He said the best solution to this issue was to place education in the State List in the Constitution.

Stalin told the Vice Chancellors that they should function keeping in mind the people’s wish that the universities must follow the state’s education policy.

FAITH Associations compliment and contribute to the draft National Tourism Policy

0

FAITH, national associations ADTOI, ATOAI, FHRAI, HAI, IATO, ICPB, IHHA, ITTA, TAAI & TAFI, in a detailed multi-stakeholder discussion with the leadership of Ministry of Tourism (MOT), complimented the efforts of the ministry on the drafting of the NTP which has attempted to incorporate FAITH associations’ cumulative suggestions over the years and also the suggestions from the tourism vision workshops we had earlier.

Some of the additional headline suggestions discussed and shared with them include the following:

Vision & Goal Alignment: The NTP should be aligned and should state upfront our vision targets of 100 mn foreign tourists, 15 bn + domestic tourism visits and 20 crores employed Indians directly and indirectly in line with our pre-discussed national tourism vision of 2047.

Duration & Implementability: Intent is only as good as its implementation. Currently, the policy document mentions a 10-year duration. However, it is suggested to be a rolling document of five years with a quarterly review mechanism with the industry. This will ensure that the policy document is institutionalized and will get upgraded on a rolling basis every five years towards vision 2047 with a quarterly review and feedback mechanism of what is working what is not.

Tourism as a National Priority sector: Like agriculture has been a national priority of all successive governments and gets the vital focus of the PM & the CMs, tourism too can get due to national domestic priority if it is declared as such in the NTP. Its impact, its footprint across the country is far-reaching and is deep-rooted in our geographical and cultural fabric across the length and breadth of our country. If recognized as a national priority sector, it will ensure tourism with focused channelized domestic investments as such, more so needed post this worst 24 months ever.

Classification of Concurrent status: The constitution rightfully needs to recognize tourism as a joint and collectible responsibility of centers & states to ensure a shared national vision and development, marketing & skilling synergies among all our individual tourism portfolios across states and segments. Thus, a stated goal of the NTP should be as such to get that status.

Treatment at par with merchandise exports: Till today tourism forex contribution to our current account has not been fully recognized in the letter despite tourism catering to foreign buyers and foreign exchange earnings. Just as a sample over the past 5 years pre- covid tourism may have contributed to more than $ 100 bn earnings and on a cumulative basis multiple times over the past many years. The NTP should address this key gap and position tourism as a vital export sector at par with merchandise exports ensuring the due support that it will get in the successive Foreign Trade policies and also ensuring that our taxes whether direct, GST, or state level are not exported to foreign buyers. This statement of recognition in the NTP will manifold Indian Tourism’s global competitiveness.

Our tourism export policy should clearly be segmented on the long – haul, short-haul and the VFM segments each of which have different global travel behaviors also what should be our competitive benchmarking strategy for each to maximize our inbound tourism impact and the NTP should clearly articulate this distinction.

Segment & State wise targets: India is a sum total of unparalleled unique tourism experiences which exist across segments and states. While the NTP mentions that detailed implementation plans will be made for each segment, it may be prudent to mention headline targets to be achieved for each of our unique segments (mice, adventure, heritage, eco, sea & river cruise, niche sports, etc) and for states (foreign & domestic tourism visits) These can be supported with a brief statement of policy intent & benchmarking strategy for each.

Holistic marketing mix targeting the changing tourism consumer: The pandemic has accelerated the pace of change and tourism consumption behavior will reflect accordingly. It’s now possible to have both a mass-market and targeted social marketing of 1 through a healthy mix of PR, OOH, print, tv, and digital marketing in tourism. The NTP should clearly identify this marketing mix and lay down dynamic principles, allocating budgets and resources accordingly to this market mix.

Sensitization: Tourism is a national responsibility. Each of us is a tourist and each of us is also a host. It’s important to continually sensitize all policymakers, government functionaries at the national and state levels, and also citizens of the criticality and the contribution of tourism and how all our actions must be designed to support this sector. The NTP should lay out the mechanism and budgeting of a targeted sensitization program on an ongoing basis to ensure tourism and tourism entrepreneurs (travel agents, hoteliers, tour operators, tourist transporters, Destination service providers, guides & facilitators, restaurants, employees) are treated with the due respect that they must get.

QCRT: The world is increasingly volatile and any instance can get amplified to the extent of the narrative behind it but impacting first and foremost tourism. Quick crisis response team – QCRT for tourism must be a stated objective of the NTP to proactively counter any negative narrative with a positive narrative of its own with a quick response time.

Centers of Excellence: India is perhaps the only country with a billion-plus experience. The tourism world has moved towards experiences and the NTP must encourage a policy statement of COEs. As a policy target, 748 district COEs, 28 state CEOs, 8 UT COEs, and 5 mega national COEs must be encouraged which will at all levels capture the uniqueness and diversity of Indian tourism products for both domestic & global tourists.

