27 Dead As Rain Batters Bihar, Patna Schools Shut Till Tuesday

27 people have died in Bihar after incessant rain in the state left many parts, including capital Patna, flooded. The weather office has warned of more rain in the 24 districts in the state in the next 24 hours. Schools in Patna are closed till Tuesday anticipating heavy rain. Patna was brought to a standstill over the weekend after many areas submerged in water that rose up to the chest.

Residents in inundated areas were taken out in rescue boats. “Even the weather agency seems clueless, making several forecasts at various points of time,” Chief Minister Nitish Kumar told reporters on Sunday. Bihar’s neighboring state Uttar Pradesh saw 87 deaths in the last five days due to heavy rain.

Bihar Chief Minister Nitish Kumar made through the flooded roads of the city’s worst-affected localities like Rajendra Nagar, posting instructions to officials, who accompanied him during the round.

27 Dead As Rain Batters Bihar, Patna Schools Shut Till Tuesday

The Bihar government has asked the Indian Air Force for two helicopters for lifting and airdropping food packets and medicines in the flood-affected areas of Patna. The state government has also asked the Air Force for de-watering machines.

This morning, there is some relief with no rain in the state capital. On Sunday, apart from rescue boats, municipal cranes normally used for moving earth were also used to rescue people. Many residents were stranded in their homes without electricity and water supply.
19 teams of National Disaster Response Force (NDRF) have been deployed in affected areas of Bihar.

A bird’s eye glimpse of Patna made the capital seem like a huge lake dotted with concrete structures. Posh low-lying areas like Rajendra Nagar and Pataliputra Colony were flooded. Private hospitals, medical stores, and other shops were submerged in waist-deep water. Visuals showed flooding at Nalanda Medical College Hospital, the second-largest healthcare facility in the city.

Many trains have in Bihar have been canceled or diverted due to flooding of railway tracks and, in some places, damage caused to bridges.

In rain-ravaged eastern Uttar Pradesh, 87 people have died since Thursday. Chief Minister Yogi Adityanath has asked authorities to not give leaves to government officials.
The worst-affected places in Uttar Pradesh are Ballia, Varanasi, Jaunpur districts. 500 of the 950 prisoners of the district jail in Ballia are being moved out to another jail after rainwater entered three barracks.

The Union Home Ministry is closely monitoring the situation in Uttar Pradesh, Bihar and Jharkhand, Union Minister of State for Home Affairs Nityanand Rai told news agency ANI.
Air traffic has also been affected as GoAir announced on Twitter that it has diverted its flights from Mumbai to Lucknow and those from Delhi to Varanasi. GoAir and IndiGo, issued advisories to passengers from the city to leave for the airport well in advance, warning of slow traffic. SpiceJet also requested passengers to “keep a note on flight status” since the movement of flights could get changed “due to bad weather in Patna”.

Aiden Markram warms up for Tests with brisk century on another rain-hit day

South African Batsman Aiden Markram smashed a hundred on the second day of the warm-up game versus the Board President’s XI at Vizianagaram on Friday.

With the first day completely wiped out due to rain, the toss took place on Friday. South Africa skipper Faf du Plessis obtained the toss and decided to bat in the batting-friendly conditions.

India got a breakthrough early in the innings, with Umesh Yadav – who was a replacement to Jasprit Bumrah in the test squad – got rid of Dean Elgar.

Nevertheless, it was Markram who produced the most damage, smashing runs at a modest pace and hit boundaries to all parts of the ground.

There were difficulties at the other end though, as Ishan Porel removed Theunis de Bruyn leg before for 6 whereas Dharmendrasinh Jadeja picked Zubayr Hamza plumb for 22.

Markram was followed by Temba Bavuma, with the two built a partnership that remained till after tea.

Rohit sharma scored a duck first time as an opener

Bavuma was the most defendant of the two whereas Markram seemed to take on the opposition bowlers more frequently, ultimately bringing up his hundred after tea.

As soon as Markram reached his hundred, he retired which allowed the South African captain Faf Duplessis to come out to bat.

Bavuma would brought up his fifty but Du Plessis wait at the crease didn’t last long as his outcome is only 9 runs before he too fell prey to Jadeja.

Quickly later the fourth wicket fell, play was suspended due to a rain threat and umpires took early stumps due to bad lighting conditions.

South Africa will look to give some time out for their batsman before their three-match test series against India.

Update till lunch on day-3:

Rohit Sharma just faced two balls at the top of the order before being dismissed by Philander.

GOOGLE TAKES DOWN 46 APPS FROM THE PLAY STORE, ALL DEVELOPED BY CHINESE COMPANY IHANDY

Google has purged around 46 apps from the Play Store over the last week. All these 46 apps have been made by a Chinese developer called iHandy. No reasons have been given for the takedown by Google yet.

