No one is allowed to come out in Mumbai

0

Severe cyclonic storm Nisarga – the second to strike India in two weeks – made landfall on the Maharashtra coast near Alibaugh at around 1 pm.

This is the first such storm in a long time to impact coronavirus-hit Mumbai, which has reported over 41,000 COVID-19 cases so far. No one is allowed to come out in public places like beaches, parks and promenades along the Mumbai coastline, the police said in a late-night order.

No arrivals and departures are allowed at Mumbai’s Chhatrapati Shivaji Maharaj International Airport till 7 pm today. Maharashtra, Gujarat, Daman and Diu, and Dadra and Nagar Haveli have been put on high alert as some parts of these two states and the union territories fall on the path of the cyclone that developed over a low pressure area over the Arabian Sea.

Meera Chopra opens up on being threatened by Jr NTR’s fans

0

Actress Meera Chopra has become a target of abusive trolls after she unintentionally irked Telugu star Jr NTR’s fans.

On Tuesday, Meera conducted an interactive session where she was asked to give her views about Jr NTR.

“I don’t know him. I am not his fan,” Meera responded.

However, Meera’s response did not go down well with a section of social media users. They targeted her, abused her, trolled her and a few even gave her death threats.

Reacting to trolling, Meera said: “I conducted an ‘Ask Meera’ session on Twitter and a fan asked me about my favorite actor from the south film industry. I said Mahesh Babu. Then somebody asked if I liked Junior NTR, and I said I don’t know him and I’m not a fan. That’s it. As soon as I said that, I was bombarded with abuses, murder threats, rape threats, character assassination and threats against my parents. Some morphed my face with porn actors. I’ve got close to 30,000 abusive tweets so far.”

Meera is extremely angry to see such disgusting behavior of netizens.

She added: “Is there no freedom of choice and expression left in today’s social media world? How can it be a crime to not be somebody’s fan? We can’t possibly love everybody.

“I’ve been tagged a whore, porn star, bitch and whatnot for just expressing my opinion on not being a Junior NTR fan! It’s unfortunate. I’ve been given threats of gang rape, wishes that my parents die of Covid-19. Is this a civilized society? I am angry, but not scared. I’ve been constantly talking about women issues and here I face one myself,” she said.

Meera has also filed a cyber complaint against the abusive trollers.

“I am already in talks with the cyber cell team. I’ve always advocated that women should fight for themselves and stand against what’s wrong. Then how can I not do anything about this! You cannot character assassinate women, give threats, and abuse her for sharing her choice. I have to raise my voice against such fan clubs. These are the kind of people who go out and commit rapes and murders.

“I feel sad for such stars who have such twisted fan base, is this what stardom is? I think a star should address such fan clubs and insist that they refrain from such hooliganism. But they don’t do that. Their fans are openly discussing gang rapes and murders and they also use their DPs, but stars just stay quiet,” Meera concluded.

Meera is best known for her role in the legal drama “Section 375”.

O.P. Jindal Global University (JGU) on Wednesday said it has been shortlisted by an influential international higher education ranking agency, Times Higher Education (THE), for its Asia Awards 2020 in three categories.

Out of these three categories, JGU is the only university from India to be shortlisted for two of the categories — “Outstanding Leadership and Management Team” and “Excellence and Innovation in the Arts”.

The third category for which JGU has been shortlisted is “Workplace of the Year”.

“The three categories in which JGU has been shortlisted by THE Awards Asia 2020 are at the heart of JGU’s vision to build a world-class university in India,” C. Raj Kumar, Vice-Chancellor of O.P. Jindal Global University, said in a statement.

IT spending in India to plummet 8% in 2020: Gartner

0

Due to Covid-19 pandemic impact, IT spending in India will total $83.5 billion, a decline of 8.1 percent in 2020, according to a forecast by Gartner on Wednesday. This is the first decline in IT spending experienced in India in the last five years.

“The fear of a global economic recession due to the Covid-19 pandemic is forcing CIOs (Chief Information Officers) in India to be very cautious on their IT spending this year,” Naveen Mishra, Senior Research Director at Gartner said in a statement.

“In partnership with their CFOs (Chief Financial Officers), CIOs in India are reprioritizing their IT budgets on mission-critical initiatives.”

In order to adhere to the continued government restrictions on social distancing, CIOs in India will need to spend more on business continuity, remote working and workforce collaboration.

