Test cricket returns to Pakistan; Sri Lanka to play two-match series

Pakistan’s lengthy wait for Test cricket action at home will be finally over in December when they take on Sri Lanka in a two-Test series, which is part of the ongoing World Test Championship. The first Test will be played from December 11-15 at the Pindi Cricket Stadium in Rawalpindi while the National Stadium in Karachi will host the second Test from December 19-23, the Pakistan Cricket Board announced on Thursday (November 14).

The last time Pakistan played a Test at home was in March 2009, against Sri Lanka, in Lahore. That game, however, was marred by the ghastly terrorist attack on the Sri Lankan team bus. International cricket has been slowly regaining its footing in Pakistan since then, and the upcoming series will be a huge shot in the arm for PCB’s bid to restore international cricket played in the country to normalcy.

A second-string Sri Lanka side recently visited Pakistan for a limited-overs series, with the security measures in place during this tour impressing Sri Lanka Cricket and prompting them to give a green signal for the Test series. As per the original schedule, Sri Lanka was to play the Test matches in October and then come back to Pakistan in December for the limited-overs games but the swap for done to provide the visitors an opportunity to assess the situation.

“We are pleased to confirm our return visit to Pakistan as based on our earlier visit, we are comfortable and convinced conditions are suitable and conducive for Test cricket,” SLC chief executive Ashley de Silva said. “We also believe all cricket playing countries should host international cricket at home and in this relation we are happy to play our part in the complete resumption of international cricket in Pakistan, which not only has a proud history but has been one of our biggest supporters in our early days as a cricket nation.”

SMEs in Africa ignored in food and agriculture policy debates: Report

Small and medium enterprises (SMEs) in Africa are driving a quiet revolution to boost agriculture in the private sector, but are often hidden from the policy debate related to food and agriculture, according to a new report by Alliance for a Green Revolution in Africa (AGRA).

AGRA is an African-led partnership-driven institution working for farmers.

The private sector is crucial for food security, as it markets and handles 80 percent of food consumption in Africa. Of these, 64 percent is contributed by the SMEs, called as the “hidden middle”, while larger enterprises account for the remaining 16 percent.

“They are not a ‘missing middle,’ as is thought, but the ‘hidden middle,’ ready for support and investment to thrive further,” Kalibata added.

Often led by women, the SMEs include food processors, wholesalers and retailers, service providers from transport and logistics to the sale of inputs. These play a key role in the food system by connecting the rural markets to urban consumers, said the report, released in the second week of September, 2019.

In the past 25 years, there has been an 800 percent rise in the volume of food being moved from rural areas to cities in the continent, according to Thomas Reardon, lead author of the report.

But, there is a lack of data on the private sector especially the informal SMEs. This information gap needs to be addressed urgently, the report noted.

Moreover, the development policies on agriculture and food should recognize private sector SMEs in output and input value chains in Africa. This will bring the sector into the limelight, it suggested.

SMEs are the major motor of the food system in Africa and will continue to play a key role over the next 10-20 years, the report noted. It urged upon the government and donors to support the agri-food SMEs to connect small-scale farmers to markets.

This is essential to create conditions that make it easy for businesses to establish, develop and grow.

Batting at No. 6, Bancroft made a gutsy 49 off 155 balls in Australia A’s first innings effort of 122 all out, and has been picked in the Test squad for a middle-order spot. He will likely be competing for the No. 5 spot with Travis Head, Australia’s co Test vice-captain who was dropped ahead of the final Ashes Test at the Oval. Head, though, got back into contention with a superlative 109 for South Australia against a strong New South Wales bowling attack last week.

Bancroft himself only played the first two Ashes Tests in England. His returns this season in the Sheffield Shield have been modest — 57 runs in six innings at an average of 11.4 and a top score of 30 — but finds himself in the squad owing to well-timed runs and unavailability of certain players.

Matthew Wade, with two Ashes Test hundreds to his name last series, continues to populate the middle order. He has hit three half-centuries in six Shield innings this season.

“Travis Head scored a hundred against a very good New South Wales attack just a few weeks ago and also offers the option of part-time off-spin,” Trevor Hohns, the national selector, said. “Matthew Wade was superb as a specialist batsman through last summer, had a solid Ashes Series with two hundreds and strong start to the current domestic season.

“We anticipate Matthew and Travis will give us a strong middle order in support of the top four. Cameron Bancroft is someone who has the ingredients of what we believe makes a good Test cricketer and rounds out our batting group in the squad,” Hohns added.

Will Pucovski, who was in contention for a middle-order spot too, wasn’t considered after he opted out of Test reckoning on grounds of mental health well-being. Peter Handscomb, with first-class scores of 30, 12, 19, 11 and 52 for Victoria this season, continues to miss out. Mitchell Marsh continues to recover from his fractured hand.

Joe Burns had narrowly missed the Ashes berth earlier this year but is likely to partner David Warner at the top against Pakistan. He has hit two half-centuries in three innings this Shield season but failed with scores of 0 and 11 in the practice match against Pakistan in Perth. Marcus Harris, in contrast, has a Shield hundred this season but it came on one of the flatter tracks at the Junction Oval. He was the replacement for Bancroft in the last three Ashes Tests to failed to make his chances count.

