Prime Minister Narendra Modi’s BJP established an early lead as votes were counted in Maharashtra and Haryana, where elections were held on Monday. The BJP, which is in power in both states – Maharashtra in alliance with the Shiv Sena – hopes to reinforce its national election victory with two more wins, with the opposition, especially the Congress and its Maharashtra ally Nationalist Congress Party of Sharad Pawar, seen to put up a weak fight. Exit polls have predicted a BJP victory in both states.

A BJP win will be seen as an endorsement of the Narendra Modi government’s policies after its re-election earlier this year — including the move to scrap special status to Jammu and Kashmir and the National Register of Citizens (NRC) — which were the central themes of its campaign. Counting of votes for by-polls in 17 states and one union territory is also being held today.

In Maharashtra, the BJP and its ally Shiv Sena are ahead in 167 of 288 assembly seats. The Congress and its ally Nationalist Congress Party (NCP) are ahead in 86 seats. The majority mark is at 145.

In Haryana, the BJP is ahead in 45 of 90 seats and the Congress is leading in 28. The majority mark is 46. A BJP victory means a rerun for Manohar Lal Khattar, despite a mixed track record in the past five years.

An aggregate of 11 exit polls indicated the BJP-Shiv Sena alliance might win 211 seats in Maharashtra. The Congress and Sharad Pawar’s Nationalist Congress Party might manage to win 64 seats, a shade higher than 56 seats they scraped together last time.

Votes are also being counted for by-polls held in 51 assembly seats and two Lok Sabha constituencies spread across 17 states and one union territory. The BJP and its allies have nearly 30 of these assembly seats, the Congress has 12. The rest are with regional parties.

In Uttar Pradesh, by-polls in 11 seats is seen as a mini assembly election of sorts. Besides, there are six seats in Gujarat, Bihar (5 seats), Assam and Punjab (4 seats each), Kerala (5 seats), Sikkim (3 seats), Rajasthan, Himachal Pradesh and Tamil Nadu (2 seats each) and one seat each in Arunachal Pradesh, Madhya Pradesh, Odisha, Chhattisgarh, Puducherry, Meghalaya and Telangana.

In Maharashtra, the BJP contested the polls in alliance with long-term partner Shiv Sena, with which it has had a roller-coaster relationship over the last five years. The two parties had contested the 2014 state election separately and neither won a majority. The BJP later formed government with support from the Sena, which has since been a vocal critic of the BJP-led government’s policies at the state and the center.

This time, the Shiv Sena – though given fewer seats than the 50:50 division it wanted — has been offered the post of the Deputy Chief Minister in case of a victory. Chief Minister Devendra Fadnavis will continue to help the government, the BJP has announced.

The Sena candidate for the Deputy Chief Minister’s post is likely to be party chief Uddhav Thackeray’s son Aaditya Thackeray, the first person in his family to contest elections since his grandfather Bal Thackeray formed the party in 1966.

The BJP’s campaign revolved around national themes as the opposition attempted to highlight multiple local issues – unemployment, farm crisis, farmers’ suicides and the slowdown of the economy. That the opposition’s campaign looked lackluster was seen as the symptom of a changing election narrative where the focus is on national issues even when voters choose a local representative.

For the opposition, especially the Congress, a loss will come as a further setback as the party struggles to find its feet after the devastating defeat in the Lok Sabha elections and the subsequent leadership vacuum as Rahul Gandhi quit the party’s top post.

While the BJP deployed a galaxy of leaders to campaign in Maharashtra and Haryana, with PM Modi addressing 16 rallies and Amit Shah 25, Congress’s Rahul Gandhi only addressed seven rallies. His mother and Congress president Sonia Gandhi addressed none; her lone rally in Haryana was canceled and Rahul Gandhi was stand-in.

Delhi Roads To Be Redesigned Like In European Countries: Kejriwal

The Delhi government will redesign and landscape all roads in the city managed by the Public Works Department in accordance with “international standards”, Chief Minister Arvind Kejriwal said today.

