a much earlier stage.

In most cases, the fraud is detected only when they reach a substantial volume. This new curriculum aims to track such irregularity at a much earlier stage so that the big scams either do not happen or are detected at the initial stages.

This is the first time when the institute will bring such big technological changes in their international courses.

President of ICAI, Debashish Mitra, said: “We are introducing artificial intelligence, data analytics and new forensic standards in the new curriculum. The mission of ICAI is to provide a strong foundation of knowledge, skill, and professional value that enables students to grow as wholesome professionals and adapt to change throughout their professional career.”

ICAI’s constant endeavor is to impart world-class education, training, and professional development opportunities to create global professionals, he added.

ICAI vice president Aniket Talati said we are introducing 23 new forensic standards in the curriculum. We would be coming out with its new scheme for education and training in due course, wherein emphasis would be more on development of higher-order skills of application, analysis, and interpretation”.

A special feature of the new scheme would be the mandatory Multi-disciplinary case study at the Final level, which would help students integrate professional knowledge in different subject areas, analyze and apply such knowledge in problem-solving.

Other features of the new scheme are a reduction in the total number of papers and more focus on practical training.

Considering that a large number of students opt for service, the new course aims to provide the necessary industry orientation through Self-Paced Online Modules, which the students can learn and qualify at their own pace.

Taking forward its mission of always contributing as a true partner in nation-building and empowering students, the Council of ICAI has decided to extend 75 percent fee concession to the students registering from Union Territories of Jammu and Kashmir, Ladakh, and 8 northeastern states, namely, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, and Andaman & Nicobar Islands till March 31, 2025.

This decision would be a step forward towards encouraging the young aspirants from these places who wish to pursue their dream of becoming a Chartered Accountant and serve the nation with their capabilities and knowledge, Mitra said.

NASA suggests rooftop gardens, greenery to turn down heat in cities

0

Even as the summers have set in, and the scorching heat makes both indoors and outdoors seem similar, climate scientists at NASA have suggested that rooftop gardens and greenery can help ease some of the severe heat in cities.

For several decades, researchers have promoted replacing black tar and other dark-colored roofing materials with bright, Sun-reflecting surfaces or “green roofs” full of plant cover. Now they have used freely available satellite data to measure how effective these changes are.

Heat is often intensified or amplified in cities, a phenomenon known as the urban heat island effect. Asphalt, concrete, and similar materials absorb and retain significantly more heat than vegetation, so temperatures in urban areas are often 10 degrees Fahrenheit hotter than surrounding suburbs or rural regions.

In neighborhoods with fewer trees and green spaces, this heat often disproportionately affects older adults, low-income communities, and some communities of color.

Green roofs are designed to harness the cooling power of plants to lower the temperature in city spaces. The greenery may be extensive (shallow soil, low-maintenance plants) or intensive (deeper soil, more diverse plants, and trees).

The NASA team at Goddard Institute for Space Studies (GISS) in New York studied three sites in Chicago to see how green roofs affected surface temperatures around those buildings, and whether there was a difference between those sites and others nearby without green roofs.

Two of three green roofs in the study reduced temperatures, but results indicated that effectiveness may depend on location and plant diversity, revealed the results recently published in the journal Sustainable Cities and Society.

“As cities grow and develop, they need to make good decisions about their infrastructure, because these decisions often last for 30 or 50 years or longer,” said Christian Braneon, a climate scientist and civil engineer at Columbia University and GISS. “In the context of more frequent heatwaves and more extreme heat, it’s important to understand how these urban design interventions can be effective.”

The benefits of green roofs depend on a variety of factors – from the geographic region and plant diversity to rooftop structure and the cooling efficiency of the building itself, the scientists said.

With urban heat island effects expected to intensify as Earth’s climate warms, it will become more important to understand these variables, they added.

Not just the maximum temperatures but even the minimum temperatures at isolated places over Rajasthan and Marathwada were markedly above normal (5.1 degrees Celsius or more) on Tuesday.