This is shifting spending toward technologies such as desktop as a service (DaaS), infrastructure as a service (IaaS), a virtual private network (VPN) and security, Gartner said, adding that the overall Cloud adoption in India has increased, as a result of this increase in spending.

Spending on devices and data center systems in India are on pace to record the steepest declines in 2020, at -15.1 percent and -13.2 percent, respectively, said the report.

CIOs in India will consider extending life cycles of their existing device assets which will delay new purchases.

While spending is on pace to dip across all segments in India this year, technologies such as telehealth, smart-chatbots, mobile applications enabling deliveries, and distance learning education software will experience an increase in spending in 2020.

As a result, spending on enterprise software is set to record a moderate decline in 2020 at -2.6 percent, it added.

“The lockdown measures forced sectors such as education, healthcare, and public utilities to accelerate their digital transformation,” said Mishra.

However, sectors such as retail, insurance, and banking that were already advanced in their digital transformation have to reduce their IT spending in 2020.

“These sectors will continue to spend on targeted digital initiatives such as artificial intelligence, machine learning and virtual sales assistants, however, they will have to reduce or stop spending on business transformation, process re-engineering and modernization of existing systems,” Mishra added.

Demand for super speciality hospital in Begusarai grows

0

A social activist from Bihar is demanding a super speciality hospital in Begusarai, the area associated with noted poet Ramdhari Singh Dinkar. Begusarai lacks a health facility.

Ajay Kumar who works as an activist in public health said that during the pandemic the fact that Begusarai lacks good health care became prominent despite the Prime Minister focussing on health infrastructure.

Begusarai has many PSUs who can afford establishing the super speciality hospitals. It has Indian Oil Corporation, NTPC and Hindustan Fertilizer.

Ajay Kumar has written to all the PSUs regarding the establishment of the hospital and concerned Ministers have also been given requests, including Dharmendra Pradhan, the Petroleum Minister, and R.K. Singh, the Power Minister. The citizens of the area have also demanded the 500-bed hospital.

Los Angeles mayor takes knee in solidarity with protesters

0

Los Angeles mayor Eric Garcetti took a knee in solidarity with protesters in a demonstration over the death of African American man George Floyd in police custody last week in Minneapolis.

Garcetti took a knee during one of the demonstrations held near LA Police Department headquarters in downtown Los Angeles on Tuesday, expressing his support for peaceful protests against police brutality, Xinhua news agency reported.

“A black face should not be a sentence to die, nor to be homeless, nor to be sick, nor to be under-employed, nor to be under-educated,” the mayor was quoted by local news outlet City News Service as telling the protesters.

“We need a country that listens,” Garcetti noted.

The protests over Floyd’s death went into the seventh straight day on Tuesday in the Los Angeles area.

Thousands of protesters took to the streets of Hollywood, in the largest demonstration of the day in the area and many remained on the streets even after a countywide curfew took effect in the evening.

Authorities in Los Angeles had taken approximately 2,500 people into custody between Friday and Tuesday morning after a mix of peaceful protests and property destruction rocked the city, reported the Los Angeles Times, citing Los Angeles Police Chief Michel Moore.

Although police clashed frequently with protesters after a demonstration turned violent during days of civil unrest across the United States, some police officers were pictured taking a knee alongside protesters to honor the memory of Floyd.

Allahabad High Court stays process to appoint 69K teachers in UP

0

In a jolt to the Yogi Adityanath government, the Lucknow bench of the Allahabad High Court on Wednesday stayed the appointment process of 69,000 assistant basic teachers in Uttar Pradesh.

The court fixed July 12 for further hearing in the case.

Justice Alok Mathur’s order came on dozens of writ petitions that raised questions on the process.

The court directed the petitioners to submit their objections regarding answer sheets to the state government within a week. The government will then refer the same to the University Grants Commission to decide on the objections.

The Primary Education Department had declared the results for the recruitment of 69,000 assistant basic teachers and the counseling session was scheduled to begin on Wednesday.

Chief Minister Yogi Adityanath had, on May 6, had welcomed a High Court order that approved the state government’s decision to keep higher cut-off marks for recruitment of 69,000 teachers in primary schools of the state.

He had congratulated all successful candidates and asked them to contribute to the state education system in the coming years.

