2-Year-Old Trapped In Borewell For 18 Hours, NDRF Joins Rescue

A two-year-boy is battling for his life after falling down an abandoned borewell in Tamil Nadu’s Trichy district. Police and fire rescue teams are working to rescue him. A team from the National Disaster Response Force (NDRF) has reached Nadukattupatti, where the incident occurred. Rescue efforts have now been going on for more than 18 hours.

The young boy, Sujith, had initially been trapped at a depth of around 26 feet and was responding to calls from the surface. However, he later slipped further down the borewell, according to Health Minister Dr Vijaya Baskar, who has camped at the site.

“Initially one of his hands was knotted to a rope sent through a pipe and he remained at a depth of 26 feet. Attempts to knot the other hand too and pull him up resulted in him slipping at the last moment,” he said.

Police say Sujith fell into the borewell at around 5.30 pm on Friday night while playing nearby. There are conflicting reports about the total depth of the borewell – some say it is 600 feet deep, while others say it is 1,000 feet.

Attempts to reach the boy by excavating nearby areas with the help of earthmovers were called off after the machines hit a layer of rock.

In addition to the fire and police rescue teams, Madurai-based plumber, Manikandan, whose robotic invention once helped rescue a three-year-old boy is also helping.

Although oxygen is being supplied, there is no food and water and health officials are concerned about the boy’s condition.

Despite several such tragedies in the past, police, fire, rescue and disaster management teams do not have a standard operating procedure. The crisis is often handled with a trial-and-error approach that results in time being wasted and, sometimes, in a tragic ending.

Eating a diet that contains high amounts of fiber and yogurt may help prevent lung cancer, according to a new study out of Vanderbilt University Medical Center. The results build upon a growing body of research on the health benefits associated with eating both products, particularly the positive changes fiber and yogurt have on gut health.

Yogurt is a fermented food product, meaning it contains a large number of beneficial bacteria. Dietary fiber, meanwhile, is essentially fuel for the bacteria found in one’s gut, helping support one’s gut microbiome and, as a consequence, overall health. Regularly eating fermented foods and high amounts of dietary fiber have been linked to many health benefits.

In addition to supporting the gut microbiome and digestion, studies have found that yogurt and high fiber foods may help protect against gastrointestinal cancer and cardiovascular disease. The latest study also suggests that consuming these two foods may also help protect against lung cancer.

The findings result from an analysis of data from past studies that collectively involved around 1.4 million people in Europe, Asia, and the US. Breaking down the numbers, the researchers found that people who ate the largest quantities of dietary fiber and yogurt had a huge 33-percent drop in lung cancer risk compared to the people who ate the lowest quantities.

The link between this diet and lowered lung cancer risk was found in men and women from different backgrounds, including people who had never smoked all the way through to people who were current smokers. It’s thought that the prebiotic (dietary fiber) and probiotics (fermented yogurt) combination is driving this benefit.

BCB set to take legal action against Shakib Al Hasan

The Bangladesh Cricket Board(BCB) is issuing a show-cause notice to Test and Twenty20 skipper Shakib Al Hasan after he made a deal with a telecom company, violating the terms and conditions of the board.

BCB president Nazmul Hasan said that they will take strict action if he is unable to provide a satisfactory reply. Grameenphone, the local telecom giants, announced on October 22 that the country’s leading all-rounder joined them as their brand ambassador to inspire and build an empowered digital society.

Both the parties inked the deal a day after the country’s cricketers called for a strike placing an 11-point demand to the board. The strike eventually ended on October 23. According to BCB’s players’ agreement, a cricketer under national contract cannot join a telecom company.

“He cannot make this agreement [with a telecom company] and why he cannot make this agreement is clearly stated in our contract paper,” BCB president Nazmul Hasan told Bengali daily Kalerkantho on Saturday (October 26)

“Robi [Telecom] was our title sponsor and Grameenphone did not bid and instead they grabbed few cricketers by paying them TK One or Two Crores. What happened in the end? The board lost TK 90 Crores in three years,” he said.