Multimodal hub & spoke development model: Tourism best works in clusters. In line with the national PM Gatishakti program and recognizing the unique terrains that India has across all destinations, the NTP should encourage a multi-modal cluster-based development approach Integrated air, roads, rail, water, or roadway approach for an integrated approach to first mile and last mile development of tourism in and across India.

Industry mapping: Tourism is an industry of micro small and medium enterprises that capture the local essence of their region. This also tends to fragment the industry. More than 95 percent of tourism businesses by volume fall in that category. The NTP should look at supporting these local, regional MSME efforts by mapping them through unique national ids through perhaps a self-certification recognition mode which will not only enable all our tourism MSMEs for support but will also give confidence to tourists in dealing with recognized players.

Task Forces: To address multiple issues across central ministries and across states it is suggested that NTP provides the instruments of multiple inter-ministerial and intrastate task forces headed by Secretary Tourism. These government-industry task forces need to be task and time-based to address all pending issues which currently exist and which may come up as our NTP enables us to move towards our 100 mn FTA and 15 billion DTV targets.

Sustainability & Carrying Capacity: The NTP should lay down the goal of creating all subsequent tourism projects with sustainability and carrying capacity built into the design stage of the project. This will ensure that all tourism development, right from the initial stage is balanced across sustainable development goals.

Organization Structure: The NTP should clearly identify the going forward organization structure of the MOT to deal with the complete and complex challenges that NTP has to address in the movement towards our tourism vision.

Since 2015 /16 together all FAITH associations have been collectively and constantly taking up the discussion on the need for a National Tourism Policy (NTP), a policy which lays out the intent and the implementation road map to truly put our Indian Tourism Sector on the road to achieving its full potential.

Women’s World Cup: Presence of sports psychologist is helping us a lot, says Powar

0

India head coach Ramesh Powar on Friday acknowledged that the presence of sports psychologist Dr. Mugdha Bavare is helping the team a lot, especially in terms of keeping players relaxed in a high-stakes tournament like the ongoing ICC Women’s Cricket World Cup.

Mumbai-based Dr. Mugdha, an ex-swimmer, has been associated with Mumbai Cricket Association (MCA) since 2006 and has previously worked with Mumbai and Bengal teams in the Ranji Trophy. She has also worked with several athletes who represented India in different disciplines during the Olympics and Asian Games.

“As a head coach, I wanted that help (of having a sports psychologist) because it’s a high-pressure tournament, and looking at our history, I wanted players to be at ease when they play this kind of high-pressure tournament (like the World Cup). She’s been with us from England; it’s been almost or more than six months and in person, for the first time she’s traveling with us and it is helping us a lot,” said Powar in the pre-match virtual press conference ahead of the clash against the West Indies on Saturday.

Citing Pooja Vastrakar and Sneh Rana’s rearguard act in the opening match against Pakistan to rescue India from 114/6, Powar explained how Mugdha has been helpful for the Indian team in the ongoing World Cup. “If you remember how we used to react to collapses, I think the way Pooja and Rana addressed that collapse, it is a part of the mindset and that’s what she works on. Moving forward, I hope it will help us get the right results and the mindsets.”

On their trip to New Zealand, apart from Pooja and Sneh, captain Mithali Raj and Yastika Bhatia have acknowledged the help and guidance coming from Dr. Mugdha during the tour. But the biggest acknowledgment came from vice-captain and hard-hitting batter Harmanpreet Kaur in the lead-up to the World Cup.

Harmanpreet had been dealing with a lean patch in form ahead of the World Cup, scoring 10, 10, and 13 in the first three ODIs against New Zealand in Queenstown. She was left out of the truncated fourth ODI before showing signs of getting back to her best, scoring 63 off 66 runs in the final ODI followed by 104 off 114 balls in the warm-up match against South Africa.

In the ongoing World Cup, though Harmanpreet fell cheaply in the win against Pakistan, she top-scored in the loss against New Zealand with 71 and was fighting a lone battle for India.

“This time, we have Mugdha (Bavare), ma’am, traveling with us, who has helped us a lot, especially in the last four games which we played against New Zealand. We didn’t play as well; my performance wasn’t good and even I went into a shell. The World Cup was coming up and it is very important, as we all know. After that, she spoke to me. Whatever the conversations I had with her, I was actually looking for something like that,” Harmanpreet had said in a pre-tournament virtual press conference on March 2.

She further explained how talking to Dr. Mugdha had given her the clarity in ideas developing in the mind. “After talking with her, the solutions I got were happening inside my mind but the awareness wasn’t coming as there is a lot of pressure around us about performance and things happening around. The clear ideas I have now got from her, have really helped me in the last two-three games.