Realme Narzo 10: Decent companion for early gamers

0

The late arrival of the Realme Narzo series owing to Covid-19 lockdown has only made fans more curious about the much-anticipated affordable devices that offer early gamers a respite from phones in the budget segments that fail to match speed, performance, and power needed for gaming.

The budget-friendly Narzo series has two phones at the offer: Narzo 10 and Narzo 10A.

Of the two, we used Narzo 10 (‘That White’ colour) for a couple of days and here is what it offers.

The Realme Narzo 10 price in India is set at Rs. 11,999 for the sole, 4GB RAM + 128GB storage variant. The smartphone comes in ‘That Green’ and ‘That White’ colors.

Realme Narzo 10 is the first smartphone to launch with the Helio G80 processor in India.

This is an octa-core chipset that clocks at up to 2.0GHz and is equipped with a Mali-G52 MC2 GPU, much like the Helio P65.

However, the Helio G80 is not as powerful as the G90 but is a gaming-centric SoC and delivers powerful performance in this price segment.

On the Geekbench 5 tests, Realme Narzo 10 has scored 386 in a single-core test and 1336 in the multi-core test.

Narzo 10 is a fairly reliable phone and is good enough for someone who is looking for a smartphone for playing games and using social media.

During the review, we played PUBG Mobile and Call of Duty: Mobile Warzone. The 30-minute session did heat the body up a bit but was not uncomfortable to play.

The smartphone ships with Realme UI based on Android 10. Realme UI offers a cleaner look compared to ColorOS, but it still comes with a lot of pre-loaded apps.

The UI also offers features like pure black dark mode, smart sidebar, and simpler notification toggles.

The smartphone gets a power button on the right side and volume buttons on the left side of the frame. The rear-mounted fingerprint sensor is also well placed. The phone comes with a triple card slot to hold two nano-SIM cards and a microSD card.

There is a matte finish on the polycarbonate surface at the back, filled with vertical patterns.

The phone also gets a Type-C port, headphone jack and a speaker grille on the bottom.

Coming to the display, the smartphone features a 6.5-inch HD+ (720 x 1,600) waterdrop display with a screen-to-body ratio of 89.8 percent and Gorilla Glass 3 protection on top.

Narzo 10 has a 720p screen and image quality decent, although the phone struggled a bit with high-bit rate Full-HD videos.

If you prefer watching streaming on smartphones, you might get disappointed as streaming platforms like Netflix and Prime Video will not offer HD resolution as the phone lacks ‘Widevine L1′ certification and will only run on 720p resolution.

Widevine has three certification levels: L1, L2, and L3. Applications such as Netflix, Amazon Video, and Hulu, etc require the device to be Widevine L1 certified to be able to stream HD videos.

It houses 5,000mAh battery and supports 18W fast charging over USB Type C. The battery was enough to last about more than a day days on normal usage.

The phone has the quad rear camera setup that includes a 48MP primary sensor with an f/1.8 lens and an 8MP secondary sensor with an f/2.25 lens that has a field-of-view (FoV) of 119 degrees. The camera setup also includes a 2MP monochrome portrait sensor with an f/2.4 lens and a 2MP macro shooter with an f/2.4 aperture.

The above combinations of lenses produce photos with a decent dynamic range, retain accurate color and are well-detailed.

The Portrait mode worked very well with good foreground and background separation.

For selfies and video calls, the smartphone has a 16MP camera sensor at the front, along with an f/2.0 lens. The front camera also performed well in the presence of bright light, but as the light dropped, quality too.

The selfie camera also supports HD (720p) video recording at 30fps frame rate. However, the rear camera setup supports full-HD (1080p) video recording.

Conclusion: The smartphone offers a massive battery, good camera as well as the Helio G80 gaming processor at a pocket-friendly price. For early gamers, Narzo 10 is a perfect companion as it takes on Xiaomi Redmi Note 9 Pro as well as Poco X2.

AAP MP Sanjay Singh to accompany 33 migrants flying to Patna

0

Aam Aadmi Party MP Sanjay Singh will accompany 33 migrant laborers he is helping return to Bihar by a Delhi-Patna flight on Wednesday.

The AAP leader used 34 air tickets he is entitled to as a member of Parliament in a year to help these migrants reach their native state. They are scheduled to fly to the Bihar capital at 4 pm.

