Telangana HC Seeks Mediation in Rs 4 Cr Dispute

Telangana HC Seeks Mediation in Rs 4 Cr Dispute:

The Telangana High Court has taken a significant step towards resolving a longstanding issue between the AP State Film, Television, and Theatre Development Corporation Limited and the Telangana state government, which involves approximately Rs 4 crore. In an effort to find an amicable solution, the court has recommended that the matter be submitted to mediation.

The crux of the matter lies in the corporation’s claim that the Telangana state government owes them a substantial sum of Rs 4,07,71,134 for the utilization of their building premises. Despite the corporation’s repeated attempts to settle this outstanding bill, the government has neither disputed the claim nor provided a response.

Recognizing the need for intervention and resolution, the Telangana High Court has appointed Justice Challa Kodanda Ram, a former judge of the Telangana Court, to mediate the dispute. Parties involved in the dispute have been directed to appear before Justice Challa Kodanda Ram on September 12 to begin the mediation process.

This decision by the court underscores the importance of finding equitable solutions to financial disputes, ensuring that all parties involved receive fair treatment and that outstanding financial obligations are met. Mediation offers a collaborative and less adversarial approach to resolving such matters, and it is hoped that this process will lead to a satisfactory resolution for both the AP State Film, Television, and Theatre Development Corporation Limited and the Telangana state government.

Aditya-L1 Mission Sparks Student Interest in Solar Studies:

In the aftermath of Chandrayaan-3‘s ongoing lunar discoveries, educational institutions are once again witnessing a resurgence of scientific curiosity. However, this time, the object of fascination is not the Moon but rather the Sun, capturing the imagination of both students and educators alike.

The buzz surrounding the Aditya-L1 mission, India’s ambitious endeavor to study the Sun from close proximity, has ignited a blaze of enthusiasm within schools and colleges.

This fervor stands as a testament to the enduring impact of visionaries like Dr. A.P.J. Abdul Kalam, who continues to inspire generations toward scientific inquiry and exploration, according to some educators.

The enduring legacy of Dr. Kalam has played a crucial role in nurturing a passionate fascination with space and technology among the younger generation. His wisdom has instilled the belief that no dream is too grand, and every challenge is surmountable. This mindset serves as the ideal launching pad as India consistently achieves new scientific milestones,” noted Pavitra Jadhav Naik, a science teacher at a private school.

Reflecting on the impact of these achievements on young minds, physics professor Santosh B. stated,
Our classrooms have evolved into centers of discussion where we delve into the enigmas of the Sun. It’s heartwarming to witness students so deeply inspired.”

Roma K.J.D., a student, expressed that Chandrayaan was just the beginning, emphasizing that Aditya-L1 marks a significant leap for India.

The prospect of a satellite investigating the Sun’s corona from an advantageous location in space is undeniably fascinating. It’s akin to unraveling all the intricacies surrounding the core of our solar system,” she enthused.

English teacher Ali Mahmood highlighted the ‘interdisciplinary impact’ of such missions on education, emphasizing that the discussions have transcended science classrooms. Students are now composing essays on the Sun’s symbolic significance in literature, and its role in shaping mythologies is being explored.

Aditya-L1 Mission Sparks Student Interest in Solar Studies

He further noted that this achievement would serve as a fitting tribute to inspirational figures like Dr. Kalam, Jawaharlal Nehru, Homi J. Bhabha, and Vikram Sarabhai, among others, who were pioneers in their own right.

Kartikeya Reddy, a general science teacher, noted that as the mission draws nearer to its September 2 launch date, the anticipation surrounding Aditya-L1 is not merely fleeting; it represents a spark with the potential to illuminate the path for the upcoming generation of scientists, engineers, and visionaries.

High Court: Scrutiny Required for Resident Certificates:

The Telangana High Court has instructed the state government to advise tahsildars to exercise caution when issuing permanent resident certificates to students who use them to claim local candidate quotas.

In a case heard by a division bench consisting of Chief Justice Alok Aradhe and Justice T. Vinod Kumar, concerns were raised about the necessity of granting resident certificates to students pursuing higher education in other states.

The court’s viewpoint is that certificates specifying a particular duration of the applicant’s stay cannot be classified as permanent home certificates.

This matter pertained to a group of students who filed petitions seeking directives for Kaloji Narayana Rao University for Health Sciences to acknowledge their resident certificates and grant them eligibility for local quotas. The university had denied them admission under the local candidate quota because their home certificates had a defined time frame.

Upon inquiry, A. Prabhakar Rao, counsel for the university, explained that resident certificates were issued to candidates who had relocated to Amarvati after the state’s bifurcation. These students had completed their education from Class Eight to Intermediate in Andhra Pradesh.