“Her coming with us really helped us and I am sure it will be helping others in the team too because she is continuously speaking to other players in the team before the match, which is very important and that will really help us.”

FB rolls out new tools for Group admins to reduce misinformation

0

Meta-owned Facebook has added new features for Groups admins to curb the amount of misinformation shared among group members.

The company said that they have added more features for Facebook group admins — such as the ability to automatically decline incoming posts that have been identified as containing false information by third-party fact-checkers.

“…we are announcing new features to help Facebook group admins keep their groups safe and healthy, reduce misinformation, and to make it easier for them to manage and grow their groups with relevant audiences,” the company said in a blogpost.

These new tools will help admins prevent the spread of misinformation and manage interactions in their group by adding the ability through Admin Assist to automatically decline incoming posts that have been identified as containing false information.

Incoming posts that contain content rated by third-party fact-checkers as false are declined before they are seen in the group, which helps reduce the visibility of misinformation.

Expanding the functionality of “mute” and updating it to “suspend,” so admins and moderators can temporarily suspend group members and participants from posting, commenting, reacting, participating in a group chat, and creating or entering a Room in a group.

Eating several protein foods together can help lower BP: Study

0

Finding it hard to regulate your hypertension? Eating a balanced diet, including protein from a variety of sources, may help adults lower the risk of developing high blood pressure, according to new research.

Hypertension or high blood pressure is one of the leading contributors to cardiovascular disease. When left untreated, high blood pressure damages the circulatory system and is a significant contributing factor to heart attack, stroke, and other health conditions.

The study, published in the journal Hypertension, showed that those people who ate four or more protein foods which include whole grains, refined grains, processed red meat, unprocessed red meat, poultry, fish, egg, and legumes, had a 66 percent lower risk of developing high blood pressure compared to those who ate less than two.

“The heart health message is that consuming a balanced diet with proteins from various different sources, rather than focusing on a single source of dietary protein, may help to prevent the development of high blood pressure,” said Xianhui Qin, from the National Clinical Research Centre for Kidney Disease at Nanfang Hospital, Southern Medical University in China.

“Nutrition may be an easily accessible and effective measure to fight against hypertension. Along with fat and carbohydrates, protein is one of the three basic macronutrients,” Qin added.

There is a strong association between poor diet quality and increased risk of cardiovascular disease and death from cardiovascular disease. In its 2021 dietary guidance to improve cardiovascular health, the American Heart Association advises people to eat healthy sources of protein, mostly from plants, and may include seafood and low-fat or fat-free dairy products, and, if desired, lean cuts and unprocessed forms of meat or poultry.

The American Heart Association also recommends eating one to two servings, or 5.5 ounces, of protein daily.

The team analyzed health information for nearly 12,200 adults living in China. A trained interviewer collected 24-hour dietary information over three days in the same week during each round of the survey.

The analysis found more than 35 percent of the nearly 12,200 participants developed new-onset high hypertension during follow-up.

Twitter makes it difficult to see chronological feed, users annoyed

0

Twitter has made an unnecessary change that makes it difficult to see chronological feed by default, leaving millions of users frustrated.

According to the company, the Home timeline will be pinned first by default, but you can quickly access the Latest timeline by swiping left on Home.

The feature is available first on iOS, and coming soon to Android and the web.

The change has angered several Twitter users.

“Tell us why that’s the default and not the latest. Forcing your algorithms and unwanted exposure is how you turn people off. The answer isn’t ‘just swipe’, it should be ‘don’t force’,” tweeted one user.

Another frustrated user posted: “The most recent ‘latest tweets’ is 6 hrs ago for me, and ‘home’ 1 min ago? How does any of this make any sense?”

Twitter said it will welcome feedback from its users. The micro-blogging platform first started testing this feature in October last year.

A user replied: “You know what would be quicker? Leaving it how it is or letting users choose. You’re adding an extra swipe that is unnecessary – it’s not even just fixing a problem that didn’t exist.”

Twitter first began rolling out its algorithmic timeline in 2016 and introduced the sparkle icon to let users toggle between the algorithmic and reverse chronological feeds in 2018.

FB, Insta allow posts asking for Putin’s death in specific countries

0

In a rare exception amid the Russian invasion of Ukraine, Meta is allowing posts with violent speech toward Russian soldiers on Facebook and Instagram in specific countries, including calls for harm or even death of Russian President Vladimir Putin or Belarusian President Alexander Lukashenko.

As per The Verge, according to internal emails sent to Meta moderators, the company said such posts with violent speech will be allowed as long as they don’t contain threats toward others or “indicators of credibility” like saying where or how the act will take place.

Facebook and Instagram have instituted a temporary change in policy that allows users in some countries to post content that’s usually forbidden.