The move won praise from Delhi Chief Minister Arvind Kejriwal, who tweeted that Rajya Sabha MP Sanjay Singh’s initiative was inspiring to all. He said that those whom God had provided means should use those means to serve others.

Vijay Mallya can be extradited anytime, all legalities done

0

Indian fugitive business tycoon and founder of the now-defunct Kingfisher Airlines Vijay Mallya can be extradited to India in the coming days “anytime” as all the “legal process” has been completed, top sources in the government said on Wednesday.

The development comes in the wake of Mallya losing his appeal in the UK top court on May 14 against his extradition to India.

A top Enforcement Department source related to the development told IANS, “We will soon bring back Mallya to India anytime in the coming days.”

However, he remained tight-lipped on the date of the extradition.

He said, “As he has lost his appeal in the UK Supreme Court there, we have completed all the legal process for his extradition.”

The teams of CBI and the ED are already working on the process of extradition to India.

A CBI source related to the development said that after his extradition, we wil take his custody first as we were the first agency to file a case against him.

A major roadblock in the extradition was cleared on May 14 when Mallya lost the case. Now the Narendra Modi government will have to bring him back in the next 28 days. Since May 14, it has already been more than 20 days since the UK court rejected his plea.

The former parliamentarian, who ran India’s largest spirits company, United Spirits, and founded the now defunct Kingfisher Airlines, faces charges of fraud and money laundering worth Rs 9,000 crore. He left India in March 2016 under the pretext of personal reasons.

Mallya has defrauded at least 17 Indian banks, drawing loans which he allegedly routed to gain full or partial stake in about 40 companies abroad.

Mallya after losing an appeal in the London High Court on April 20 against an extradition order to India, filed an appeal in the UK Supreme Court last month.

On May 14, after the court ruling, he once again offered the central government that he will repay 100 per cent of his loan dues provided the case against him was closed. Mallya, however, said that his repeated offers to repay his dues have been ignored by the Modi government.

Earlier, the Central Bureau of Investigation (CBI) in a statement had said that the UK High Court order to extradite Mallya was a “milestone” in the agency’s quest for excellence and a reminder that economic offenders facing probes in large value frauds cannot consider themselves above the process merely because they have changed jurisdictions.

A CBI spokesperson said in a statement: “The decision of the UK High Court to order extradition of Mallya is a milestone in CBI’s quest for excellence and a reminder that economic offenders, facing probes in large value frauds, cannot consider themselves above the process merely because they have changed jurisdictions.”

The spokesperson said the judgement also vindicated the “painstaking investigation” by the CBI, especially since Mallya had raised various issues with regard to the admissibility of evidence, the fairness of the investigation itself and extraneous consideration with a view to “divert attention” from his own acts.

The CBI official further said that the extradition of Mallya was sought to face trial for offences of cheating, criminal conspiracy and abuse of official position by public servants, wherein Mallya faced allegations of conspiring with public servants and dishonestly defrauding the IDBI Bank to the extent of Rs 900 crore.

The CBI had filed a chargesheet against Mallya and others on January 24, 2017 which was followed by a request for his extradition on January 31 in the same year. Based on the request, Mallya was arrested by the UK authorities on April 20, 2017.

Record 1,298 fresh Covid cases reported in Delhi, death toll 556

0

Coronavirus cases in the national capital witnessed the highest jump with 1,298 cases reported on Tuesday, taking the total tally to 22,132 while the death toll has reached 556, the Delhi Health Department said.

Out of the total cases, 12,573 were active, it said.

As per the Delhi Health reports, 33 new deaths were reported, taking the total Covid toll in the national capital to 556, but only 11 of these deaths were reported in the last 24 hours.

The Health report said that the cumulative death figures refer to fatalities where the primary cause of death was found to be the infection, as per the report of the Death Audit Committee, on the basis of case sheets received from various hospitals.

“Total 1,298 new cases were reported and the positive cases in the city reached 22,132. At least 9,243 patients have recovered from coronavirus so far in Delhi while 12,573 cases are active,” the Health Department said.

On May 28, for the first time since the outbreak of the infection, the cases reported in a day crossed 1,000-mark with 1,024 cases. On May 29, it was the second time that positive cases saw such a massive jump with 1,106 cases reported in a day. On May 30, 1,163 cases were reported in a day while on May 31, 1,295 cases were reported.