The government has selected nine roads measuring 45 kilometers on a pilot basis, the chief minister said at a press conference.

In Delhi, the Public Works Department or PWD manages around 1,260 kilometers of roads.

“All (PWD) roads in Delhi will be redesigned under which bottlenecks will be removed. We have selected nine roads on a pilot basis. Work order to redesign one stretch of road has been issued. Redesigning of nine roads will be completed within a year,” Mr Kejriwal said.

He said redesigned road stretches will be at par with roads in European countries. This will include landscaping and space for pedestrians, non-motorised vehicles as well as differently-abled persons, the chief minister said

The value of the plan, which will grow road capability, will be around Rs. 400 crore.

The road selected for the first phase include the stretches from AIIMS to Ashram, Vikas Marg (Laxmi Nagar Chungi to Karkari Mor), Mayapuri to Moti Bagh, Wazirabad depot to Rithala, Britania Chowk to West Enclave, Shivdaspuri to Patel Marg, Narwana Road, Ambedkar Marg to Defence Colony and Nigambodh Ghat road near Kashmiri Gate to Magzine roads.

He said the available space on roads will be utilized while footpaths will be redesigned as well as reconstructed and made disabled-friendly.

Mr Kejriwal said under the project, there will also be separate stands for autos and e-rickshaws on redesigned roads.

Kashmiri leaders did not lose their own to terrorism: Governor

Jammu and Kashmir governor Satya Pal Malik on Tuesday put leaders of the Hurriyat, mainstream parties and religious preachers in Jammu and Kashmir in his line of fire for using their influence to get the children of ordinary Kashmiris killed while none of them lost their own to terrorism.

“Whoever he is – a Hurriyat leader, a Maulvi, or a mainstream political leader, none of them have lost their children to terrorism. All their children are studying abroad and are well settled. They have only misled the children of the common people to get them killed in the name of Allah and Jannat,” he said at the convocation of Shri Mata Vaishno Devi University in Katra near Jammu.

“These leaders, politicians, bureaucrats, affluent and powerful shattered so many dreams and ruined the lives of several youths. These social, religious leaders, clerics, Hurriyat or mainstream leaders over the years have incited children of common people to get them killed but neither a single child of theirs has died nor have joined militancy. But the children of common people were incited in the name of Allah and Jannat. Aam Admi ko Jannat ka rasta dikhaiye aur marwa dijiye, ye hota raha hai. (The children of commoners are shown way to paradise to get them killed.) This is what has been going on in Kashmir for the past so many years,” he asserted.

Malik urged the civil society and the youth of Kashmir to understand the nefarious designs of such people.

“The most beautiful part of the world is with you. Be masters of your destiny. Delhi won’t take it away. In fact, Delhi has opened its coffers for Jammu and Kashmir. So, be part of development and tread the path of progress,” he said.

Malik also took a jibe at successive governments in the state saying, “Had the funds sent by the Centre over the years been used properly, the roofs of the houses in the state would have been of gold.”

The governor said that last year he had sanctioned 53 degrees colleges and 50 more were being opened.

On August 5, Centre abrogated Article 370 which had guaranteed special status to Jammu and Kashmir. In another significant move, the Centre bifurcated the state into two union territories — Jammu and Kashmir and Ladakh.

On October 31, the two UTs will officially come to existence.

Ind and Pak Officials Won’t Cross Border as Kartarpur act to be Signed

Clearing the decks for the opening of the Kartarpur Sahib corridor, India and Pakistan will sign the final agreement on October 24 at the ‘zero-point’ on the border near the Dera Baba Nanak. The choice of the spot to finally sign the agreement means that officials won’t have to cross over and also hints that both sides aren’t keen on holding a proper ceremony for it.