The court noted that it had recently issued orders to relax the local rule based on permanent residence certificates to ensure that no Telangana student would miss out on the local candidate quota. However, the court observed that the current situation was contradictory to its intent. Therefore, the court suggested that the tahsildar’s office should investigate the nativity and educational certificates of candidates before issuing such quota certificates. It directed Advocate-General B.S. Prasad to inform the government to issue guidelines to the relevant authorities responsible for issuing resident certificates.

Investigation: Government Confirms Ongoing Inquiry into NoC Scam

Government Confirms Ongoing Investigation into NoC Scam:

In the High Court, the state government revealed that an ongoing departmental investigation is in progress regarding the alleged no objection certificate (NoC) scam involving a 5,262 square yard of land in Nanalnagar, Gudimalkapur.

Advocate-General B.S. Prasad informed that the inquiry has advanced with the examination of four witnesses, and the 85-year-old Shanti Agarwal, asserting ownership of the disputed land, is scheduled for examination on September 8. The Attorney-General further stated that officials aim to conclude the departmental investigation within a span of six weeks.

This legal matter reached the High Court through a series of appeals filed by senior IAS officer Navin Mittal, who serves as the principal secretary of revenue and chief commissioner of land affairs (CCLA), along with others. These appeals challenge the directives of a single court that initiated the departmental inquiry into the issuance of the NoC for the land.

Investigation: Government Confirms Ongoing Inquiry into NoC Scam

Furthermore, the single judge’s ruling included the order for a case to be registered against private individuals Abdul Rub, Abdul Rukmuddin, and others. These individuals were accused of presenting falsified documents claiming ownership of the land and securing clearance from the NoC committee. Notably, Navin Mittal, then the Hyderabad collector in 2017, headed this committee.

In light of the pending appeals, the High Court had previously instructed the Advocate General to provide updates on the status of the departmental inquiry concerning both the authorities and the private individuals involved in the NoC issuance.

Liquor: Telangana Government Relaxes Liquor Purchase Regulations

Telangana Government Relaxes Liquor Purchase Regulations:

Liquor stores in Telangana have acquired wine worth over Rs 200 crore in the past three days using post-dated cheques. This move came as the government permitted wine shop owners to take advantage of this opportunity to obtain as much wine as possible before the Election Commission introduced restrictions following the announcement of the Assembly polls schedule.

Under the regular protocol, shop dealers are required to acquire stocks by making payments through challans to the TS Beverages Corporation Ltd., with no credit facilities available. However, when numerous dealers faced financial constraints and were unable to purchase additional stocks, the government extended permission for them to procure wine against post-dated cheques.

Taking advantage of this opportunity, dealers have successfully purchased Rs 70 crore worth of stock on each of the three days since Tuesday.

shares of companies within the Adani Group experienced declines

The shares of companies within the Adani Group experienced declines on Thursday following allegations from the investigative reporting platform OCCRP. The report suggested that hundreds of millions of dollars had been invested in publicly traded Adani Group stocks through Mauritius-based investment funds with opaque structures, managed by associates of the billionaire Gautam Adani’s promoter family.

Falling shares of Adani Group
Adani Power’s shares dropped 3.82 percent

Despite these allegations, the Adani Group vehemently denied any wrongdoing. On the Bombay Stock Exchange (BSE), Adani Green Energy’s stock saw a significant decrease of 4.43 percent, trading at Rs 927.65 per share, with a market capitalization of Rs 1.47 lakh crore. Adani Power’s share price dropped 3.82 percent to Rs 315.85, while Adani Enterprises, the flagship company, declined by 3.56 percent to Rs 2,424, and Adani Energy Solutions fell by 3.18 percent to Rs 814.95 per share.

Other companies within the Adani Group also saw declines in their stock prices, with Adani Ports and Special Economic Zone (APSEZ) slipping by 2.75 percent to Rs 796.50, and Adani Total Gas dropping 2.74 percent to Rs 634.60. NDTV’s share price fell by 2.69 percent to Rs 213.30, and Adani Wilmar declined by 1.83 percent to Rs 362.20 per share on the BSE.

During the morning session, the benchmark 30-share BSE Sensex was trading slightly lower, down by 38.32 points or 0.06 percent, at 65,048.93 points.

It’s worth noting that these fresh allegations from an organization funded by individuals such as George Soros and the Rockefeller Brothers Fund come after a US short seller previously alleged accounting fraud, stock price manipulation, and improper use of tax havens by the Adani Group. This had resulted in a significant reduction in the value of Adani Group shares, amounting to nearly USD 150 billion. The Adani Group has consistently denied all allegations made by the Hindenburg report.
