Former Union Minister P Chidambaram left Delhi’s Tihar jail today, more than a month after he was taken there, as a court sent the 74-year-old Congress leader to the custody of the Enforcement Directorate in the INX Media money laundering case till October 24.

Allowing the probe agency to question Mr Chidambaram in custody, the court also permitted him to have home-cooked food, a separate cell, a western toilet, spectacles, and medicines. The Enforcement Directorate opposed his request for air-conditioning. Mr Chidambaram will be allowed to meet family members and relatives for half-an-hour every day.

“We will take care of his security. Home food, western toilet and family visits will be taken care of,” the agency told the court.

The court directed the Enforcement Directorate to get him medically examined every 48 hours.

Arrested by the CBI on August 21, Mr Chidambaram had been in judicial custody at the Tihar jail since September 5 in the INX Media corruption case filed by the CBI. He was arrested by the Enforcement Directorate yesterday.

The Enforcement Directorate wants to question him in a case that allegedly involves money-laundering. It had requested 14-day custody of the Congress veteran.

He was taken to the agency’s office in Delhi in the evening for questioning and will be kept at either the Tughlaq Road or Tilak Marg police stations. He will be brought back to the Enforcement Directorate’s office around 10:30 am tomorrow.

Mr. Chidambarm’s son Karti said, “It’s a blatant misuse of law. When the 60-day mandatory period is ending, the ED has arrested him. I am an MP and so is my Father. All our properties and assets are in the public domain. This is not a genuine investigation, it’s a ploy to prolong his custody.”

Mr Chidambaram and his son have denied any wrongdoing and have said they are being targeted by the ruling BJP to settle political scores.

Hours before the Supreme Court concluded the 40-day hearing on the Ram Janmabhoomi-Babri Masjid title suit, the Ayodhya mediation panel submitted its final report to the five-judge bench.

Outlining what has been described as a settlement agreement, people familiar with the development said on Wednesday.

A key element of this proposed settlement is an offer by the UP Sunni Waqf Board to surrender its claim on the disputed site.

The offer is conditional on the government accepting three conditions to protect the interests of Muslims in other parts of the country including Ayodhya.

It is not clear how, if at all, this last-minute offer would impact the proceedings before the court.

Outlining its three conditions, the Waqf Board wants the UP government to rebuild 22 mosques lying in dilapidated condition, strict implementation of the Places of Religious Worship Act 1991.

The top court had earlier this year explored the possibility of mediation for an amicable settlement to the dispute, but the arbiters made little headway.

A three-member mediation panel led by retired judge justice FM Ibrahim Kalifulla and comprising Art of Living founder Ravi Shankar and senior advocate Sriram Panchu tried to work for a resolution but failed to bridge differences.

The Constitution bench has subsequently held daily hearings starting on August 6.

Last month, the top court, at the request of the mediation panel, allowed them to simultaneously talk to the parties concerned but many parties, particularly those known to have adopted a hard-line, stayed away from the final round of negotiations.

On the last day of daily hearings in the Supreme Court on the Ayodhya temple-mosque case, there were dramatic moments as a senior lawyer tore up a map and relentless interruptions infuriated the judges.

Rajeev Dhavan, representing Muslim petitioners including the Sunni Waqf Board in the title suit, tore up a pictorial map showing the Ram Janmasthan. “Can I have your permission to tear it,” Mr Dhavan said to the judges.

He acted after Vikas Singh, the lawyer for the All India Hindu Mahasabha, tried to place a publication by Kunal Kishore as evidence during his arguments claiming ownership of the disputed land in the temple town in Uttar Pradesh.

“The Supreme Court should not rely on this book,” Mr Dhavan said, requesting permission to tear it up.

After the pages were torn, interruptions from both sides and the commotion angered the judges.

“Decorum has been spoiled, decorum is not maintained. If proceedings continue in this manner, we would just get up and walk out,” said the Chief Justice.

Later, Mr Dhavan complained to the top judge that the “news that I am tearing papers is going viral”.

“I wanted to throw it away. The Chief Justice said I can tear it,” he pointed out.

“The news of tearing is going viral. We have seen it,” Justice SA Nazeer said.

In another notable exchange, Mr Dhavan described the argument of PN Mishra, the lawyer for the Hindi petitioners, as “foolish”.

“Mr Mishra’s argument is next to foolish. Please sit down. He doesn’t know. It is not personal,” Mr Dhavan said.

PN Mishra, protesting the descriptor, said: “I have written a book on land law and got a PhD…” To which, Mr Dhavan shot back: “I can salam (salute) his book.”

Justice Gogoi said the lawyer could put out a clarification that it was the Chief Justice who had allowed him to tear the paper.

Daily hearings in the politically sensitive case will end at 5 pm, the Chief Justice said as the proceedings began this morning. “We will rise by 5 pm,” Chief Justice Gogoi said after a lawyer asked the Supreme Court for more time for arguments.

The court is expected to announce a verdict in the 134-year-old Ram Janmabhoomi-Babri Masjid title suit before the Chief Justice leaves office on November 17.

