UP Assembly’s monsoon session from August 20

The monsoon session of the Uttar Pradesh Assembly will be held from August 20, official sources said on Monday.

The session is expected to have around four sittings in which the first supplementary budget of the current fiscal 2020-21 and around a dozen bills, for which ordinances have been promulgated when the Houses were not in session, will be passed.

The session will be held by observing social distancing and other health protocols.

Assembly officials said that the new norms and guidelines to be followed will be approved at an all-party meeting.

Legislators will be seated at a sufficient distance, and some may even be shifted to the visitors’ gallery.

Passes for the press galleries will also be curtailed for this session.

The state government is under a constitutional obligation to hold the monsoon session since there cannot be a gap of six months or more between two sessions of the Assembly.

The Assembly’s Budget Session was adjourned sine die on February 28 and hence the next session will have to be called before August 28.

Last month, Speaker Hriday Narain Dikshit had indicated that the monsoon session could be held through videoconference. He had, however, ruled out the possibility of holding a ‘hybrid session’ on the lines of the British Parliament.

In such a session, half of the members attend the House while the rest join the proceedings through videoconference.

“Due to technical reasons, such a session will not be possible. We will have a normal session, but with restrictions,” said an official.

Telangana Pradesh Congress Committee (TPCC) secretary G. Narendra Yadav succumbed to the virus at a private hospital in Hyderabad, where he was admitted a few days ago.

“It is shocking and saddening that one of our active senior leaders Narendra Yadav died due to COVID-19. May his soul rest in peace and condolences to his family and friends… His death is a great loss to the party,” tweeted party spokesman Dr. Sravan Dasoju.

Yadav is the second party leader to die of COVID-19 in a week. Earlier, former chairman of minority cell of a party in undivided Andhra Pradesh, Mohammed Sirajuddin succumbed to the virus.

He died while undergoing treatment for COVID-19 at a private hospital in Hyderabad on July 6.

His wife and brother had also tested positive for the virus.

COVID-19 had earlier claimed the life of a leader of the Bharatiya Janata Party (BJP). Bhasker Mudiraj, party president of the Mettuguda division in Hyderabad, succumbed to the infection at government-run Fever hospital.

His family had alleged that he was taken to many private hospitals but they refused to admit him as his test reports were awaited.

Bengal BJP MLA found mysteriously hanging in his village

A Bharatiya Janata Party (BJP) Legislator in West Bengal was found hanging in his village in North Dinajpur district on Monday.

The incident happened at Bindal in Hemtabad area. MLA Debendra Nath Ray, who had joined the BJP in 2019, was found mysteriously hanging a few meters away from his home near a local market.

Earlier, he was elected on a CPI-M ticket in 2016. The family members of Ray, however, alleged that he was murdered for his political affiliation and have demanded a thorough probe into the matter.

State BJP leaders said that people are of the clear opinion that he was first killed and then hung in his village. “His crime was that he joined the BJP in 2019,” West Bengal BJP tweeted.

Senior state BJP leader Sayantan Basu said: “If an elected MLA is not safe in Bengal, what will be the safety for common people here? We will demand a Central Bureau of Investigation (CBI) probe into the matter. There is no law and order in the state.”

This is absolutely uncalled for and whoever is guilty should be immediately punished, irrespective of any political color,” Acharya said.

Condemning the incident, BJP national General Secretary Kailash Vijayvargiya twitted, saying: “Ray was killed”. Vijayvargiya also raised the question of Ray’s political affiliation behind the killing.

All eyes on Congress meeting in Jaipur

Amid the political turmoil in Rajasthan, senior leaders of the Congress are keeping an eye on the legislature party meeting to be held in Jaipur on Monday.

The Senior Congress leaders are calling MLAs personally to have full attendance during the meet. The party has dispatched two leaders from Delhi, Ajay Maken, and Randeep Singh Surjewala, to report back the exact situation to the party high command.

Sources close to the Ashok Gehlot camp said that the numbers are with the Chief Minister, however, his Deputy Sachin Pilot in a late-night statement claimed that the government in Rajasthan has been in the minority after 30 MLAs promised allegiance to him.

The Congress leaders are anxious about the outcome and many hoped an amicable solution will be worked out to pacify Pilot. The Deputy Chief Minister is in Delhi after police served him a notice to investigate a complaint filed by the Congress under sedition charges.

