The officials are now worried that this could lead to Chennai like situation in future. ADVERTISEMENT “Again, as per the master plan in all 5.99 lakh hectares of fertile land were there in the proposed capital area of 7450 sqkm and if the area was converted into a concrete jungle, would it become another floating city like Chennai” officials wonder. A Congress Rajya Sabha member from AP, KVP Ramachandra Rao had already sought to know from the ministry whether it was safe to build such a capital. He urged the ministry to explain the basis for clearing the proposals and considering de-notification of 44,000 acres of forest land too. He questioned the rationale in according the EC without consulting the National Disaster Management Authority regarding floods in the Krishna basin area, particularly in the CRDA’s master plan. In fact, the National Green Tribunal had in its earlier order asked the state to halt all work on the proposed project till clearances were obtained. It may be recalled that despite the fact that the government required just 450 hectares for government offices, it had acquired 33,000 acres of fertile land and had been seeking denotification of 44,000 hectares of forest land in addition to expanding the city limits to 7,450 sqkm of area. It also recently proposed to acquire more land from the island villages. The Centre, too, is in a dilemma as far as Amaravati is concerned, as “it could not strictly go by the norms as AP needs a capital and it was up to the state government to locate it where it needs to be. We wish all safeguards are taken in this case. As the preparation of master plan is still under way, hope the government goes for the best practices to prevent a disaster. Questions shall remain anyway”, the ministry sources add.

Popular Chinese short-video app TikTok may face government scrutiny for content “harmful to Indian society, culture and security”, with officials telling Moneycontrol that they were taking stock of the videos posted on the platform.

The officials have raised questions over the content strategy of Chinese internet company ByteDance-owned TikTok. There are certain videos when downloaded have the TikTok logo or the watermark, while some don’t.

“How is it possible that some videos have the logo and others don’t… there should be consistency,” a ministry of electronics and information technology (Meity) official said. “A logo or a watermark on a video shows association with the content.”

TikTok, which has 200 million monthly active users in India, is trying to shun its image of a platform that hosts objectionable content.

Many times videos that can endanger life, such as those of stunts involving dangerous acts, or the ones that are considered obscene or violent don’t carry the watermark. At the same time, videos with social messages like that on plastic ban or comedy or Bollywood or by an influencer bear the TikTok logo.

“Things have to be in line with Indian rules of being an intermediary,” said the Meity official. There was a confusion between original content and user-generated content.

An intermediary allows users to create their own content and post it on the platform, without being liable for the quality or nature of content that is being shared or posted. Intermediaries are protected under law,” the official said.

According to Section 79 of the IT Act, “intermediaries are exempted from liability for third-party information or communication links made available or hosted by them subject to certain conditions.”

The law, however, also says that the intermediary will be held responsible if it has “conspired or abetted or aided or induced the commission of an unlawful act”.

When reached for comment, a TikTok spokesperson said in an email, “This is purely a marketing practice purely for promotional purposes to promote TikTok on other platforms and redirect new users to TikTok.”

“TikTok, as an intermediary, does not exercise editorial control around any of the content generated by any of its users, nor is it involved in any capacity other than being a host and enabler. As a user generated-content platform, we do not exercise any editorial control over the content on our platform,” the spokesperson said.

The spokesperson, however, did clarify that “we may choose to collaborate with some creators, to promote usage of the platform, make the platform more vibrant and encourage full realisation of the potential of the platform”.

It would help in sharing the content with all other TikTok users and to popularise the platform, the email said.

TikTok on October 17 launched an education programme in India to expand its offering, a move seen as an attempt to pacify local authorities.

The company also said it was working with content creators to post videos about children’s education, health and wellness, among others.

RIL hits Rs 9 lakh crore m-cap, becomes most valued Indian company

Samsung said on 17 October that it will soon roll out a software patch to fix problems with fingerprint recognition on its flagship Galaxy S10 (Review) smartphone.

Basically the Galaxy S10 uses an ultrasonic fingerprint reader instead of the traditional optical ones wherein the former uses sound waves to create a 3D map of your fingerprint while latter illuminates the ridges on your finger to create a 2D map.