PropShare Capital raises Rs 80 cr for its Covid-19 distressed fund

0

Tech-enabled commercial real estate investment platform PropShare Capital on Tuesday said that it completed funding for its first Covid-19 Distressed Opportunities PMS offering (PDOF I), raising Rs 80 crore from over 150 investors.

In a statement, the company said that while the demand was in excess of Rs 500 crore, the firm chose to make the first closing within two weeks in order to be in a position to deploy money quickly as distressed opportunities become available.

It noted that the Covid-19 pandemic has led to a significant dislocation in financial and real estate markets around the world. While the pandemic has disproportionately affected certain industries like hospitality and airlines and those with high leverage on their balance sheets, it has also created a window of opportunity to purchase high-quality companies and assets at distressed prices.

April and May have seen some of the highest capital raises from institutional real estate funds as smart money begins to chase assets with strong fundamentals available at bargain prices, it said.

“Capitalising on this trend, PropShare Capital launched and successfully completed funding for its 1st Covid-19 Distressed Opportunities PMS offering (PDOF I). The firm closed a Grade A distressed listing offering for INR 80 crore with participation from 150+ investors across HNIs, family offices, retail and institutional investors including a Japanese family office, within a span of two weeks through its platform,” it said.

Kunal Moktan, Co-founder & CEO, PropShare Capital said: “While the pandemic has created stress in the larger real estate market, it has created a unique window of opportunity for investors to access Grade A commercial real estate properties at higher yields and lower prices. We believe PDOF gives PropShare a significant advantage in deploying investor capital quickly and efficiently in high yielding Grade A assets emerging out of the Covid-19 pandemic.”

Back office leasing remains fairly robust in the face of the pandemic as multinationals continue to build teams in cities like Bengaluru, Pune, Hyderabad and Gurugrm to offshore high-cost jobs in the west to lower-cost destinations like India, the statement said.

It further said that the migrant crisis, supply of critical building materials and physical distancing is bound to delay construction timelines leading to lower supply, which could lead to an uptick in rents in the medium term.

Akshay Kumar posts cautionary video about cyclone Nisarga

0

Bollywood superstar Akshay Kumar has urged everyone to take necessary precautions against the cyclone Nisarga, which is approaching the city at a high speed. The set of precautions discussed by Akshay was shared by Brihanmumbai Municipal Corporation (BMC).

The cyclone is expected to make landfall late Tuesday night or early Wednesday.

On Tuesday evening, Akshay Kumar shared a video on his Facebook page where he speaks about the necessary precautions Mumbaikars need to take.

“The much-awaited Mumbai rains are here but this year we have an uninvited guest, #CycloneNisarga! In case it does hit us, here are some precautions shared by MyBmc, we will get through this as well. Praying for everyone’s well-being,” wrote the actor along with his video.

In the video, Akshay says in Hindi: “First of all, please don’t step out of your homes. Don’t venture near the sea beach. If you are out, please take shelter in a safe place. Don’t stand under a tree or a weak building. Please turn off all sources of gas and electricity in your home if not required. If there are any loose items, like a flower pot in the balcony, please tie them up or, better, bring them inside. Please keep candles, torch, and food items handy. If you need help, please call 1916 and ask BMC for help.”

“Please follow these precautions and don’t pay heed to rumors. Please don’t forward any random message without verifying information. Most importantly, don’t be scared. Let’s fight it bravely. This too shall pass,” suggested the actor.

$1 mn to Le Rosey for best schooling for daughter of no avail: Oswals

0

Pankaj and Radhika Oswal, with business interests in Australia, have alleged that the world’s most expensive school, Institut Le Rosey in Switzerland failed to protect their daughter from bullying which ultimately led to serious cyber-harassment and attacks towards the young teen.

Radhika Oswal told IANS: “Over the last 6 years, altogether we have paid Le Rosey approximately $1,000,000 (one million dollars), so that they could give our daughter the best care and protection during these important childhood years, which has obviously come back to bite us now.

“Just as all parents, we wanted to give our daughter the best schooling that we could afford, and we have now understood the importance of not just looking into a school’s amenities and price tag and supposedly rosy outlook, but also going into depths to understand and investigate that the schools we choose for our children, should
take children’s rights and school bullying very seriously,” she added.