This isn’t the first time Google has taken down apps made by Chinese developers. According to a report by Buzzfeed News, the removed apps include those related to selfies, security and antivirus, keyboards, horoscopes, emojis and health-related apps. A popular app called Sweet Camera – Selfie Beauty Camera, Filters, which had been downloaded 50 million times, was also taken down. The app isn’t visible on the Indian Play Store either.

While Google has not given a statement as to why these apps were taken down, a spokesperson has said that iHandy is currently under investigation. Despite this, eight other apps from the same developer still exist on the Play Store.

iHandy claims to have around 180 million monthly active users in over 200 countries.

Speaking to Buzzfeed News, iHandy VP Simon Zhu said that they were in touch with Google regarding this. Calling the action unexpected, Zhu said that the company was trying to find the reasons for the takedown.

Earlier in August this year, Google had taken down 85 apps from the Play Store that were found to be hiding adware inside them. Among those apps, the research firm Trend Micro (which discovered the adware) said that most of them were posing as photography as well as gaming apps which were downloaded over eight million times.

Super Selfie, Cos Camera, Pop Camera and One Stroke Line Puzzle were the most popular among the total 85 apps that were discovered by researchers as being adware-infected.

The report by the researchers said that all these apps were uploaded on the platform by different developer accounts and were signed by different digital certificates, however, they all exhibited similar behaviour and shared the same code.

‘Hard to see a special talent like Rohit sitting out’ – Rahane

India is hosting South Africa for a three-Test series next month, and a lot of discussion has been centered around Rohit opening the innings ever since he was named in the squad. So far, Rohit has made 27 Test appearances for India, scoring 1,585 runs at 39.62, and also has three hundred and ten half-centuries to his name.

“I don’t know whether Rohit will be opening the innings or not,” Rahane spoke at a promotional event in Mumbai on Thursday, 26 September. “If he gets an opportunity to open, I will be glad for him. I also said in west indies, it is tough to see an exceptional talent like Rohit sitting out.”

'Hard to see a special talent like Rohit sitting out' – Rahane

Rohit is currently ranked at No.2 and No.8 in the MRF Tyres ICC Batting Rankings for One-Day Internationals and Twenty 20 Internationals, respectively. However, he hasn’t been able to replicate that form in the red-ball format of the game, due to which he’s been in and out of India’s Test squad.

Rohit has never opened an innings in the Test format for India, and the highest he’s batted is at No.3, a position on which he averages 21.40, from his four outings, but Rahane backed his team-mate, if given an opportunity, to come good at the top of the order in the forthcoming home Test series against South Africa.

“He has worked hard and if at all he gets an opportunity, I am certain, he will do exceedingly well,” Rahane said. “We all know the quality he possesses. Test format is all regarding mindset and ODI cricket, you can just go out there and back yourself. In Test cricket, seldom if two bowlers are bowling good spells, you need to appreciate that and come out effective and play your game after that.”

The first India-South Africa Test takes place at Visakhapatnam on 2 October.

Midnight cloudburst which began in late hours of Thursday has left several parts of the city in knee high water, and caused widespread disruption of power supply and water logging on roads.

Breach of Balkapur nala, which empties into Hussain Sagar lake, has resulted in inundation of the slum at MS Makta. The breach is attributed to collapse of retaining wall under water pressure. According to information from GHMC, about 200 homes in the locality had rain water entering them.

Mayor Bonthu Ram Mohan and Additional Commissioner Sikta Patnaik visited the area and supervised relief operations. Two teams from GHMC Disaster Rescue Force have been deployed at MS Makta.

Study Confirms Link Between Air Pollution and Children's Mental Health

Three new reports from Cincinnati Children’s Hospital Medical Center, in collaboration with scientists at the University of Cincinnati, spots a light on the association between air contamination and mental well-being in children.

The research is considered to be the first to use neuroimaging to associate TRAP publication, metabolic changes in the brain, and generalized stress signs among otherwise normal children.

The scientists observed more necessary myoinositol concentrations in the brain – a seal of the brain’s neuroinflammatory acknowledgment to TRAP.

The other research found that disclosure to TRAP throughout early life and across teens was significantly correlated with self-reported distress and stress signs in 12-year-olds.

Collectively, these considerations add to the expanding body of indication that exposure to air contamination throughout early life and childhood may add to distress, anxiety and other mental health difficulties in adolescence, declared the scientist.

Softbank-backed Oyo Hotels and Homes, through its managed housing brand Oyo Life, announced Thursday a tie-up with IIT-Delhi to provide off-campus accommodation and another deal with the private Plaksha University

With just about one-fifth of the demand for student accommodation being met by organised university-operated facilities, private equity and venture capital firms are cashing in on the investment potential in this relatively untapped segment.