The signing of the pact, after protracted negotiations during which Pakistan refused to drop a $20 fee, will allow Indian pilgrims to take the cross-border corridor to Darbar Sahib gurdwara in Kartarpur, where Guru Nanak spent the final years of his life. Both countries are expected to hold events on November 9 to mark the opening of their sections of the corridor, but there would not be any joint event, sources have said.

The Indian government had on Monday said it would sign an agreement with Pakistan to open the cross-border corridor to Darbar Sahib gurdwara in Kartarpur before November 12 despite Islamabad not ceding to the request of withdrawing the service fee of $20 on pilgrims.

“While agreeing to sign the contract, the Government of Pakistan has been once again forced to revise its demand to levy service fee of $20 on pilgrims. India would be able to modify the Agreement respectively at any time,” the MEA had stated.

From the very start, Pakistan has been insisting on levying a fee of $20 each pilgrim visiting Kartarpur Sahib gurdwara through the corridor. However, the Indian side has urged Islamabad to not charge the proposed fee.

Earlier in the day, Dawn had quoted Pakistan foreign office spokesperson Mohammed Faisal saying that the issue of service charge has been resolved. The passageway will expedite visa-free migration of Indian pilgrims, who will have to just obtain a permit to visit Kartarpur Sahib, which was founded in 1522 by Sikh faith founder Guru Nanak Dev.

The online registration of pilgrims has been delayed due to the delay in the signing of the agreement. It will only start after the agreement is signed. Pakistan will take six days to process the request and four days before the date of travel, the Pakistani authorities will give the names cleared to travel.

A large number of commuters in Hyderabad on Monday took to the Metro as the ongoing strike by employees of the Telangana State Road Transport Corporation (TSRTC) intensified.

With Telangana Congress leaders and workers attempting to lay siege to Chief Minister K. Chandrasekhar Rao’s residence in support of the strike, the police took a bizarre decision, to shut down the Begumpet station for public use briefly, further inconveniencing office goers.

Begumpet is a key area in the heart of Hyderabad, and the metro station receives one of the highest footfalls after interchange stations. Schools re-opening after Dasara holidays on Monday only added to the woes of the public.

This resulted in massive traffic snarls across the city, especially stalling those who were travelling from Secunderabad to Hyderabad.

Meanwhile, Hyderabad Metro Rail Limited (HMRL) Managing Director N V S Reddy said that the footfall of the metro crossed four lakh on Monday, which was a new record.

Noticing a heavy rush of commuters right from the morning, the HMRL said that they extended the peak hours and ran trains with a frequency of 3.5 and 4.5 minutes, and with a 6 and 7-minute frequency during the rest of the day.

The HMRL MD said that four extra trains and 120 extra trips were carried out, which took the total number of trips to 830, against the 710 trips that the metro was carrying out, before the TSRTC strike began.

Meanwhile, hundreds of policemen were deployed around Pragati Bhavan, the Chief Minister’s official residence, to stop protesters. Police officials also searched hotels and lodges in Begumpet and surrounding areas to check if Congress workers were staying there.

The Congress party had called for a “Chalo Pragati Bhavan” to protest the government’s adamant attitude over the demands of TSRTC employees, whose strike entered the 17th day on Monday.

The Chief Minister has ruled out talks with the employees and declared that over 48,000 dismissed themselves by not joining duties.

The ‘Arjun Reddy’ Tamil remake starring Dhruv Vikram will hit the screens on November 8.

The official trailer of Adithya Varma, the Tamil remake of the Telugu hit Arjun Reddy, was released on Tuesday. Arjun Reddy as well as the Hindi remake Kabir Singh were heavily criticised for glorifying toxic masculinity and violence against women. However, the Tamil version appears to be a faithful remake of the original. Considering the box-office success of the previous films, despite their blatant misogyny, this isn’t surprising.

The film will hit the screens on November 8.

Starring Dhruv Vikram, Banita Sandhu and Priya Anand in important roles, the film has been directed by Gireesaaya, an associate of Sandeep Vanga (who infamously justified the violence in his film as “love”), the director of Arjun Reddy.