Pankaj Oswal is the eldest son of late industrialist Abhey Oswal. Naveen Jindal of Jindal Steel and Power is married to his younger sister Shalu. He was the chairman and Managing Director of Burrup Holdings Ltd, a Perth (Australia) based company and one
of the world’s largest liquid ammonia production companies.

In a statement, the Oswals have raised serious allegations that the elite school failed to protect their daughter from bullying, which ultimately led to serious cyber-harassment and attacks towards the young teen.

They have also alleged that there is also clear evidence of other Indian children being harassed because of their background, culture and choice to be vegetarian.

Radhika Oswal said: “It is unfortunate that we have heard of other Indian students being taunted for their ethnicity, shockingly even by a member of the faculty. It is sadder that many Indian parents continue the education of their children in this school, despite their children being told disrespectful and racist remarks such as that ‘India is the dustbin of Asia’, and that ‘Indian parents look like sweepers’.

“It is shocking when children are taunted and made fun of multiple times on their decision to be vegetarian, their culture and their religious beliefs, but even sadder when parents do not take action.”

Following the failure to reach an agreement in a conciliation hearing, the parents say they had little choice but to take Le Rosey to court.

The parents want a public apology for their daughter and a promise that the school will now start to live up to its own – supposedly high – standards.

Pankaj Oswal said: “Le Rosey has failed in their responsibility towards the welfare of a child. It is entirely unacceptable. The school has prioritised having a yacht on Lake Geneva and multiple extravagant events over ensuring the basic levels of care are met.

“As parents we are in a state of shock and it hurts to know what our brave daughter has had to stand upto at a young age. We hope that this moment makes Le Rosey reflect on what a world-class education really looks like and take action to ensure that this doesn’t happen to any more students,” he said.

Institut Le Rosey, commonly referred to as Le Rosey or simply Rosey is one of the oldest boarding schools in Switzerland. The title of the most expensive private school in the world goes to it, with an annual tuition of $115,000 (basic fees plus costs) per year.

Oswals have accused it of failure and the serious lack of sensitivity to deal with bullying towards an Indian student.

But they say that “it has become clear, however, that the standards of the school have dropped in recent years, and it is now fast becoming just a playground for rich students to do as they please”.

Radhika Oswal said: “We are disappointed and appalled at the treatment that has been given to our daughter by an institute, and the faculty that has failed miserably to uphold its own code of conduct. The values that the institute ostensibly imparts pertaining to ‘respect’ and ‘physical integrity’ as well as for the ‘religious,
philosophical and political convictions’ of students, have been made a mockery of, and are at this point nothing but marketing whitewash!.”

According to the Oswals, following a serious set of bullying incidents against their child, the parents raised their concerns to the school and asked for action to be taken to ensure their child’s safety.

The school’s senior management, however, showed no willingness to act or even acknowledge that there was an issue.

The bullying, meanwhile, escalated into systematic harassment and cyberbullying. The student was mocked on social media groups with other students witnessing.

Instead of addressing the bullying or trying to come to a reasonable conclusion, Le Rosey canceled the bullied student’s re-enrolment for the following academic year, without any explanation. The parents say that there is also clear evidence of other Indian children being harassed because of their background, culture and choice to be
vegetarian.

The parents claim that on the contrary, Le Rosey and its faculty painstakingly were involved in the character assassination of their young daughter by lowering her evaluation grades since she was one of the highest achievers of her class, supporting the students who attacked her mentally, even canceling her contention for a
re-enrollment to the next school year and subjecting her to unimaginable mental torture, in an ultimate bid to try to subjugate her into silence.

KCR writes to PM to withdraw proposed Electricity Bill

0

Telangana Chief Minister K. Chandrasekhar Rao on Tuesday urged the Centre to withdraw the proposed draft electricity amendment bill, saying this is neither in the public interest nor in the interest of state power utilities.

In a letter to Prime Minister Narendra Modi, he voiced the state’s serious concerns over amendments to the Electricity Act (Draft Electricity Bill Amendment Act 2020). He made it clear that this would have an adverse impact directly on the management of the state electricity organizations.

Against the backdrop of the centre asking the states to express their opinion on the proposed draft Electricity Bill Amendment Act 2020, the Chief Minister, in his letter, stating that the proposed amendments to the Electricity Act, 2003 would have a direct bearing on the functioning of the power sector.