“Some professionals earned but the board had to undergo suffering. It cannot happen. So they are informed about it on paper. I think even from the ministry they are told not to do any agreement with the telecom company without informing them while it is there in our contract paper. Then how come he does this agreement without informing us. And look at the timing. It was done when there was no cricket [due to strike]. Look at the audacity,” he said.

“We are going into legal action. We cannot spare anyone in this regard. We will ask for compensation. We will seek compensation from the company as well as from the player. I heard about it [on October 23] and asked to sent legal notice to Grameenphone to claim compensation. I asked to send a letter to Shakib for an explanation. We must give him a chance to show he didn’t break the rule. To us, it seemed that it was something like ‘give a damn to the board’ and if that is the case we will take tough action,” he added.

BCB chief executive Nizamuddin Chowdhury told a news agency that they were not aware of this deal with Grameenphone though every cricketer under national contract must take permission from the board for their commercials.

“‘We were not aware of his [Shakib’s] deal with Grameenphone,” said Nizamuddin. “Usually what happens is we don’t encourage players to have any commercial dealings with a company that can have conflict with the national sponsors,” said Nizamuddin.

“at present, we have Unilever as our team sponsors but the deal is supposed to end soon. If any of our players are endorsing any telecom company, then the other telecom companies will not be interested to bid for the national team when our present deal is over with Unilever,” he said.

Ahead of the World Cup, national opener Tamim Iqbal was approached by one telecom giant to endorse them for a mammoth price of TK Three Crores but he was refused by the board as top officials stated that they are not going to compromise in this regard.

Australia’s cricket chief Kevin Roberts had said that he hoped to convince India of the merits of a day-night Adelaide Test on their next tour in 2020/21.

Under current International Cricket Council (ICC) rules, the touring team can deny the home board’s fixture requests but that may change shortly.

Reacting on the Shiv Sena‘s indication that it wanted a turn at the Maharashtra Chief Minister’s post, Nationalist Congress Party chief Sharad Pawar on Friday said there is nothing wrong with the demand as Uddhav Thackeray’s party has the experience of running the state government.

Mr Pawar is being credited for stopping the BJP-Shiv Sena juggernaut from achieving its goal of 220 seats in Maharashtra. The BJP’s tally has come down from 122 in the 2014 polls to 105 seats, prompting Mr Thackeray to remind party Chief Amit Shah of his “50:50” promise.

“In the 1990s also, there was a 50-50 formula for Shiv Sena and the BJP. So they have experience (in running the government). So Sena can insist, nothing wrong in that,” Mr Pawar said in an interview with a news agency.

Shiv Sena’s Manohar Joshi was the Maharashtra Chief Minister from 1995-1999.

The Congress-NCP alliance has won 102 seats in Maharashtra despite Congress chief Sonia Gandhi not addressing a rally in the state. Mr Pawar, however, defended his ally.

“Congress’s local leaders worked with the NCP. There was perfect coordination. Yes, Mrs. Gandhi didn’t come because of her health but Rahul Gandhi came. I am a local here so I had to take the initiative,” he said.

Talking about the odds his party was facing going into the state elections, he said, “Yes, we were facing a lot of problems – means of resources, funding communication. The other side was pouring money like anything.”

On Maharashtra Chief Minister Devendra Fadnavis’ controversial jibe over the exodus of leaders from the NCP, Mr Pawar said he is not fully mature. Amit Shah and Prime Minister Narendra Modi’s attacks were not good, he said.

“I don’t think the CM is fully mature and he understands… So I don’t mind when he commented against me. But comments made by the PM (Prime Minister Narendra Modi) and the Home Minister (Amit Shah) were not good,” he said.

“I was given Padma Vibhushan, the second-highest honor (in India). If there are so many problems in me, why give me the award?” he added.