Ultrasonic is supposed to be more secure than optical but some screen protectors have been reported to be incompatible with Samsung’s reader because they left a small air gap that interfered with the scanning. This, in turn, could be the reason why the sensor is allowing unregistered fingerprints to unlock the device.

After the user bought a third-party screen protector, her husband was able to unlock her phone using his fingerprint, even though it was not registered.

South Korea’s online-only KaKaobank has told customers to stop using the Galaxy 10 fingerprint recognition function to log into its services until the issue is resolved.

Tech2 has not been able to independently verify these claims and although Samsung has acknowledged the problem, they have not specified how widespread it currently is.

On a complaint received by Raj Bhavan recently, the governor held a meeting with the officials of RUSA and reviewed progress in the scheme. The official informed that the RUSA funds received by seven universities in Telangana State were likely to be lapsed due to non-release of matching grant from the State government.

The seven universities which got the funds are JUTU (Hyderabad), Osmania University (Hyderabad), Potti Sreeramulu Telugu University, Kakatiya University (Warangal), Telangana University (Nizamabad), Mahatma Gandhi University (Nalgonda) and Palamur University (Mahbubnagar). She directed the Vice-Chancellors’ of seven universities, that are selected to get funds under the central scheme, to take appropriate steps immediately and utilize RUSA funds without any lapse by March 2020. The Governor also directed the university heads to take necessary steps to fill all the vacant faculty positions and to get matching grants from the State government as stipulated under RUSA norms.

Chidambaram, Now In Enforcement Directorate Custody

Former Union Minister P Chidambaram left Delhi’s Tihar jail today, more than a month after he was taken there, as a court sent the 74-year-old Congress leader to the custody of the Enforcement Directorate in the INX Media money laundering case till October 24.

Allowing the probe agency to question Mr Chidambaram in custody, the court also permitted him to have home-cooked food, a separate cell, a western toilet, spectacles, and medicines. The Enforcement Directorate opposed his request for air-conditioning. Mr Chidambaram will be allowed to meet family members and relatives for half-an-hour every day.

“We will take care of his security. Home food, western toilet and family visits will be taken care of,” the agency told the court.

The court directed the Enforcement Directorate to get him medically examined every 48 hours.

Arrested by the CBI on August 21, Mr Chidambaram had been in judicial custody at the Tihar jail since September 5 in the INX Media corruption case filed by the CBI. He was arrested by the Enforcement Directorate yesterday.

The Enforcement Directorate wants to question him in a case that allegedly involves money-laundering. It had requested 14-day custody of the Congress veteran.

He was taken to the agency’s office in Delhi in the evening for questioning and will be kept at either the Tughlaq Road or Tilak Marg police stations. He will be brought back to the Enforcement Directorate’s office around 10:30 am tomorrow.

Mr. Chidambarm’s son Karti said, “It’s a blatant misuse of law. When the 60-day mandatory period is ending, the ED has arrested him. I am an MP and so is my Father. All our properties and assets are in the public domain. This is not a genuine investigation, it’s a ploy to prolong his custody.”

Mr Chidambaram and his son have denied any wrongdoing and have said they are being targeted by the ruling BJP to settle political scores.

BSF Soldier Killed In Firing By Bangladesh Guards At Bengal Border

A Border Security Force (BSF) soldier was killed and another seriously injured when their patrol came under fire from the Bangladeshi Border Guards after a flag meeting along the India-Bangladesh border in West Bengal’s Murshidabad.

“This morning, three Indian fishermen went fishing in River Padma in the border area. Two fishermen returned and approached the Kakmarichar Border Security Force(BSF) post, saying that the Border Guard Bangladesh had apprehended them and later released two of them,” BSF said in a statement.

BSF said the Bangladesh Guards called a flag meeting over the issue.