KCR, as Rao is popularly known, wrote that the bill takes away certain functions/powers of the state government.

“The provision to appoint state electricity regulatory commission by a selection committee constituted by the government of India and entrusting the responsibilities to a neighboring state electricity regulatory commission under certain circumstances is hitting on the core of the federal polity, which is enshrined in the Constitution,” reads the letter.

“Merely a particular subject is in the concurrent list of the Constitution does not mean that the Government of India/Parliament will enact laws which have a direct and major influence on the functioning of the state government. We strongly oppose such a tendency,” he wrote.

The Chief Minister said the proposal to take away the functions of the state government in constituting State Electricity Regulatory Commission is against the spirit of federalism.

Referring to the provision in the draft bill for the direct benefit transfer of subsidy provided to consumers, KCR wrote that this would work against the interest of farmers and very poor domestic consumers. “It has been the policy of the Telangana government that the farmers should receive 24X7 free power. Mode of payment of the subsidy should be left to the state government. Any proposal to modify the current statute on this specific subject matter will be highly objectionable to our government,” he said.

He strongly opposed the provision that the Commission will fix the tariff for all the consumers without any subsidy. He pointed out that presently tariff fixation includes some cross-subsidy to be borne by certain categories of consumers. He demanded that discretion to levy cross subsidy on certain sections of consumers should be left to the state government.

The Chief Minister conveyed that any national renewable energy policy should be formulated with the explicit consent of the state governments, but not merely in consultation with the state governments.

KCR also pointed out that the proposed bill would make National Load Despatch Centre (NLDC) all-powerful with regard to the scheduling of power throughout the country which will result in backing down of state thermal units. He demanded that intra-state transmissions decisions should be left to the SLDCs only.

Modi accepts Trump’s offer to be part of ‘expanded’ G7 to discuss China

Prime Minister Narendra Modi, in a telephonic conversation with the US President Donald Trump on Tuesday, accepted his offer to be part of the ‘expanded G7′, the group of most powerful nations to discuss the collective approach to China.

Earlier this week, Trump decided to postpone the G7 meeting till September and invite India, Russia, Australia and South Korea to discuss a plan on how to deal with the future of China.

The US and China have been in an open confrontation since the outbreak of the coronavirus pandemic which originated in Wuhan.

The phone conversation is significant in view of the ongoing face-off between India and China along the Line of Actual Control (LAC) in Eastern Ladakh. Though Trump had offered to mediate between the two Asian giants to resolve the violent stand-off, neither India nor China used the services of his office.

Both India and China are talking using diplomatic channels to resolve the issue. Last week, however, Trump had claimed that Modi was not pleased with the Xi Jinping regime over the ongoing border conflict.

On Tuesday, an official statement of the Ministry of External Affairs said that Modi had a telephone conversation with Trump.

During the phone call, Trump spoke about the US Presidency of the Group of Seven, and “conveyed his desire to expand the ambit of the grouping beyond the existing membership, to include other important countries including India”.

In this context, the statement said, “He extended an invitation to Prime Minister Modi to attend the next G-7 Summit to be held in the US.”

The government, however, did not elaborate on the mechanics of the ‘expanded G7′ and in what capacity will India participate in the group.

Modi, as per the statement, commended Trump for his “creative and far-sighted approach, acknowledging the fact that such an expanded forum would be in keeping with the emerging realities of the post-Covid world.”

India would be happy to work with the US and other countries to ensure the success of the proposed summit, the Modi told Trump.

Modi also expressed his concerns regarding the ongoing civil disturbances in the US, and conveyed his best wishes for an early resolution of the situation, the statement said.

The two leaders also exchanged views on other topical issues, such as the Covid-19 situation in the two countries, the situation on the India-China border, and the need for reforms in the World Health Organization.

During the conversation, Trump warmly recalled his visit to India in February this year. Modi reciprocated by saying that the visit had indeed been memorable and historic on many accounts, and had also added new dynamism to the bilateral relationships.

The exceptional warmth and candour of the conversation reflected the special nature of the Indo-US ties, as well as the friendship and mutual esteem between both the leaders, the statement said.

Russia’s Siberia region hit by invasion of blood-sucking ticks

A swarm of blood-sucking ticks including a deadly ‘mutant variety has hit Russia’s Siberia region, leaving some hospitals without vaccines and medications, the media reported.