Many Hindus believe the land was the birthplace of Lord Ram and a mosque was built there on the ruins of an ancient temple. The 16th-century Babri mosque was razed in December 1992 by right-wing activists, a cataclysmic event that sparked riots across the country and changed Indian politics forever.

Several mediation attempts have failed to solve the decades-old dispute.

Despite orders issued by the Telangana government, several educational institutes in Hyderabad including schools and junior colleges were running classes in violation of the rules on Monday, and were issued a notice by officials.

A team of District Education officials visited several institutes to check whether classes were being conducted, and warned managements against doing so, and sent the children home after calling their parents.

“As it was the first day, we just warned them. From tomorrow onwards, we will take strict action,” an official was quoted as saying.

The ongoing indefinite strike by the Telangana State Road Transport Corporation (TSRTC) staff has forced the government to extend the ongoing school holidays for dasara till October 19.

The Board of Intermediate Education of Telangana also issued orders to the government colleges as well as aided and private colleges concerned, to adhere to the new holiday schedule and resume classes from Monday, October 21.

As some students were set to write exams on October 21 and 22, the tests have been postponed to October 29 and 30, the Commissioner of School Education said in a statement.

Besides junior colleges belonging to the Chaitanya, Narayana and Gayathri groups, notices were also issued to some schools in the city, demanding an explanation within two weeks.

“At almost 80 percent of private schools that extended the holidays, teachers were still made to work, and all corporate schools conducted classes for Class X students,” Sheik Shabbir Ali, of the Telangana Private Teachers Federation, told TNIE.

Meanwhile, the indefinite strike by RTC employees, who have been demanding a merger with the government, entered its the 10th day on Monday.

Adopting a tough stand on the strike, Chief Minister K Chandrasekhar Rao had ruled out taking back the 48,000 employees into TSRTC as they failed to return to duty before the expiry of the deadline. He has also ruled out talks with them.

Hyderabad: Battered as they might be, Hyderabad roads are however a little bit safer than they were last year, if the number of fatal accidents and deaths from January to September are considered.

According to the Hyderabad Traffic Police, some corrective steps appear to have saved several lives in the city, with pedestrian deaths coming down by 17 per cent, the overall number of deaths in accidents reducing by 11 per cent and the number of fatal accidents down by 13 per cent.

Officials said identification of black spots and corrective measures helped in bringing down the number of accidents. As against 225 fatal accidents from January to September in 2018, this year there were only 196 in the corresponding period. The number of deaths came down from 232 to 206.

Additional Commissioner of Police (Traffic) Anil Kumar said the police took up several corrective measures to ensure safety of commuters. “Joint inspections with other stakeholders, including GHMC, Hyderabad Road Development Corporation, Roads and Buildings Department and National Highways Authority of India, were held. Based on the findings, various corrective measures were taken up on the roads,” he said.

Of the total 196 accidents reported in 2019, 116 were attributed to speeding, 46 to negligent driving, 12 to drunk driving, eight due to negligence of driver/pedestrian and six due to minor driving.

Moments following Chinese President Xi Jinping said Pakistan Prime Minister Imran Khan that he was avidly observing the Kashmir condition, India restated on Wednesday that it would be in everybody’s kindest credits if other countries tarried out of its domestic affairs.

“We have seen the news regarding the conference of Chinese President Xi Jinping with Pakistan’s Prime Minister Imran Khan, which also leads to their talks on Kashmir,” told Foreign Ministry spokesperson Raveesh Kumar. “India’s stance has been steady and transparent that Jammu and Kashmir is an indispensable part of India. China is well conscious of our situation. It is not for other countries to talk on the domestic affairs of India.”

China – which requires to be Pakistan’s “all-weather companion” – has strengthened its charges of extensive slaughter in Jammu and Kashmir on global stages ever since the region’s special status was dismissed on August 5. However, Imran Khan was made to reveal last month that his government’s attempts to internationalize the subject had abandoned to make an impact on world leaders.

In his Wednesday meeting, Xi Jinping assured Imran Khan that it would encourage Pakistan on matters relevant to its “core concerns”. State-owned Xinhua News organization also cited him as declaring that although the “right and wrong” of the circumstances were clear, India and Pakistan should resolve the condition through friendly dialogue.

Xi Jinping’s comments seem to have led to some embarrassment, given that he is registered to meet Prime Minister Narendra Modi in Chennai for an intimate summit later this week. “The forthcoming Chennai Informal Summit will give the two leaders with an event to continue their conversations on overarching matters of mutual, regional and global importance, and exchange opinions on expanding India-China Closer Development Partnership,” the government mentioned in a report.

A common report published after Imran Khan’s meeting with Xi Jinping stated that the “Kashmir problem is a discussion left from history, and should be accurately and composedly proposed based on the UN Charter”.

China, the report read, is “paying close consideration to the prevailing situation in Jammu & Kashmir”.

“China denies any one-sided actions that compound the situation. The two sides emphasized that a peaceful, constant, united and prosperous South Asia was in common benefit of all parties. Parties need to resolve conflicts and concerns in the region through conversation on the basis of identity and mutual respect,” the report further said.