The trailer begins with a disciplinary hearing and then goes back to tell the story of the angry doctor, Adithya, played by Dhruv. The trailer has a mix of all the highs and lows in Dr Adithya’s life. Priya Anand is surprisingly not seen in this trailer.

October fame Banita will be making her Tamil debut in this film as Meera. Ravi K Chandran has done the film’s cinematography while Vivek Harshan has edited the final output. Radhan, who originally did the music for Arjun Reddy and Bala’s version has been retained as the music director for this version of remake too.

The remake of this film was originally done by director Bala and was titled Varmaa. However, it was later scrapped after the makers were unhappy with the output. In a statement, Bala had revealed that it was his decision to leave the project and denied allegations made by the producers.

Adithya Varma has been bankrolled by E4 Entertainment, producers of popular Malayalam films such as Ezra and Godha.

Having completed the shooting of this film, Dhruv posted a video on Instagram, stating that he was thankful for the opportunity and his father. “Adithya Varma will always be the most beautiful thing that’s ever happened to me. He gave me a purpose, gave my life meaning, gave me clarity about myself and most importantly, taught me how to never give up. Vice-captain Ajinkya Rahane scored a causative century as India declared their first innings on 497/9.

Following the impressive batting display, Indian bowlers took the charge and resumed dominating South Africa in Ranchi.

Umesh Yadav led the bowling attack with three wickets, while Mohammed Shami, Shahbaz Nadeem, and Ravindra Jadeja chipped in with two wickets each as India wrapped up South Africa for 162.

In South Africa’s second innings, Shami emerged as the wrecker-in-chief with three wickets, all inside the first seven overs.

Umesh struck twice, while spinners Jadeja and Ravichandran Ashwin claimed a wicket each to reduce South Africa to 132/8, trailing India by 203 runs, at stumps.

Charge Law Student With Gangster Act, Chinmayanand Writes To Police

Former Union Minister Chinmayanand, who is accused by a law student of rape, on Monday sent a letter to the police demanding the woman should be charged under the stringent Gangster Act.

The student, 23, was arrested last month by a special investigation team (SIT) on allegation of extortion.

The SIT had said the law student and her three friends — Sanjay, Sachin, and Vikram — demanded Rs. 5 crore from Chinmayanand, threatening to upload video clips showing him getting massages from her on the Internet.

An official of Shahjahanpur district jail, where Chinmayanand is lodged since he was arrested on September 20, said the former Union Minister gave him the letter and it was sent to the superintendent of the police.

Chinamayanand’s lawyer also filed a petition in the court of the chief judicial magistrate (CJM) for charging the law student and her three friends with the Gangster Act.

“A petition has been filed in the court of CJM Omveer Singh stating that the Gangster Act should also be slapped on the four accused persons, including the woman, for extortion,” Chinmayanand’s advocate Pooja Singh told PTI.

“In the application, it is also said that the court should send the case to a special court for hearing under the Gangster Act,” she said.

After hearing the application, the court reserved its order, Ms Singh said.

According to the petition, Sachin came to meet Chinmayanand at his residence on August 9. Sachin told Chinmayanand that he had all evidence with him and if the former Union minister did not pay Rs. 5 crore then a false case would be lodged against him.

Chinmayanand has been booked under section 376C of the Indian Penal Code (IPC), which is usually applied in cases where a person abuses his position to “induce or seduce” a woman under his supervision to have “physical association not amounting to the assault of abuse”.

Bangladesh’s tour of India is in trouble after Test and T20I captain Shakib Al Hasan, in a press conference on Monday, revealed that the players will not participate in any cricketing activities if their 11-point demand is not met by the country’s board. Bangladesh is set to tour India for a three-match Twenty20 International series and a two-Test series, which starts on November 3.