“As a result of the Russian invasion of Ukraine, we have temporarily made allowances for forms of political expression that would normally violate our rules like violent speech such as ‘death to the Russian invaders’. We still won’t allow credible calls for violence against Russian civilians,” a Meta spokesperson was quoted as saying in the report late on Thursday.

The New York Times said this temporary policy applies to people using the service from Ukraine, Russia, Poland, Latvia, Lithuania, Estonia, Slovakia, Hungary, and Romania.

According to Vice, Facebook moderators received similar temporary instructions about “death to Khamanei” content and “cited a spokesperson saying that Facebook had made that particular exception in certain earlier cases as well”.

The Facebook community standards regarding hate speech and violence and incitement have continued to receive updates since the company started publishing them publicly in 2018.

Google to send air raid alerts to Android users in Ukraine

0

Google has initiated air raid alerts for Android users in Ukraine directly on their phones before expected attacks happen near them.

At the request, and with the help, of the government of Ukraine, Google has started rolling out a rapid Air Raid Alerts system for Android phones in Ukraine.

“This work is supplemental to the country’s existing air raid alert systems, and based on alerts already being delivered by the Ukrainian government,” said Kent Walker, President, Global Affairs at Google.

The Android notifications will be based on the alerts already being sent by the Ukrainian government.

“Tragically, millions of people in Ukraine now rely on air strike alerts to try to get to safety,” Walker said in a statement late on Thursday.

Google said that to help the increasing number of refugees in the region, it is developing ways for businesses to flag if they are providing services to refugees.

“Beginning today, hotel owners in countries neighboring Ukraine can indicate on their Business Profile whether they’re offering free or discounted accommodations for refugees,” said the company.

Local businesses can post to their Business Profile on Search and Maps to offer various services and aid to refugees from Ukraine.

“As we compile this information over the coming weeks, we’ll make it possible for people to quickly find these places on Search and Maps,” Google added.

K’taka BJP, Cong leaders competing in Goa power race

Leaders from both the Bharatiya Janata Party (BJP) and the Congress in Karnataka have been toiling hard since the Goa Assembly election campaign began to help their parties form the government.

Both the parties are now focusing on the post-poll scenario as the state seems headed for a hung assembly.

The BJP has made staunch Hindutva leader C.T. Ravi the party’s National General Secretary in-charge of Goa while the Congress has made party loyalist Dinesh Gundu Rao the All India Congress Committee (AICC) Goa in charge.

Most of the prominent north Karnataka leaders, especially from Belagavi and surrounding regions, camped in the coastal state for campaigning.

Though the BJP seems likely to form the government in Goa as it is leading in the most number of seats (20), the Congress has still not given up hope of forming the government as it leads in 12 seats.

Karnataka Congress leaders have the experience of wresting power from the BJP and formed the Congress-JD(S) coalition government in 2019 and countered the BJP’s strategy to poach opposition party MLAs.

BJP leaders have first-hand experience of carrying out ‘Operation Lotus’ to bring the party to power twice in Karnataka.

In the Goa elections, the AICC has sent Karnataka party President D.K. Shivakumar, the party’s troubleshooter, to Goa.

The drama in Goa politics is likely to continue for some more time, even as the BJP is staking a claim and is confident of mustering the required strength of 21 seats.

Sources from both the BJP and the Congress claim that Goa is going to witness the drama of resort politics with ‘Operation Lotus’ as well as ‘Operation Hasth’.

Both parties have asked their top leaders from Karnataka to chalk out the strategy to form the government in Goa.

Though Congress had emerged as the largest party in the 2017 Assembly elections by winning 17 seats, the BJP seized the opportunity and manipulated to form the government in Goa.

Ace Indian shuttler P.V Sindhu crashed out of the 2022 German Open Super 300 badminton tournament, losing to China’s Zhang Yi Man in the second round, here on Thursday.

Two-time Olympic medallist Sindhu lost to the 2021 World Championship bronze medallist Zhang Yi Man 14-21, 21-15, 14-21 in a match that lasted 55 minutes.

Former world champion Sindhu, who is currently ranked World No. 7, started the match on expected lines and dominated early exchanges. However, the Chinese shuttler ranked 34 in the world, took eight consecutive points after trailing 3-5, and maintained her lead to clinch the first game.

The Indian mounted a comeback and took the next game to bring the contest on level terms. The see-saw battle continued in the deciding game but Sindhu’s younger opponent chipped in regularly with successive points to win the match, an olympics.com report said.

Later in the day, Saina Nehwal will take on the eighth seed Ratchanok Intanon from Thailand. Apart from Saina, top Indian men’s badminton players Kidambi Srikanth, Lakshya Sen, and H.S Prannoy will also be in action in their second-round matches.