The attack of the ticks come at a time when hospitals are already stretched with increasing coronavirus deaths and infections, 7NEWS reported on Tuesday.

“Mutant ticks are attacking — this is not a tabloid headline but a fact,” said the report quoting Zvezda, the Russian defence ministry’s newspaper.

The mutant ticks, found in several regions of Siberia, attack people in both long and short grass.

A “large number inter-species hybrids” which produce “fertile offspring” have invaded Novosibirsk and Tomsk regions, Nina Tikhunova, of the Institute of Chemical Biology and Fundamental Medicine, Novosibirsk, was quoted as saying.

This mutant “is capable of carrying infectious agents associated with both parent species”.

The resulting tick bites are “very unpleasant for people”, she said.

A particularly badly affected region is Krasnoyarsk which witnessed 428 times more ticks than usual, amid fears of encephalitis and Lyme disease.

The region’s Epidemiology and Hygiene Centre reported that almost two percent were found to carry tick-borne viral encephalitis, which can lead to permanent brain damage, with a third capable of passing on tick-borne borreliosis — or Lyme disease, attacking the joints, heart, and nervous system.

Delhi govt launches app to track hospital beds, ventilators

The Delhi government on Tuesday launched a mobile application to help track hospital beds and ventilators for Covid-19 patients in the city.

Speaking to the media, Chief Minister Arvind Kejriwal said that the app is being launched to bridge the gap in information.

He said there has been a surge in coronavirus cases in Delhi, but there is no need to panic because the government has made sufficient arrangements.

He said if a person gets infected with the virus, the government has made arrangements for the availability of beds, oxygen, ventilators, and all health facilities for their treatment.

“Many nations across the world have faced the issue of inadequate health infrastructure due to coronavirus,” said Kejriwal.

He said there were countries where out of 20,000 Covid-19 patients, only 8,000 got adequate treatment because there were no beds, ventilators, and ICUs.

“This led to these countries being severely impacted by coronavirus because there were more deaths,” the CM said.

“While we say that there is adequate health infrastructure such as beds, ventilators, and ICUs, we receive distress calls and messages from people not getting beds for treatment in hospitals. There is a gap in information,” he said.

The Chief Minister also said that people are unable to gather information on where they will receive adequate treatment and about the availability of beds etc.

“They have no idea what to do if that happens. To bridge that gap in information, we have launched an app. You can download this app to avail information on bed availability in various government and private hospitals in Delhi,” Kejriwal said.

He said the app shows the availability of beds, and hospital-wise availability of beds in a dashboard format and also provides information about ventilators.

“The app shows the status of the total number of beds in the hospitals in Delhi, and when you click on the figure, you get information about bed availability in every hospital. There are 6,731 beds in the hospitals, out of which 2,819 beds are occupied and 3,912 are vacant,” Kejriwal said.

The app also shows the availability of ventilators in Delhi hospitals, and the CM said that out of 302 ventilators available in the hospitals, 92 are occupied and 210 are vacant.

Kejriwal said that the app will be updated with the latest figures twice a day, at 10 a.m. and 6 p.m.

“You can download the app ‘Delhi Corona’ on Google Play Store and access it on the web on delhifightscorona.in/beds, or call on 1031 to know the bed availability status on SMS. You can also WhatsApp on 8800007722 to download the app,” the CM said.

He also said that if any hospital denies any patient, people can call at 1031 and the Special Secretary (health) will ensure the admission.

“If you are denied a bed in a hospital after you went there following accessing all information on the availability of beds in that hospital, you can call on 1031. Your complaint will be notified to our Special Secretary, Health, and your complaint will be resolved and the bed will be made available to you,” he said.

Kejriwal said that in Delhi, there are more than 20,000 Covid cases while only 2,600 patients are in the hospitals. Around 6,000-7,000 people are getting recovered at home, who do not need to be hospitalized, he said.

“It is very important to ensure proper management of this healthcare system to avoid overcrowding of hospitals. If a doctor consults an analysis and says there is no need to be admitted to the hospital and advises you to self-isolate at home because you are asymptomatic or have very mild symptoms, please do it,” the CM said.

“We have appointed a team that will be in regular touch with you and your family. If your condition worsens, you will be immediately transferred to a hospital and a bed will be arranged for you,” he added.