Mr Pawar, who had offered support to the BJP in 2014 before its tiff with Sena was resolved, said there was no question of going with the Shiv Sena.

A bench comprising Chief Justice Ranjan Gogoi and justices S A Bobde and S A Nazeer issued notice to the union ministry of law and justice and Minority Affairs on the plea seeking entry of women in mosques.

The plea was filed by one Yasmeen Zuber Ahmad Peerzade for issuance of direction to government authorities and Muslim bodies like Waqf Board to allow women into mosques on grounds that refusal amounted to devastation of several fundamental rights.

Jammu and Kashmir Governor Satya Pal Malik, who presided over India’s northernmost state as it witnessed some of its most historical changes in recent memory, has been transferred. Girish Chandra Murmu, the Union Expenditure Secretary, will take over as the first Lieutenant-Governor of Jammu and Kashmir. Former Defence Secretary Radha Krishna Mathur will be the Lieutenant Governor of Ladakh, the Rashtrapati Bhavan announced on Friday.

The changes come more than two months after the government scrapped Jammu and Kashmir’s special status under Article 370 and split the state into two union territories.

Satya Pal Malik, who was appointed Jammu and Kashmir Governor in August 2018, has been shifted as Governor of Goa.

Mr Malik was the first career politician to be appointed to the position in 51 years. Mr Murmu’s appointment marks the return of former bureaucrats tasked with running the show in the Jammu and Kashmir. The senior IAS officer had worked closely with Prime Minister Narendra Modi in Gujarat.

While Mr Murmu, a 1985-batch Gujarat cadre officer, is serving as the Expenditure Secretary in the Union Finance Ministry, Radha Krishna Mathur, a 1977-batch officer, has served as the defense secretary and is a former Chief Information Commissioner (CIC).

Mr Girish Chandra Murmu was set to retire from service in November this year, Mr Mathur retired from the CIC in November last year. They will be sworn in on Thursday.

Left without an elected government after the BJP pulled support from Chief Minister Mehbooba Mufti’s People’s Democratic Party (PDP) in June 2018, Satya Pal Malik had been in-charge of the Jammu and Kashmir administration since he took over as governor two months later.

His tenure had been rocked by controversies including the infamous “fax machine row” where the governor dissolved the state assembly – after keeping it in suspended animation for months – just after two alliances staked claim to power later saying he did not receive the requests as the fax machine wasn’t working.

An RTC driver Raju lodged a complaint with the police stating that Reddy is misleading the RTC employees with the organization merger with the government. He also said that Ashwathama is responsible for the suicides of the RTC employees.

Meanwhile, Ashwathama Reddy called on JAC leaders at TMU office at RTC crossroads and later spoke to media. He said that an RTC driver slipped into depression and died of a heart attack after the chief minister announced his decision on the ongoing TSRTC strike. Reddy asked the chief minister to go through the labor act and further asked to run the private buses in villages. “The strike will be continued and memorandums will be submitted on October 28 to all the district collectors,” said Reddy asking the government to conduct a survey on the assets of TSRTC by a private firm.

Amaravati: After encountering problems due to unbearable delay in dispatching files at various departments, the state government issued guidelines to all the departments in the Secretariat, on Friday. It mandated the officials concerned to dispatch the e-Office files within a specific time frame. The government warned that notices will be served for the failure of issuing Government Orders within stipulated time.

“In case of breach of the specified timelines for issuing Government Order, Chief Minister YS Jagan Mohan Reddy will recall the file to examine the reasons for the delay in issuance of Government Order and will direct the Principal Secretary (Political) to issue show cause notice to concerned Secretaries for taking necessary action”, stated Praveen Prakash, Principal Secretary (Political), General Administration Department, in the GO MS No 128.

Further, Chief Minister may authorize Principal Secretary (Political) or any other Special Chief Secretary/ Principal Secretary/ Secretary to Government to issue the G.O. For this, the authorized Special Chief Secretary/Principal Secretary/Secretary to Government may convene a meeting with the concerned Officers and issue the Government Order.