“David Warner and Steven Smith are in magical touch. We also welcome Joe Burns into the squad who we feel was unlucky to miss the Ashes squad. Joe’s record speaks for itself, he has Test hundreds on the board and has combined very well with David (Warner) in the past. We also like the feel of a right-hand, left-hand combination at the top of the order. Marnus’ performances in England and at the start of this season demanded his selection,” said Hohns.

Neser has been picked ahead of Siddle, with the fast bowling attack also featuring Pat Cummins, Josh Hazlewood, James Pattinson and Mitchell Starc. Nathan Lyon is the lone specialist spinner whereas Tim Paine continues to lead the side.

“We are blessed to have four of the best fast bowlers in the world challenging each other for spots and most importantly playing as a group. Cummins, Starc, Hazelwood, and Pattinson are daunting pace prospects for any opposition, particularly at home. Michael Neser adds to that group with his ability to move the ball both ways, giving the team another bowling option depending on the conditions,” Hohns added.

Pooran suspended for altering condition of ball

Nicholas Pooran, the West Indies batsman, has been handed a four-match suspension by the International Cricket Council for ‘changing the condition of the ball’. Five demerit points have also been added to the record of the 24-year-old, who was caught on tape scratching the ball with his thumbnail during the third ODI against Afghanistan in Lucknow on Monday (November 11), and he will miss the next four T20I games for West Indies.

Pooran was found guilty of violating Article 2.1.4 of the ICC Code of Conduct, with his offense being a Level 3 breach, and was handed four suspension points. The minimum penalty for a Level 3 breach is four suspension points, which translates into five demerit points for the player involved. Four suspension points equates to a ban of two Test matches or four ODI/T20I matches, whichever is earlier.

In Pooran’s case, the next international assignment for West Indies in the three-match T20I series against Afghanistan, which Pooran won’t be a part of, while he’ll also miss the first T20I of the three-match series against India.

On-field umpires Bismillah Shinwari and Ahmed Durrani, along with third umpire Ahmed Pakteen and fourth umpire Izatullah Safi, leveled the charges on Pooran, who admitted the offense and accepted the sanction proposed by match referee Chris Broad.

“I want to issue a sincere apology to my teammates, supporters and the Afghanistan team for what transpired on the field of play on Monday in Lucknow. I recognize that I made an extreme error in judgment and I fully accept the ICC penalty. I want to assure everyone that this is an isolated incident and it will not be repeated. I promise to learn from this and come back stronger and wiser,” said Pooran.

Global telecom giant Vodafone’s joint venture in India is at a critical juncture and may soon have to be liquidated, according to the company’s global CEO Nick Read. This comes as the company faces a price war as well as a massive fine in India, which has pushed the value of Vodafone’s joint venture in India to zero.

Nick Read indicated on Tuesday that the Indian operations may be headed for liquidation unless the Indian government provides relief on mobile spectrum fees and cited “unsupportive regulation” and “excessive taxes” as reasons. He stated, “It’s a very critical situation.”

According to reports, when asked if it makes sense for Vodafone to continue to remain in the country, Read said, “The government has stated its desire not to end up with a monopoly.”

At the moment, it is unclear how this move will affect consumers.

However, the company will not be infusing any more equity to the country and has sought the government’s help to get out of its sticky situation.

“Financially, there’s been a heavy burden through unsupportive regulation, excessive taxes and on top of that we got the negative Supreme Court decision,” he stated.

The Supreme Court decision being referred to is the one in Union of India vs. Association of Unified Telecom Service Providers of India, which was regarding the interpretation of adjusted gross revenue (AGR), a concept used in the calculation of certain regulatory fees. Putting an end to the 14-year-old legal battle, the SC said that telecom operators have to shell out a whopping Rs 92,000 crore in total in past dues at a time when they are already grappling with tough competition, debt pressure and shrinking revenues.

Of this, Vodafone Idea now has to pay Rs 28,000 crore in additional licence fee dues, in addition to over Rs 11,000 crore in spectrum usage charge dues.

In Vodafone’s financial results released on Tuesday, most of Vodafone’s bad news came from India. This included write-downs, losses, reduced cash flows and provisions for the Supreme Court judgement.

Vodafone entered the Indian market in 2007 as ‘Hutch’ in partnership with Hutchison Essar. At the time, it had bought 67% in the company for $11 billion. It then merged its Indian operations with Idea in 2018, coming to be now known as Vodafone Idea. Vodafone as a 45% stake in this venture. Currently, as per TRAI’s latest subscriber data, Vodafone Idea is the largest telecom company with over 38 crore subscribers in India.

Ever since Jio entered the market in 2016 it has been locked in a price war in the country.

The government is now attempting to alleviate the stress on the industry and has set up a panel of secretaries to recommend relief measures, including on AGR. Jio, however, has vehemently opposed such measures.

The Andhra Pradesh Public Service Commission has announced the schedule for the Group-I mains exams.

The Andhra Pradesh Public Service Commission has announced the schedule for the Group-I mains exams. The APPSC Secretary PSR Anjaneyu has released the notification in this regard. As per the schedule, Seven papers will be conducted between February 4 and 16. The tests which were supposed to be held from December 12 to 23, the candidates have appealed to postpone the exams citing the availability of less time after the results of the preliminary examination. APPSC responded positively to this.

The exams will be held subject wise from February 4. The APPSC has announced that the Forest Range Officer will conduct the written examination of job postings on March 17, 18 and 19 and the Division Accounts Officer examinations on March 19, 20.