Not just this, the minimum temperature was appreciably above normal (3.1 degrees Celsius to 5 degrees Celsius) at most places over central Maharashtra (comprising large parts of Marathwada), and at a few places over Punjab, Haryana, Chandigarh, Delhi, and eastern Uttar Pradesh.

Chandrapur in Maharashtra’s Vidarbha recorded the highest maximum temperature at 42 degrees Celsius, the India Meteorological Department (IMD) said and warned that heatwave conditions were observed at isolated pockets over Madhya Pradesh.

Maximum temperatures were markedly above normal (5.1 degrees Celsius and above) at most places over Jammu-Kashmir-Ladakh-Gilgit-Baltistan-Muzaffarabad and Himachal Pradesh and at many places over Uttarakhand and even in Assam, Meghalaya, and at isolated places over east Rajasthan and Madhya Pradesh.

Rainfall and thunderstorms were observed at isolated places over Andaman and Nicobar Islands, sub-Himalayan West Bengal, Sikkim, central Maharashtra, north interior Karnataka, Tamil Nadu, Puducherry, and Karaikal, IMD records showed.

The weather forecast said fall in maximum temperature by about 2 degrees Celsius is very likely over many parts of northwest India (except east Uttar Pradesh) and south peninsular India during the next three days and rise by 2-3 degrees Celsius thereafter.

A fall in maximum temperatures by 2-3 degrees Celsius is very likely over Maharashtra during the next two days and no significant change thereafter.

The IMD also predicted that abatement of heatwave conditions is very likely over most parts of the country during the next 4-5 days.

Unification of municipal bodies will restore importance of Mayor in Delhi

The Union Cabinet headed by Prime Minister Narendra Modi on Tuesday approved the Unification Bill, which paves the way for the merger of Delhi’s three municipal corporations — north, south, and east — into one. The Bill is likely to be tabled in the Parliament soon.

The move will once again make the office of ‘Mayor’ an important one like it used to be before the trifurcation of the Municipal Corporation of Delhi (MCD) in 2012, a profile that could be compared to that of the Chief Minister, sources said.

Former Councillor Subhash Ayra, who was the leader of the house in the unified MCD from 2007-12, told in an interview that the decision of trifurcating the MCD by the then Sheila Dikshit government was wrong, which was an attempt to cut the stature of the Mayor.

“With the unification and the proposed ‘One Mayor’ for Delhi, the office will regain its lost glory and the person occupying it will once again receive the stature of ‘first citizen’ of the national capital. Earlier, the Mayor of Delhi used to receive foreign dignitaries at the airport as the first citizen of the city. After trifurcation, the office of Mayor lost its importance,” Arya said.

Old-timers said that before the trifurcation, the Mayor of Delhi was seen at par with the Chief Minister of the national capital.

“When the MCD was unified, the post of Mayor was considered as a powerful one. But after the trifurcation, it lost all its gravity and significance,” said a former member of the unified corporation.

Kanwar Sain, who was the Mayor of Delhi in 2009-10, told in an interview that the trifurcation of MCD was a political decision taken by the Sheila Dikshit government without any reasonable logic.

“Being the first citizen of Delhi, the Mayor used to challenge the authority of then Chief Minister Sheila Dikshit. To cut the Mayor’s office down to size, the MCD was trifurcated without giving any logical reason.

“The Mayor’s position was and will remain powerful with authority. Senior officials with experience will be appointed as municipal commissioners, and the expenditure will also decrease,” Sain said.

Arya added that after the unification, the Mayor will have more power.

“More responsibilities which were earlier taken back from the corporation are likely to be given back to MCD after the unification,” Arya said.

The unified MCD had 272 wards distributed among 12 administrative zones, with 22 departments and a single municipal commissioner.

After the trifurcation, it had three commissioners, 66 heads of departments, and three Mayors.

“Expenditure incurred in running three offices will come down, saving the taxpayers’ money,” Sain added.

