This matter pertained to a group of students who filed petitions seeking directives for Kaloji Narayana Rao University for Health Sciences to acknowledge their resident certificates and grant them eligibility for local quotas. The university had denied them admission under the local candidate quota because their home certificates had a defined time frame.

Upon inquiry, A. Prabhakar Rao, counsel for the university, explained that resident certificates were issued to candidates who had relocated to Amarvati after the state’s bifurcation. These students had completed their education from Class Eight to Intermediate in Andhra Pradesh.

The court noted that it had recently issued orders to relax the local rule based on permanent residence certificates to ensure that no Telangana student would miss out on the local candidate quota. However, the court observed that the current situation was contradictory to its intent. Therefore, the court suggested that the tahsildar’s office should investigate the nativity and educational certificates of candidates before issuing such quota certificates. It directed Advocate-General B.S. Prasad to inform the government to issue guidelines to the relevant authorities responsible for issuing resident certificates.

In the High Court, the state government revealed that an ongoing departmental investigation is in progress regarding the alleged no objection certificate (NoC) scam involving a 5,262 square yard of land in Nanalnagar, Gudimalkapur.

Advocate-General B.S. Prasad informed that the inquiry has advanced with the examination of four witnesses, and the 85-year-old Shanti Agarwal, asserting ownership of the disputed land, is scheduled for examination on September 8. The Attorney-General further stated that officials aim to conclude the departmental investigation within a span of six weeks.

This legal matter reached the High Court through a series of appeals filed by senior IAS officer Navin Mittal, who serves as the principal secretary of revenue and chief commissioner of land affairs (CCLA), along with others. These appeals challenge the directives of a single court that initiated the departmental inquiry into the issuance of the NoC for the land.

Furthermore, the single judge’s ruling included the order for a case to be registered against private individuals Abdul Rub, Abdul Rukmuddin, and others. These individuals were accused of presenting falsified documents claiming ownership of the land and securing clearance from the NoC committee. Notably, Navin Mittal, then the Hyderabad collector in 2017, headed this committee.

In light of the pending appeals, the High Court had previously instructed the Advocate General to provide updates on the status of the departmental inquiry concerning both the authorities and the private individuals involved in the NoC issuance.

Liquor stores in Telangana have acquired wine worth over Rs 200 crore in the past three days using post-dated cheques. This move came as the government permitted wine shop owners to take advantage of this opportunity to obtain as much wine as possible before the Election Commission introduced restrictions following the announcement of the Assembly polls schedule.

Under the regular protocol, shop dealers are required to acquire stocks by making payments through challans to the TS Beverages Corporation Ltd., with no credit facilities available. However, when numerous dealers faced financial constraints and were unable to purchase additional stocks, the government extended permission for them to procure wine against post-dated cheques.

Taking advantage of this opportunity, dealers have successfully purchased Rs 70 crore worth of stock on each of the three days since Tuesday.

Lokesh Embarks on 100-Day Padyatra with His Mother

N. Bhuvaneswari, wife of Telugu Desam Party (TDP) president and former Chief Minister N. Chandrababu Naidu, joined her son Nara Lokesh’s ongoing padyatra on its 100th day.

Accompanied by other family members, including Lokesh’s aunt Lokeshwari, they walked alongside him as he resumed his foot march from the campsite in the Srisailam constituency.

Telangana launches India’s first robotics policy framework

Telangana leads the way with the first state robotics framework, aimed at establishing a sustainable robotics ecosystem and positioning the state as a leader in innovation, entrepreneurship, research, and development.

The Minister of Information Technology and Industries, The robotics framework was launched by K.T. Rama Rao, the Information Technology and Industries Minister, as the sixth framework by the Emerging Technologies Wing of the ITE&C Department.

The minister emphasized that Telangana has always recognized the significant role of technology in the development of a state and has prioritized the adoption of the latest technological advancements to encourage innovation.

Telangana established the Emerging Technologies Wing in 2017 to drive ecosystem development and government adoption of emerging technologies such as AI, Blockchain, Drones, Additive Manufacturing, IoT, Space Tech, Cloud, and Robotics.

Telangana has already released 5 policy frameworks on AI, Cloud, Blockchain, Drone, and SpaceTech, making it a pioneer in adopting emerging technologies and a role model for other states, according to the minister.

In collaboration with the All India Robotics Association, academia, industry experts, and stakeholders, the Emerging Technologies Wing has developed a comprehensive roadmap, the robotics framework, to promote the growth of the robotics industry in the state and contribute to the development of the industry in the country.

The framework aims to utilize robotics technology to promote growth and development in four domains – agriculture, healthcare, industrial automation, and consumer robotics.

One of the main aspects of the framework is the establishment of a Robo Park that will provide testing facilities, co-working spaces, and manufacturing options in partnership with industry, academia, and incubators, either on state-owned sites or at competitive rates.

A world-class robotics accelerator will also be established in the state, providing startups with the necessary incubation, infrastructure, authorization support, market insights, investor connections, and mentorship support.

The government has identified five key pillars to achieve the vision of the framework, including infrastructure access, business enablement, fostering research and innovation, human capital enhancement, and responsible deployment.

A separate entity named Telangana Robotics Innovation Center (TRIC) will be established by the state to oversee the implementation of the framework and act as a nodal point for executing the key pillars outlined in the framework.

MoUs have been signed between the Telangana state government and five organizations, namely IIT Hyderabad, ART PARK IISC, GMR Hyderabad International Airport Ltd (GHIAL), AgHub (PJTSAU), and the All India Robotics Association (AIRA). The signed MoUs include academic institutions, industry associations, and incubators.

Telangana aim of Global Robotics Summit:

Telangana plans to host a Global Robotics Summit to exhibit its developing robotics ecosystem and draw investments worldwide. The summit will enable researchers, startups, and industry leaders to display their innovations, establish connections with potential partners and investors, and explore fresh business prospects.

The occasion also featured speeches by Jayesh Ranjan, Principal Secretary of ITE&C and Industries, and Rama Devi Lanka, Director of Emerging Technologies.