“Around 1030 hrs, the Post Commander and five troopers approached the BGB (Border Guard Bangladesh) patrol in a BSF boat. During the flag meeting, the BGB patrol not only refused to release the Indian fisherman but also tried to cordon the BSF troops. Sensing that the situation is worsening, the BSF party immediately returned. BGB troops opened fire on the returning BSF party,” it added.

Both soldiers were evacuated to the nearest medical facility, where Head Constable Vijay Bhan Singh was declared dead on arrival. The injured soldier is being treated in a hospital.

Mr Singh, 50, was a resident of Uttar Pradesh’s Firozabad.

BSF chief VK Johri later called up his Bangladesh counterpart Major General Shafeenul Islam over a hotline, apprising him of the incident, news agency PTI reported. Major General Islam has assured a probe into the incident.

Relations between the two border forces have been cordial for decades and efforts are on to ensure that the situation does not deteriorate, the agency added.

People of Delhi Alone Can’t be Held Responsible for Air Pollution, Says Kejriwal

Day after rubbishing reports that burning of stubble in neighboring states is responsible for just 10 percent of the air pollution in the capital, Delhi chief minister Arvind Kejriwal on Thursday said the citizens of Delhi alone are not guilty for the air pollution.

“Unless equal attention is given to sources of pollution that lie outside and is dealt with full commitment, it will be difficult to get relief from the pollution,” Kejriwal said.

He reiterated that the sources of pollution lie both inside and outside the national capital while referring to stubble burning in neighboring states in the winter months.

He referred to the 2018 report by TERI which indicated that only 36% of pollution in Delhi is due to the sources within the national capital, while the rest comes from the outside sources.

The Delhi government will be able to provide real-time data on sources of pollution in Delhi from March 2020, Kejriwal said while asserting that the people of Delhi cannot be held responsible for the air quality at a time when Delhi is the only city that has embraced ‘harsh measures’ to combat pollution and has cut it by 25%.

Known for his courage and forthrightness, India’s leg-spin legend Anil Kumble has donned several hats in his career. He is still India’s most-successful wicket-taker in Tests, has been the president of Karnataka State Cricket Association, is a much sought-after commentator, and has also coached the national team.

Kumble’s time as the coach of the Indian team was fruitful, but it ended on an acrimonious note after the 2017 Champions Trophy when his relationship with skipper Virat Kohli got strained considerably. The spin great resigned, terming his relationship with Kohli as “untenable”.

Since then, Kumble hasn’t been in the coaching saddle. But the upcoming Indian Premier League will see the return of Kumble, the coach. The 49-year-old will be the head coach and director of cricket operations for Kings XI Punjab.

So what prompted him to get back to coaching? “I have always enjoyed being among the players,” Kumble said on Wednesday. “I may have been a cricket administrator and now a commentator, but it’s being on the field that I like the most. To contribute and give back the experiences I’ve had and share my thought process with the players. If I can help develop their game and fast track whatever they want to achieve, I’m always up for it.”

Kings XI has never won the IPL. The best finish they have achieved is the runners-up position in 2014. Kings XI management hopes that bringing in someone of the stature of Kumble will change the team’s fortunes.

In recent times, there has been a lot of dilly-dallying over off-spinner and Kings XI’s captain for the last two editions, Ravichandran Ashwin. There were speculations that he could join Delhi Capitals. Earlier this week, though, KXIP co-owner Ness Wadia said that the franchise’s board had a rethink and has decided to retain Ashwin.

Kumble agreed that Ashwin was a “fantastic asset” for the team, but also added that the offspinner isn’t an automatic captaincy choice.

“I think any decision on Ashwin or any other player is an internal matter of the team. Ash (Ashwin) is a fantastic asset for the team. We all know his contributions for the Indian team over that last so many years. He has been a brilliant player for India. But there is no certainty yet that he’ll be the captain this year. Moving forward, we still haven’t taken any decision on anyone for that matter. We need to sit down with the (Kings XI) board.”

Kumble’s concerns for the team are its death bowling and lack of experience in the middle-order. “There are certain gaps that one needs to fill. We are certainly looking to add some experience to our middle-order. We have Chris Gayle who is perhaps the most experienced international player in the T20 format.”