NewSpace India to open price bids for industries making PSLV rocket next month

0

NewSpace India Ltd – the commercial arm of the Department of Space – will open the price bids submitted by three parties to make rocket Polar Satellite Launch Vehicle (PSLV) next month, as the next fiscal begins, said a senior official.

“The techno-commercial evaluation is on the verge of conclusion. Once that is done, the price bids submitted by the three industry consortiums will be opened,” an NSIL official, not wanting to be identified, told in an interview.

The NSIL has the mandate of building, and launching rockets and satellites through industry partners and also providing space-based services through remote sensing and communication satellites.

Last year, the company issued the Request for Proposal (RFP) from industries for making five PSLV rockets of the Indian Space Research Organisation.

Three proposals were from Hindustan Aeronautics Ltd (HAL) and Larsen and Toubro Ltd, Bharat Electronics Ltd, Alpha Design and BEML Ltd, and Bharat Heavy Electricals Ltd (BHEL), it is learned.

“Various committees went through the proposals that were received,” the official said.

Contacted by interview, ISRO Chairman and Space Secretary S. Somanath, queried about the RFPs, said a decision has to be taken on the modalities.

He also said the plan was to source five PSLV rockets from the selected industry but whether the industry players will be enthused to make investments to make that number is the question.

According to the NSIL official, the selected consortium will be enabled to use the existing ISRO facilities.

Asked about the investment that would be made by the parties who have submitted their proposals, the official said that would be told later.

The NSIL official said the selected industry player can use ISRO facilities for a fee, and it is the industry’s responsibility to deliver the rocket.

Queried about the ISRO role, the official said, the Indian space agency will also have a role in making the rocket in connection with some critical systems.

After PSLV, the NSIL will issue an Expression of Interest (EOI) for making the ISRO’s small rocket – Small Satellite Launch Vehicle (SSLV)– which is under development.

The selection process for SSLV will be simpler as NSIL has the experience in choosing the industry partner for making the PSLV rocket.

Further, the SSLV is of simpler technology – it is powered by solid fuel motors.

Following that will be the EOI for making ISRO’s heavier rocket Geosynchronous Satellite Launch Vehicle Mk III (GSLV-MkIII), the official added.

Meanwhile, NSIL has issued an ‘Interest Explanatory Note’ to transfer ISRO’s technology for making the small satellite – India Mini Satellite-1 (IMS-1) Bus.

ISRO’s UR Rao Satellite Centre (URSC) has developed a small satellite platform that would enable low-cost access to space by providing a dedicated platform for payloads for earth imaging, ocean and atmospheric studies, microwave remote sensing, and space science missions with a quick turnaround time.

The satellite will have a payload mass of 30kg and a living space of two years.

According to NSIL, the Department of Space has authorized for technology transfer of the IMS-1 Satellite Platform to suitable entrepreneurs/industries in India.

The last date for submission of interest is March 25.

DGC Open to be held from March 24, Gary Player unveils Trophy

0

The inaugural edition of the DGC Open will be played from March 24 to 27 at the Delhi Golf Club and the trophy for the event was unveiled by the nine-time Major winner Gary Player, here on Tuesday.

The trophy, which will be presented to the winner of the 500,000 dollar tournament, co-sanctioned by the Asian Tour and the Professional Golf Tour of India (PGTI), is a replica of the iconic clubhouse of the Delhi Golf Club. The traditional Pro-AM for the Asian Tour event is on March 23.

The event will see a top-class field of 132 do battle for the 90,000-dollar top prize.

The field includes 132 professionals plus six amateurs. The field has players from 21 countries with 19 players who have won on the Asian Tour, and many more who have achieved success on the Indian Tour.

Representing the players were multiple Asian Tour titles winner, Shiv Kapur, and Viraj Madappa, who won the first pro event on the redesigned DGC layout last year, which was part of the PGTI schedule.