Telangana Chief Minister K. Chandrashekar Rao has returned to his camp office, Pragathi Bhavan in Hyderabad, on Saturday afternoon after taking a break for two weeks. He held a meeting with the agriculture officials on the comprehensive agriculture policy which would be introduced soon.

During the time when he was not in the Pragathi Bhavan, the Opposition parties staged protests seeking the whereabouts of the CM and also filed a petition in the High Court, which viewed it seriously and reprimanded the petitioner not to “play political gimmicks”. The netizens posted different messages on the social media about KCR’s disappearance from public view.

For the last two weeks, KCR was reportedly confined to his farmhouse, 100 km away from Hyderabad. On June 28, after holding a review meet on the health condition of people in the state, he had been to the farmhouse and returned only yesterday afternoon.

In the meeting with the agricultural officials, he enquired the officials if the farmers had sown the same crops as suggested by the officials and also asked about the acreage of various crops. The officials told the farmers to sow such crops which would give a bumper yield and also help them in getting a remunerative price in the market.

KCR is likely to release a statement after taking stock of the agriculture activity in the state. In the next week, he is likely to meet the farmers directly.

Most wanted Gangster Vikas Dubey has been killed in an encounter

0

Exactly 24 hours after his arrest, most wanted gangster Vikas Dubey has been killed in an encounter. This incident took place while Vikas Dubey was being shifted from Ujjain to Kanpur via road.

The UP Special Task Force (STF) police started to Ujjain early in the morning in three vehicles. However, one of the three vehicles overturned on the highway. During that time Vikas Dubey is said to have tried to escape. Alerted by this the police have fired at him and in this Dubey sustained injuries and was unable to move.

Having noticed this the police have rushed Dubey to a nearest hospital. But then the doctors have declared him as dead.

This whole episode sounds very dramatic and certainly many will have their doubts. In fact for some this is not a surprise at all as Vikas Dubey’s mother and brother have appealed to the police to kill him for being the most dreadful gangster.

Dubey killed to cover up his links: Kapil Sibal

Congress leader Kapil Sibal on Friday said that the encounter killing of gangster Vikas Dubey was predicted by many persons and questioned if it was done to cover up his alleged political links.

“Killed in an encounter. Predicted by many, wilful incompetence. Or, is it a conspiracy to destroy evidence linking Vikas to certain parties and individuals?”

“Commission to investigate politician-police-criminal nexus in UP,” the Supreme Court lawyer added.

Dubey was being transferred from Madhya Pradesh’s Ujjain when he was killed by police after he tried to flee from their custody in the Bhauti area near Kanpur on Friday morning. He was wanted for the killing of eight police officials on July 3 in Bikru village in Kanpur district.

Muslim leaders threaten protest over razed mosques in Telangana secretariat

AIMIM president Asaduddin Owaisi, religious scholars and leaders of various Muslim organizations have condemned the demolition of two mosques in the premises of the old secretariat in Hyderabad and demanded their immediate reconstruction.

Hyderabad MP and other leaders of the United Muslim Forum (UMF), an umbrella organization of different Muslim groups, said the ‘tragic’ and ‘unconstitutional’ demolition of the two mosques caused pain and agony to the Muslims.

Owaisi, whose All India Majlis-e-Ittehadul Muslimeen (AIMIM) is a friendly party of ruling Telangana Rashtra Samithi (TRS), and other leaders warned that if the government failed to take steps for reconstruction of the demolished mosques at the same place without any delay, Muslims would be forced to launch a strong protest.

They said Muslims were angry with the government over its action because according to the Islamic belief a mosque remains the property of Almighty Allah and its status can never be altered.

They stated in a joint statement that the demolition of two mosques shocked the confidence of the Muslim community in Chief Minister K. Chandrashekhar Rao, who has been projecting himself as a secular.

Demanding that the demolished mosques be rebuilt at the same place, they said Muslims could never accept their reconstruction at another place.

The joint statement was issued by Asaduddin Owaisi, his brother and AIMIM floor leader in Telangana Assembly Akbaruddin Owaisi, Moulana Akbar Nizamuddin and Moulana Mufti Khaleel Ahmed of Jamia Nizamia, president of MUF Moulana Rahmeeuddin Ansari, Jamaat-Islami’s Telangana unit chief Moulana Hamid Mohammed Khan, Jamiatul Ulema Telangana and Andhra Pradesh unit president Moulana Hafiz Peer Shabbir Ahmed, eminent religious scholars Moulana Khalid Saifullah Rahmani, Moulana Jaffer Pasha, and others.

