Trump, With Imran Khan By His Side, Offers J&K Mediation For Third Time

US President Donald Trump changed his offer of negotiation between India and Pakistan on Monday in advance of a meeting with Pakistani Prime Minister Imran Khan. The offer – his third – came barely 24 hours after he shared stage with Prime Minister Narendra Modi at a huge community meeting in Houston and emphasized the US will be to the side “free the world of thorough Islamic violence”.

At the start of Monday’s conference with Imran Khan, President Trump said if both Mr Khan and PM Modi wanted him to mediate an agreement between them on Kashmir, he was “ready, willing and able”.

“If I can assist, I will certainly assist… If both (India and Pakistan) want, I am ready to do it… I have a very good association with Prime Minister Modi. I have a very good bond with Prime Minister Khan… I would be an extremely good mediator. I have never been unsuccessful as a mediator,” he told reporters, Imran Khan at his side.

Previously, during meetings with Imran Khan in which the Pakistan Prime Minister had raised the Kashmir subject, US President had talked of arbitration between Islamabad and New Delhi. But India had said a solid “no”, reiterating that Kashmir was a mutual issue.

In his speech on Sunday, PM Modi has shown his aggression on Pakistan, which is also attending the UN General meeting and is predictable to raise Kashmir. Without identification of the country, he said they have “made detestation towards India the center of their schema of things. They support terror, they harbor terrorists”.

“Whether it is 9/11 in America or 26/11 in Mumbai, where are its conspirators found? Not only you, the whole universe knows who these people are,” he added.

On his part, Trump had vowed to defend guiltless civilians from the danger of radical Islamic terrorism and enforcing border security.

But asked if he agreed with India’s stand that Pakistan is a base for terrorists, US President said, “I have been pointing much more to Iran”. relating PM Modi’s comments on Pakistan at the Houston episode on Sunday as “very aggressive”, President Trump, though, added that it was “well established” by the 50,000-strong Indian-Americans who were attending the program.

On US-Pakistan ties, Trump said: “People in my place have treated Pakistan very badly… I believe Pakistan but presidents before me didn’t, but they didn’t know what they were doing,” he briefed in response to a question.

He briefed, ” It is a very tough job to make a psychological film along with excellent VFX. I congratulate director Surender Reddy for pulling it off.”

Chiranjeevi and Rajamouli are yet to make a film as a team. However, Chiranjeevi played a cameo role in the director’s film Magadheera, which had Ram Charan in the lead role.

Other leading characters in the film are Vijay Sethupathi, Sudeep, Nayanthara, Jagapati Babu, Tamannaah, and Amitabh Bachchan. The film is all set to release on 2nd of October.

Meanwhile, SS Rajamouli is busy with his big-budget film RRR, Jr.NTR and Ram Charan play the lead role in the film.

Stop Karnataka Bypolls on 15 seats, disqualified MLAs ask Supreme Court

The Supreme Court today ordered the Election Commission to react to a petition by Karnataka’s 15 ineligible lawmakers who want the procedure to hold by-polls on their seats hovering till a verdict is taken on their appeal against the Speaker’s decision. The highest court in India will start trial this appeal on Wednesday.

The request to the three-judge bench led by Justice NV Ramana comes days after the Election Commission declared the elections for 15 Karnataka unoccupied assembly seats. The official order notifying the election is planned to be issued on 27 September, Friday.
The lawmakers, banned by former speaker KR Ramesh, are disqualified from participating in the election till the term of the present assembly under the anti-defection law ends.

The Congress and Janata Dal-Secular lawmakers had left their seats in July before changing to resorts and hotels in Mumbai where they were sequestered, allegedly by BJP leaders, to stop them from altering their mind. KR Ramesh, who was the speaker before the HD Kumaraswamy-led federation government lost its bulk, however, ruled that they had desecrated the anti-defection law and barred them.

The departure of the Congress-JD(S) MLAs during HD Kumaraswamy’s conviction vote had led to the fall down of the coalition government in July and helped the BJP come to power.

Senior advocate Mukul Rohatgi, appearing for the barred MLAs, told the bench that as per barring orders of then-Speaker K R Ramesh Kumar, these members cannot compete in the elections for the enduring phase of this Assembly which will end in 2023.

The Election Commission’s committee told the bench that Bypolls for 15 unoccupied Assembly seats have been notified and the court should not hang about the elections. The EC counsel also stressed that the Speaker’s order disqualifying these MLAs cannot remove them of their right to compete Bypolls.