As many as eight players have won Asian Tour titles on the DGC, but all on the older layout. This is the first Asian Tour event at the DGC since 2018 and the first professional event was held at the renovated DGC in October 2021.

The cut will be applied after 36 holes and 65 professionals and ties will progress to the weekend rounds with the winner taking home 90,000 US dollars.

Player, 86, and the one of the fittest ever players the game has seen, was also the man who renovated the course, which in the 1970s was designed by his friend and five-time Open winner, the late Peter Thomson.

“I would give this course a nine out of 10,” said Player. “Overall, I am very happy at the way the redevelopment has gone. I must also compliment the committee and members of the Club for the way they have maintained and utilized the course. This is a historic venue and one always feels hesitant about tweaking a classic course too much, but in this case, it has worked out very well.”

NASA confirms existence of over 5,000 exoplanets

0

US space agency NASA has confirmed that more than 5,000 exoplanets, or planets that orbit a star outside the solar system, exist beyond our solar system.

The planetary odometer turned on March 21, with the latest batch of 65 exoplanets – planets outside our immediate solar family – added to the NASA Exoplanet Archive.

The archive records exoplanet discoveries that appear in peer-reviewed, scientific papers, and that have been confirmed using multiple detection methods or by analytical techniques.

The 5,000-plus planets found so far include small, rocky worlds like Earth, gas giants many times larger than Jupiter, and “hot Jupiters” in scorchingly close orbits around their stars.

There are “super-Earths,” which are possible rocky worlds bigger than our own, and “mini-Neptunes, a smaller version of our system’s Neptune.

“It’s not just a number,” said Jessie Christiansen, science lead for the archive and a research scientist with the NASA Exoplanet Science Institute at Caltech in Pasadena, in a statement.

“Each one of them is a new world, a brand-new planet. I get excited about everyone because we don’t know anything about them,” she added.

The discovery of exoplanets, which began in 1992 is opening an era of discovery that will go beyond simply adding new planets to the list, the scientists said.

The Transiting Exoplanet Survey Satellite (TESS), launched in 2018, continues to make new exoplanet discoveries. But soon powerful next-generation telescopes and their highly sensitive instruments, starting with the recently launched James Webb Space Telescope, will capture light from the atmospheres of exoplanets, reading which gases are present to potentially identify tell-tale signs of habitable conditions.

The Nancy Grace Roman Space Telescope, expected to launch in 2027, will make new exoplanet discoveries using a variety of methods. The ESA (European Space Agency) mission ARIEL, launching in 2029, will observe exoplanet atmospheres, and a piece of NASA technology aboard, called CASE, will help zero in on exoplanet clouds and hazes.

WhatApp begins rolling out emoji reactions in Android beta

0

Meta-owned encrypted messaging service WhatsApp has started rolling out emoji reactions in beta on Android.

WABetaInfo, a reliable source of upcoming WhatsApp features, reported that emoji reactions have started appearing in beta version 2.22.8.3 of the service’s Android app, giving users a quick and easy way to respond to incoming messages.

With a long-press of a received message, the feature lets users react with one of six emoji — thumbs up, heart, crying, laughter, shocked face, or folded hands (usually taken to mean “thank you”). WhatsApp appears to be rolling out the feature on Android in phases, and we were unable to get it to appear ourselves, reports The Verge.

Alongside its appearance on Android, there are signs that emoji reactions are also on the way for the service’s iOS and desktop applications, the report said.

As of early January WhatsApp’s beta app on iOS has had settings toggle to control “Reaction Notifications,” and a similar setting appeared in the beta version of the desktop app earlier this month.

Emoji reactions have become commonplace across other messaging services like iMessage, Facebook Messenger, Google’s Messages app, and even Twitter DMs. Now, finally, one of the world’s most popular messaging apps is getting in on the action.

Biden says US must lead ‘new world order’

0

Eyebrows of US President Joe Biden have been upraised After he declared a “new world order” could be established soon.