The leaders pointed out that both the mosques (Masjid-e-Hashmi and Secretariat mosque) had their record in Waqf Board and official gazette notification.

Meanwhile, in a delayed move Waqf Board sent a letter to the secretary, minorities welfare, urging him to save both the mosques. Waqf Board Chief Executive Officer Abdul Hameed, along with the letter, also sent gazette notifications of the mosques. He wrote that demolition could anger Muslims leading to law and order problems.

As per the Waqf Board record, the Secretariat Mosque was spread over 677 square yards. Namaz used to be regularly offered there till recently. Even after shifting of the secretariat to nearby BRK Bhavan last year, prayers continued at the mosque and it was only after COVID-19 breakout and resultant lockdown that people had stopped offering prayers there.

In 2008, during the regime of Y. S. Rajasekhara Reddy in undivided Andhra Pradesh, the minorities welfare department had released Rs 35 lakh for renovation of the mosque, and the work was completed in 2010.

Meanwhile, Congress leader Mohammed Ali Shabbir who was a minister in Rajasekhara Reddy’s cabinet said the TRS government hurt the sentiments of the Muslims and the Hindus by demolishing two mosques and a temple at the old secretariat complex. He recalled that in a letter to the chief minister on June 27, 2019, he had appealed to him to save the places of worship.

Shabbir said some ministers had assured that the places of worship would be protected. The Congress leader said the TRS government betrayed the people by demolishing the mosques and the temple.

0

Dreaded gangster Vikas Dubey has been finally arrested by the police. This happened on the wee hours of Thursday morning in Madhya Pradesh’s Ujjain. Ever since the Kanpur episode, Vikas was on the run and the Uttar Pradesh police have deployed 25 teams to hunt him.

On Tuesday, Dubey was spotted at a hotel in Faridabad and the police reached the place and searched for him at every spot. Then social media was abuzz since last night that he was hiding at Noida Film City and then police reached here too. But much to their disappointment, police could not find him.

International students classes become fully online

0

In a huge blow to foreign students in the United States, the US Immigration and Customs Enforcement said on Monday that international students whose classes become fully online either have to depart the country or to transfer to a school with in-person classes. The ICE  told international students on student visas that they must depart the United States if their school is going online this fall semester and they cannot remain through the fall semester.

“Active students currently in the United States enrolled in such programs must depart the country or take other measures, such as transferring to a school with in-person instruction to remain in lawful status,” said the ICE in its temporary exemptions for the Fall 2020 semester. “The US Department of State will not issue visas to students enrolled in schools and/or programs that are fully online for the fall semester nor will U.S Customs and Border Protection permit these students to enter the US,” the ICE added. The ICE said this applies to nonimmigrant F-1 and M-1 students.

With rapid spike in Covid-19 cases across the US, several universities and colleges are asking their student populations to stay home in the fall semester. While some colleges and universities are allowing 40 to 60 percent of their students to return to campus and live in the college residence halls at one time.

Prestigious Universities like Harvard, Stanford are no different. Harvard on Monday announced that it will allow first-year students and some students in special circumstances to be present in the fall, the freshmen will leave in the spring as it will then allow the seniors. Stanford University said it will allow freshmen and sophomores to stay on campus in the fall while juniors and seniors study remotely from home.

Now the statement from the ICE and schools have pushed several international students studying in the US into a great difficulty as large numbers of foreign students are likely to be returned to their home countries. The move is seen as a big set back to the Indian students studying in the US.

AP Governament is against Online Classes

Education minister Adimulapu Suresh warned private educational institutions of serious consequences if they conducted online classes to the students across the state. He said that the academic year is likely to begin on August 3, 2020, as announced by the state government earlier. He asked the private school managements not to go for online classes till the government issued the 2020-21 academic year schedule.

This warning has been issued following the appeals of a few parents that they cannot afford to buy smart phones, lap tops, tablets, to facilitate students attend online classes. In the wake of the pandemic, lakhs of people are struggling to make ends meet and how can they buy smart phones, Suresh pointed out.

The minister said that students not having electronic gadgets will lag behind while those having them will listen to the online classes. In view of the disparity in gaining knowledge, the AP government has issued blanket ban on online classes, he said.