Softbank-backed Oyo Hotels and Homes, through its managed housing brand Oyo Life, announced Thursday a tie-up with IIT-Delhi to provide off-campus accommodation and another deal with the private Plaksha University (for its fellowship program in Gurgaon), under which Oyo will cumulatively provide and manage over 500 beds for students of the two academic institutions.

This comes on the back of another big deal, where Oyo, alongside Goldman Sachs and HDFC-backed Good Host Spaces, as well as alternative assets fund Blackstone, is also in the race to take over the student hostel assets of Punjab-based Lovely Professional University (LPU) — projected to be chartbuster deal in the segment.

Campuses run out of hostel space, private firms step in

The deal, in which the University’s promoters, the Mittal family, are learnt to be monetising their assets, is being valued at upwards of $175
million (Rs 1,242.5 crore) — conservative if benchmarked to the typical deal ticket-sizes seen in PE transactions, but fairly substantial if one were to consider that so far in 2019, only $117 million (Rs 830.7 crore) has been invested in the student accommodation market in India.
he current demand for student accommodation, or Purpose Built Student Accommodation, in India is pegged at around 8 million bed spaces, which is expected to grow at 8 per cent annually to 13 million beds by 2025, according to the Global Student Property 2019 Report by Knight Frank. Only 20 per cent of the current demand of 8 million bed spaces is currently being met by university-operated provisions in the country.

An overlapping area of interest includes co-working and co-living accommodation spaces aimed at students and young working professionals, an area where investors have started putting money into over the last 24 months.

Stanza Living, funded by investors like Sequoia Capital, Accel Partners and others, has a pan-India co-living inventory of over 20,000 beds and last year, Hamstede Living, a venture backed by Warburg Pincus and Lemon Tree Hotels, is also active in the service accommodation space for students and young working professionals. Co-living startups such as Zolo, and CoHo are among the other start-ups active in this space.

As per data provided by Venture Intelligence, $567 million (Rs 4,025 crore) has been invested by PEs and VC funds in student accommodation companies in 23 deals since 2015. This excludes investment in Oyo, which also operates in other hospitality segments as well. 2018 saw the highest investment activity in the space with $314 million being pumped in through seven deals. The year’s biggest deal involved the $288 million in Hamstede Living.

he proposed LPU deal, according to sources, could help the private university build a corpus to invest in other aspects of the academic institution’s growth. LPU did not respond to an e-mail query sent by The Indian Express seeking details of the potential sale.

A report released by Student Accommodation Provider Association of India and real-estate firm CBRE Thursday said that the student housing space is expected to witness investment worth $700 million and an addition of 6 lakh beds by 2023 across the country.

According to the Knight Frank report, among cities, Bengaluru, which has the highest concentration of university colleges in India, sees only 10 per cent of the demand for purpose-built student accommodation – 3,06,377 students – being covered by on-campus provisions.

This is followed by Pune with 1,91,937 students needing accommodation and 11 per cent of these being covered by on-campus facilities. Bengaluru-based accommodation company Nestaway recently announced the launch of a subsidiary – Hello World – that will focus on co-living and student housing. Hello World, which is present in 15 cities such as Bengaluru, Hyderabad, Delhi-NCR, Pune, Kota, Dehradun, etc and has 10,000 beds, plans to launch in nine more cities across the country in the next 2-3 months and aims to reach 50,000 beds in the next year. The firm said that it leases out an entire building to develop purpose-built rental housing.

Similar to Nestaway, Oyo operates its purpose-built student accommodation business under the brand Oyo Life, which since its launch in October 2018, has managed to expand its presence in 500 buildings with 25,000 beds in Delhi-NCR, Pune and Bengaluru.

“We are rapidly expanding our base to four more cities – Hyderabad, Chennai, Kolkata and Mumbai. Overall, we have set an ambitious target of 100,000 beds in India by the end of 2019 with an aim to become the largest and most preferred player in the co-living segment,” an Oyo spokesperson told The Indian Express.

We are seeing the potential for customers across various stages of life ranging from students, couples right up to families and senior citizens across diverse income groups, opting for such fully managed accommodations. For example, about 20 to 30 per cent of the guests at OYO LIFE across the country are students.”

Ringer row: Reliance Jio increases ring time to 25 seconds

0

Kolkata: Reliance Jio has increased to 25 seconds the ring duration for outgoing calls from its network.

But Bharti AirtelNSE -0.89 % and Vodafone Idea are not pleased with this fivesecond increase, and are sticking to their demand for a minimum 30-second ring duration.

The Mukesh Ambani-owned telco has “increased the ring time for outgoing calls to 25 seconds — from 20 seconds

This comes after Bharti Airtel recently wrote to Trai, warning that it would be forced to cut ring time for outgoing calls from its network to 20 seconds, same as that of Jio’s.