During a speech on Monday at Business Roundtable’s CEO Quarterly Meeting, Biden claimed the world was at “a curve point” which “occurs every three or four generations” and that it was over to the US to determine the outgrowth, RT reported.

“As one of the top military people said to me in a security meeting the other day, 60 million people failed between 1900 and 1946, and since also we have established a liberal world order, and that hadn’t happed in a long while,” the chairman said.

The comment raised eyebrows in both the US and around the world and redounded in’New World Order’ getting one of Twitter’s trending motifs on Monday.

The term’ new world order has historically been used to relate to a period of great global change and has been used by politicians similar to former US President George H.W.Bush, former US Secretary of State Henry Kissinger, and former UK Prime Minister Tony Blair, RT reported.

For decades, still, the expression has also been the subject of a major conspiracy proposition that alleges a secret, potty plot to form a rough global government.

Women’s World Cup: Bangladesh captain Nigar hails Indian spinner Sneh Rana

0

Bangladesh Women’s cricket team captain Nigar Sultana on Tuesday lavished praise on Sneh Rana, saying the Indian spinner used the conditions very well.

Rana was brilliant with the ball finishing with four wickets that broke the back of Bangladesh’s batting line-up.

“I think she was trying to bowl in good areas today and used the conditions well. And I think it has worked for her. I was trying to hit over the top and I couldn’t connect well. That’s why I got out,” Nigar said in a post-match press conference.

Asked about the Indian partnership after Bangladesh had restricted the opponent at 179 for six, Nigar said, “Actually they were trying to build a partnership, and yes, somehow in that situation I think our bowlers couldn’t bowl in the right areas. This is something that we are lacking, so I think we need to work on that. And obviously, the bowler is trying to bowl in their plan, but somehow it couldn’t work. So, we obviously want to work on this.”

“We just want to forget about the negative things from here and we just want to take the positives from here. And obviously, the big games are coming up and we wanted to prepare ourselves for the next matches that somehow we couldn’t build up the partnership today. So we wanted to work on that,” she added.

Google misuses attorney-client privilege to hide documents: US Justice Dept

0

The US Department of Justice (DOJ) has accused tech giant Google of training its employees on how to shield business communications from discovery in cases of legal disputes “by using false requests for legal advice”, according to media reports.

The DOJ told the judge overseeing its antitrust case against the tech giant that Google instructs employees to add in-house lawyers to written communication, apply attorney-client privilege labels to them and make a request for legal advice even when it is not needed.

The Department is now asking the judge to sanction the company “for its extensive and intentional efforts to misuse the attorney-client privilege to hide business documents relevant” to the case, Engadget reported on Tuesday citing Axios.

In the brief, its lawyers wrote for the judge, the DOJ said Google refers to the practice as “Communicate with Care” and that it first started no later than 2015.

New employees are reportedly directed to follow the practice without discussion on whether it should only be used when legal advice is truly needed. In addition, Google allegedly provided the same training to teams handling search distribution for the department’s (and other authorities’) antitrust cases.

Google specifically told those teams to follow the practice for any written communication containing revenue-sharing agreements and mobile application distribution agreements, based on the presentation slides the DOJ included in its brief.

Those agreements are central to the case. The DOJ had accused Google of having an unfair monopoly over search and search-related advertising in its 2020 antitrust lawsuit, the report said.

It also questioned its terms for Android device manufacturers that force them to pre-load Google apps and set Google as the default search engine, it added.

According to the DOJ, statements such as “adding legal” or “adding [attorney] for legal advice” appear in thousands of Google documents. These emails lacked any specific request for advice and attorneys rarely respond to them.

In the brief, the department said the practice “pervades the entire company” and is being used even by Alphabet CEO Sundar Pichai.

The DOJ is now asking the court to hold Google’s conduct as sanctionable and to order it to immediately produce “all withheld or redacted emails where no attorney responded to the purported request for legal advice”.

Google spokesperson Julie Tarallo McAlister defended the company in a statement sent to Axios, however, calling the allegations “flatly wrong”.