The minister also said that many private schools did not pay salaries to their employees in view of Coronavirus-induced lockdown. The Andhra Pradesh School Regulatory and Monitoring Commission will look into the issue of whether to continue the online classes.Meanwhile, the AP government has also received guidelines from the Centre to conduct UG and PG exams.

Economic mismanagement a tragedy, will destroy millions: Rahul

Reacting to a research report that Indians are worst-hit on the economic front and that 8 out of 10 rural households had lost income during the coronavirus pandemic, Congress leader Rahul Gandhi on Tuesday alleged that the economic mismanagement was a tragedy that was out to destroy millions.

“India’s economic mismanagement is a tragedy that is going to destroy millions of families,” he tweeted.

He said that it would no longer be accepted silently.

The Congress leader has been raising the issue of economic problems Indians are facing due to the lockdown amid coronavirus pandemic.

Rahul Gandhi was quoting research by the University of Chicago and Centre for Monitoring Indian Economy, which said that 80 percent of rural and 75 percent urban households have suffered a loss in income.

Congress General Secretary KC Venugopal in a statement on Tuesday said that the country lost nearly 13 crore jobs, with many states reaching unemployment figures of 40 percent.

The fight against COVID-19 is more difficult than the war of Mahabharata

0

The Shiv Sena today said that Prime Minister Narendra Modi had expressed confidence that the battle against COVID-19 would be won in 21 days, but it has been over 100 days and the crisis still persists.

The fight against COVID-19 is more difficult than the war of Mahabharata, an editorial in Shiv Sena’s mouthpiece ‘Saamana’ said, adding that the battle against the pandemic will continue till 2021 as the disease vaccine won’t be available before that.

It expressed concern over India reporting the third-highest COVID-19 cases in the world. It is unfortunate and serious for the country, which is dreaming to become a financial superpower, to report over 25,000 COVID-19 cases in 24 hours, the Shiv Sena said.

We left Russia behind in terms of the number of cases. We will attain the number one slot in this unfortunate area if the number of cases continues to go up,” it said.

The war of Mahabharata lasted for 18 days. Prime Minister Narendra Modi had exuded confidence (in March) that we will win this battle against COVID-19 in 21 days. But it has been over 100 days and the coronavirus still persists and those fighting it have become tired, the Shiv Sena claimed.

Patients are recovering on a big scale in Maharashtra, but the situation in some areas of the state turns one restless, it said citing the example of Thane district, which has been a major COVID-19 hotspot.

The Shiv Sena said several politicians, public representatives, policemen, health workers, and other administrators are getting infected by the disease, and this does not suit the country and states.

“The coronavirus will be there and (we) need to live with it…the vaccine for coronavirus will not be available before 2021…that means (we) will have to live with coronavirus at least till then, it said.

Without naming anyone or any party, the Shiv Sena said questions are being raised as to for how many days the lockdown will continue.

But when you open the door , the “messengers (threat) of coronavirus” is right out there, the Marathi publication said.

Maharashtra Chief Minister Uddhav Thackeray has relaxed lockdown restrictions to some extent, but the threat is still not over, the Sena said.

It said the COVID-19 must be fought even though the industries, economy, and lifestyle have been hit hard by the disease.

Governor Tamilisai has called for a review meeting

0

Telangana Governor Tamilisai Soundararajan is said to be unhappy with the TRS government in the way it is handling the Covid-19 crisis in the state. Accordingly, Governor Tamilisai has called for a review meeting on Monday and informed the Chief Secretary Somesh Kumar and Health Secretary to make it to the meeting.

However, both the CS Somesh and Health Secretary skipped this meeting citing that they were pre-occupied with already committed appointments. So Governor Tamilisai held the review with the officials who were present as per the allotted time.

With Monday’s review did not go as per the plan, Governor Tamilisai has reportedly rescheduled it to tomorrow. Also the Governor will be interacting with private hospitals tomorrow at 11 AM regarding Covid-19 management and public grievances.

The private hospitals have been charging a bomb from the Covid-19 patients and the Governor will discuss this with the hospitals.

Schools Reopen in Andhra Pradesh

0

The Andhra Pradesh government has decided to reopen schools all over the state from July 13th. This is a surprising move by the YCP government as earlier the Union Human Resource ministry has said that all the schools would reopen after August 15th.