The next census of India in 2021 – the massive implementation to establish the population of the country – will be a “digital census”, with a mobile application used to gather data, Union Home Minister Amit Shah said on Monday. He also advised the scheme of a multipurpose ID card for every Indian which is the combination of passport, Aaadhar and the voter card.

“A mobile application will be used in Census 2021. It will be an alteration from document census to digital census,” Shah believed at an event in Delhi. “We can have just one card for all purposes like Aadhaar, passport, bank account, driving license, voter card. This is a perspective,” he briefed.

Shah also said that the National Population Register will be arranged for the first time in the 2021 census.

For the first time in the 140-year history of the census in India, data is planned to be composed through an app and people who carry out door-to-door counting would be encouraged to use their phone.

The last census was conducted in 2011 when the country’s populace stood at 121 crore.
In March this year, the government had declared that the next census will be performed in two phases with March 1, 2021. For Jammu and Kashmir and few areas of Himachal Pradesh and Uttarakhand, the allusion date shall be the first day of October, 2020, the notification said.

Centre’s recent tax sops to cut TS budget by about ₹1,400 cr

Finance Minister T. Harish Rao told the Legislative Council on Sunday that there would be further cut of about ₹1,400 crores in the devolution of Central funds to the State following the latest reduction in Corporate Tax announced by Union Finance Minister.

During his reply to the debate on the Appropriation Bill, he explained that reduction in taxes would reduce the Centre’s revenue by about ₹1.45 lakh crore for 2019-20. As the Centre would devolve 42% of its revenue to States and as Telangana would get 2.47% of the total devolution, it would translate into about ₹1,400 crores.

As the Centre’s announcement had come after the State’s budget presentation, it would have a proportional impact on the State’s budget estimates too, Mr. Harish Rao said while responding to a plea by MIM member Syed Aminul Hasan Jafri for allocation of funds for Constituency Development Programme fund as no allocation was made this year. The Finance Minister said the provision of ₹100 crores made was to clear the works already sanctioned by the legislators.

No CDP funds
The government would, however, consider releasing more funds if there was any turnaround in the economic slowdown being experienced across the country, Mr. Harish Rao said adding that no fresh sanctions would be given for CDP works this year.

On Congress member T. Jeevan Reddy’s observation of increasing debt, Mr. Harish Rao said the borrowings were well within the limits prescribed by the Finance Commission guidelines and Fiscal Responsibility and Budget Management norms. The total borrowings of Telangana stood at 20.04% of the GSDP against the limit up to 25% but about 15 other progressive States had higher borrowings with Punjab’s debt standing at 42% of its GSDP in the first place and Gujarat at 21% of its GSDP above Telangana.

He explained that at the time of Telangana formation, the debt share of the State was ₹75,577 crore and they had borrowed ₹1,57,351 crore more during the last five years. However, they have repaid ₹29,198 crores and which meant that the net borrowing was only ₹1,28,153 crore in addition to security (guarantee) given by the government for borrowings by special purpose vehicles and corporations. Further, he stated that all the loans were being used for capital expenditure.

The Minister also stated that Kaleshwaram water would be taken to Suryapet district this year itself from Lower Manair Dam to fill tanks. Members M.S. Prabhakar Rao, B. Venkateshwarlu and K. Damodar Reddy (all TRS), N. Ramchander Rao (BJP) and A. Narsi Reddy (Independent) also spoke as part of the debate.

Terror camps in Pakistan’s Balakot are lively again, Army chief Bipin Rawat believed on Monday, about seven months after the Indian Air Force shattered the complex run by the Jaish-e-Mohammad in revenge for the Pulwama terror attack.

Army chief Rawat further added that nearly 500 troops are waiting to infiltrate into India.
“Balakot has been again activated by Pakistan in recent times. That shows that Balakot has been affected. It had been dented and destroyed. And that is why people have got away from there and now it has been reactivated,” he briefed to the reporters on Monday.

A bunch of IAF jets had shattered the terror launch pads in Balakot in an airborne attack passed out on February 27. During the in-flight confrontation, Abhinandan Varthaman brought down a Pakistani F-16 but was taken hostage near the Line of Control (LoC). He was later let go by Islamabad.

Pakistan had also determined to limit access to its airspace after the Balakot strikes, follow-on in a loss of 8.5 billion Pakistani rupees.

The airspace was opened in July, but Pakistani leaders have in recent weeks given statements on airspace shutting following India’s move to crumb special status for Jammu and Kashmir.

The Indian team batting coach, Vikram Rathour said before the T20 series against South Africa that Rishab Pant has to be fearless but not careless.