Bharti Airtel had urged Trai to ask the youngest telco to increase its ring duration. Call ring duration is at the heart of the spat between Airtel and Jio.

Airtel has alleged that Jio had reduced its ring duration to manipulate the interconnection usage charge (IUC) regime.

A shorter ring alert, Airtel alleged, meant more missed calls.

Ringer row: Reliance Jio increases ring time to 25 seconds

This, in turn, led to more return calls to Jio’s network, enabling the latter to reduce its IUC payouts to incumbent telcos, Airtel claimed.

Jio has rejected the allegation, saying 15-20 seconds is a globally followed norm.

The issue was discussed at a Trai meet on September 6,where most telcos — Airtel, Voda Idea, BSNL and MTNL — backed 30 seconds of minimum ring time for answering a call in the interest of consumers and network performance.

Jio, however, wanted it set at 25 seconds. The telco said 20 seconds was sufficient for a called party to respond, and that a longer span wastes spectrum resources.

“There’s no change in our stated position outlined in the minutes of the September 6 Trai meeting as we haven’t received any subsequent communication from either the regulator or Jio on this matter,” a senior executive of an incumbent telco told ET.

Trai has since put out a discussion paper, ‘Duration of alert for the called party’, seeking views on maximum ring time to optimally use network resources.

It has also reportedly asked telcos to arrive at a consensus on the matter before the consultation process concludes.

An outgoing call for the lowest class of 2G users for Airtel and Vodafone Idea costs Rs 1.50 a minute.

To avoid this cost, Jio argues, the subscribers of Airtel and Vodafone Idea and others give missed call alerts to Jio’s users to elicit a return call.

This return call terminates on the incumbents’ networks, generating IUC revenue for them.

Jio says because it offers free unlimited voice services, its network is being bombarded by missed call alerts from incumbent telcos.

Vodafone Idea, Airtel and Jio had not responded to ET’s queries as of press time Thursday.

Currently, Airtel and Vodafone Idea are net IUC revenue gainers, while Jio pays out on a net basis, due to voice traffic flow patterns.

But the voice traffic gap is narrowing as Jio gains subscribers and minute market share at the cost of rivals. Jio is now the largest telco by both these parameters.

Tensed Situation at SAARC meet as External Affairs Minister Jaishankar, Pakistan Foreign Minister Qureshi boycott each other’s statements

Pakistan and India barred each other’s comments at a meeting of South Asian Association for Regional Cooperation (SAARC) Foreign Ministers here. Pakistan Foreign Minister Shah Mehmood Qureshi declared that he would not attend the speech by External Affairs Minister S. Jaishankar first, proclaiming at the last minute that he would not tend the SAARC Minister’s lunch while Mr. Jaishankar was chatting.

Mr. Jaishankar then delivered his comment and left the meeting, moments before the Pakistani Foreign Minister’s entry, assuring that the two Ministers were not present in the room mutually at any period.

Mr. Jaishankar did not reflect on the tensed circumstances at the SAARC meet. Later, tweeting about his talk, he penned, “Ours is not just a story of missed possibilities but also of intentional barriers… Removal of terrorism is a precondition not only for productive cooperation but also for the very endurance of the region itself.”

As he proceeded into the meeting, Mr. Qureshi stated he could not “sit and talk” with “killers of Kashmiris.” Mr. Qureshi’s resolution was put out in a tweet 20 minutes after the conference was due to begin at a downtown hotel near the United Nations. The tweet put out by Pakistan’s governing party the PTI, said Pakistan would not fight with India unless it “lifted the offense and put an end to crimes there.”

The lunch later remained as programmed with comments from committees and Ministers from other SAARC nations including Afghanistan, Bangladesh, Bhutan, Maldives, Sri Lanka and the current SAARC chair Nepal, who sat throughout both declarations.

Pakistan was represented by Foreign Ministry spokesperson Mohammad Faisal through the External Affairs Minister’s talk, who intimated to Mr. Jaishankar that he would govern in place of Mr. Qureshi. Ironically, Mr. Faisal had informed The Hindu just a few moments before the lunch that the SAARC law did not allow for “respective issues to take center-stage.”

Pakistan has been complaining India’s declaration to avoid the SAARC summit due to be handled in Islamabad since 2016, until cross-border terrorism concludes, which has indicated that the SAARC summit, which expects all leaders to accompany, cannot be held. India has joined all other SAARC members at various fora, including BIMTEC, BBIN and also bilaterally, emphasizing that these are more prolific parkways at present.

After the conference, Mr. Qureshi claimed that Pakistan had achieved the consent of the association to build the SAARC summit in Islamabad next year. “If India believes it is still a part of SAARC, it is most pleasing to attend,” Mr. Qureshi said, continuing that “no country” had opposed to Pakistan’s program for the summit.