Initially the YCP government fixed August 3rd as the date for reopening of schools and CM Jagan wanted to launch his YSR Vidhya Kanuka scheme too on the same date. But the government changed its mind and brought the date much closer. It is just a week away from now and it is yet to be known whether YSR Vidhya Kanuka would be launched from July 13th.

As per the government sources, the primary schools will conduct classes once in a week while upper primary and higher school classes will hold twice in a week in the state with restrictions and Covid-19 protocols in place.

Also the YCP government would be introducing bridge courses for students while all the Headmasters and Teachers of all the schools all over the state were asked to update all the registration of students on or before July 10th.

We have to see if the Union HRD intervenes in AP government’s decision as the Covid-19 situation is getting worrisome in the state.

SL extends voting time for parliamentary polls

The Sri Lankan Elections Commission (EC) has increased the voting time for the upcoming parliamentary polls by an hour, it was reported on Tuesday.

In a statement on Monday, the Commission said the revised polling time will now be from 7 a.m. to 5 p.m., the Daily Financial Times newspaper reported.

The statement did not mention the reason for the extension but it was likely that the decision was made to give the public enough time to vote while adhering to social distancing measures due to the COVID-19 pandemic.

Sri Lanka is set to hold its parliamentary elections on August 5, after they were postponed twice due to restrictions linked to the pandemic.

The elections were initially set to be held on April 25, after President Gotabaya Rajapaksa had dissolved Parliament in March following his landslide victory in the November 2019 presidential polls.

The date was shifted to June 20 after lockdown measures were announced in mid-March.

The elections are set to be held under strict health protocols with campaign meetings limited to a maximum of 100 people, while the Elections Commission has recommended using the print and electronic media for campaign purposes and cutting down physical meetings to avoid exposure to the virus.

The Commission has also limited house-to-house campaigns to a maximum of three people.

Rajapaksa was sworn-in as President after an easy victory in November 16, 2019, polls on the back of an agenda focused on national security.

Soon after, he appointed his brother Mahinda Rajapaksa as the Prime Minister and dissolved the opposition-majority Parliament.

The President’s Sri Lanka Podujana Peramuna party has to win the majority in the house in order to secure the government’s full control in the semi-presidential representative democracy.

BJP central leadership to decide MP portfolio allocation

The Shivraj Singh Chouhan cabinet in Madhya Pradesh has been expanded, but the issue of portfolio distribution is still unresolved. Now, it has been learned that it is the central BJP leadership which will decide who gets what in Madhya Pradesh.

It has been five days since the Chouhan cabinet was expanded, but the exercise of portfolio distribution is still going on. Chief Minister Shivraj Singh Chouhan, who has been shuttling between Bhopal and Delhi for quite some time, met all the top leaders in Delhi for two days and discussed the distribution of portfolios with the central leadership.

On July 2, a total of 28 new ministers were inducted in the council of ministers, including 12 from Jyotiraditya Scindia’s camp. Of the 22 Congress MLAs who resigned from the Congress to join the BJP, 14 are now ministers.

Sources have said that Scindia has been demanding independent charge for the ministers of state and has put forth a proposal to the central BJP leadership to allot plum portfolios to his loyalists.

Sources also added that if the party agrees to Scindia’s demand, no minister will have two portfolios as there are only 34 departments in the state.

A meeting was held on Monday night between Madhya Pradesh BJP in-charge Vinay Sahasrabuddhe and Scindia amidst the ongoing race for allocation of portfolios. The two leaders also believed to have discussed the strategy for the by-elections for 24 assembly seats to be held soon.

Sahasrabuddhe said that a meeting with Scindia was held at his residence to discuss by-elections and other political issues of the state.

BJP sources said that the Chief Minister has submitted a list of possible portfolios of ministers to BJP President J.P. Nadda. The list will be discussed between Nadda and General Secretary (Organization) B.L. Santhosh and only then a final decision is likely to be taken. The announcement of portfolios of ministers is expected anytime by late Tuesday evening.

Sources say that the Scindia camp has been insisting on getting departments like Rural Development, Panchayats, Women and Child Development, Irrigation, Home, Transport, Public Relations, and Food Supply. The party is considering these demands.

The BJP government was formed in March after toppling the Kamal Nath government with 22 of the Congress MLAs breaking away along with Scindia to support the BJP. Out of the 22 MLAs, who have to seek re-election now, 14 have been made ministers. Now the churning is going on for the portfolio distribution.