He stated that “It has been observed by Chief Minister YS Jagan Mohan Reddy that in many instances, even after issuance of instructions by Chief Minister’s Office, Government Orders are not being issued on time. The timely issuance of Government Orders is central to the welfare of the people. Moreover, delay in taking decision also reduces the effectiveness of the decision”. To ensure strict adherence to the time schedule in issue of Government Orders, and keeping in view Section IV, Rule 20 of AP Business Rules, 2018, the Secretary made amendments. He instructed that, all files sent by Chief Minister or from his Office through e-office to all Special Chief Secretaries, Principal Secretaries, Secretaries to Government shall be endorsed as one of the three following categories. They including, Out Today (Issue G.O./ Action taken on Same day), Most Immediate (Issuance of G.O./ Intimation of Action Taken in Five working days) and Immediate (Issuance of G.O./ Intimation of Action taken in 15 working days). The three categories of files shall be handled in the following manner: Out Today (Issue G.O./ Action taken on Same day)

♦ The timeline for issuance of G.O. for all the files endorsed by Hon’ble Chief Minister/ Chief Minister’s Office as ‘Out today’ is T+1 day, i.e. the timeline of 1 day for issuance of G.O. starts the day after the receipt of the file by the concerned Secretary.

♦ The action taken on the file shall be intimated by the Sponsoring Secretary on the same day to Hon’ble Chief Minister/ Chief Minister’s Office. Post facto approval may be taken from the competent authority subsequent to issuance of the G.O. Most Immediate

♦ The timeline for issuance of G.O. for all the files endorsed by Hon’ble Chief Minister/ Chief Minister’s Office as ‘Most Immediate’ is T+5 working days, i.e. the timeline of 5 working days for issuance of G.O. starts the day after the receipt of the file by the concerned Secretary.

♦ The Sponsoring Secretary may consult Finance Department, Law Department or any other department in this regard. The Finance Department and Law Department shall be given 2 days’ time to provide a response. Any other department shall be given 1 days’ time to provide their response. If no response is received from any department(s) (Finance Department/ Law Department/ Any other Department) consulted, then the Sponsoring Secretary may take it as deemed approval. The entire consultation process up to issuance of G.O. shall be completed within the above-stated timeline of T+5 working days. ♦ The action taken on the file shall be intimated by the Sponsoring Secretary within the timeline to Chief Minister or Chief Minister’s Office. The Finance Department and Law Department shall be given 3 days’ time to provide a response. Any other department shall be given 2 days’ time to provide their response. If no response is received from any department(s) (Finance Department/ Law Department/ Any other Department) consulted, then the Sponsoring Secretary may take it as deemed approval. The entire consultation process up to issuance of G.O. shall be completed within the timeline of T+15 working days.

The action taken on the file shall be intimated by the Sponsoring Secretary within the timeline to Hon’ble Chief Minister/ Chief Minister’s Office. If the Government Orders and Memos being issued by the Ministers or Secretaries would attract the attention of Media, it must be sent to the Chief Minister’s Office for perusal before issuing the Government Order, Praveen Prakash mandated. If the concerned Department does not receive any response from the Chief Minister’s Office in five working days regarding the draft Government Order, the orders in the said files shall be deemed to have been approved and Government Order may be issued.

Virat Kohli has been rested from the three-match T20I series that will precede the Tests, with Rohit Sharma leading the side in his absence.

All-rounder Shivam Dube has earned a maiden international call-up with his selection in the 15-man squad, while Sanju Samson has also been included. The 24-year-old has not represented India since his T20I debut against Zimbabwe in July 2015.

Shahbaz Nadeem, who made his debut in the third Test against South Africa after Kuldeep Yadav encountered a shoulder problem, has been left out of the squad for the two-match Test series.

Jasprit Bumrah, who missed South Africa’s tour due to injury, remains out of the picture, as does Hardik Pandya, who underwent lower back surgery earlier this month.