However, the series in India is now under a cloud following the unprecedented stand taken by the Bangladesh players. The boycott plan was announced by the country’s top players such as Test and T20 captain Shakib Al Hasan, Mahmudullah and Mushfiqur Rahim at a press conference in Dhaka. Nearly 50 players are part of the protest.

A boycott of any cricket activity for the foreseeable future will have an immediate impact on the National Cricket League, currently in progress. The action could also jeopardize the training camp for next month’s tour of India and possibly the tour itself.

During the tour starting November 3, Bangladesh are scheduled to play three T20 Internationals and two Test matches as part of the World Championship.

“We have to respect the local coaches, physios, trainers, and groundsman. They get a little amount of salary at the end of the month,” senior opener Tamim Iqbal said on behalf of the players at the press conference.

The camp was supposed to start this week with the team’s spin consultant Daniel Vettori in attendance.

India responded with a guarded statement, calling Bangladesh’s internal matter.

“The BCCI will wait and watch the developments closely. This is an internal matter of the Bangladesh Cricket Board and until and unless we hear from them, there is no need for us to make any comments,” a senior BCCI functionary told PTI.

However, many in the Indian Cricket Board feel that President-elect Sourav Ganguly’s cordial relations with both players and officials in Bangladesh cricket might help in salvaging the situation.

“There is a Test game in Kolkata which will surely create a lot of attention among the Bangladesh fans keeping the local unite in mind. A lot of fans are required to travel from Dhaka and it’s surrounding cities to watch the match, a first in Kolkata. I think that they will pay heed to our president’s appeal if the circumstance demands,” another BCCI official said.

One of the major points raised by the players was better remuneration for those competing at the first-class level.

“Match fee for the first-class games should be raised to one lakh (Bangladesh Taka), which is now 35 thousand only. At the same time, the pay of first-class cricketers also should be raised by 50 percent,” said Shakib.

“A first-class cricketer gets only 1500 taka as the daily pay. I don’t believe this is sufficient for a cricketer to get a healthy lifestyle. At the same time, we are asking to raise the travel allowance. We will be glad if BCB guarantees the air tickets for traveling for the First-class cricketers throughout the nation.”

Sources in the BCB believe that the tour remains on course as Bangladesh Prime Minister Sheikh Hasina is committed to attending the second Test at the Eden Gardens from November 22.

In case Bangladesh forfeits, the ICC will award the Test series to India who will get 120 points.

Household wealth more than doubles to $12.6 trillion in 2019

In a year when the overall economic growth decelerated to a five-year low of 5.8 percent, a report has claimed that household wealth more than doubled USD 12.6 trillion in the calendar year 2019. Total wealth held by the households in the country had stood at USD 5.972 trillion in 2018, according to a report by Swiss bank Credit Suisse on Monday.

The startling report comes at a time when many analysts are concerned over almost all the key indicators are heading south or even contracting forcing the government to offer massive tax giveaways. The report also says household wealth in the country has grown four-times between 2000 and 2019, and the country will add another 43 percent or USD 4.4 trillion to wealth over the next five years.

A specific query on the reasons for doubling up of household wealth was not answered by the bank, which also has operations in the country as a brokerage and other activities. The report says this massive wealth includes both financial as well as investments in real assets like gold and property and also takes onboard currency movements. It can be noted that the property market has been in the doldrums since late 2016 following the note-ban. The wealth per adult stood at USD 14,569 as per the report, or up 3.3 percent, while their debt grew 11.5 percent to USD 120 billion.

Financial assets grew at a lower 1.4 percent as against a 6.9 percent increase in the non-financial assets, which reflects the volatile markets, the report notes, adding there are 8.27 lakh adults in the top 1 percent of global wealth-holders, who own 1.6 percent of the global wealth. Nearly 4,500 possess a wealth of over USD 50 million, while 1,790 have over USD 100 million, the report says. India is ranked fifth among the countries with ultra high net-worth individuals, according to the report.
